PNTCD - Christian Democratic National Peasants Party - Press Conference
PNTCD thinks that the new strategic conception of NATO to administer
together with the United Nations Security Council the crises all over
Europe is good for Romania as it offers our country the right to look
optimistically towards its integration in the Alliance. According to RADIO
ROMANIA ACTUALITATI at the press conference on Monday, the President of
that party, Mr. Ion Diaconescu said that all European countries will
necessarily become NATO members and it is to this aim that these countries
must be helped to overcome economic problems.First vice president of that
party, Mr. Gabriel Tepelea is of the opinion that the main important
results of the Washington summit are the options of the most developed
countries from the economic point of view to work out a MARSHALL PLAN,
assistance given Romania and the other countries that run for joining the
Alliance as well as the reconstruction of the Balkan countries affected by
the war in Yugoslavia. In connexion with the proposasl of the National
Liberal Party - PNL - first vice president Valeriu Stoica regarding
participation in local elections on separate lists, Mr. Diaconescu said
PNTCD does not accept this option as the CDR -Romanian Democratic
Convention - has been set up from the very beginning starting from the idea
of joint lists. He added that if the PNL wishes to have separate lists in
the local elections they should do the same in the general elections. As
the same time PNTCD does not accept the idea of alternate leadership of the
Convention. The next meeting of the National Council of CDR will discuss
all amendments of the National Liberal Party, said spokesman of the PNTCD,
Dr. Remus Opris. President Diaconescu is of the opinion that the proposal
of senator Gyorgy Frunda of the UDMR - the Democratic Union of Magyars of
Romania - for the setting up of a special commission for ethnic minorities
at the European Council is not necessary as there already is a commission

[01] Social life
Starting August the National Agency for Homes Building - Agentia Nationala
pentru Constructia de Locuinte - will give credits to this aim, said RADIO
ROMANIA ACTUALITATI quoting MR. Laszlo Borbely, state secretary with the
MLPAT; We will not grant credits for purchasing houses and apartments but
for the building of homes as our aim is the relaunching of house building
in this country. We have a fund of about 11o thousand million lei from the
state budget and we hope that next year our budget will be much bigger.
Acccording to the present legislation our Agency will have credits for the
newly wed couples and this means they will have to pay five to ten per cent
in advance while we give them a credit with interest in much more
advantageous conditions than any other agency for any other category of
citizens" said secretary of state Laszlo Borbely. He added that for the
other categories of citizens of this country pay in advance is of up to 2o
per cent of the sum total and then a mortgage agreement is concluded with
the bank; in a year the apartment is ready to be lived in and in the
conditions of inflation in this country monthly rates are of 2.5 million
lei a month for a period of 2o to 25 years. RADOR
[02] DEPARTMENT OF PUBLIC LOCAL ADMINISTRATION IS ASSESSING LOSSES IN THE
WAKE OF FLOODS
The Government is late in helping the victims of the recent floods in this
country. The Repartment of Public Local Administration is still assessing
the damage after which a Government ordinance will be issued to provide for
the victims. According to ANTENNA ONE TV in the wake of floods in the last
few days damege is registered at two national highways, five local roads,
two bridges, a railway route, more than 1oo towns and villages and more
than 15oo households. Most damaged is county Mures where from about 4o
people were moved. The Head of Public Local Administration, Vlad Rosca who
is quoted by the afore mentioned source said the victims will get money for
repairing their houses while making up for any other damage falls within
the responsibility of the Transports Ministry. However the Government still
has to pay 5o thousand million lei to people that are victims of floods at
the beginning of the year. Due to shortage of money, Mr. Rosca said, local
authorities should no longer allow building of houses in the areas that can
be subjected to floods. RADOR

[03] In Washington Romanian specialists continue talks with the IMF
President Emil Constantinescu said refering to his meetings with the
managements of the World Bank and the IMF that he noted a more flexible
stand in connexion with Romania, a stand which does take into account
economic progress against the background of macrostability which is
preserved. Talks of Romanian specialists with management of the IMF
continued on Monday for a more rapid release of the loan asked for in the

[04] Statement of the IMF Director General after meeting President Emil
Constantinescu
IMF Director General Michel Camdessus said after meeting President Emil
Constantinescu that the IMF is concerned with the situation in the Balkans
and it is ready to offer assistance to all countries affected by the
crisis. He added that Romania has an important role to play in the process
of reconstruction which will follow after the conflict and that the IMF is
confident the Bucharest officials will successfully conclude a new loan

[05] Points of view regarding Washington decisions on Romania
President Emil Constantinescu said he was satisfied with results obtained
by Romania at the Washington Summit by its nomination on top of the list
for gaining NATO membership and the implementation of a more intensified
partnership after the patterns used by the European Union. The idea of a
meeting of the EU members and of the countries in South Eastern Europe will
have to be materialized in Bonn at the end of May, says RADIO ROMANIA
ACTUALITATI. According to the President of Romania our country has made
remarkable progress within the Partnership for Peace and cooperation with
NATO; it cam compare to a member country and does not differ from the first
three accepted countries. "Romania has succeeded to overcome inter ethnic
problems for good by its own forces that are loyal to democracy and
dialogue (....) I have had the occasion to present a Romanian draft project
for the reconstruction of the area which asks for a simultaneous tackling
of the military and strategy issues, of the political issues linked to the
ensurance of democratic structures by involving strongly the civil society
plus a financial and economic component part meant to ensure the
reconstruction of Yugoslavia and the long lasting reconstruction of the
entire region"-said President Constantinescu. According to the spokesman of
the Presidency, Mr. Rasvan Popescu, the Washington meeting was a step
forward compared to Madrid as there is a term of assessment by 2oo2, a
programme of assisting the candidate countries and a score which in 2oo2 at
the latest will be decisive." It is up to us to be best prepared by the
deadline " underlined Rasvan Popescu. The President of the PDSR - the Party
for Social Democracy of Romania - Mr. Ion Iliescu thinks that, we
quote;"nothing has changed " and that the nomination of Romania in the
group of the nine countries brings no change after Madrid. " Perhaps the
only significant aspect of the Washington Sumnmit is the attempt of NATO to
become legal by having all its decisions passed by the Security Council

[06] Romanian visit of the US Defense Information Agency Director
The Director of the US Defense Information Agency, Mr. Patrick Hewes has
met with the representatives of the Defense Committees of the Romanian
Senate and Chamber of Deputies yesterday at the seat of the Parliament of
Romania. The main topic of the discussions was parliamentary control over
the military information institutions.As stressed by the vice president of
the Defense Committee of the Chamber of Deputies, Mr. Mihai Nica who was
quoted by RADIO ROMANIA ACTUALITATI the situatioin in Yugoslavia was
tackled only marginally. The US guest was very much interested in
strengthening collaboration between the agency he represents and the
Romanian Military Information Department.
[07] The European Council Parliamentary Assembly passed a document worked
out by the UDMR - Democratic Union of Magyars of Romania - Senator Gyorgy
Frunda
At Strasbourg, the Parliamentary Assembly of the European Council passed a
document worked out by Senator Gyorgy Frunda on the control of domestic
secret services, says RADIO ROMANIA ACTUALITATI.Following the
reccomandation passed Monday evening the secret services could not be used
as instruments of political opposition oppression or for oppressing
national ethnic minorities or religious groups. At the same time the
document reccomends the demilitarization of domestic secret services and
their financing by the State budget exclusively after Parliamentary

[08] A Delegation of the Parliament of Chisinau is paying a visit to
Bucharest
A delegation of the Parliament of the Republic of Moldova led by Mr.
Dumitru Diacov has started a visit to Bucharest at the invitation of the
Romanian Senate. Mr. Diacov said on Monday after having been received by
the President of the Senate, Mr. Petre Roman that he hopes very much in the
speedy finalizing of the bilateral treaty as it is very important even from
the moral and psychological points of view that this treaty be operational,

of the Chamber of Deputies, Ion Diaconescu. Mr. Dumitru Diacov told Romania
media that both Bucharest and Chisinau have democratic and reforming
leadership and managerial structures which increases chances to work out
joint programmes of economic relaunching and European integration. The
delegation of the Chisinau Senate also had talks at the Romanian Foreign
Ministry where both guests and hosts estimated that dormant tension at the
Eastern border of Romania is dangerous and damaging for the future of
relations between states in this part of Europe. RADOR

[09] Press Conference of the Trade Unions Federation of the National Radio
communication Company
At the press conference held by the Trade Union Federation of the National
Radio communication Company of Romania, the leader of the federation Mr.
Constantin Popescu said that the work conflict involves the federation and
the employers of that company, reports RADIO ROMANIA ACTUALITATI. Last week
the warning strike stopped 76 transmitters for 3o minutes in the morning
and that action was meant to make the Romanian Radio Broadcasting
Corporation and the Romanian Television Corporation answer the demands of
the radio communication company to pay for services rendered. Although the
Romanian Radio Broadcasting Corporation mentions it has paid all its dues
in keeping with budget allotment this does not satisfy the Radio
communication Company as the Law does not mention exactly the amount of
broadcasting time covered by budget allotment. If the law is not amended
and if the two national broadcasting radio and television corporations do
not pay for all services rendered which would also mean sources other than
the budget, then general strike will be unleashed in May which results in
only one third of broadcasting time to be relayed by transmitters. The
President of the CNSLR FRATIA Trade Union Federation said that what was
happening among the three companies and corporations is an example of the
way the government is practicing market economy with tariffs for some and
coverage from the budget for some others while money is to be found

[10] Romania will get short term IMF emergency credit
The IMF announced a programme of short term emergency credits for countries
that have a sound economic policy but which are faced by difficulties
resulting from global economic problems. The vice president of the World
Bank for Central and Eastern Europe, Johannes Linn - mentioned by RADIO
FREE EUROPE - said in a statement that Romania unlike Bulgaria has no
political consensus for a speeded up reform process. " Romania has had
considerable difficulties which have their sources in the lack of political
consensus and in having trouble to build a clear political basis to reform
and stability. Now we hope that looking towards the future Romania would be
able to implement a process of reforms which would enjoy larger consensus."
" Romania - added Mr. Linn - is one of the pilot countries for the
implementation of a comprehensive development framework as part of which
alongside the President of the country we will focus attention for the
speeding up of the process of reforms. RADOR
[11] Contract between SNP Petrom and ABN AMRO Rotschild
The "Clubul Petrolistului " of Bucharest hosted the signing of the
financial consultancy contract between SNP and ABN AMRO Rotschild for the
increase of capital and shares public offer. The Executive Director of SNP
PETROM SA, Mr. Ion Popa gave details on the stages which his company will
have to cover;" The following step is for the next three months during
which assessment reports are being finalized after which there are three
more months during which we will have to find strategic and financial
investors both in this country and foreign who will participate in
augmenting capital" said executive director Popa. In a statement to RADIO
ROMANIA ACTUALITATI Mr. Popa said the next stage will be " the second

[12] Committee to investigate activity of BANCOREX
The Senate Committee to investigate Bancorex activities started work on
Monday with the day that bank began crisis and with those responsible for
the situation. The activity of the Committee will unfold in the period 26

[13] Businessman Viorel Catarama buys 50.1 per cent of the shares of
Tractorul Brasov Company
Mr. Catarma intends to buy 50.1 per cent of the shares of Tractorul Brasov
Company; he was quoted by Radio Tirgu Mures as telling a group of
businessmen gathered at the Brasov Chamber of Commerce that the buying of
the plant would be good business as the company can soon be profitable. Mr.
Catarama added he will come with his offer at the seat of the State
Ownership Fund in Bucharest and that he would not dismiss staff or start
restructuring in the near future. In conclusion Mr. Catarama said he had a
plan for relaunching activity at the Tractorul company. RADOR
[14] Sidex Galati plan of modernization
The management of the Sidex Galati combinat works intends to conclude
contract with US based company for modernizing roll plating. According to
RADIO IASI there will be less energy used added to reduction of raw
material consumption and increased efficiency, as well as a much higher
quality of finished products for both home and the international markets.

The city of "Vienna and the harbour of Krems host the DAYS OF CONSTANTA for
