[01] Extraordinary session of Senate
On Thursday in an extraordinary session Senate debated draft law concerning
licenses' regime. It contains procedures of granting license right, rules
and stages of each procedure and sanctions in case of respecting not the
law. By applying this law it is tried to exploit and to turn to good more
efficient goods which belong to public property of state, county, town or
village. As a result of debates Senate plenum has decided to send back
article 2 to Juridical commission for clearing it up. RADOR, August 28
[02] Government has adopted a series normative documents in its weekly
meeting
On Thursday at Victoria Palace took place weekly meeting of Government with
an agenda with numerous normative documents. Executive body has adopted
draft law concerning loan on mortgage an important law especially for those
who wish to build houses or wish to invest in building industrial and trade
spaces. Among others draft law stipulates granting of some loans on a long
term in advantageous conditions especially for youth stimulating economic
activity and achieving to find financing important mechanisms. Another
ordinance was adopted by which it is established National agency of
medicine, re- organization of Institute for state control of medicine and
pharmaceutical research "Petre Ionescu Stoian". Agency assures fulfilment
of state politics in field of control quality of medicines and other
produces of human usage. RADOR, August 28
Executive body has also adopted Ordinance concerning organization and
functioning of consulting rooms which would permit - among others -
privatization of consulting rooms from public system and adjusting existing
private consulting rooms to new regulations. There were also adopted
Ordinance concerning regulating respectively compensation shares of social
capital possessed by societies of financial investments resulted from
transforming Funds of Private Property to banking trade societies where
state is shareholder and Ordinance concerning regulating situation of goods
subdued to confiscation, confiscated, without heirs or master, way of
turning to good, conditions and procedures of transmiting with free title
of goods entered in private property of state. By another ordinance for
straightening and modernizing Romanian maritime fleet it is created special
regime for activity of international maritime transport named "special
maritime regime". RADOR, August 28
[03] Meeting of National Council of CDR
National Council of CDR (The Democratic Convention in Romania) reunited on
Thursday at Bucharest. Although were invited representatives of The Civic
Alliance did not come. CDR leaders have decided building up of an electoral
office for preparing local elections for general mayor of Bucharest.
Electoral office will be lead by PNTCD vicepresident Remus Opris and will
contain a department for preparing propaganda materials and a technical
one. This office is to be completed with representatives appointed by
member groups of alliance. Referring to duration of election campaign and
elections date CDR president Ion Diaconescu has declared these would be
fixed by executive body. CDR pressident has announced on September 3
National Council of CDR is to meet again for discussing changes which would
be operated in new protocol of functioning. RADOR, August 28
[04] Problems discussed at PD press conference
Starting from premise any economic crisis is in reality a politic crisis
president of PD (The Democratic Party) Petre Roman presented at Thursday
press conference a statement concerning difficult situation to which
Romania is face to face in this moment. Main causes of this situation -
after PD leader's opinion - are: slow rhythm of privatization, maintaining
of legislative incoherence, deficient co-ordination of reform policies and
existence of somme tensioned relations between members of coalition and of
government. Petre Roman considers for surpassing this situation it is
necessary achievement of speeding privatization by any kind of method. He
has also said achievement of privatization rapidly and on a large scale is
now the only real chance of straightening Romanian economy. PD president
has also declared in future parliamentary session would be two categories
of priorities: draft laws concerning reform and normative documents
connected with politic objects of parties to governing. About budget
rectification PD president Petre Roman has affirmed even it is painful this
is correct in government's trying to maintain on a macro-economic
equilibrium. RADOR, August 28
[05] Meeting of PDSR and PUNR leaders
President of PDSR (The Party of Social Democracy in Romania) Ion Iliescu
met Valeriu Tabara president of PUNR (The Party of Romanian National Unity)
at residence of PDSR. Because parliamentary activity is about to start Ion
Iliescu and Valeriu Tabara have estimated possibilities of parliamentary
and politic co-operaton between PDSR and PUNR. Next week a meeting between
delegations of the two parties will take place aiming to lay the
foundations of a non-aggression and co-operation treaty. It was also
discussed possibility of introducing - by representatives of both parties
in autumn parliamentary session - a motion concerning catastrophic
situation of Romanian agriculture - it is noticed in a statement of PDSR.

[06] Visit to Romania of vice-premier of Republic of Moldova Ion Sturza
Viceprime-Minister of Republic of Moldova Ion Sturza met on Thursday in the
afternoon Andrei Dimitriu secretary of state in Ministry of Privatization.
According to RADIO ROMANIA ACTUALITATI Ion Sturza has declared he is
optimist after his first meetings with Romanian authorities. He has also
declared Government of Republic of Moldova is fully aware of the
consequences of crisis from Russia upon Moldova's economy one of his visit
aims being also his wish to change opinions with his Romanian counterparts
about active steps which could be made. Andrei Dimitriu has declared
meeting with Moldova's viceprime-minister was useful and it is to be tried
to identify some segments from national economy which can co-operate.
However Romania has not sufficient financial force for investing in process
of privatization of Republic of Moldova's economy. RADOR, August 28
[07] Ukraine has violated a stipulation of treaty concluded with our
country
At hearings from Foreign Politics Commission of Senate it was debated
problem of enclosing right to education in Romanian language in Romanian
schools from Ukraine Kiew violating point 13 of treaty concluded with our
country RADIO ROMANIA ACTUALITATI says. Foreign Minister Andrei Plesu has
confirmed assertions offered by senators Ion Iliescu and Mihai Grama about
the subject saying of this subject has also to take care Department for
minorities of Romania's Government. On Wednesday PDSR asked MAE to present
a firm protest to Ukrainean authorities towards this violation of treaty
which was signed in June last year. RADOR, August 28
[08] Diplomatic mission of Canada ambassador at Bucharest Gilles Duguay is
over
"Romania is a country in full development which has made progress a lot
along last years especially speaking about people's mentality" Canada
ambassador at Bucharest Gilles Duguay declared on Thursday at the end of
his diplomatic mission in our country. According to RADIO ROMANIA
ACTUALITATI ambassador has shown his optimism concerning finality of Atomic
Power Station from Cernavoda objective for which there are still looking
for financial arrangements as favourable as it would be possible for
Romania and he has declared he is convinced in 2001 or 2002 works are to be
ready and Station is to function in full capacity. Gilles Duguay was
received also on Thursday by President Emil Constantinescu in a good-bye
visit and he has announced he is to continue his diplomatic activity in
Paris and his successor at Canadian Embassy from Bucharest would be
