[01] Cabinet meeting
At a press conference on Thursday, Government spokesman Razvan Popescu has
announced the Cabinet approved in principle the new system of basic
salaries in state-financed departments. Another Government decision
referred to the closing down of UM 0215 and its division into two
departments under Interior Ministry (MI) coordination. The Cabinet has also
adopted the draft law concerning the status of the legal adviser
institution and the decision stipulating tax-free regime for imports sold
in duty-free shops. Prime Minister Radu Vasile has asked the Reform
Jinister and the Competition Office to table a proposal stipulating that
Competition Office decisions should be first approved by the minister
before being submitted to the Cabinet. Rador
[02] Members of National Minorities Department on a visit to Harghita
county
Members of the Department for national minorities protection and the
Commission for education, science and technology have arrived in the
Transylvanian county of Harghita on Thursday for a three-day visit. They
are expected to visit schools in the regions of Odorhei, Vlahita and Casin,
The visit is aimed examining ways to further reform the mother tongue
aducation in Romania. Welcoming his guests, the prefect of Harghita county
Dezsi Zoltan said the meeting was an opportunity to establish the needs for
next year as 1999 was a decisive school year for educational reform.

[03] UDMR threat
The ruling Democratic Union of Ethic Hungarians in Romania (UDMR) will
withdraw from the Government unless the minority rights of ethJc Hungarians
in Romania will be observed, UDMR leader Marko Bela said. He added that he
could not accept anymore any delayys in solving the problems concerning the
Ungarian language education as his party's leaders and its representatives
throughout the country were about to lose their patience. The UDMR Council
of Representatives will decide to withdraw from the Government unless
concrete steps are made in Parliament towards solving the problems of the
Hungarian minority. Marko Bela has asked his coalition partner to meet
early next week and discuss the UDMR demands concerning the mother tongue
education and the setting up of a Hungarian language university in Cluj.

[04] PSDR replies
The ruling Romanian Social Democrat Party rejects any attempt by another
party to decide the party's participation or non-participation in the
Government, PSDR leader Sergiu Cunescu said. Mr Cunescu told a press
conference he was surprised by the statement of Marian Enache the other
day. At aJpress conference on Wednesday, Mr Enache, Vicepresident of the
Alliance for Romania party, said PSDR should withdraw from Government if
the two parties were about to merge in a solid social-democrat pole. Mr
Cunescu mentioned that the PSDR agreement with the ApR referred only to
their cooperation in Parliament while their merger was not decided yet.

[05] PAR's "Manifesto of the Romanian Right"
At a press conference on Thursday, the ruling Romania's Alternative Party
has presented its ten-point Manifesto including the main benefits,
guarantees and rights a right wing democracy could provide to the Romanian
people. PAR leader Varujan Vosganian said "we can see that left wing forces
unite while the governing act did not include the right wing policy as
right wing parties did not really exist though right wing politicians were
there. The polical battle includes only left and centre-left wing parties",

[06] Simple motion by PUNR against Radu Vasile Cabinet
The executive secretary of the Romanians' National Unity Party (PUNR),
Valentin Iliescu, has announce his party was to submit only a simple motion
to Parliament against the Vasile Cabinet. His party has announced
previously it was hoping to table a censorship motion and get the support
of all opposition party. Mr Iliescu said the motion reffered to the
hardships the retired people were facing and expressed the hope that his
party's proposals would be subject to debates in Parliament as even some
ruling parties have been already expressing their dissatisfaction during
talks over the budget for state social securities. Rador
[07] Memorandum between Romanian and British defence ministries
Secretary of State Constantin Dudu Ionescu, the head of the Department for
Defence Policies, and British Ambassador to Bucharest Christopher Crabbe
have signed a memorandum on the behalf of the defence ministries in the two
countries concerning their military cooperation programme in 1998. The J
document includes mainly information exchange, participation in
international conference to be organised by Britain, participation of
Romanian military in training exercises organised by the British as part of
the programme of military assistance, joint training operatiion and
technical-military cooperation. Rador
[08] CEMN summit in Yalta
The CEMN summit in the Ukrainian resort of Yalta is to include a moment of
major importance: the signing ceremony of the CEMN Charter transformin CEMN
in a regional organisation. He says the event is most interesting given the
economic potential it involves (a market including 11 countries and about
350 million inhabitant, and large and various natural resources) while the
request of developed countries like France, China and Japan to get observer
status was a proof of the interest the region could raise. According to
Romanian authorities in Bucharest, CEMN is not an alternative to the EU,
but a preparation to join it. Rador
Romanian PrJsident is to attend the Black Sea Economic Cooperation (CEMN)
summit in the Ukrainian resort in Yalta. In a statement before leaving the
International Airport of Otopeni on Thursday, Mr Constantinescu said the
meeting would include the signing ceremony of the CEMN Charter, an event
establishing CEMN as institution. However, he has pointed out that CEMN was
not supposed to be an alternative to the European Union while, on the
contrary, it was some sort of a preparation for the EU enlargement".

Before leaving for Yalta, the Speaker of the Romanian Senate, Petre Roman,
said the "Black Sea cooperation turned out to be one of the major European
institution in recent days, and a bridge connecting the East to the West,
the word "East" meaning also the Far East, China, and Japan while the word
"West" meaning Western Europe. Already well known commercial and energy
routes are a major point of interest for the world's biggest investors in
both Western Europe or Far East, China, JJpan and South-East Asia, Mr Roman
said. "Obviously, Romania is highly interested in the project", he admitted,
"as our country is at the heart of the Black Sea area". Rador
[09] Meeting of secretaries in Central and South-East European Parliaments
A three-day meeting of secretaries general in Central and South-East
European Parliaments has opened in Bucharest on Thursday. The Yugoslav
delegation includes Mirislav Milenkovic, secretary general of the Federal
Parliament in the Federal Republic of Yugoslavia, Perisa Jovanovic,
secretary of the Citizen's Assembly, and Vukic Bulatovic, secretary of the
Republics' Assembly in Belgrade. The international forum hosted by the
Romanian Senate is to examine the activity of secretariates in parliament
and the role the secretary general could play in coordinating proceedings
and legal operations. Rador
