[01] Statement of Prime Minister Mugur IsarescuWe quote from the statement made in the town of Brasov yesterday by the Prime Minister of Romania, Mugur Isarescu : " The decision made by the Senate is of a political nature and it should be followed by a bill." ( The Senate passed the simple motion of the Social Democracy Party of Romania reading that no privatization is further pursued until after a new Cabinet starts activity as we have general elections in this country on 26 November alongside presidential elections during the same ballot: our note ). The Prime Minister then said :"The Parliament passes a law, a bill as it were, or the Cabinet passes an emergency ordinance and I am stating very clearly that I will not sign any such document." ( The Parliament of the country took a recess until after the elections on 26 November our note) . Prime Minister Mugur Isarescu was quoted by RADIO ROMANIA ACTUALITATI on the occasion of the opening of the third edition of the Romanian Banking Forum with appreciations on the solid economic relaunching of this country which might continue if in the following interval major mistakes are not made. If the principles of the strategy on a medium development term for Romania are observed the export policy will continue. The Prime Minister added that the deficit for the first ten months of the year is of 2.3 per cent which makes the overall figure for the entire year of 3 per cent as absolutely previsional. [02] The President of Romania promulgated the law that ratifies the convention forbidding use of anti - personell explosive minesPresident Emil Constantinescu signed the above mentioned bill which also forbids the stocking and production of these explosive devices and which provides for the destruction of the existing stock-piles of the same in accordance with the OSLO documents of 18b September 1998. Countries that signed the Oslo agreement have also convened not to ever use this kind of weapons. Romania has long ceased production of this kind of weapons and has sent specialists to participate in the United Nations missions to both Angola and Bosnia-Hertzegovina, reads a communique of the Presidency of Romania.[03] Annual meeting of the Prime Ministers of the CEFTA member countriesThe delegation of Romania at the annual meeting of the Prime Ministers of the CEFTA member countries in Warsaw underlined that the problems of the agricultural and food products commerce will be solved once the existing realities are observed by all, taking into account the diversity of various agricultural policies and the necessity to avoid agricultural commerce distorsions. The Head of the Romanian delegation, Mircea Ciumara, made several proposals to reach a balance of the dynamics of commercial exchanges with the other CEFTA member countries. Stress was also laid by the Head of the Romanian delegation on the activity of the Subcommittee for commerce with agricultural products. The CEFTA member states have launched a message referring to the importance of an accelerated domestic process of institutional reforms within the European Union, as a premise of ensuring the conditions necessary to expanding this organization. RADIO ROMANIA ACTUALITATI which broadcast the story also mentions that Romania takes over the chairmanship of the mixed CEFTA committee.[04] Bucharest visit of the OSCE Kosovo mission chief Dan EvertsIn the context of the preparation of this country for the taking over of OSCE chairmanship next year, Mihai Razvan Ungureanu, secretary of state with the Foreign Ministry of Romania, had talks in Bucharest with the chief of the OSCE MISSION to Kosovo, Dan Everts. The talks were focused on the contribution of Romania to ensuring stability in the region. Mr. Ungureanu also said that Bucharest wishes to have a more numerous presence in the area of Kosovo where there are only five Romanian officials. The guest then said he thought Romania would be perfectly capably to ensure the chairmanship of OSCE next year. RADIO ROMANIA ACTUALITATI mentioned that next week Bucharest would be visited by the Head of the OSCE MISSION to the Republic of Moldova.[05] The BOARD of the International Monetary Fund does not discuss a new instalment of the loan to RomaniaStephane Cosse, the representative of the International Monetary Fund to Bucharest, said that the International Monetary Fund does not discuss at the end of the month, when the report about Romania comes into focus, the issue of granting a new instalment of the stand-by loan to this country.[06] CALENDARThe Prime Minister of Romania, Mugur Isarescu, makes working visits to the town of Brasov and to the city of Cluj - Napoca.Minister of Justice Valeriu Stoica inaugurates the refurbished buildings and facilities of the Court of Balcesti and the Court of the town of Ramnicu - Valcea. A delegation of the Home Ministry attends the seminar on the theme HOMES AND FRONTIER CONTROL which is organized in the town of Iasi by the High Commissioner for Refugees of the United Nations and the Romanian National Committee for Refugees. The CATINCA RALEA auditorium of the ROMANIAN RADIO BROADCASTING CORPORATION hosts the meeting of the officials of our corporation with Mr. Julian Ekiert, financial and administrative controller of EBU - European Broadcasting Union, an occasion to discuss the new financial strategy of the ROMANIAN RADIO BROADCASTING CORPORATION as well as the implication of the EBU in this domain. The Ambassador of the United States to Romania, James Rosapepe, inaugurates the master programme for industrial and working public relations, which is a first in Eastern Europe. It is financed by the Labor Department of the Administration of Washington D.C. and operates within the Faculty of Law of the Bucharest University.
