At a press conference Plavsic reminded journalists of the RS Constitutional Court president Gaso Mijanovic's decision, published in "Glas Sprski" before voting, that "other than legal, also political, economic and social aspects of the decision will be taken into consideration", and assessed that the decision was prejudged, and that the Court on this level lost its authority. While commenting yesterday's raid of a group of former special police members into the building of the Public Security Centre (CJB) in Banjaluka, president Plavsic stated that she learned of this incident at around 13:00 hrs, i.e. nine hours later.BANJALUKA - RS president Biljana Plavsic, stated that the final solution of the Arbitration Commission for the Brcko Area would not be difficult to take, if the RS Constitution and the Dayton agreement were respected. After meeting with supervisor for Brcko Robert Farrand in Banjaluka, Mrs. Plavsic thanked him for information of developments in Brcko", for, as she said, she could not get "thorough information by local authorities in this city". She pointed out at "resistance by RS police to issue identity cards for returnees" as irrational, "for every returnee from the B- H Federation with RS documents shows that he is RS citizen and that he abides by RS jurisdiction". BANJALUKA - SFOR spokesman, Mike Right said that the situation in Banjaluka was peaceful today following yesterday's seizure of the CJB by former special police members, but could not confirm whether the attackers left the CJB premises. BRCKO - The Office of Supervisor for Brcko and IPTF this morning issued the Supervisor Office identity cards to returnees, in accordance with supervisor's last order, thus practically dismissing RS Government-proposed procedure for identity cards issuance. The head of the Brcko CJB, colonel Andrija Bjelosevic, confirmed that RS police did not proceed with the appeals processing this morning, despite RS Government order to "issue RS identity cards one day upon receipt of appeal forms from refugees". BRCKO - In the past 13 days, 6,700 citizens checked their names on voters lists in the Brcko Local Electoral Commission, 655 or 10 per cent of which, who missed from the lists, will have to fill their appeals in the Local Electoral commission. BEOGRAD - Authorities in Brcko did everything to issue identity cards to the Muslims, but it turned out so many times that they did not want Serb documents, reported the "Vecernje Novosti", referring to the Brcko CJB, and claimed that the supervisor for Brcko Robert Farrand demanded that the CJB issue identity cards to Muslim returnees on day of their return in an improvised office in the zone of separation. SAMAC - Out of 13,1208 voters, registered for the local elections in Samac, 447 potential voters were sent to check their names on voters lists; 87 among 134 voters evaded from the lists who appealed to OSCE Office in Brcko were accepted their appeals. ZVORNIK - Over 2,000 residents of the Zvornik Municipality, who are evaded from the tentative voters lists are likely not to be allowed to vote at the local elections scheduled for September 13 and 14, because the OSCE Appellation Sub-Commission rejected their appeals. The member of the Local Electoral Commission Vida Dimitric stated that OSCE accepted only 240 appeals, and that all disfranchised citizens had enclosed regular documents. DOBOJ - The Doboj Red Cross asked the Doboj Municipality Executive Board to suspend a ban on issuance of documents to persons from the Federation of B- H, introduced by the beginning of the year as a reciprocity measure because refugees housed in Doboj could not get personal or other documents in B-H Federation. The Municipal Executive Board conditioned the suspension of this by suspension of the same ban on the other side. BANJALUKA - The vice-president of the Serbian Radical Party (SRS) for RS, Pantelija Damjanovic, stated that this Party "completely complies with the RS Constitutional Court rule on the current constitutional dispute in the Republic". "The SRS will do nothing to deepen the crisis in RS, which means that it will participate at the future National Assembly sessions", stated Damjanovic at a press conference. BANJALUKA - The Serbian Party of the Krajina and Posavina believe that RS president Biljana Plavsic should dissolve the National Assembly again. Party's president, Predrag Lazarevic, assesses that the crisis in RS can be solved if Plavsic, "calls the president of the RS National Assembly Drgan Kalinic and prime minister Gojko Klickovic to hearing, and again dissolve the Assembly". NOVI GRAD - The Serbian Democratic Party (SDS) Municipal Board of Novi Grad defined the electoral goals as "Serbian State - Republika Srpska" and "Novi Grad - Serb Municipality", and elected Momir Umicevic acting president to replace ill Momir Gakovic. BIJELJINA - The Bijeljina Board of the Socialist Party (SP) for RS demands that the Provisional Electoral Commission ensure that ballots are recounted at the polling stations immediately after polling, but not in Sarajevo, otherwise "the SP for RS will not go to elections", according to the Bijeljna Board president, Dragan Tesic. PRIJEDOR - The Prijedor Board of the Serbian Party of the Krajina and Posavina assessed the decision of the Constitutional Court dismissing RS presidential decision to dissolve the Assembly and schedule new parliamentarian elections as an "uncivilised legal act and abuse of law". The Party believes that new elections should take place, and supports the establishment of RS President Biljana Plavsic's new party.
