SARAJEVO - The deputy minister of defence of Republika Srpska /RS/ Dragan Kapetina warned that the agreement about the control of armament is being conducted lopsidedly, because the balance of military forces was violated both qualitatively and in quantity in favour of army of federation B&H /FB&H/. While reacting on the report that members of SFOR blocked in Luka Ploce the delivery of 126 howitzers of calibre 155 mm and suitable ammunition for FB&H, because their military forces already surpassed the quota for artillery, he said that this is the indication that the agreed limits are not respected. "The day before October 31, until when the parties have to reduce arms the agreed quota, to the army of FB&H further are coming great deliveries".

SARAJEVO - The spokesman of the High Representative for civilian affairs Simon Haselock.denied today that Carlos Westendorp considers the possibility of introducing the protectorate on the B&H if Council of Ministers continue to block the adoption important economic laws. "If the obstruction of adopting laws is continued, like for example the one related to the passports, Westendorp will need additional authorisations so these laws would be adopted. However, the protectorate nobody ever considered", stated Haselock for SRNA.

PARIS - The general director of the Serbian Press Agency /SRNA/ Branislav Ilic assessed as unserious and inappropriate the letter of the general secretary of "Reporter without borders" Robert Menard sent to the French minister of Foreign Affairs Hubert Vedrin, by which is tried to prevent the nomination of the chief of Paris correspondence office of SRNA Miodrag Jankovic for the Ambassador of B&H in France. In the letter sent on this occasion to the French chief of diplomacy he reminded that in the 77th issue of th Sarajevo weekly "Svijet", from October 19, at the 23rd page is written the translation of the letter sent by "Reporters without borders" to Mr. VEdrin under the title "Reporters against M. Jankovic".

BANJA LUKA - The president of the Socialistic Party /SP/ of RS Zivko Radisic thinks that usual procedures at the constitutional session of the Assembly of the city Banja Luka were missing with the aim that the mayor will not be socialist and that it was proved that this party support only Moslems and Croats. While making fence against such attacks, he assessed that they are coming from these Serbs who "their patriotism proving by boasting, while they have hidden away their sons abroad during the war".

NOVI SAD - Borislav Novakovic, the president of the City

Board of the democratic Party /DS/ of Novi Sad assessed that the setting mines at the foundation of the church in Brcko as anticivilian act directed not only against Serbian Orthodox Church in Brcko but also the Serbian people as the whole. According to him, weak condemnation of that vandalism by international monitors proves that the conceived ways towards multi- ethnic and multiconfessional B&H are irrational and practically impossible.

ZAGREB - The former commander of the Moslem army Sefer Halilovic accused in an interview for the Zagreb weekly "National" the chairman of the Presidency of B&H Alija Izetbegovic that "he knows exactly, but hides the names of perpetrators of the crimes against Croatian civilians in the villages Grabovica and Uzdol".

PRIJEDOR - The Italian producer of trucks "Iveco" continued the business arrangement with "Metal industry" from Prijedor, which workers already three months in "Iveco" factory in Libia works on mounting the complete line for welding.

BANJA LUKA - The newly formed Serbian National Alliance /SNS/ is coming on the next early parliamentary elections in RS independently with full delegate lists of 83 candidates - announced at the press conference in Banja Luka the vice president of SNS Ostoja Knezevic, stressing that the electoral staff of this party determined the programme for leading the electoral campaign.

BANJA LUKA - The social-liberal party /SLS/ of RS and the first on list Djordje Latinovic started the electoral campaign for early parliamentary elections.

DOBOJ - SDS offers the cooperation to SP RS in local authorities organs. the vice-president of municipal Board of SDS of Doboj Borislav Paravac assessed the statement of the president of Municipal Board of SP Tihomir Gligoric that "under the control he has 11 delegates in the future municipal Board" as " propaganda on the behalf of party which Gligoric represent".

SARAJEVO - The international representatives in Sarajevo warned that the wave of murders of Bosnian Croats lead to the increase of tensions in FB&H and endangered the plans for return of refugees. The representatives of remaining Croats in Travnik have brought the decision about the break of relations and talks with Moslem municipal authorities, including the implementation of results o local elections.

KISELJAK - The president of FB&H Vladimir Soljic, commenting the killing of Croat Ivica Domic in Travnik, stated that the terroristic acts have the objective the intimidation of Croats who want to return to their homes, and deputy minister of Foreign Affairs of FB&H Jozo Leutar stated that it is in question "the terrorism, which has got such proportions that he personally asked for protection of SFOR".
