NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - President of Republika Srpska (RS) Biljana Plavsic, called all eligible voters to take part in the elections on September 13 and 14 and vote for the parties or coalitions or independent candidates they believe would best serve their interests. At the end of the two-hour meeting with the OSCE Mission chief and the Provisional Electoral Commission chairman, Robert Frowick, held in Banjaluka, president Plavsic stated that the final preparations and the implementation of the local elections had been the main theme of the discussions. According to her, the meeting came about after "irresponsible statements by certain individuals who were advocating the postponement of the elections in RS".

SARAJEVO - The RS state leadership endorses the holding of the local elections, but considers that they should be postponed to the end of the month, so that the voters lists, electoral rules and everything contentious in RS-OSCE relations can be reviewed - this was announced from the Cabinet of the president in the B-H Presidency form RS, Momcilo Krajisnik, after his meeting with the US ambassador to Sarajevo, Richard Kauzlarich. the meeting dealt with the forth-coming local elections an the work of the B-H common institutions, concerning which RS and USA do not share the same opinion, but it was stressed that the situation was particularly sensitive because of the fact that National Assembly had passed decision revoking the mandate of the OSCE, excepting it only as an observer.

SARAJEVO - the co-chairman in the Council of Ministers, Boro Bosic, informed the German ambassador, Grof fon Bassowitz of the problems which have raised in the work of the joint institutions and which mainly relate to the impossibility of reaching an agreement on the laws concerning citizenship and passports. Bosic stressed that the resolution of these two laws would also help resolve the status of the Serb refugees living abroad, as well as of the population form the Republic of the Srpska Krajina (RSK), now resident on RS territory.

SARAJEVO - It was announced from the Cabinet of the RS National Assembly president, Dragan Kalinic, that in the last several days untruths have been spreading to the detriment of the legal and legitimate National Assembly. "It is being reported both officially and unofficially that only 22 national deputies attended the last eleventh regular session of the National Assembly, which is held on August 26, and because of that, the decision passed by the National Assembly are not valid", says the statement. It is stressed in the statement that SDS 40 deputies and 6 Serbian Radical Party (SRS) deputies attended the session, and the assembly, accordingly, had a sufficient number of deputies for normal work and valid decision- making.

SARAJEVO - RS prime minister and Rs minister for energy and mining, Milorad Skoko, informed in Pale, a delegation of World Bank that RS would not impede the Muslim party form concluding an agreement with Russia, concerning the supply of gas to Muslim towns, despite the unsettled debts. According to Skoko, the executive director of the World bank, Boris Habirov pointed out the need to settle the remaining debts of RS and the B-H Federation, amounting to US $ 12.4 million, for gas delivered by Russia after the signing of the Dayton agreement.

ROME - Commenting on the reinforcing of NATO forces in B-H with several F- 16 fighter-bombers, which are supposed to provide security for the September elections, Radio-"Rome Open City" raised a question whether the USA wants peace or war in B-H. The highest circulation Italian newspaper "Corriere de la Sera", claims that "the USA has reinforced SFOR with new F- 16 fighters, which have already arrived at the Aviano NATO base on the Adriatic coast."

ATHENS - The continuing political crisis in RS is giving plenty of headaches to the USA, which is the only country opposing the holding the elections at all levels in RS, whereby the way out can be found from the present situation, believes "Eelpheteropitia". According to the Greek daily, the crisis in RS has only added to the deepening differences in attitudes between the US political and military leadership concerning former B-H.

BRCKO - US Army major, Ronald Reigosa, drew his gun on a serbian civilian, Cvijetin Simic, in the village of Brod in the zone of separation near Brcko. According to the official explanation given by SFOR spokesman, Gregory Rebeck, major Reigosa dew his weapon in necessary self-defence against the Serbian civilian, who was standing by the road with a metal bar in his hand. Simic confirmed that he was standing in front of his house which is located by the road leading from the B-H Federation to Brcko, holding a metal bar in his hands after threats by Muslims who, accompanied by two SFOR vehicles, drove a dozen times through the village of Brod on September4 around 6:00 pm, threatening that they would "slit the throats of Chetnicks and their children."

PRNJAVOR - The SDS Municipal Bard for Prnjavor, assessed that the latest attacks by the Banjaluka TV Studio - which was separated from the unique Serb Radio-TV network - and "Independent Newspapers" against the municipal authorities have been made in order to turn the voters against the SDS. "The municipal leaders of Prnjavor, the Public Security Centre (CJB), War Veterans Organisation, SDS Municipal Board and other institutions are exposed to a constant pressure to side with the so-called "Banjaluka" option led by Biljana Plavsic.

UGLJEVIK - The president of the SDS Municipal Board for Ugljevik, Miladin Stojadinovic, stated that the SDS preparations for the up-coming elections were successful. According to him, Ugljevik institutions functioned satisfactorily in the war and post-war period, so the residents are completely confident that the SDS is able to remain the leading party in the area.

PALE - The Pale SDS Board will hold the pre-election rally in Podgrab, near Pale.

ZVORNIK - The OSCE Office in Zvornik confirmed that 13 political parties, one coalition and one independent candidate have registered for the local elections. Under accusations that the members of the Party of Serb Unity took part in genocide against the Muslim populace, OSCE excluded the party from the electoral process in Zvornik, even though, according to OSCE officials, the party had been duly registered.

BILECA - At the meeting between the SDS, Socialist Party for RS,, SRS, Serbian Patriotic Party, which will take part at the elections in Bileca, the rules and terms of their presentation in the election campaign were determined.

DOBOJ - In the Centres for Privatisation in the Doboj area, 33,855 citizens or 45 % of those who have the right to free shares of state capital, registered for the subscription of shares. The Centre secretary, Teodor Lunic, said that because of a small number of interested citizens, the number of centres for registration have been reduced from then to two in the city of Doboj.

KNIN - Nevenka Vujasinovic from Ivosevac, committed suicide by jumping in the well because nuns took away her newborn immediately after delivery in the Knin hospital. Vukasin and Nevenka Vujasinovic's child of was the first Serb child born after the Croatian offensive against the RSK.
