The Ambassador was especially interested in the economic situation in RS, return of refugees, work of the B&H common institutions and problems related to the forthcoming elections in September.BANJALUKA - The RS President Biljana Plavsic and Prime Minister Milorad Dodik had talks in Banjaluka with representatives of Republic Association of killed and captured soldiers' families and promised that they would fulfil all requests of this association. "It is related, first of all, to legal determination of status of these families and financial help for them" - said after the meeting President of the Association Cedo Vrazina. BANJALUKA - The RS Prime Minister Milorad Dodik announced in Banjaluka signing of an agreement amounting 500 millions of DM donated by the international donors to RS. Dodik announced the additional 500 millions of DM intended for reconstruction of RS and should be provided at the Fourth Donors Conference on May 7 and 8 in Brussels. "At the moment it is most important that representatives of RS will sign an agreement with the International Monetary Fund (IMF) what would include RS in the international financial dealings" - said Dodik. BANJALUKA - The RS Prime Minister Milorad Dodik said that the International Seminar on challenges of reconstruction and transition in RS, started in Banjaluka, came in the right moment regarding holding of the Fourth Donors Conference for B&H. A seminar, participated by 50 experts from RS, Ambassadors to B&H and international representatives and economy experts, was opened by representative of Permanent Committee for Economic Relations with the UN Hans Brightness. An introductory speech was made by Milivoje Panic, professor at the Cambridge University. NIS - The RS representative in the Arbitration Commission for Brcko Vitomir Popovic warned last night in Nis that unless the arbitration procedure was accepted as a political problem, a solution would be negative for RS, and expressed hope that legal solution would be accepted, for RS to stay within RS. BIJELJINA - The RS Democratic Party said that yesterday's incident in Derventa during mass attended by a cardinal Vinko Puljic, has political meaning only, and its direction is to replace a problem and public attention in RS". "Responsibility for opposing to the Dayton Peace Accord Croatia is trying to place on Serbs in order to justify preventing of Serbs to return to Kninska and Bosanska Krajina" - said at a press-conference in Bijeljina President of this Party Dragomir Savic. ROME - Arrival of a cardinal Puljic in Derventa, Croats wanted to use as a political mean - is conveyed by part of the aItalian press. 650 men Croats was to come from Sarajevo while there were attempts from Croatia to come more than 25 buses with Croats. "That plan was given up when the SFOR Command warned them that for that kind of feast number of people was too big. BANJALUKA - Health condition of Spasoje Babic,43, from Derventa, who had been injured in yesterday's incident, is relatively good with possible complications regarding injuries on several organs - said dr. Danko Bolic from Banjaluka's hospital where Babic had been operated last night. In Luzani near Derventa the SFOR vehicle run over Babic trying to break through the baricade made it by local people. BANJALUKA - President of the International Commission for Missing Persons and the American senator Bob Doyle will visit tomorrow three exhumation sites in B&H with bodies of killed civilians and soldiers from the war. In accordance with the election of the state commissions' representatives , i.e. Serbian, Croatian and Muslim part, Doyle will visit exhumation sites in Bradina near Konjic, Bugojno and Capljina. BELGRADE - Regarding serious incidents on a border with Albania on April 22 and 23, Federal Ministry for Foreign Affairs forwarded (SMIP) a protest to a charge d'affaires of the Albanian Embassy in Belgrade, Florijan Novi - it has been stated from the SMIP. "Yugoslav part thinks that Albanian Government is responsible for armed provocations by which security of FRY border is jeopardised. It is also responsible for taking arms in FRY illegaly , training of terrorists and their illegal crossing to FRY, violating its territorial integrity" - is said in the announcement. PRISTINA - A leader of Albanian secessionists Ibrahim Rugova accused in Pristina Serbian side and FRY Army for yesterday's incident on the Yugoslav- Albanian border. At a press-conference Rugova called on the international organisations to "take over things and participate in solving of the situation in Kosovo". BELGRADE - A Secretary of Commission for Implementation of Referendum in Serbia Nebojsa Rodic stated that "Referendum is valid and a referendum decision has been made". He illustrated that with figures: 94,73% voted against foreign mediation in solving Kosovo's crisis and 3,41% voted for the foreign mediation. 73,05% of registered voters appeared on the elections i.e. 5,297,776 citizens with the right to vote". MOSCOW - Representatives of Russian State Duma elected with secret voting Sergey Kirjenko for the Russian Federation Prime Minister - AFP reported. Kirjenko was elected by 251 representatives. 25 were against while 39 of them did not vote. APRIL 24, 1998 EVENINGNEWS REVIEW, REPUBLIKA SRPSKABANJALUKA - The Republika Srpska (RS) President Biljana Plavsic said that Ministers in the RS Government were very capable and they were doing their job their professionally, although initial position in some fields was under zero, and ministers were trying to make it to zero position. "You could say that this Government has better financial backup, because the international community wants to pull out the Government from that position. Former Government also had good financial position but grounded on an illegal base" - Said Plavsic in an interview with "Novi blic".SARAJEVO - President in the B&H Presidency from RS Momcilo Krajisnik said in Pale that information of the International Community High Representative on location of the seat of common institutions represented " a great surprise because it is about an attempt of annulling of equality of the two entities, i.e. two parts of Sarajevo"."According to the Dayton Peace Accord, Sarajevo is a B&H capital , but the same document determines for Sarajevo to be divided between two entities" - said Krajisnik after the session of the B&H Presidency held at the National Museum in Sarajevo, attended also by the Deputy High Representative Hans Schumacher. Krajisnik reminded on the previous proposal by Serbian side according to which a seat of the common institutions was to be placed near the IEBL. SARAJEVO - President in the B&H Presidency from RS Momcilo Krajisnik stated in Pale that a decision on role of the OSCE on the forthcoming elections in RS and B&H scheduled for September , could be made only by the RS National Assembly and not by an individual. SARAJEVO - The SFOR spokesman Louis Garneau said in an exclusive statement for SRNA that in demonstrations of Croats in Drvar a Mayor Mile Marceta had been hurt but he did not say in what manner. Demonstrators burned few vehicles and a building where the IPTF representatives were situated, but around 1.00 p.m. all personnel have been evacuated. The spokesman did not have any information on civil victims within Serb returnees situated in former barracks of the Croatian Council of Defence, under a SFOR protection. Current situation in the city Garneau assessed as "very tense and dangerous one". DOBOJ - Police station in Doboj (CJB) issued an announcement regarding yesterday's events in Derventa. "CJB Doboj informed on April 21 that Roman Catholic office in Derventa,with a seat in Slavonski Brod, got a permission from the RS Ministry of Religious and Derventa Municipal Assembly for holding a mass on April 23 and in Plehane on April 25. For the mass in Derventa arrival of 650 believers was approved and organiser had an obligation to deliver to CJB a complete protocol of activities" - is said in the announcement. BANJALUKA - The IPTF spokesman for the West division Allun Roberts expressed in Banjaluka concern of the IPTF regarding newest events in Derventa saying that "around 2.000 men prevented holding of a mass in a Catholic Church." "The IPTF registered several incidents when a group of Croats was exposed to threats; Serbian nationalist music was played, and there were attempts to burn a Catholic church" - said Roberts at a press- conference. SARAJEVO - The UN Special Representative for B&H Elizabeth Rehn expressed "anger and repulsion" regarding yesterday's events in Derventa. The UN spokesman Liam Mcdowell said at a pressconference in Sarajevo, on behalf of Elisabeth Rehn, that the IPTF members confirmed that Serb policemen had carried their duties professionally although their lives were in danger. SARAJEVO - The UN Special Envoy for B&H Elisabeth Rehn will perform on April 27 at 1:00 p.m. a promotive car drive with new unique license plates in Dobrinja - it has been stated from the press-conference in Sarajevo. Elisabeth Rehn will leave from "a corner of current streets of Mustafa Kameric and Braca Mulic to crossroad near a Kula restaurant, and she will also address the press invited to the event. DOBOJ - Spokesman of the SFOR Nordic-Polish brigade major Ciak Hoheim stated in Doboj that "a driver of a vehicle who injured a civilian in Luzani near Derventa is now in Pecuj in Hungary" adding that military police investigate the event. "Results of the investigation will show what had really happen" - said Hoheim. He also said that "a man from Derventa was injured while two SFOR vehicles were pulling out of the place where the road was blocked". DOBOJ - Ministry Department for refugees and displaced persons received applications of 296 persons, not of the Serb nationality, who want to return. However, return of refugees to RS is conditioned with return of refugees to B&H - is said from the Department. In the last two weeks the Department got applications for settling in Doboj from 520 Serb families. ZVORNIK - A visit of 200 citizens from FB&H to villages of Setici and Klisa near Zvornik will not take place tomorrow because basic principles for that kind of visit have not been fulfilled - it has been concluded at the meeting of representatives of the Zvornik Municipality, UNHCR, UN, IPTF and Ministry of Refugees and Displaced Persons for the Canton of Tuzla and Podrinje. It is quite improper to announce a visit to other entity with informing, as in this case, and arrival of 200 men with shovels, hoes, axes and spade can not be considered as an ordinary visit - is said at today's meeting. APRIL 24, 1998 EVENINGNEWS REVIEW, REPUBLIKA SRPSKABANJALUKA - The IPTF spokesman for the West division Allun Roberts said that a group of Croatian demonstrators attacked a Municipal Government Building in Drvar at 11:30 a.m., in which part of Serb leadership was situated, and after that had destroyed it completely. At a press-conference in the IPTF seat in Banjaluka he said that the SFOR members evacuated personnel from the Municipal building to the SFOR base in Drvar. "During evacuation demonstrators had hurt a Mayor Mile Marceta, whom SFOR transferred to British base in Sipovo", said Roberts.BRCKO - A Serb delegation from Klanac near Brcko, representatives of the Brcko Municipal Assembly and acting supervisor for the region of Brcko Ian Mcleod reached an agreement for repairs of houses for 110 Muslim families in neighbouring village of Rijeka, who provoked tensions in the region, to be suspended until further notice, said for SRNA Predrag Andric representative of the region of Klanac. The RS President and Prime Minister Biljana Plavsic and Milorad Dodik are due to come to Brcko in order to solve a problem of 27,000 Serb refugees in the city. DOBOJ - The SFOR units in Ozren have confiscated from Serb population in the region of separation in RS a great amount of arms and ammunition. At a press-conference in the headquarters of the SFOR Nordic-Polish brigade has been stated that action was performed by members of the SFOR Danish and Swedish battalion with support of SFOR division North and IPTF. DJAKOVICA - PRISTINA - A Policeman Milan Tenic has been killed in attack of Albanian terrorists on the MUP vehicle, near Turicevac on the road Pec- Djakovica while other MUP member Gligorije Milojevic is out of danger after he had an operation in Pristina. A victim was Cerim Desku from Klincina, and SRNA has learned that he was one of rare ones who had been on referendum. ZAGREB - Croatian Government asked from Argentina for official extradition of Dinko Sakic, former commander of the Jasenovac concentration camp. Ministry of Justice in Zagreb stated that a criminal charges has been brought against Dinko Sakic,76, because of crimes committed against humanity, agencies reported. SARAJEVO - His Excellency Mr. Bjorn Barth, Ambassador of the Kingdom of Norway met with the Registrar of the International Tribunal, Mrs. Dorothee de Sampayo Garrido-Nijgh. On behalf of the Government of Norway, the Ambassador signed an Agreement with the United nations on the Enforcement of Sentences imposed by the International Criminal Tribunal for the former Yugoslavia, in Norwegian prisons - is said in the statement from the Hague Tribunal office, dispatched to SRNA.
