SARAJEVO - Upon the request of the Serbian Radical Party (SRS), the session of the Republika Srpska (RS) National Assembly scheduled for August 8 is postponed for seven days. The Assembly president Dragan Kalinic received today a letter from the SRS Club of Representatives, Nikola Poplasen, asking for a postponement of the 1th session, because the SRS deputies want to attend burial of the tragically deceased SRS secretary, Miodrag Rakic.

BANJALUKA - The RS president, Biljana Plavsic, appreciated Luxembourg commitment at the Donors Conference for a just distribution of funds to RS and Federation of B-H, at her meeting with the EU delegation from Luxembourg. George Volfart, Luxembourg state secretary for foreign affairs, foreign trade and cooperation, said that "the EU and some members of the international community, especially Luxembourg, are interested in the funding of reconstruction and renovation as soon as they get convinced of the substantial implementation of the Dayton Agreement."

BANJALUKA - The US governmental agency USAID will increase its presence in RS and will engage in reconstruction of infrastructure and development of small businesses, pledged the RS presidential advisor for economic issues, Ranko Tomas. RS president Biljana Plavsic held talks in Banjaluka with USAID director Krieg Bak on an investments agreement.

SARAJEVO - The president in the B-H Presidency from RS, Momcilo Krajisnik expressed his hope that the solution could be found to a design of the common bank note and division of the diplomatic bureaus. According to him, the issues were opened but not solved, at the meeting of the B-H Presidency and Council of Ministers of B-H in Lukavica, attended by the present and former US envoys, Robert Galbard and Richard Hoolbroke. "We were amazed by Muslim party's insistence on reconsideration of the bank note designs", Krajisnik stated, and added that he hoped that the Serb positions were somewhat closer to those of other parties. At the second part of the meeting, scheduled for 22:00 hrs in the National Museum, discussion will be held on this and the issue of telecommunications.

SARAJEVO - The B-H Council of Ministers failed to agree upon the Law on citizenship. The council co-chairman, Boro Bosic, stated after the meeting that "many problems need to be solved yet", and reminded of the plight of the Krajina Serbs still living in RS. He added that Richard Hoolbroke, who partially followed the work of the Council of Ministers, assessed the process as being too slow.

SARAJEVO - The co-chairman of the B-H Council of Ministers, Haris Silajdzic, assessed that "the progress in the attuning of the positions over the Draft law on citizenship as insignificant", and expressed his readiness for arbitration of high representative Carols Westendorp in this matter. "I am ready, as well as the co-chairman Neven Tomic, to accept the solution offered by the office of high representative, even though the Serb party does not accept to bring the entity legislation in conformity with the Constitution and the law we are presently dealing with", stated Silajdzic. According to him, the contentious issues in the draft law on citizenship and passports are the design of passports and the competence of the ministries in the Council of Ministers.

DOBOJ - The spokesman of the SFOR Nordic-Polish Brigade, major Arthur Bliski, said in Doboj that SFOR would not guarantee security to refugees settling the zone of separation. "This is mandate of local authorities and RS and Federal police, who are in charge for prevention of incidents", stated Bliski, answering to a question about possible Muslim entry into the Doboj community of Miljkovac announced for this weekend. He underlined that the "main SFOR task is to eliminate undeclared arms from the zone of separation, to secure freedom of movement and respect of law and order, and to react to violence."

DOBOJ - The implementation of the EU projects in RS would not be conditioned upon political concessions, stated the US major Stein Brauten from the SFOR G-5 Section. He specified that "the Nordic-Polish Brigade commander, Jacob Karsten Muler, signed on August 5, $ 2 million agreement with EU for the reconstruction and rebuilding of 54 buildings in RS and Federation of B-H in the zone of operation of the Nordic-Polish Brigade. "

DOBOJ - The Public Security Centre in Doboj informed the Doboj IPTF District that "any discussion on freedom of movement is absurd in time when the same is being restricted by the SFOR Nordic-Polish Brigade". In a letter to IPTF they reminded that "in the recent days mistreatment and searches of residents became ever frequent, so as are the blockages of the RS roads, in addition to blockage of roads in Teslic, Doboj and Modrica, restriction of freedom of movement and mistreat of residents, including threatening with arms, by the Nordic-Polish Brigade."

DOBOJ - The senior officers of the Civil Defence in Doboj region asked that state bodies live up to their obligations set forth in the Law of civil defence in RS. The heads of the Civil Defence Staffs from Teslic, Modrica, Deventa, Sanski Brod, Vukosavlje, Samac, Petrovo and Doboj made a studious analysis on the provisions of a new law on civil defence in RS, and concreted the tasks for its enforcement.

BANJALUKA - the VRS First Corps commander, general Momir Talic, received in Banjaluka VRS officers Dusan Skrebic and Nenad Skrbic who were released on August 4 from the Muslim prison in Zenica. Both officers were detained on September 23, 1996, and kept in private prison of Sakib Muhmuljin, the former commander of the Third Corps of Muslim Army in Zenica and present deputy defence minister in the B-H Federation. As Mahmuljin's personal hostages, Skrebic and Skrbic have been permanently subjected to a "special treatment", which included, constant physical torture, abuse and interrogation.

BANJALUKA - The president of the Serbian Patriotic Party (SPAS), Slavko Zupljanin, stated that "Radovan Karadzic and Ratko Mladic should not go to the Hague, for they are not guilty on the charges of the international Tribunal." "If someone is to go to the Hague then those are Tudjman and Izetbegovic, at the first place, who are responsible for the civil war in former Yugoslavia an for many crimes against Serb people", concluded the SPAS president. He said, in addition, that representatives of 15 opposition parties in Banjaluka signed a declaration and statement on overcoming the current crisis in RS.

BRATUNAC - "The computer error" registered 457 persons from the Bratunac municipality for voting in municipalities where they lived before the war, this was found during inspection of the voters lists in Bratunac. The head of the centre for voters lists inspection in Bratunac, Milan Rakita, stated that this number was probably higher, because only 3,650 persons out of 12, 850 registered voters checked their names on the lists.

DOBOJ - The OSCE field office in Doboj announced participation of 21 political party at the local elections in Doboj - 14 from RS and seven from the Federation. Representatives of political parties asked that OSCE provide them, at least ten days before the elections, with complete electoral rules and regulations and lists of voters in country and abroad.

MOSTAR - the authorities of the Unsko-Sanski Canton, i.e. the Party of Democratic Action(SDA) members run a campaign of violence against their political opponents, which is a violation of the Dayton agreement and the international law, concluded the Human Rights Watch organisation from New York. The Croatian Radio-Herzeg-Bosnia cites an announcement from the Organisation where were mentioned numerous cases of discrimination to the extent of physical attacks by SDA representatives against members of other political parties in Bihac, Cazin and Velika Kladusa.
