JULY 7 1997 DAY

NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The Republika Srpska (RS) Government held a session, chaired over by the RS prime minister, Gojko Klickovic, and decided to adopt the RS debt servicing proposal - consistent with the Law on external debt - and proposal on ways of reimbursement to employees in the joint B-H institutions. The Government refused a motion on exchanges of the tax exemption procedures, and supported development of university and high education network.

SARAJEVO - The RS prime minister, Gojko Klickovic assessed as unjustifiable reasons of RS president Biljana Plavsic for nonarrival at Bijeljina meeting with Momcilo Krajisnik, president in the joint B-H Presidency from RS. "I consider it very naive that the RS president justifies her absence by security reasons. The probable reason is something else, because nobody in RS has to seek additional security measures", stated Klickovic after the Government session in Pale.

SARAJEVO - The president in the B-H Presidency from RS, Momcilo Krajisnik, hopes that with general George Joulwan stepping down from the post of NATO commander for Europe, SFOR decisions will not essentially change. "By his authority, Joulwan improved relations between the former foes", stated Krajisnik after Joulwan's farewell visit to the B-H Presidency.

BANJALUKA - The RS Army First Corps commander, general Momir Talic and SFOR South-West Sector commander general Angus Ramsey talked in Banjaluka on the follow-up of a successful cooperation in the implementation of the military provisions of the Dayton agreement. "The reviews showed the VRS completely implemented all military parts of the Dayton agreement", stated general Talic.

AMSTERDAM - "The very reason for the present conflict between president Plavsic and the rest of the state leadership and majority of RS Assembly deputies, is not the intention to fight a bribe, but the way of implementation of the Dayton accords and attitudes towards the international community and its demands", claims the Dutch "NRC Handesblad". "Mrs. Plavsic believes the reconciliation and improvement of cooperation with the Croat- Muslim Federation, together with the fulfilment of the Hague Tribunal requests would end RS isolation, as the West has been promising for a long time", writes the paper.

ZURICH - CIA agents and special US forces prepare a plan to arrest the former RS president Radovan Karadzic, publishes "Tageszuintunger". In referring to the L.A. Times, the paper specifies that the plan has been already prepared because "the

USA see in the former RS president the chief enemy to the lasting peace in the former Yugoslavia".

BANJALUKA - The president of the Serbian Radical Party (SRS) for RS, Nikola Poplasen, assessed in Banjaluka that "at present, the RS is in the most dangerous situation ever". The SRS believes that a legal state can be created only if criminal is curbed up by legal means, and warned that nothing must be left to the street and lynching.

BANJALUKA - The Socijal-Liberal Party of RS supports RS president Biljana Plavsic, but emphasises that a final decision to disband the RS Assembly can be taken only by the RS Constitutional Court, says SLS president Miodrag Zivanovic, criticising the opposition parties which opted for organising the protest meetings in Banjaluka rather than joining the RS Assembly in its efforts to overcome the present crisis.

BANJALUKA - The Serbian Party of the Krajina and Posavina is resolved to orderly implement the early elections. The Party accused the head of the VRS General Staff, general Pero Colic of "Army's siding with Pale".
