[01] PSDR press conference
President of Romanian Social Democratic Party (PSDR) Sergiu Cunescu
declared during Thursday press conference between PSDR and Alliance for
Romania (ApR) there were no negotiations for merging the two parties. PSDR
leader has wanted to specify he would ignore statement of Democratic Party
(PD) vice-president Radu Berceanu according to which a merging between PSDR
and ApR is to drive to teasing Social Democratic Union (USD). PSDR expects
an official position of PD concerning the matter as well as an explanation
of this party Cunescu has also said. He has suggested hypothesis according
to which PD does not wish ApR co-optation to USD because the future

[02] Loan granted by Council of Europe for zones affected by flood
Council of Europe will grant to Romania a loan of 50 million ECU which have
to be invested in zones affected by calamities. PD senator Cristian
Dumitrescu has announced letter by which Foreign Affairs Ministry requests
this loan has already reached at Council of Europe. This loan has a
subsidized interest of 50% and a time allowance of five years. Money will
be used for repairing bridges, roads and embankments, for arrangement banks
of some rivers and for achievement a national warning system. According to
Council of Europe demands money will not be able to be used for social
protection of persons from zones affected by calamities. RADOR, July 17
[03] Meeting Emil Constantinescu-Bill Clinton at White House
Romanian presidential delegation led by President Emil Constantinescu was
received on Thursday at White House by US President Bill Clinton. The
meeting has lasted 55 minutes from which 10 were assigned to a separate
discussion between the two heads of state. In his statement for press at
the end of meeting President Bill Clinton has thanked again for way in
which he was received in Romania last year. American president has said he
affirmed again during meeting importance of Strategic Partnership between
Romania and USA. Chief of American Administration has added progress which
Romanian nation makes is very impressive. On his turn Romania President
Mr.Emil Constantinescu has declared he expressed in front of US president
and members of American cabinet profound wish of Romania and Romanian
people to be an element of stability in Central and South-Eastern Europe. A
special stress was laid upon economic part of Romanian-American Strategic
Partnership, extension of strategic investments of big American companies
in Romania head of Romanian state has specified. According to joint
statement adopted at the end of meeting were also discussed NATO politics
of open doors and Romania aspirations for adhering to North-Atlantic
Alliance. President Clinton has reiterated US engagement assumed in
Strategic Partnership for helping Romania to become the strongest possible
candidate for entering in NATO and integration in other western structures.

[04] President Emil Constantinescu has met general prosecutor of US Janet
Reno
President Emil Constantinescu has had at Washington talks to general
prosecutor of US Janet Reno concerning problems of fight against organized
crime and methods of applying law. After meeting an inter-governmental
agreement was signed concerning mutual assistance between Romanian and
American customs administrations. The agreement establishes ways and
concrete means in which will be developed co-operation between General
Department of Customs from Romania and Customs Service of US. Agreement
legalizes assistance which sides have to offer each other for solving some
concrete cases, assistance which consists in delivering documents and
informations inclusively authorization of own emplyees to appear as
witnesses in administrative or judicial procedures on territory of the

[05] Opinions about speech pronounced by President Emil Constantinescu in
front of reunited Houses of American Congress
In Romanian and American journalistic societies and politic circles it is
considered speech pronounced by President Emil Constantinescu in front of
reunited Houses of American Congress was a very good one. Republican
congressman John Fox co-president of parliamentary group "Romania" has
declared speech of head of Romanian state was one of the best received
speech at which he was present till now and better than many others.
Interrupted 17 times by applause of a hall packed to capacity with
congressmen, representatives of Diplomatic Corps, guests - among which many
youngmen - as well as American and Romanian journalists message of the
first head of state from Central Europe who has addressed to American
Congress after adoption of decision for extension of NATO was intercepted
with clarity. Democratic developments from Romania which were called up by
President Emil Constantinescu in his speech were confirmed by decoration
which was offered to head of Romanian state after his speech: Medal for

[06] Eugen Serbanescu new general consul of Romania at New York
Executive body approved on Thursday in its weekly meeting Eugen Serbanescu
spokesman of Cabinet Radu Vasile to occupy position of general consul chief
of General Consulate of Romania at New York US. According to a statement by
Executive body Eugen Serbanescu will come into this position after present
