The general Colic warned Mr. Pike about occurrences which may lead to the instability and war in these regions, as well as the problem of foreign mercenaries "mujahedins", which still represent a great problem. He pointed out at the failures of the programme "Equip and Train" for which he thinks should be repealed, "because having in mind the complete military political assessment, Federation of B&H /FB&H/ has nobody to be endangered from, neither from RS, Serbia nor Croatia", MR. Pike emphasised that "the balance of forces between VRS and FB&H is priority, and that on every attempt of violating balance will be responded seriously and sharply, whether on military or political level".SARAJEVO - The simple proportional system, accepted by the PEC rules, is the basis for counting the number of won delegate mandates in National Assembly of RS at the early parliamentary elections, which final results PEC should announce until December 8 or 9, immediately the day before of Bonn conference - stated the representative of Republika Srpska /RS/ in PEC Slobodan Kovac. Assessing that the very simple system is in question Kovac explained that "first will be counted valid and verified votes, which are then divided by 83, i.e. with the number of the delegate mandates in NSRS, determined by the RS Constitution, by which is got the coefficient for getting number of delegate seats. It is the first part of the World Bank's credit, allocated for the rehabilitation of two blocks of housing units in the settlement Nikola Tesla, which total value amounts US$ 2.0 millions, which have been planned and approved for rehabilitation of 419 apartments damaged during the occupation of Croatian Army. BRCKO - The head of Department of border police of MUP /the Ministry of Internal Affairs/ of RS Rade Radovic stated that rumours about closing the traffic on the border crossing with Republic of Croatia in Brcko are only harmful for citizens. "The reports in Moslem and Croatian press are not true, because the border crossing on the Sava bridge six months already is functioning without problems, what the representatives of IPTF confirmed also" - stressed Radovic after visiting the border crossing and talks in the IPTF office in Brcko. BIJELJINA - The director of head office for privatisation and development of RS Aleksa Milojevic stated in Bijeljina that additional registration of citizens for free participation in division of state capital in all RS municipalities, that started on November 18 in 80 centres for privatisation, will last until December 18. Milojevic reminded that from obligations of payment of applications for participation in a free division of shares pensioners, legal agents of fallen veterans and disabled persons up to fifth category are spared. BANJALUKA - The president of Republika Srpska /RS/ Biljana Plavsic talked in Banjaluka behind the closed doors with the American Ambassador to B&H Richard Causlarich about cooperation of USA and RS in the field of reform of the police and judiciary. Causlarich stated shortly that USA will help those in RS who support implementation of Dayton agreement. BANJALUKA - The chairman of City Assembly of Banjaluka in resignation Teodor Brkovic scheduled for tomorrow at 10.am the forth continuation of Constitutive Session of city parliament on the basis of the results of the last local elections. Election of chairman of City Assembly has been announced before the elections of a new mayor, as well as proposal of decision about elections of a president of City Assembly of Banjaluka. RUDO - Members of SJB /Police station/ of Rudo arrested a group of drug smugglers and confiscated 36 kilos of marihuana. According to the police deputy commander Dragisa Novakovic, arrested persons stated that they have grown this drug for their own needs in the local community of Sokolovici. SARAJEVO - The president of Independent Serbian Democratic Party /SSDS/ Vojislav Stanimirovic warned that Zagreb did not remove all administrative and material obstacles to repatriation of Serbs to Croatia. In the statement to Radio "Free Europe' Stanimirovic repeated that Serbian party has objections concerning problems of return of Serbs to Croatia, and not to Eastern Slavonia only, and he accused Croation government for not implementing the Law on Amnesty fully. MOSTAR - Zeljko Obradovic was appointed governor to canton of Herzegovina and Neretva, and Fatima Leho, former governor, was appointed deputy. By rotation of representatives of Muslim and Croatian people, regulated with constitution, for parliament of canton of Herzegovina and Neretva Hamo Maslesa was appointed president, and Ivan Bender, former president, was appointed deputy. SARAJEVO - The Executive Board /IO/ of the Organising Board of the Second International Chess Tournament have done all preparations for its holding in the hotel "Bistrica" on the Jahorina mountain, from December 12-24 this year.
