[01] MApN is seriously affected by rectification of budget - Minister
Victor Babiuc affirms
"Diminishing budget destined to defence with 4% on the occasion of
rectification of state budget affects seriously National Defence Ministry" -
Minister of State, National Defence Minister Victor Babiuc appreciates.
"Taking into account fact that about 73% from MApN (National Defence
Ministry) budget is destined to expenses for staff diminishing with still
4% of a budget which is only for surviving would permit only payment of
pays, food and equipment for soldiers of Romanian Army" minister affirms in
statement. Informing that at approval of state budget for this year defence
parliamentary commissions have warned this project "under reserve of a
suplimentary allocation in moment of rectification of 1,300 billion lei"
Victor Babiuc accuses "irresponsibility" of Ministry of Finance which "does
not understand that by these measures puts in danger national security".

[02] Ion Iliescu pleads on for early elections
Leader of PDSR (The Party of Social Democracy in Romania) Ion Iliescu has
affirmed his statements on the occasion of his recent travel through
Moldova were distorted and tendentiously commented. He has specified in
Moldova he proposed a programme of politic action of PDSR concerning
general strategic lines for this year autumn. Put up-to-date proposal of
PDSR governing will be presented at the beginning of October in National
Council solution of early elections being the only one possible for getting
out of crisis. PDSR leader has excluded a possible alliance with PD, PS,
PSM and ApR. Referring to amplification of trade-union protests Ion Iliescu
has appreciated these are caused by inadequate governmental and not
sufficiently thought measures concerning re-organization of big public
utilities. After his opinion there is a plan aiming discrediting of trade-
union movement based on government's action of compromising trade-unions.
"In conditions Romania is a powerless and gnawed by corruption state terms
used by PDSR leadership are: disaster, disorder, poverty and lie; economic
collapse and social instability amplify disolution of state authority" PDSR
leader Ion Iliescu has added. RADOR, August 26
[03] Minister of culture asks explanations to actor Mihai Malaimare
Minister of Culture Ion Caramitru invited on Tuesday for a talk in presence
of the press actor Mihai Malaimare director of Theatre "Masca" and member
of Central Executive Office of PDSR for asking him explanations concerning
his violent statements addressed to power. Mihai Malaimare has placed a
cassette with registering of his statements pronounced at Vatra Dornei at
the press disposal aiming denying their violence. Ion Caramitru has
appreciated Mihai Malaimare's assertion "I feel need to take a Kalashnikov
in my hand and to shoot everybody" is very grave and Ministry of Culture is
obliged to take steps both of precautious and disciplinary against Mihai
Malaimare. But Mr.Minister specified nothing about these steps. RADOR,

[04] Balance of the first claiming actions of miners
On Tuesday at residence of National Confederative Central Office of Mining
Trade-Unions from Romania took place a press conference within the
framework of which president Marin Condescu has done balance of the first
claiming actions and has announced their going on. An answer from the
government being absent actions are to go on with launching general strike
for an unlimited period starting on August 27. A meeting of protest will
also be organized in Bucharest on August 31 and September 1. RADOR, August

[05] Open letter addressed to country's leaders by CNS Cartel Alfa
The National Union (CNS) Cartel Alfa has addressed an open letter to
country's leaders in which it calls leaders' attention to the fact they
have to be the first who to put into practice steps initiated for a whole
country as a model for the other citizens. They also have to be the first
who suffer austere conditions imposed to the population. Letter also says
it is not possible member of government to increase their salaries when
population lives from an austere budget also it is not possible re-
organization of staff - promoted as absolute necessary in reform process -
to round about institutions of power. Stressing politic power which leads
Romania demonstrates lack of responsibility of its own decisions and it
does not action for solving national interest CNS Cartel Alfa calls
Romanian politicians' attention to social movements which could burst out
any moment asking men of power to start really to govern. RADOR, August

[06] Appeal of trade-union federations from education
Free Union Federations and Spiru Haret, Independent Unions from Education
protest against decision of Ministry of Finance to diminish with 1200
billion lei budgetary allocations for education when this domain which is
vital for Romania's future is financed under a decent limit. In statements
it is reminded for minister of finance and for the other members of
government that Education Law stipulates allocation of a minimum 4% from
PIB (Internal Raw Product) for education and by Law of state budget it was
really granted only 2%. Mentioned federations addresses at the same time an
appeal to Government not to diminish budget allocated to education for this

[07] Premier Radu Vasile has met leadership of Students' League from
Romania
Premier Radu Vasile met on Tuesday at Victoria Palace representatives of
Students' League. Talks were around problems of students' life and aimed -
according to students' leader - problems connected with organization of
general elections of Ligue as well as problems of global financing of

[08] Statements of minister of agriculture and food after meeting of
countries CEFTA from Prague
Dinu Gavrilescu Minister of Agriculture and Food has declared during
meeting of ministers of agriculture from countries CEFTA it was agreed
change of concept of co-operation of those countries namely CEFTA Agreement
represents a flexible frame of harmonizing agricultural policies. In these
new conditions it permits drawing up of some bilateral agreements of free
trade depending on conditions from each country in such a way that to exist
not favoured and unfavoured countries. RADOR, August 26
[09] Presentation of new type of fighter SAAB-39 Grippen
Being present a lot of officials from the country and abroad on
International Airport from Timisoara took place today static and dinamic
presentation of fighter SAAB-39 Grippen made in co-operation with SAAB
company from Sweden and BRITISH AEROSPACE from Great Britain. Prototype was
also presented till now in Czech Republic, Poland and Hungary and it is to
be offered to Slovenia, too. All these countries to which we have to add
Romania are to decide if they intend to buy this fighter. Affirming
purchase of fighter is consonantal with Romania's conception of integration
into NATO general of air fleet Gheorghe Bucsa chief of General Staff of Air
Forces and Anti-Aircraft Defence has declared from utility point of view
such a fighter is to be wished. RADOR, August 26
