Rezolution of the National Forum of the PNL -National Liberal Party- of
local representatives of that party
The national forum of the local representatives of the National Liberal
Party adopted a rezolution on Saturday which among others stands for a new
system of public services, a modified legislation on investments and
investors, amendment to Law ll8\97 for decentralizing financial resources,
RADIO ROMANIA ACTUALITATI informs. Leader Mircea Ionescu Quintus said that
although rating of the PNL - National Liberal Party - is on the increase
there is no question of a liberal ruling party, the only alternative being
the alliance with the PNTCD - the Christian Democratic National Peasants
Party. For a further reform in this country, added vice president of the
National Liberal Party, Valeriu Stoica, it is important that the liberals
win the elections of the year 2ooo. RADOR

[01] NATIONAL COUNCIL OF THE RIGHT WING FORCES UNION - UNIUNEA FORTELOR DE
DREAPTA
Co-President of the Uniunea Fortelor de Dreapta, Union of National Right
Wing Forces, Adrian Iorgulescu said that the Union will have its onw runner
in the next presidential race of this country in order to increase
efficiency of the political party; leader of the Union Varujan Vosganian
said it was too early to think of such trials, said RADIO ROMANIA
ACTUALITATI. Saturday the National Council of the Union elected members of
the Directing Committee and presented the strategies of organizing and

Review of Social life
[02] Education Seminar at Sinaia
Conclusion on Sunday of the debates of the first seminar as part of the
project "Education 2ooo plus" started and promoted by the Ministry of
Education and the Foundation for an Open Society "Romania" to be
implemented im the period l999-2ooo. The project deals with local
deelopment of new methods of education which then can be applied on a
national scale. As related by RADIO ROMANIA ACTUALITATI the National
Committee for Monitoring and Consultancy was set up which is aimed at
harmonizing reform and implementing it in counties Cluj,Iasi, Galati and
the municipality of Bucharest. RADOR
[03] The Danube is not polluted at Portile de Fier
After bombardment of the Novi Sad and Pancevo distilleries as well as petro
chemical works in Yugoslavia, specialists of the control tower at "Portile
de Fier" came with the conclusion that Danube is not polluted. RADIO
ROMANIA ACTUALITATI reports that Danube flow is on the increase again
having 9ooo c.m.\sec. which ensures hydro equipment efficiency hundred per
cent.As a result of recent rains Danube flow will increase to 95oo
c.m.\sec. in the near future. RADOR
[04] Floods in county Arad
River Mures has flooded more than 2oo hectares of tillable land near the
town of Ususau and 86o more hectares near Bata.The prefecture of county
Arad transmitted that river Mures will continue to have a high flood level
all over the county, to the Romanian-Hungarian border. According to RADIO
ROMANIA ACTUALITATI road and railway traffic unfolds under normal
conditions in that county; the same radio channel informs that flow of
river Olt and its tributaries is normal in county Brasov. RADOR

INTERNATIONAL RELATIONS
[05] Statements of President Emil Constantinescu in Washington D.C.
During a short press conference on Sunday in Washington D.C. President Emil
Constantinescu said after the meeting of the countries neighbouring
Yugoslavia that NATO is responsible with both security and long term
development of South Eastern Europe, says RADIO ROMANIA ACTUALITATI.During
talks with President Bill Clinton, Secretary of State Madeleine Albright
and British Prime Minister Tony Blair, President Emil Constantinescu and
his interlocutors approached issues related to our region while the project
of Romania providing that neighbours of Yugoslavia contribute to
reconstruction and development was accepted. Presidents Clinton and Chirac
guaranteed security and stability of frontiers of Romania. RADOR
[06] First Congress of Romanian intellectuals in the region of Cernauti
Sunday at Cernauti, the Ukraine, debates started of the first congress of
Romanian intellectuals in the region of Cernauti. Preservation of national
identity is one of the subjects of the congress: another item on the agenda
is the way the rights of the Romanians living in Northern Bucovina are
observed to education, culture and public life. According to RADIO ROMANIA
ACTUALITATI also participating is a delegation of county Suceava of Romania
as well as guests from both Romania and the Ukraine. Also present are
representatives of the Romanian Embassy at Kiev and representatives of the

[07] Contest of Romanian classical and contemporary poetry at Kaposvar,
Hungary
The town of Kaposvar, South Western Hungary saw the unfolding of final
round of a contest of Romanian classical and contemporary poetry organized
by the Association of Hungarian-Romanian Friendship in that town, RADIO
ROMANIA ACTUALITATI reports. The winners will take a trip to Romania in the
summer.Worth noting is the fact that this action took place in an area
which is not inhabited by ethnic Romanians, the Association in that zone
having contributed to the strenghtening of relations between the two
countries and to the development of friendship between the two peoples.

INTERNATIONAL ORGANIZATIONS
[08] Accord of stability in the Balkans
Heads of state or government of the l9 NATO members and representatives of
the seven countries neibouring Yugoslavia, among which also Romania, signed
in Washington D.C. on Sunday the Accord of stability in the Balkans,
initiated by Germany, RADIO ROMANIA ACTUALITATI reports. This plan
envisages the promotion of economic development in the countries of the
region affected by the war in Yugoslavia, their integration in European
organizations and ensurance of their security. RADOR

Economic and Financial News
[09] Holland - first regarding total volume of investments in Romania
State Ownership Fund released data according to which the Netherlands is
first as to total investments fund in the period December l99o-March l999
with 617.7 million USD of which direct investment reads 59l.4 million.
Second comes Germany with 552.2 million of which direct investment is equal
to 447.2 million. Most of the 148 private companies with foreign investment
are located in the city of Bucharest.RADIO ROMANIA ACTUALITATI adds that
Germany is in the lead of number of companies as it has 22 firms that
invested in this country. RADOR
[10] Conclusion of negociations with the IMF - positive impact for Romania
Conclusion of negociations with the IMF for a new loan agreement is a
positive sign for Romania and also represents an important step for our
country's international activity on the capital market- said Paul Rafael,
director for the developing markets with "Merryl Lynch" quoted by Mediafax
and RADIO FREE EUROPE.The understanding reached with the IMF is a very
positive step demonstrating appreciation for developments in Romania added
Mr. Rafael. At present, foreign investors think it is highly improbable for
Romania to cease payments although this possibility is not entirely
eliminated. He added that his bank is very much interested in helping
Romania to attract loans, a first step being positive developments in this
country in the latest period of time noted by both investors and people
that promote opinion. RADOR
[11] Figures linked to Romanian economy in the red following conflict in
Yugoslavia
Experts of the World Economy Institute in Bucharest worked out a study
reading that losses of Romanian economy brought about by war in Yugoslavia
are not only the effect of blocking contracts with companies in that
country but are also due to the lack of security of the zone, reports
ANTENNA ONE TV.Experts of the IMF estimate that Romanian economy will score
a 2 per cent decrease of the PIB - Home Gross Production- in the wake of
the war in Yugoslavia. The conflict leads to losses both as a result of
blocking traffic on the river Danube and as a result of termination of
contracts between Romanian and international companies due to tension in
the region.The volume of Romanian exports to Yugoslavia will decrease
dramatically. Last year total volume of Romanian exports to that country
was of ll8.6 million USD that is to say l.4 per cent of the total volume of
Romanian exports. The World Economy Institute estimates that foreign
investments in the Balkans will also decrease. Prime Minister Radu Vasile
said that until now Romania lost about 73o USD. RADOR
