BANJALUKA - President of Republika Srpska (RS), Biljana Plavsic confirmed in Banjaluka that she knew for the decision that SFOR and IPTF enter the Public Security Centre (CJB) and police stations in Banjaluka. According to her, the decision on this was brought at last night's meeting with "representatives of the international community, who get convinced that the people want this problem solved". President Plavsic warned, at a rally organised by the Coordination Board for Support to president for the second evening in a row, that we had to take lessons from developments in Banjaluka. She confirmed that, "men who entered the CJB building violated the law a little bit, but it does not matter", for which words she received applause from her followers.

BANJALUKA - The president in the B-H Presidency from RS, Momcilo Krajisnik, warned in Banjaluka of a danger of possible double administration, and emphasised that president Biljana Plavsic had no right to appoint CJB chief in Banjaluka. While commenting the newest developments, Krajisnik said during his meeting with the Serbian Democratic Party (SDS) Banjaluka board members that such unconstitutional and illegal decisions can lead only to a real anarchy in RS. "Accusations that I called SFOR troops to intervene and use force in the CJB building in Banjaluka are not true", said Krajisnik.

BANJALUKA - The president in the B-H Presidency from RS, Momcilo Krajisnik appealed to all RS citizens, especially residents of Banjaluka, to refrain from any action which might provoke incidents, and said that urgent measures must be undertaken for the normalisation of the situation. President Krajisnik stated that he informed SFOR commander, general Eric Shinseki, of the seriousness of today's incident in Banjaluka, when the CBJ building was forcibly occupied again today: "I asked general Shinseki to use his authority to prevent further escalation of the crisis", Krajisnik stated, adding that Shinseki promised to inform his principals and consult them regarding the problem.

SARAJEVO - The RS Government issed the Proclamation in which it qualified the events in Banjaluka as a kind of coup d'etat. "Events in Banjaluka represent the most dangerous attack on RS legal isntitutions thus far", says the Proclamation made available to SRNA. The Government concluded that followers of "renegade RS president Biljana Plavsic" with an active assistance of the multinational miltiary forces seized RS police stations in Banjaluka. "These events can be reagarded as coup d'etat. They are, however, much more than that, for they are an obious attampt of foreign occupation with help of domestic collaborators", says the Proclamation, and adds that similar occurances have already been seen in this region in WWII.

BANJALUKA - The RS president Biljana Plavsic talked in Banjaluka with French ambassador Yves Gaudel who said he came to get informed of the events in RS, especially in Banjaluka. "France supports all democratic processes, and I hope that Mr. godel after receiving more information, will be in position to support even stronger the compliance with law and democracy in RS, in addition to, which is very important, French economic help for RS", stated president Plavsic.

BANJALUKA - The RS prime minister, Gojko Klickovic, stated that the RS Government called SFOR to "disarm and take out from the CJB building all those who forcibly seized this building, otherwise the Government will reconsider its future cooperation with representatives of the multinational stabilisation forces", stated Klickovic at his meeting with the members of the SDS City Board for Banjaluka, to whom he promised full Government support in dealing with social issues in the city. The SDS for Serbian Lands vice-president, Slobodan Bijelic, called all Party members and RS citizens to unite, because "as united we cannot be split nor RS territory divided".

DOBOJ - The events in the Western RS are an introduction into its shattering, stated RS defence minister, Milan Ninkovic. He expressed fears that the events concerning the CJB in Banjaluka might spread to other institutions in Banjaluka, which might lead to fatal consequences. "Since several days, crime has not been a prior concern of the RS Ministry of Internal Affairs (MUP), which indicates how far the attack on RS has gone and what the real intentions of the RS president and a part of the international community are" , said Ninkovic.

BANJALUKA - RS MUP Commission would investigate all circumstances of forcible encroach of police forces and SFOR and IPTF into the Banjaluka CJB and events which followed, stated deputy RS minister of interior and the MUP Commission president Milenko Karisik. He said that a complete documentation was taken from the CJB, and that the MUP Commission would investigate all allegations by RS president Biljana Plavsic and submit a written report on its findings to RS minister of interior. "As far as tapping is concerned, I have to say that there are counterintelligence state services within every police force in the world", Karisik said.

VIENNA - The Austrian, Geman and Swiss analysers assess following the Contact Group meeting in Vienna that the "escalating crisis in RS is a 'heaven sent' chance for a definite destruction of RS". The meeting of the US, Russian, German, French and Italian high diplomats in the Russian Embassy in Vienna, summoned by Russian party, received a high publicity in German, Austrian and Swiss media. Commentators do not high their delight by Serb rift, constantly repeating alleged life-threatening situation of the RS president.

HAMBURG - The RS president Biljana Plavsic reached the point form which she cannot reverse, believes the majority of German commentators. The German ARD TV reports for Banjaluka that evidences were found on pressures made by president Plavsic and her followers on the RS Constitutional Court to bring decision on the constitutional dispute in her favour. On the other hand, German

Washington correspondents report that State Department spokesman Mr Rubin reiterated the open support to president Plavsic, saying that the RS Constitutional Court declaring unconstitutional the RS president's decision was "unacceptable for the USA".

SARAJEVO - IPTF spokesman Liam MacDauel stated that the international agencies have no intention to expand their actions against RS MUP outside Banjaluka of this time being, but that this option remains open. At a press conference in Pale, MacDauel evaded an answer that the end goal of the synchronised operation by IPTF and SFOR was to reach police documentation, saying that: "We are presently searching the main RS MUP base in Banjaluka. Following initial reports in relation to these findings and talks between the high representative and RS president, we decided to continue the search of all police stations in Banjaluka".

BANJALUKA - A group of 50 IPTF officers started a search in all police stations in Banjaluka under protection of 350 British and Czech SFOR soldiers with 35 heavy and 20 light armoured vehicles. SFOR and IPTF spokesmen said the international forces action followed last night's talks between RS president Biljana Plavsic with high representative Carlos Westendorp, US special envoy Robert Galbard and SFOR commander general Eric Shinseki.

SARAJEVO - Following aggressive, explicit and very risky moves drawn by RS president Biljana Plavsic in the last two months, good interpreters of the post-Dayton situation, who stick to a method of "objective distance", assessed this as "policy on assigned theme" and "letting of a coup d'etat through back door". Fro example, "Times" claims that president Plavsic went into intrusive cooperativeness after her meeting with US secretary of state Madlen Albright. The US secretary of state unambiguously hinted that the accent on the stepped-up dynamics of the Dayton agreement implementation will be put on RS, regardless of the situation in the B-h Federation.

BRCKO - In stead of RS identity cards, 120 Muslim returnees to Brcko took OHR cards which, according to Farrand's decision, are valid together with personal documents issued by the Croat- Muslim Federation. Farrand's office explained to SRNA that " the announcement from the RS Government came late", so the supervisor's decision is still in force.

BIJELJINA - The director of the RS Direction for Privatisation and development, Aleksa Milojevic, stated in Bijeljina that over 400,000 RS citizens subscribed for free distribution of state capital out of total million citizens entitled to the distribution.

PRISTINA - The political director of the German Foreign Ministry, Wolfgang Ischinger, stated in Pristina that Germany could not give its support to the Kossovo independence, and underlined that this position was shared with EU partners and the rest of the international community, including the USA. At a press conference he said that "the Kossovo problem deserves the international attention" and that "a solution to the problem should be sought in a high autonomy, because the Kossovo is a part of a state with clearly defined borders".
