NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - The High Representative for Civil Affairs Carlos Westendorp stated in Banjaluka that the president of Republika Srpska (RS) Biljana Plavsic had promised him that she would act in accordance with the Constitution of RS and that the National Assembly would be convoked on December 27.; if not like that, he and the OSCE "will take appropriate measures". After meeting with Mrs Biljana Plavsic which had lasted for an hour, Westendorp emphasised that the International community is interested in as soon as possible convoking Assembly, because it is high time to begin with work, and it is necessary that a new Government is appointed.

SARAJEVO - The deputy of the Minister of Foreign Affairs in the B&H Council of Ministers Dragan Bozanic stated in Sarajevo that the announcements of international representatives that the SFOR will arrest accused for war crimes are not leading to stabilisation of peace in B&H. "WE are afraid that making SFOR into an instrument could mean getting worse relatively good situation", warned Bozanic, who, instead of Krajisnik, represented RS at the meeting of members of the B&H Presidency with the General Secretary of NATO Javier Solana.

BIJELJINA - PEC sharply criticised actions of municipal authorities in Bijeljina, which have, according to assessment of this commission, illegally dismissed five board members of the new Parliamentary Assembly, which is "against rules and regulations of the OSCE". PEC does not accept the decision by which former board members have been dismissed and the new ones appointed. Also, it does not accept any decision of board members of Serbian Democratic Party and Serbian Radical Party, because the Assembly did not have quorum for that.

BANJALUKA - The spokesman of the Office of the High Representative (OHR) Duncan Bulivan assesses at the press-conference in Banjaluka that putting the border crossing in Gradiska into operation and opening the airport in Banjaluka have a great economic importance for RS. Taking up the difficulties in the traffic across the border crossing in Gradiska Bulivan informed about concern of the High Representative for Civil Affairs Carlos Westendorp because of discriminatory behaviour of official Zagreb toward RS citizens, to whom the entry into Croatia has not been approved yet, and he also promised that these problems will be solved soon.

PODGORICA - The president of the Government of Montenegro Milo Djukanovic supports the Agreement on double citizenship which has been signed in Belgrade by the president in the B&H Presidency from RS Momcilo Krajisnik and Yugoslavia Minister for Foreign Affairs Milan Milutinovic. "I have a positive attitude toward every agreement by which strategical foreign- political intentions of Montenegro are being realised, and I believe also of FR Yugoslavia (FRY), and whose goal is improving the relations in the region", emphasised Djukanovic at the press conference in Podgorica.

BELGRADE - On the second day of the hunger strike of a refugee from Croatia Stojan Kovacevic (born on 1951.) in front of the residence of the UNHCR in Belgrade the spokesman of this Office Mans Niberg send a word to him that his protest is useless and suggested him to use his energy more usefully. Kovacevic says that he moved 13 times. He was have been registered in Belgrade for the first time in 1991. after he had left Novska, and then he returned to Okucani where he worked as an electrician in local Ministry of Internal Affairs at the main telephone exchange, which he had installed he himself. After the Croatian Offensive "Bljesak" he comes to Belgrade again - is cited in the text of journalist of SRNA Sonja Lakic.

BANJALUKA - The president of Republika Srpska (RS) Biljana Plavsic and the international mediator for B&H Christian Schwarch-Schiling talked in Banjaluka about the implementation of the Dayton Agreement and return of refugees. After the meeting Schiling stated that Mrs Plavsic have reported that a small number, except inhabitants of Drvar, wanted to return to B&H Federation (FB&H), because of what he proposed forming of a commission for gathering of attitudes of all refugees about eventual return.

SARAJEVO - The president from RS in the B&H Presidency Momcilo Krajisnik met in Pale the American Ambassador to Sarajevo Richard Kauzlarich. After the meeting Krajisnik and Kauzlarich did not make statements, and as it has been unofficially found out, they talked about preparations for the coming visit of the USA president Bill Clinton to RS and FB&H.

BELGRADE - In the military circles in Sarajevo there are plans for attack on RS on the principle of " double envelopment ", and in that case "literal operation for ethnic cleansing of Serbs" is not impossible either" - writes in the last edition of NIN a journalist Zoran Petrovic Pirocanac.
