On Wednesday Romania's Presidency transmited a statement concerning recent
assertions of independent deputy Vasile Matei according to which during his
visit to USA President Emil Constantinescu would have met representatives
of some lodges with whom he has discussed federalization of Romania.
Presidency press office has been authorized to specify all meetings which
President Constantinescu had during his official visit were published and
announced to the press. In statement at the same time it is noticed
president can not answer to all fantastical assertions which are
permanently spread on his turn. RADOR, August 13
Press Office of Romania's Presidency specifies in a statement head of state
Emil Constantinescu received from SRI (The Romanian Intelligence Service)
no report or information which to attest former minister of health Francisc
Baranyi would be in connection with an information service of any foreign

[02] Hearings on the contract with Bell Hellicopters
The Senate's Commission of budget, finance and banks heard on Wednesday the
deputy chief of the General Staff Gen. Ioan Gavril Ghitas and the deputy
chief of the Army's Supplying Department Gen. Nicolae Irimie on the
military strategic and economic problems raised by the Bell Helicopters
contract. At the end of the meeting the Army representatives refused to
give any details and they only said the Ministry was maintaining its
position over the need for supplying the Romanian Army with Cobra asault
helicopters. The President of the Commission Senator Varujan Vosganian said
that the contract with Bell Helicopters was inapropriate now as the state
budget could not cover it. During a meeting with the Finance Minister
Daniel Daianu on Tuesday the presidents of the Senate's economic and
privatization Commissions also expressed disagreement with signing this

[03] Privatization Minister met the presidents of the Senate's economic and
privatization commissions
The presidents of the Senate's economic and privatization commissions have
met the Privatization Minister Sorin Dimitriu and the leaders of the State
Ownership Fund. The head of the economic Commission the liberal Viorel
Catarama said at the press conference after the meeting that the
Privatization Ministry had fulfiled its tasks stated by the governing
program. The State Ownership Fund brought 2,500 bil. lei to the state
budget until now which is some 38% of the total required, with big chances
to bring the whole amount of money until the end of the year. The President
of the privatization Commission Nicolae Vacaroiu asked that a member of the
Commission to be present to the meetings of the Administrative Council of
the State Ownership Fund; he added that he was worried about the continuous
pressure on the State Ownership Fund in order to make it sell anything
regardless of the price. The presidents of the Commissions also called for
the state monopolies (power and gas supplying) not to be privatized and
they re-affirmed their opininon that the money from privatization should be

[04] Situation of Romanian agriculture appreciated by first-vicepresident
of PDSR Adrian Nastase
Present situation of agriculture is disastrous vicepresident of The Party
of Social Democracy in Romania (PDSR) says. "Because of that we have
requested an extraordinary session of Parliament for finding solutions
concerning both turning to good of present harvest and setting up of new
cultures. I am glad our request was accepted and Senate extraordinary
session has on its agenda this problem. As far as this debate will not be
conclusive and minister of agriculture's report will not satisfy our claims
we will study possibility of submitting a motion on wheat problem and
generally on agriculture problem in session which is to start on September
1" - Adrian Nastase has specified. Referring to immediate steps which would
have to be adopted for this sector Adrian Nastase has added: "For the first
we have to accept state must subsidy agriculture, we have to see again Law
83 which was abolished by present power". "State to to do again very
serious everything which means elements of a modern agriculture. On one
side it is about assurance of high quality seeds on the other side about
fertilizers - it seems after 20 years the first ship loaded with
fertilizers of import has arrived at Constantsa Harbour. We have also to

[05] PUNR sustains protests of agricultural producers
PUNR (The Party of Romanian National Unity) sustains protest of
agricultural producers and considers critical situation from agriculture is
a result of bankrupt politics led by present government. During Wednesday
press conference deputy Ioan Gavra declared lack of cereals is a national
shame situation which endangers food security of Romania. About this matter
after consulting parties from the opposition and after getting their
agreement PUNR is to lodge a simple motion concerning agriculture. By this
document PUNR will claim minister of agriculture's resignation as well as
finding of some solutions which to support agricultural national production

[06] Present stage of reform in Romanian education
Present stage and outlooks of Romanian education reform were tackled by
Minister of Education and Training Andrei Marga in a meeting with public
organized on Wednesday at Cluj-Napoca by local branch of PNTCD (The
Christian Democratic National Peasant Party). Minister Marga has specified
for education also reform is the only solution of revitalizing. Complex
analyses in field of this strategy show - in MEN (Ministry of National
Education) vision - the principal three options for fulfiling reform are:
decentralization of school network till an optim level, thinking again of
legislation for promotion performance and compatibility with advanced
education systems from the world. Andrei Marga has also attracted attention
upon some serious social problems among which worrying diminish of pupils'
number because there are already villages where school generation is not
more practically represented. "Rebuilding of Romanian society has to base
in a decisive way on a profound reform of education. If not our country
will be witness of an exode of Romanian youngmen towards Western" minister

[07] Payment of left salaries in medical sector
All staff from medical system will receive left salaries till the end of
the week Minister of Health Haydu Gabor said in a press conference on
Wednesday. In this situation there are still medical directions from 13
counties. Impossibility of payment was a result of collecting fund of
health assurances only in a proportion of 65%. For future in order to avoid
such situations Ministry of Health together with Ministry of Finance have
put bad and back payers on their guard for paying off their debts because
medical assistance can be assured only in limit of existing money. There
will also be changed calendar dates for payment of salaries in Ministry of

[08] Statement of SANITAS Federation
On Wednesday in a statement SANITAS Federation from Romania protests
towards delay of paying salaries in medical units from about all over the
country. National council of this federation is to establish way of re-
opening work collective conflict and launching of claiming actions in
