NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - During the talks with the president of the Fund "Open Society" Arie Naer in Banjaluka , the President of Republika Srpska (RS) Biljana Plavsic and the Prime Minister Milorad Dodik expressed their support to the activities of Soros foundation in RS, agreeing with this institution's programmes intended for RS. After separated meetings with Mrs. Plavsic and Dodik, Naer expressed pleasure because Soros foundation extended its sphere of activities also on RS, and announced that a new programme, closely connected with pre-school training, was being prepared.

BANJALUKA - The RS Prime Minister Milorad Dodik denied the statement of the chairman of Serbian Democratic Party's (SDS) Presidency Aleksa Buha that he had conducted negotiations on creating a unique B&H army. Aleksa Buha stated yesterday at a press-conference in Belgrade that RS Government had agreed to conduct negotiations on creating of the unique B&H army and that there was a document about that, but SDS did not posses it.

TESLIC - This year EU will invest 20 millions ecus in development of RS agriculture, the RS Minister of Agriculture, Forestry and Waterpower Engineering, Milenko Savic, stated on the occasion of the beginning of the Fourth Conference of RS Agronomists in Banja Vrucica near Teslic. He promised that the new Government would provide everything necessary for spring sowing in a very short time, and settle debts to farmers, i.e. premiums and recourses, during this year.

SARAJEVO - The RS Minister of Information Rajko Vasic, acting director of Serbian Radio-Television (SRT) Andjelko Kozomara and international mediator of this informative agency Dragan Vasic had talks in Pale with employees of Studio Pale about reorganisation and joining the unique radio-television system. "RS Government wants to create a professional, centralised television, without any party's influence", Vasic said and added that, organised in this way, it would have financial help of the state.

BRCKO - The deputy Supervisor for Brcko Ian McClaud stated for SRNA that everybody in this town was waiting for the great decision, which would be "pulled out of a hat" by the international arbiter for Brcko, Roberts Farrand, on March 15. Observing that not even officials of OHR knew what the decision was going to be like, he warned that, in any case, it would be legally obligatory for both entities and the international community and that all efforts had to be directed toward its implementation.

BRCKO - The president of B&H Social Democratic Party (SDP) Zlatko Lagumdzija stated in Brcko that the town was in a way "property of the international community and that, for the time being, out of political and legal reasons, he does not believe that Brcko would fall to neither RS nor Muslim-Croat federation". "SDS's stance is that Brcko has to be a district, under jurisdiction of the state of B&H, i.e. central organs, but central organs are not functioning, except one represented by the High Representative", Lagumdzija said at a press-conference.

SARAJEVO - The future stockholders of the Kanal S had talks in Banjaluka about additional capitalisation of this media, which is telecasting program on a limited area. "Thanks to new private and state capital additional equipment will be acquired", the president of Srpsko Sarajevo's City Assembly, Mirko Sarovic, stated for SRNA.

BANJALUKA - The SFOR commander in sector Southeast, British General Andrew Prickle, confirmed in Banjaluka that rifle and test ranges for training of soldiers of Muslim-Croat federation's (FB&H) Army would be built in the region of Glamocko polje. He explained at a press-conference that FB&H Army received positive reactions from SFOR command concerning building of a tank ground and rifle range in northwestern part of Glamocko polje.

DOBOJ - The headquarters of SFOR Nordic-Polish brigade in Doboj said that this unit would carry out manoeuvres with purpose to "train its members" on Ozren tomorrow. The training will be commanded by a Danish colonel Hans Wagner Jensen and will be carried out near Mitrovici in the territory of the Muslim-Croat federation.

PRISTINA - The U.S. envoy for the Balkans Robert Gelbard characterised situation in Kosovo as utmost upsetting and called Belgrade and Albanians to "stop the violence immediately". "The Yugoslav Government is obligated to undertake all measures in order to end the violence, and it has to be stopped on both sides", Gelbard said after a meeting with the leader of Albanians from Kosovo Ibrahim Rugova in Pristina. Gelbard stated that he informed Rugova about the stance of the U.S.A. and Contact Group for the Former Yugoslavia, which yesterday decided to impose the first series of sanctions on Yugoslavia.

BANJALUKA - The RS President Biljana Plavsic emphasised in Banjaluka that the problem of Kosovo would be solved if whole Serbia democratised to the effect of establishing of a legal country and respecting of human rights and freedom according to European and world standards. Mrs. Plavsic emphasised in a statement for a Belgrade's agency that Kosovo belonged to Serbia, current political concept of FRY was overcome and that conflicts in this district should have been solved before, in the framework of whole democratisation of Serbia and FRY. "With establishing of independent judiciary entire crime would be stumped out, so even the one of Albanian emigration, which has done it perfectly and exported it to us", Plavsic said.

BANJALUKA - Commission of the RS National Assembly for economy and finance assessed that, with modesty in planning and covering basic expenses, RS budget should be increased for 20%, related to last year's realisation of the budget means. The Commission adopted at a session in Banjaluka materials and expressed an opinion about the Bill on Budget, which would be discussed at the next session of the RS Parliament. It is said in the Bill on Budget that DM 357 millions, intended for basic needs, would be provided by the budget and DM 93 millions by the international community's loan.

BANJALUKA - SFOR commander of Southwest sector, British general Andrew Pryingly, said at a press-conference in Banjaluka that the first results of the operation "Zetva" had not been successful as planned. He said that the reason for that was replacements in the headquarters of RS Army. This operation is being conducted by SFOR and is calling citizens to hand over weapons. RS Defence Minister Manojlo Milovanovic announced a law on amnesty of citizens who handed over the weapons.

BELGRADE - Defenders of Dragoljub Kunarac, 37-years-old, who admitted raping crimes, committed in Srbinje 1992, before the War crimes tribunal in The Hague, left The Hague in order to prepare further defence, one of his lawyers, Igor Pantelic, confirmed for SRNA. He is the first who admitted his crimes before the Tribunal, but at the same time rejected some items of the indictment.

BANJALUKA - The former RS President, ScD Radovan Karadzic, is not in, nor wants to have any connection with politics, stated the director of Serbian Democratic Party's main office Gojko Klicovic. "Radovan Karadzic is writing memoirs, working as a doctor again and does not want to have anything with politics", Klickovic stated for a Banjaluka's magazine "Reporter".

PRISTINA - The Yugoslav President Slobodan Milosevic and Federal Government must immediately reduce tensions in Kosovo and undertake concrete measures for peaceful solving of the crisis, the Special U.S. Envoy for the Balkans Robert Gelbard stated in Pristina. He assessed at a press-conference that Yugoslav authorities were responsible for the crisis in Kosovo and emphasised that their main task was to address violence reasonably, proportionally and in accordance with laws and international standards.

BELGRADE - The Government of Serbia called all representatives of Albanian minority to have an open dialogue on solving of concrete issues, emphasising that it was the only way to solve the problem. "The Government's representatives in a group "three + three" already have submitted proposal of operative measures for implementation of the Agreement on Education in Kosovo and Metohija", is said in a statement of the Serbia's Government.

PODGORICA - Every further delay of solving Kosovo's problem by political means postponing FRY joining to the international organisations, Milo Djukanovic, the president of Montenegro stated in Podgorica during the talks with the Israeli Ambassador to FRY David Sasson.
