NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - The Club of Representatives of the Serbian Radical Party (SRS) for RS proposed the president of the RS National Assembly, Dragan Kalinic, to summon the Assembly session to discuss the current political situation and a possibility of new parliamentarian and presidential elections in RS. In his letter to Kalinic, the SRS for RS president Nikola Poplasen said that the reasons for this initiative were unresolved dispute between the RS president and other state representatives, as well as divergent opinions regarding the ruling of the RS Constitutional Court on the dispute. "Verifying the legitimacy of the RS National Assembly and RS president through elections we would opt for an utmost democratic processes affirming the political will of the RS citizens", said the letter.

PARIS - The Paris daily "Liberation" claims that yesterday's SFOR action in Banjaluka, when the RS Ministry of Internal Affairs (MUP) members were ousted form their facilities, was requested by RS president Biljana Plavsic. the French paper says that decision was brought at a meeting between Biljana Plavsic and high representative Carlos Westendorp, US envoy for the Balkans Robert Galbard, and SFOR commander general Eric Shinseki. "Liberation" points out that "the open Anglo-Saxon aim is to support the Banjaluka dissident group in order to prevent any influence of the Serbian Democratic Party (SDS)."

VIENNA - For Biljana Plavsic - all, for the Serbian people - nothing; this would be a brief summary of yesterday's Contact Group meeting in Vienna, before the addressing of the high international representative Carlos Westendorp to the OSCE. Austrian, German and Swiss analysers are extremely cautious in regard to the position RS president Biljana Plavsic, for whom they admit that she collaborates to detriment o the RS in every way, reports SRNA's Vienna correspondent, Petar Milatovic - Ostroski.

DOBOJ - The Association of Disabled War Veterans "Veteran" from Doboj appealed the most responsible leaders and institutions in RS to overcome existing confrontations within the state leadership. "Your obligation and power is to stop with divisions and prevent a break-up and demise of RS", says the letter addressed to the RS National Assembly and RS president Biljana Plavsic.

BRCKO - The member of the SDS Main Board and president of the SDS Brcko Municipal Board, Milan Bosic, warned that "Biljana Plavsic's measures in Banjaluka paved the road for a foreign intervention. We were all aware that the situation was serious, but nobody believed that someone could undertake such measures", stated Bosic, assessing that the people was flabbergasted by such moves.

BANJALUKA - The president of the Serbian Patriotic Party (SPAS), Slavko Zupljanin, supported RS president's decision to replace commanding officers of the Public Security Centre (CJB) in Banjaluka. "SPAS" advocates democratisation of society and establishment of a legal state which is now brought to the brink of disaster, because the RS Constitutional Court violates the Constitution and the state security service spies the president of the Republic", stated Zupljanin at a press conference in Banjaluka.

BANJALUKA - The president of the Democratic Patriotic Party (DPS) for RS, Predrag Radic, supported the staff changes in the Banjaluka's CJB made by the RS president Biljana Plavsic. At a regular press conference in Banjaluka, Radic condemned the "abuse of Orthodox holidays and celebrations for the purpose of the ruling party's campaign", giving the example of Mostanica celebration of the Transfiguration of Lord Jesus Christ.

NOVI SAD - The spokesman of the Serbian Renewal Movement (SPO) in Novi Sad, Lazar Slepcev, stated for SRNA that this Party decidedly supports the decision of the RS president regarding staff changes in Banjaluka's CBJ. "Vuk Draskovic and the SPO Presidency are pledging their full support to all moves of president Plavsic, not only concerning Banjaluka but the overall political situation in RS", Slepcev explained.

BANJALUKA - The Socialist Party of RS assessed that the state media are under one-party control and appealed on journalists to do their job professionally. In a press release, the Party calls on journalists to review their human and professional consciousness and to listen to the voice of the people and to stop with spreading unchecked information, deceptions and further fuelling the flames.

BANJALUKA - The judge of the RS Constitutional Court, Jovo Rosic, stated in Banjaluka that he was beaten up on Mt. Jahorina on August 12 at about 2:00hrs, on the eve of the RS constitutional session. At a press conference, Rosic did not want to say what his vote would have been about the constitutionality of the RS president's decision to dissolve the RS National Assembly and call for early elections, for it "would spark different interpretations".

SARAJEVO - The OSCE Provisional Electoral Commission (PEC) is to continue its work in Sarajevo tomorrow at 15:00hrs within preparations for the local elections in RS and B-H Federation. A total number of registered eligible voters in RS and Federation of B-H is expected to be announced after this meting.

BRCKO - Supervisor for Brcko, Robert Farrand, still ignores the RS Government letter of August 19, in which the Government proposes a plan for dealing with politicised problem of obligatory issuing of RS identity cards to Muslim returnees to Brcko within 24 hours upon requests submission. The Supervisor Office confirmed that Farrand has been absent from the city which it said to be the reason why his order on the issuance of OHR cards, valid together with Federation of B-H documents, has been still in force.

BRCKO - The president of the executive Board of the municipality of Brcko, Radoslav Bogicevic, assessed that supervisor for Brcko Robert Farrand violated the Dayton provisions by denying freedom of movement to Muslim returnees. In his statement for SRNA, he explained that "the supervisor arranged issuing of supervisor's cards for the Muslims, in stead of allowing them to, as rightful RS citizens, obtain RS documents in appropriate institutions, which is a necessary precondition for their return".

DOBOJ - SFOR Command in Doboj assessed the security situation in the wider Doboj area as stable and without indications of deterioration in the coming period. The SFOR Nordic-Polish Brigade press officer, captain Ariel Karlsen, stated that the complexity of the situation in the Banjaluka area made no repercussions to this area, an that he did not expect problems in that regard.

PALE - NATO helicopters are circling above Pale on 50-100 meters above roofs. Last night, between 23:00 and 1:00 hrs, two helicopters were seeping over the RS capital.

SARAJEVO - A group of Croats threw stones at a bus with Muslims who arrived to Capljina to visit their homes, reports Muslim Radio-Sarajevo, adding that windows were broken but none was injured. The Muslims returned to Eastern Mostar with SFOR escort.

GENEVA - Two Muslim men were wounded yesterday in an explosion of land mines on their attempt to reach their homes in the village of Divovcani, near Croat-controlled Jajce, where 36 Muslim refugees were scheduled to return, reports UNHCR spokesperson in Geneva, Maki Shinohara for Reuters. She assessed this incident as a setback in UN efforts to ensure minorities return.
