[01] Joint session in Parliament
At a joint session in Parliament on Wednesday, the Senate and the House of
deputies have approved the structure of the special commission to control
the activity of the Romanian Foreign Intelligence (SIE). The commission
include Radu Timofte (the opposition Party Of Social Democracy in Romania -
PDSR), Cornel Boiangiu (ruling National Liberal Party - PNL)Jand deputies
Mihai Gheorghiu (ruling Christian Democrat National Peasant Party - PNTCD),
Adrian Vilau (ruling Social Democratic Union - USD) and Marcu Tudor
(opposition Greater Romania Party - PRM). Deputy Adrian Vilau was elected
chief commissioner while Senator Radu Timofte was appointed secretary of
the commission. The two Houses in Romanian Parliament have opened the
procedures to appoint members in the High Coucil of Magistrature. Only 9 of
the 11 candidates were accepted following two rounds of voting. A third
round of voting for the other two is expected in the next join session of
the two Houses. Rador
[02] Prime Minister Radu Vasile met trade union representatives
Prime Minister Radu Vasile met representatives of the M 97 National Trade
Union Confederation and Meridian National Trade Union Confederation at
Victoria Palace on Wednesday. The trade unionists have presented their
demands concerning the mining activity and extracting industry of ferrous
and non-ferrous ores aJ well as the policy of investments in the field.
While attending the meeting, Romanian Transport Minister Traian Basescu has
presented recent developments in the SNCFR since 1990 pointing out that a
restructuring process could create a strong company. The talks also focused
on issues concerning the forestry. The prime minister said the adoption of
the laws on regional development and disadvantaged regions was a top
priority, said a press communique issued by the Government. Rador
[03] Press conference of Justice Minister Valeriu Stoica
The Ministry of Justice is expected to submit to Parliament two draft laws:
the draft law protecting the rent-payers and the draft law establishing
compensations for those who improperly lost their homes since March 6,
1945. At a press conference on Wednesday, Justice Minister Valeriu Stoica
has announced he subitted to the Senate the official request to lift the
immunity of Senator Corneliu Vadim Tudor and make him appear in court.
There are seven reJords in the Attorney's Office of the Supreme Court of
Justice accusing Senator Vadim of fake information, offence to authority,
insult and calumny. The justice minister said that prosecutors have
repeatedly urged Mr Vadim to express his position on all accusations, but
the senator declined the invitation. As far as the attorney general
position was concerned, Mr Stoica has mentioned some names for the job:
Gheorghe Rotar, first deputy prosecuter with the Attorney's Office in the
Supreme Court of Justice, Mihai Popov, general prosecutor with the
Attorney's Office in the Military Court of Appeal, Ion Ionescu, head of
department with the Attorney's Office in the Supreme Court of Justice, and
Dorin Buzdugan, general prosecutor with the Attorney's Office of the Court
of Appeal in Suceava. Rador
[04] Statements after PNTCD BCCC meeting
After the meeting on the Control and Coordination Bureau (BCCC) on
Wednesday, PNTCD leader Ion Diaconescu said that all confusing opinions and
statements Jmade by PNTCD senior members should be discussed within the
party before being issued to the public. Mr Diaconescu added that PNTCD
members should unite, cooperate to support the Government before Parliament
while the Government should comply with the decisions the party made. In
his turn, PNTCD Vicepresident Sorin Lepsa said relations with the PD did
not concern only the BCCC, but the party's all senior leaders. Referring to
the closing down of UM 0215, Interior Minister Gavril Dejeu said a final
decision would be made on Thursday, the RRA reports. Rador
[05] ApR conditions to join PSDR
The Alliance for Romania Party (ApR) said a future merger with Romanian
Social Democrat Party (PSDR), the cooperation in parliament included, might
be possible only in case the PSDR decided to withdraw from the government
and join the Opposition. At a press conference on Wednesday, ApR
Vicepresident Marian Enache said PSDR was expected to answer the proposal
shortly. Mr Enache does not rule out theJpossibilty that his party may put
further conditions for its merger with PSDR. He says in case of a merger,
the two parties should have a common political programme on condition that
both parties are part of the Opposition. Rador
[06] Draft law presented by labour minister
At a press conference on Wednesday, Romanian Labour and Social Protection
Minister Alexandru Athanasiu has presented a series of draft laws on
pension system reform and fighting unemployment and illegal work in mining
regions. Other projects included child allowances, social assistance for
elderly people, work permits for foreigners and the new system of salaries.
A new national private system of pensions is expected to be launched in the
very next future, the minister said. Rador
[07] Prime Minister Radu Vasile met Russian ambassador to Bucharest
Prime Minister Radu Vasile met the Russian ambassador to Bucharest, Valeri
Keneakin, on Wednesday. Their talks focused on issues concerning economic
relations between thJ two countries. The ambassador has expressed his
regret that, despite customs facilities for Romanian exporters, Romanian
traditional products were no more available on Russian markets. He pointed
out that the Russian enterprises were still interested in modernising
Romanian industrial plants and said the technical-scientific joint
commission should resume its activity. The ambassador told the prime
minister that his Russian counterpart, Sergej Kirienko, invited him to pay
an official visit to Moscow. Prime Minister Radu Vasile said the Romanian
Government was considering the idea of wider relations with Russia though
European and Euro-Atlantic integration were still top priorities of
Romanian foreign policy. Government sources say the Romanian prime minister
expressed his support for the building project of a pipe connecting the
Romanian port of Constantza to the Italian town of Triest to ensure the
Caspian Sea oil transport to the West. He said the project did nothing but
added Jo the existing plan of future oil pipes through Russian territory.

[08] Former US ambassador to Bucharest supports Romanian efforts of NATO
integration
While in Bucharest yesterday, former US ambassador to Bucharest David
Fundrburk, now a US congressional adviser, said he would support Romania's
efforts to join NATO. The statement was made after meeting Romanian Prime
Minister Radu Vasile who said that the success of Romania's NATO
integration depended rather on its own efforts though one could not rule
out the political backgrounf abroad. Mr Funderburk promised to inform the
US Administration and Congress about the radical progress made by Romania
on its way to democracy. He expressed the hope that Romanian-American
relations could further improve encouraging American investments and trade
between the two countries. Mr Funderburk has also referred to the future
visit the future visit of Romanian President Emil Constantinescu to the UN
next week and his official visit to theJUS in July. Mr Vasile pointed out
that the Government in Bucharest was highly interested in encouraging
foreign investments to accelerate the privatisation process - a top
priority in the Romanian governing programme, said a press communique

[09] Minister Babiuc on a visit to international exhibition of military
technics in Le Bourget
Romanian Defence Minister Victor Babiuc was back from France yesterday
after visiting the international exhibition of military technics in Le
Bourget. He said the visitors seemed highly interested in Romanian-made
infantry equipments as presented in a handbook published in France. The
Romanian stall also presented mockups of equipments produced by the
Romanian defence industry. On the other hand, Mr Babiuc said that his
French counterpart reiterated his country's support of Romania's NATO
integration. Rador
[10] Child welfare and protection programme in Romania
At the American Cultural Centre in Bucharest, the US AmbaJsador to Romania,
James Rosapepe, has launched a welfare and protection programme for
Romanian children on Wednesday. The ambassador said that the 8 million
dollar programme was aimed at reducing the number of institutionalised
children and creating special services based on family and community in the
counties of Iassy, Cluj and Constantza. In his message to participants in
the opening ceremony, Romanian President Emil Constantinescu expressed his
gratitude to the American Congress supporting such programmes through the
American Agency for World Development. Mr Constantinescu has also
reiterated the support of the Romanian Presidency for such programmes.
