Decision of the Supreme Defense Council of Romania
The session of CSAT-SUPREME DEFENSE COUNCIL OF THE COUNTRY- unfolded at
Cotroceni yesterday to discuss NATO's request to use air space of Romania
by NATO airships. Romania's top security institution agreed with NATO's
request for unlimited use of our country's airspace in the Alliance
campaign of air strikes against Yugoslavia. In this sense the President of
Romania has submitted to the Parliament of the country NATO's request for
approval of unlimited use of air space of Romania -reads a note of the
Press Bureau of the Presidency, quoted by RADIO ROMANIA ACTUALITATI. The
CSAT session yesterday followed consultations of the President of Romania
with representatives of Parliamentary political parties both in the
government coalition and of the opposition. The leaders of the government
coalition have all stood in favour of meeting the request of the Alliance
while oposition leaders have warned against encumbent risks generally
sganding for a limitation of use of air space of Romania only to emergency
or unexpexted cases. RADOR

[01] The Romanian Government approves NATO's request
Extraordinary cabinet meeting of the Radu Vasile cabinet ended in approval
of NATO's request of unlimited use of air space of Romania; this is to be
followed by a parliamentary decision at the previous request of the
President of Romania according to Law no.45\1994 concerning national
defense- reads a communique received from the Government and quoted by
RADIO ROMANIA ACTUALITATI. "LAW NO.45\1994 regarding national defense
provides for; unfolding of armed drills aand operations for a limited
duration which imply entering, stationing or passage of foreign military
units on the territory of Romania; this is approved for each and every
situation by the Parliamentary of Romania at a previous request of the
President" said government spokesperson Adriana Saftoiu quoted by RADIO
ROMANIA ACTUALITATI. RADOR
[02] Leaders of the government coalition approve NATO request
Prior to the NATO Washington session, the President of Romania had talks
with political leaders on the mandate of the Romanian delegation. The head
of state enjoys important political support of the coalition leaders who
approve NATO's request of using Romania's air space, the BBC reports.
Leaders of the coalition parties met at Cotroceni and agreed that
Parliament should be convened to pass the request of the Alliance. Mr. Ion
Diaconescu, President of the PNTCD - Christian Democratic National Peasants
Party- said the following "All, absolutely all representatives of the
coalition agreed to approve this action as there is no restriction
pertaining to this in the Treaty of Friendship between us and Yugoslavia
where indeed mention is made of aggression: now all the action in
Yugoslavia is no aggression,it has not been termed as aggression by the
Security Council, hence we speak of an operation which is conducted for
defending the rights of the Albanian minority in Yugoslavia". RADOR
[03] The stand of the President of PDSR - Party for Social Democracy of
Romania- Ion Iliescu, after the meeting at Cotroceni
Mr. Ion Iliescu said after talks with President Emil Constantinescu that
Romania is now faced by two options;joining NATO, on the one hand, and the
observance , on the other, of relations of good neighbourliness with all
countries in our proximity.It is the view of the PDSR that firm option of
joining the Alliance should be maintained while the observance of
international pledges is a must, says RADIO ROMANIA ACTUALITATI. The main
oposition party upholds the decision of Parliament of November last to
allow use of our air space only in emergencies or unexpected situations;
the Party for Social Democracy of Romania will try to find wording of a
decision that should not support offensive actions. "We are not for
approving this process without any restriction.This has no legal or
military motivation and, on the other hand, puts Romania in a particularly
delicate position. Romania has signed a number of interntional treaties
including the treaty with the Republic of Yugoslavia which specifically
provides for both countries to refuse support to any third party that takes
hostile, aggressive action against either of the previous two countries,not
to support these third parties" - said the President of the PDSR - Party
for Social Democracy of Romania- quoted by RADIO ROMANIA ACTUALITATI and by
the BBC. PDSR takes some more time to think this over until Thursday when
the Parliament debates NATO's request to use Romania's air space, comments

[04] Draft Laws debated by the Senate
The Senate has continued debate of the draft law of Local Public
Administration and the general regime of local autonomy.Debates were
centered on the section that regulates activity of the Local Council and
the election of the mayor and deputy mayor, transmits RADIO ROMANIA
ACTUALITATI.The Senate will resume debates in plenum next Wednesday when
two laws requested by the Trade Unions will be discussed,namely the draft
law of ministerial responsibility and the law amending the Law of judicial
organization. RADOR
[05] Draft Laws under the debate of the Chamber of Deputies
After passing in the morning a number of laws and amendments linked to the
economic and financial activity in Romania members of the Chamber of
Deputies yesterday afternoon continued debates on the draft of the Law of
the civil servant. After passing the Article stipulating that the civil
servant in Romania must read and write the Romanian language well the
Plenum of the Chamber rejected two amendments of UDMR - Democratic Union of
Magyars of Romania - which made the latter leave the room.The debates
continued with the adoption of the supplimentary Report on Articles, the
last one being no.26 which stipulates for a higher commission of civil
servants to be set up under the Prime Minister of Romania in order to
better the present law. The Chamber of Deputies will resume debates next
Wednesday in the permanent commissions. RADOR
[06] Release of the White Book - A YEAR OF GOVERNMENT
The Government presented on Tuesday the book "A Year of Government".
Premier Radu Vasile made a short introduction during which he estimated
that important steps were made on the path of democratic reform, to
maintain Romania's efforts of joining Euro-Atlantic structures, according
to RADIO ROMANIA ACTUALITATI. Restructure was started of mining companies
while the banking system began being privatized alongside the reform of
public administration including the reorganization of the cabinet itself.
The book also stresses the fact that the speeding up of reform is necessary
by the working out of a complex programme of economic and social measures,
by the continuation of restructuring process, the bettering of the legal
framework to solve work conflicts. RADOR
[07] Press Conference of the Civic Alliance
A press conference was organized yesterday at the central seat of the Civic
Alliance at which Senator Ticu Dumitrescu spoke about the Law of access to
the files of the former Securitate. According to RADIO ROMANIA ACTUALITATI
the President of the Civic Alliance, Mrs. Ana Blandiana said that this
party was further supporting the law initiated by Senator Ticu Dumitrescu
as a singular chance of cleansing the Romanian political class and society
in general.Senator Dumitrescu told media that by delaying passage of this
law it could become "a law sanctioning conspiracy instead of bringing about
de-conspiracy ". RADOR
[08] The Press Conference of the Socialist Party
The Socialist Party has reached the conclusion that the escalation of the
conflict in Yugoslavia might dangerously split the political class, the
civil society and Romanian media, said vice president of the party, Mr.

INTERNATIONAL RELATIONS
[09] Round table organized by the Manfred Worner Association
First councillor of the Yugoslav Embassy to Romania Mr. Dragomir Adenkovic
told participants at a round table organized in Bucharest that the recent
decision of the CSAT - Supreme Council for the Defense of the country - to
allow NATO airships to use Romanian air space could be interpreted as a
violation of Article 7 of the Treaty of l996 between the two countries,
RADIO ROMANIA ACTUALITATI reports. The Yugoslav diplomat added that the
CSAT decision countervenes the spirit of the bilateral Treaty.
Representatives of the United States and Albanian embassies present at the
round table organized by the Mandred Worner Association have welcomed the
decision made by CSAT. RADOR
[10] United States Army Joint Chiefs of Staff Joseph Ralston has had
meetings at the Defense Committees of Romania's Parliament
Defense Committees of the Chamber of Deputies and of the Senate have met
with the United States Army Chiefs of Staff deputy Mr. Ralston on Tuesday
at the seat of the Romanian Parliament, RADIO ROMANIA ACTUALITATI informs.
The hosts and the guest spoke about developing bilateral relations between
the US Army and the Romanian army and about the Yugoslav crisis.As stressed
by the President of the Defense Committee of the Chamber of Deputies, Mr.
Ioan Mircea Pascu the United States official explained the Romanian
parliamentarians the motivation of NATO's request for unrestricted use of
air space of this country by airships of the Alliance. RADOR
[11] International symposium devoted to education in the town of Brasov
Debates of an international symposium on issues of education started at
Brasov, RADIO ROMANIA ACTUALITATI transmits. Participating are specialists
from the United Kingdom,Hungary,Denmark, Germany, France and Switzerland.
The Romanian Ministry of Education is represented by counsellors of the

REVIEW OF THE MAIN ECONOMIC AND FINANCIAL EVENTS OF THE DAY
[12] Treasury bonds with interest
It began yesterday and it will last for two weeks; the Ministry of Finance
launched a new issue of bonds with interest, RADIO ROMANIA ACTUALITATI
informs.The value of each bond is of one million lei, it comes to term
after ninety days and has a yearly interest of 8o per cent.Distribution and
buying back are conducted at the 3oo seats of the Ministry of Finance
Treasury all over Romania. Buying back of the bonds by their owners is made
at the pre established reimbursement terms, and namely between l9-21 July

[13] Rompetrol is nominated for the privatization of the Vega oil
distillery
Price for one share of the Vega oil distillery is of 91887 lei and offers
for the taking over of majority of shares belong to PETROCRIS of Bucharesst,
ROMPETROL, also of Bucharest and DROWN FLIT LTD. of Ireland. Of the three
the negociation commission has selected ROMPETROL of Bucharest. The
decision of the commission is to be discussed in the Managing Committee of
FPS - the State Ownership Fund - and if it is approved direct negociations

[14] Visit of a delegation of the Romanian Development Agency to Budapest
A delegation of the Romanian Development Agency made a visit to Budapest
last weekend. As part of an interview to RADIO BUDAPEST the head of the
Romanian delegation,, Mr. Sorin Fodoreanu said that both Bucharest and
Budapest will cooperate more closely for a more rapid exchange of
information in investments, law making and privaatization. .
[15] Foreign investors in the Curtici area
More than 2oo job opportunities will be created at Curtici, county Arad, by
the inauguration of the first land Free Zone, according to RADIO TIMISOARA.
The President of the Romanian Senate Petre Roman will attend the ceremony
on 1 May. Until now investors from France,Belgium, Switzerland, the United
States and Germany have arrived in the area. RADOR
[16] Romanian - Japanese machine building cooperation.
A delegation of the SAKAI company of Japan started visiting the Machine
Building Company of Resita with a view to sign a contract for joint
building of hzdro energy and hydro mechanical parts at the Resita Machine
Building Factory. The Romanian - Japanese industrial relations are part of
the economic relaunch programme of county Caras- Severin. RADOR
