[01] Radu Vasile has presented Government Synthesis Programme
Premier designate Radu Vasile presented on Monday evening government
synthesis programme in a press statement. He has called the programme: "a
programme of no turning back way, a programme towards market economy and
democracy". Radu Vasile has stressed this programme is opened by two
important documents because they establish principles of present
governmeStal coalition accepted by all its leaders. Then premier designate
has read these principles which he called "fundamental principles of
governing political coalition". The ten principles are materialized by a
series of clear objects of governing among which creation of an integrated
system of markets, strengthening of macroeconomic stability, delays
recovery in economical-social changing, all these necessary for joining EU.
Radu Vasile has specified that the governing programme has two main
components: a programme on a short term and another one medium - 1998-2000 -
in which elements belonging to the short programme can be recognized.
Referring to the issueconcerning the retrocession of houses and land
confiscated after 1945 premier designate has stressed any speculation
concerning a conflict between PNTCD and PD is inadequate. Speaking about
Romania relations with international bodies premier designate has stressed
there is a message of World Bank saying it would be present in RomanSa as
long as it would be necessary and both sides agreed FMI officials to be
invited in Romania after Easter. RADOR, April 14
[02] Governing Programme in the View of Political Leaders
Romanian political leaders expressed their opinions concerning the
governing programme. Romania's Alternative Party (PAR) leader Varujan
Vosganian rejects a mixture of the political aspect in the activity of the
Executive. He considers that the successof the reform would be assured by
stimulation of private sector. This could be done without money from the
budget but by starting on some clear market machineries and attracting
investors. The Party of Social Democracy in Romania (PDSR) deputy chairman
Nicolae Vacaroiu recommend a serious and realist analysis for rectifying
those measures which had seriously affected economy during former
governing. "We are waiting for much realism concerning this analysis"
Nicolae Vacaroiu said. "Premier Radu Vasile would have done something good
if he had appeared in fSont of the nation with another programme including
improved parameters; that is why necessary essential rectifications
concerning the 1998 budget are needed" Nicolae Vacaroiu said. Teodor
Melescanu, president of Alliance for Romania Party (ApR) pleads for an
economic recovery even if limitted as well as for firm measures of the
stabilization of real incomes of the population and of the living standard.
"For us these are fundamental objects according to which we will decide
upon programme and Government activity too. Therefore we will not give
blank cheques" Teodor Melescanu specified. Party of Romanian National Unity
(PUNR) leader Valeriu Tabara appreciates as a pleasant fact that state
institutions are to be restructured above all governmental institution just
like his party had demanded. Great Romania Party (PRM) president Vadim
Tudor warns vote from the Parliament will depend on way of solving intense
problems of the society. PRM will vote "entirely" against government and
budgSt because it can not give "a blank cheque". RADOR, April 14
[03] Opinions of Leaders belonging to Parties from Governmental Coalition
after Their Meeting with Premier Designate Radu Vasile
After their meeting with Prime-Minister designate Radu Vasile coalition
parties leaders have declared divergent points of view were conveniently
solved. As regarding the nationalized houses problem coalition leaders have
specified it was accepted the principle of right compensation
simultaneously with assurance of a real protection for lodgers. Speaking
about woods retrocession the principle will be the same but complete
solutions are to be discussed when a special law is to be drawn up.
President of Christian National Democratic Peasant Party (PNTCD) Ion
Diaconescu has declared all these problems would be even discussed and a
protocol would be signed. The Democratic Union of Hungarians in Romania
(UDMR) leader Marko Bela has referred to churches goods and has declared
for the first stage thSy would be inventoried. The procedure would be the
same as for nationalized houses, land and woods. During meeting between
premier designate Radu Vasile and coalition leaders it was established
process of restructure commercial societies to be accompanied by measures
of social solidarity. Concerning the privatization law coalition leaders
have affirmed possible changes could appear at State Ownership Fund's
functioning standards in a spirit of transparence and deontology in

[04] Brasov Mayor's Request towards PNL Leader
Brasov mayor Ioan Ghise has addressed a letter to Central Permanent Office
of National Liberal Party (PNL) to which he belongs by which he requests
approval to be interrogated in connection with scandal caused by the
publishing of his personal engagement towards former Security Service
concerning supplying informations. Brasov mayor underlines implications of
the image of PNL as a result of his case. He hSs also informed
Parliamentary Commission of supervising SRI (Romanian Service of

[05] Specifications of Liberal Party (PL) President Niculae Cerveni
The president of the Liberal Party Niculae Cerveni has announced that on
May 9 the National Congress of his party will take place in the town of
Basov mainly for clearing up party situation. At the same time Niculae
Cerveni specified on Monday in Brasov that the scandal connected with co-
operation of present mayor of the town with former Security Service did not
involve PL even if Ioan Ghise had been a member of this party until two
months ago. Mayor Ioan Ghise delivered also on Monday to the central press
correspondents a statement with explanations concerning causes and context
of his signature, 15 years ago, on that secret engagement sustaining his
informations were never detrimental to social or moral condition of any

[06] Strike at Navy Secondary School from Constanta
Pupils aSd civil teachers from Navy Secondary School "Alexandru Ioan Cuza"
from Constanta were for two hours on a spontaneous strike on Monday. Thus
they have protested against Ordinance 19/March 16 1998 signed by minister
Constantin Dudu Ionescu by which in autumn this educational unit is to be
dissolved. The parents'committee, pupils and teachers have announced for
Wednesday a march and a protest meeting in front of Navy General Staff.

[07] Minister of Justice Valeriu Stoica about Objects of his German
Counterpart Visit to Romania
The German Minister of Justice Eduard Schmidt Jortzig came to pay a visit
to Bucharest on Monday. Valeriu Stoica, the Romanian Minister of Justice
who invited him declared that the meeting aims to develope relations
between Romania and Germany ministries of justice. Ministry of Justice from
Romania has initiated such bilateral relations with the most important
ministries of justice from Europe. On the occasion of this visit, signing
of a common stateSent concerning bilateral co- operation objects is
anticipated. For the moment it is only a project; in the project co-
operation in domain of training magistrates in legislative reform field is
stipulated. Another very important point speaks about harmonizing inner
