NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - President of Republika Srpska (RS) Biljana Plavsic, talked in Banjaluka with the OSCE Mission chief and chairman of the Provisional Electoral Commission (PEC) Robert Frowick on preparations for holding early parliamentarian and presidential elections in RS. President Plavsic stated after the meeting that the Belgrade agreement opened way for a new OSCE mandate, and that following the parliamentarian elections, the newly-formed Assembly would initial the second phase of the agreement. While reaffirming the OSCE supervision of the parliamentarian elections, Frowick underlined that it would be a very complex process to involve a great number of people, and added that a substantial progress in that regard was achieved this week.

BANJALUKA - RS president Biljana Plavsic talked in Banjaluka with director of the World Bank for development of B-H, Christian Portman, on the World Bank projects for RS economic recovery, which should be implemented before the winter. President Plavsic stated that with the projects implementation the lives of people in RS would improve, and emphasised strong connection between the democratisation process and economic recovery. Portman stated that two new loans were allowed for RS, in sectors of transport and education.

BILECA - RS prime minister, Gojko Klickovic, stated in Bileca that the development of the hydro-system "Gornji Horizont" in Bileca is the prior task of the RS Government which would insist upon the project completion. Being present at the beginning of reconstruction works at the Fatnica- Bileca tunnel for voter drainage from river Trebisnjica by which agricultural land would be bettered, prime minister Klickovic stated that within the "Gornji Horizont" system planed was building of the hydro power plants "which would provide both new 140 million kV per year and 270 hectare of most usable agricultural land", Klickovic explained.

TREBINJE - RS prime minister Gojko Klickovic stated in Trebinje that the local electro-distribution team did much more than was planned under Government budget for the revitalisation of infrastructure in the bordering villages of this municipality. "On the left side of Popovo Polje there are intensive works ongoing, so 15 km 10kV power line was built and 12 low frequency power line and 7 electric control stations repaired", stated the RS prime minister.

TESLIC - Lessons in all primary and secondary schools in RS will begin on Monday, September 29, this was agreed to at a meeting between RS vice- premier Velibor Ostojic and president of the Association of Unions, Cedo Volas, in Banja Vrucica, near Teslic. At the meeting, attended by deputy education minister Vidoslav Lolic and president of the City Union for Education, Science and Culture, Ranko Misic, they agreed to pay off all salary balances for the period from January 1 to June 30 this year by September 29, and for July and August by October 3, under the lowest labour price.

SARAJEVO - The director of the Direction of the Serbian Democratic Party (SDS), Vlado Vrkes, assessed the Belgrade agreement as being a healthy political compromise which should stabilise the political situation in RS. "I think that the political praxis of taking over legal bodies, which no democratic state can endure is brought to an end", Vrkes said.

GRADISKA - Deputy high representative Jacques Klein put the bridge over Sava river into operation, linking Gradiska and Stara Gradiska, by which the border crossing between Croatia and RS, i.e. B-H was officially opened. At a press conference Klein stated that this bridge should be available for movement of citizens and goods within a month.

SARAJEVO - The special representative of the UN secretarygeneral, Kai Eide welcomed the decision of RS president and prime minister, Biljana Plavsic and Gojko Klickovic, to verify the agreement on urgent restructuring of RS police forces, proposed by the UN. Eide and IPTF head Manfred Zeinter said this decision was a key step forward in ensuring peace and democracy in B-H.

BRCKO - International supervisor for Brcko, Robert Farrand, confirmed at a press conference that "in the local OSCE office in Brcko the unverified ballots are being counted", and added that "final results of the local elections in Brcko will not be announced this weekend". He announced that "28 Muslim returnees to the Brcko city zone received RS identity cards in the community of Brod".

BRCKO - The free access to media and information represented one of the most important tasks of the supervisor mission, stated supervisor for Brcko, Robert Farrand, on the occasion of the opening of the Office of High Representative Media Centre in Brcko, for which he said would be opened for all Brcko residents.

BRCKO - According to unofficial returns. About 19,000 Serbs and 16,500 voters from the Federation of B-H - 2,000 of them Croats - went to the local elections. Unofficial data indicate that 10,000 votes belonged to the SDS and 9,300 went to the Party of Democratic Action (SDA).

DOBOJ - The head of the Public Security Centre (CJB) in Doboj, lieutenant- colonel Vlado Djurdjevic, and commander of SFOR's Nordic-Polish Brigade, general Karsten Muler, agreed in Doboj that an enhanced cooperation and coordination between RS Ministry of Internal Affairs (MUP) and SFOR is needed, specially in view of possible incidents. Djurdjevic and Muler assessed for Doboj Radio that lessons should be drown from the previous incidents in the Doboj region.

BRCKO - Deputy high representative Jacques Klein greeted in Brcko the agreement solving the political crisis in RS, and assessed that it represented a move forward and the political strength of the Serbian people. As for the local elections in RS and the Federation of B-H, Klein said they were "excellent, because the people used the ballot boxes to solve the political differences."

BEOGRAD - The agreement on holding presidential and parliamentarian elections in RS "is Milosevic's usual scenario deemed to show him as someone who solves the problem", stated the spokesperson of the Democratic Party, Aleksandra Joksimovic, at a press conference in Belgrade.

KOTOR - President of Monte Negro, Momir Bulatovic, expressed in Kotor his conviction that with his victory at the presidential elections scheduled for October 5, Yugoslavia, truth and justice would win. At the pre-election campaign Bulatovic accused the socalled "reformist wing" of the Democratic Party of Socialists of taking Monte Negro into European underground.

VUKOVAR - A meeting of protest was held in the centre of Vukovar regarding the lack of compliance with the Agreement on education of the Serbian national community in Croatia in Serbian language. A letter was sent from the meeting to international representatives, Croatian Government and Joint Committee of Municipalities, in which a consistent implementation on the Agreement was required.

BANJALUKA - The rector of the Banjaluka University, Dragoljub Mirajnic, discussed with US ambassador in Sarajevo Richard Kauzlarich the US contribution to the improvement of the Banjaluka University.
