[01] Bills Adopted by the Senate
Romania's Senate adopted on Tuersday, by unanimous vote, the draft law on
public system of pensions and other social assurance rights. The senators
also adopted, by 75 votes in favour, 5 against and 20 abstaintions, the
report of the mediation commission concerning the differences in the texts
of the law on the restitution of land and forests passed by the two
chambers. RADIO ROMANIA ACTUALITATI informs that the senators also adopted
the draft law concerning the approval of the Government Ordinance no.
7/1998 on some means of protection for the military and civilian personnel
during the restructuring of the great military units. RADOR
[02] Bills Adopted by the Chamber of Deputies
The Chamber of Deputies adopted on Tuersday, by final vote, the draft law
concerning the modification of the Government Ordinance on the measures to
be taken in order to reduce the seismic risk of the existing buildings.
According to RADIO ROMANIA ACTUALITATI, the deputies also adopted the
legislative proposal concerning the mechanisms aiming at stimulating
foreign trade and the organization and functioning of the bank for imports
and exports, EXIMBANK. RADOR
[03] The National Liberal Party Wants the Revisiom of Romania's
Constitution
Next week, PNL will forward the Chamber of Deputies a legislative
initiative concerning the revision of Article 41, paragraph 2.1 in
Romania's Constitution regarding property. During an extraordinary press
conference on Tuersday, Valeriu Stoica, first vice-president of the party,
said the initiative was supported by 600,000 citizens. RADIO ROMANIA
ACTUALITATI informs that, after its revision, Article 41 will be worded as
follows: "The private property is equally guaranteed by law, irrespective
of the owner". RADOR
[04] "The University Solidarity" Publicly Supports President Emil
Constantinescu
Noticing a warring evolution of the Romanian public opinion, the
"University Solidarity", together with other representatives of the
university, cultural, scientific and civic milieux, publicly expressed
their support for president Emil Constantinescu. In the opinion of the 700
signataries of the appeal, should Romania not follow the way it embarked on,
the sacrifices of the citizens would be in vain, RADIO ROMANIA ACTUALITATI

[05] President Emil Constantinescu Is Concerned by the Situation Created by
the Railway Strike
Romania's president Emil Constantinescu asked the Economic and Social
Council to urgently analyse the causes of the conflict existing in the
railway transport and to come with suggestions concerning its solving
according to the national interests, informed the Press Bureau of Romania's
Presidency, quoted by RADIO ROMANIA ACTUALITATI. RADOR
[06] The Leaders of the Trade Unions in Education Threaten with Further
Protests
The leaders of the National Education Federation and of the Federation of
Free Trade Unions in Education announced during a joint press conference
they would picket the Government building on December 13. RADIO ROMANIA
ACTUALITATI adds this form of protest will continue till the end of the
year, because of the repeated delays in their salary payment. In case no
real negociations will be held in view of solving the requests of the trade
unionists, the two federations will eiter general strike on unlimited term
starting with January 10, 2000. In their turn, the members of the Students
Association in the University of Bucharest said they would join the
protests of their professors. RADOR
[07] Ion Diaconescu Met Willy Wimmer
Ion Diaconescu, chairman of the Chamber of Deputies, met on Tuersday Willy
Wimmer, vice-chairman of the OSCE Parliamentary Assembly. Willy Wimmer,
quoted by RADIO ROMANIA ACTUALITATI, appreciated Romania's role as pillar
of security and stability in the Balkans, confirmed by the country's taking
over the OSCE presidency in 2001. Mr. Wimmer also confirmed that Bucharest
would host the next meeting of the OSCE Parliamentary Assembly, in 2000.

[08] Prime Minister Radu Vasile Met a Delegation of the Foreign Investors
Council
Prime minister Radu Vasile met a delegation of the Foreign Investors
Council, who presented him the second white paper concerning the
investments climate in Romania, together with a set of suggestions ment to
improve this climate, RADIO ROMANIA ACTUALITATI reports. The
representatives of the Foreign Investors Council expressed their regret
that several reform measures were slowly implemented. RADOR
[09] Analysis of the Privatization of the Companies Owned by FPS
The State Property Fund presented during a press conference an analysis of
the privatization process of the companies it owns, during the 1993-1999
period. In this interval, 12,000 selling and buying contracts were
concluded, the result being the privatization of 6,800 companies.
Qualitatively, the privatization process had, in FPS's opinion, an
ascending trend. RADIO ROMANIA ACTUALITATI adds that in November FPS
concluded 98 contracts. RADOR
