" A highly decentralised political community is needed because that kind of state is more flexible and easier to exist" - Boro Bosic stated the stance of the Serbian side in SRT Studio in Banjaluka.SARAJEVO - In the framework of ten days' preparations for conducting of future obligations, the B&H Ambassadors will depart for Neum where they should attend lecturing on a subject " A Modern Diplomacy". According to the agenda for the February of 25 in Neum has been planned a lecture on human rights. BELGRADE - The President of FR Yugoslavia (FRY) Slobodan Milosevic and the special American Envoy for the Balkans Robert Gelbart stated on February 23, that " in the RS the process of economic renewal and total political integration is going well". In an announcement from Milosevic's Cabinet is said that " in that regard a special meaning has a normal functioning of RS institutions, including their responsibility for preserving and strengthening of unity and economic development of RS". BANJALUKA - The first Exhibition of Banjaluka's Economy, organised by " Nezavisne Novine " from Banjaluka and " Vecernje novine" from Sarajevo will be opened in a Centre " Skenderija" in Sarajevo on February 25 at 11.00 am. As it has been announced, the opening would be attended by the RS and Muslim-Croat federation Prime Ministers Milorad Dodik and Edhem Bicakcic, as well as the International Community High Representative Carlos Westendorp and his Deputy Hans Schumacher. BIJELJINA - The president of the National Assembly of Republika Srpska (RS) Dragan Kalinic began a consultative meeting in the premises of Municipal Assembly of Bijeljina with representatives of parliamentary parties' delegates' clubs about the date and place of holding of the next, fourth session of the Assembly. As Kalinic has announced previously, the representatives of the delegates' clubs should comment also the material prepared for the next assembly's session. BANJALUKA - The RS Prime Minister Milorad Dodik and the International Community High Representative for B&H Carlos Westendorp signed in Banjaluka an contract on realisation of DM 11,7 millions of help provided by EU for RS, DM 1,3 millions from the Dutch Government and DM 332,000 from the Swedish Government. Thanks to this help, salaries will be paid to workers in education, customs officials and members of the Ministry of Internal Affairs next week. ROME - "During this week the RS Prime Minister Milorad Dodik made gigantic steps toward the actualisation of the Dayton peace accord and that is why he deserves full support of the West" - an Italian private agency Adno Cronoc conveys an article of "Washington Post". Reminding that Dodik is the first Serbian politician who has officially visited U.S.A for the past eight years, the agency emphasises that "now, when the Serbs have assigned for peace it would be good if the Muslims conceive seriously the Dayton peace accord too". It is being reminded in the text that the Muslims have had better reputation in the West until now, but that they are now pluralistically and democratically less opened. BANJALUKA - A national representative and a member of the Main Board of Party of Independent Social Democrats Krstan Simic said today in Banjaluka that the international community had showed in Vienna that RS had been bearer of democratic processes in B&H. "The Government, with Milorad Dodik at the head, managed to provide positive tensions for RS in the world, Simic emphasised at the press-conference and added that the international help the Government was receiving was not conditioned by anything, only by the implementation of the Dayton peace accord. BANJALUKA - The spokesman of Banjaluka's OSCE Office Paul Hokenos reminded that February 28 was the deadline for implementation of municipal elections, and that in the municipalities in RS and Muslim-Croat federation where local authority was not constituted until then, the international arbitrage would be instituted, in accordance with the Bonn Conference. At a regular conference for journalists of international organisations in Banjaluka, Hokenos said that altogether 93 municipalities from RS and Muslim-Croat federation had obtained the final certification for work from the Provisional Election Commission (PEC). BRCKO - The IPTF spokesman in Brcko Catty Leden confirmed for SRNA that patrols of common police forces have entered the streets, by which the process of coming to life of the multinational police had been completed in this town. From forming of the multi-ethnic police, according to proportions fixed by the supervisor Robert Farrand on December 31 of 1997, the mixed patrols have controlled only brink territories of the town, the zoned determined for return of Muslims and Croats. VIENNA - If the international community leaves B&H, B&H will not exist anymore and its citizens will be condemned to a next exile - ombudsmen of Muslim-Croats federation, who have been under patronage of OSCE supervising respecting of the human rights in that part of B&H since 1995, assessed in Vienna. The ombudsmen - Vera Jovanovic, Branka Raguz and Esad Mugljevic - stated in Bosnian Cultural Centre in Vienna that the goal of their visit to Austria was informing refugees about possibilities for return and situation regarding human rights in RS and Muslim-Croat federation. AMSTERDAM - The international community will not give up the internationalisation of Kosovo's problem all until this region gets complete autonomy, even bigger than it had been before Slobodan Milosevic came to power - the International Crisis Group, close to U.S. Congress, categorically claims in a report. Official Washington, Paris and Bonn are asking from Belgrade, as the first thing, to begin a dialogue with Albanians from Kosmet, and the special OSCE representative for Kosovo Max Fandersty is still waiting for an entry visa for FR Yugoslavia (FRY) , so he could make a report for EU on the spot. SKOPJE - The Albanian Ministry of Internal Affairs Neritan Ceka thinks that the terrorists who have provoked serious armed incidents had help of foreign agencies which political goal was destabilisation of Albania. As Macedonian media report, because of the incident in Skadar the Committee for National Security held an early session at which the Prime Minister Fatos Nano announced strict measures. The head of police of Skadar has been already replaced from his duty and an early session of the Albanian parliament has been scheduled. GENEVA - The EU in Geneva have finally breathed a sigh of relief after a news that the U.S. President Bill Clinton, with certain warnings, has adopted Baghdad Agreement before UN Security Council said its opinion on the matter, has been published.
