[01] The Extraordinary Meeting Prepared for Wednesday
The presidents of the two parliamentary chambers in Bucharest are preparing
the extraordinary meeting due on Wednesday. This meeting was called by
President Emil Constantinescu on Saturday evening, when he presented his
stand in the political dispute between two of the ruling partners, the
Democratic Party and the Christian Democratic National Peasant Party.
President Constantinescu called on Prime Minister Victor Ciorbea to present
the government's responsabilities in front of the parliament, in point of
reform laws. Today, the government will decide which is the law
establishing its responsabilities. Governmental sources say this law will
be on privatization of companies or the law on direct investment, both
promoted late last year. The law provviding for governmental
responsabilities will be considered valid in case no censorship motion be
filled until Wednesday. In case the parliamentary majority should pass the
motion, the Senate and the Chamber of Deputies are supposed to have
withdrawn their vote of confidence to the government, which will be
dismissed.
[02] The Syrian Deputy Prime Minister in Bucharest
Romanian Foreign Minister Andrei Plesu and the Syrian Deputy Prime Minister
for economic issues, Salim Yassim, had talks in Bucharest, this Monday.
They made a reviw of the bilateral ties, with special stress on economic,
commercial and cultural relations. Syria said the peace process in the
Middle East needs to be just and correct. Salim Yassim is also taking part
in the meeting of the Romanian-Syrian joint governmental commission. The
two sides are to sign agreements of co-operation in transports, trade,
health care, environment, youth and sports.
[03] The Modification of VAT Value
On Monday, the Executory approved an emergency order concerning the
modification of the other order referring to VAT. During the press
conference, the Secretary of State at the Finance Ministry, Dan Rusanu,
specified that VAT quota on zero will be kept up for electric energy,
termic energy, fuel and transports through Danube Delta. For food and
agricultural produce the growth will be 2%, thus reaching at 11%. For all
the other products VAT growth will be 4%, thus reaching at 22%. The
Agriculture and Feeding Minister, Dinu Gavrilescu, specified that VAT will
lower from 18% to 11% for: bread, consumption wheat or for sed, sunflower
seeds, hybrid maize and sugar beet.
[04] Government Approved a New Regulation Concerning Debts Compensation
among Economic Agents
Almost eight years the financial shutting off was the difficult problem of
all our governments after December 1989. No one could settle it. Trying to
do something for that, Ciorbea Government approved a new regulation
concerning debts compensation among economic agents, says a BBC reporter's
commentary. The regulation is applied to those enterprises, independent
administrations and societies which can pay their present debts, but
couldn't pay their old ones. This situation is due to the fact that these
enterprises couldn't recover the debts from their own debtors. Recently the
Industry Minister, Mircea Ciumara, specified some enterprises in upper
situation, such as: RNRC (The Romanian National Railway Company), SIDEX
siderurgical aggregate works from Galati, or Independent Administration of
pitcoal from Petrosani. The newness of this regulation is that the
compensation system will be instituted so that the enterprises will settle
their accounts by a compensation service, which will be organized by the
Trade and Industry Ministry. Centralization all informations about the
debtors and the creditors, thie service will be able to offer the best
payment solutions to the enterprises. It will also give an opportunity to
find out those enterprises which are in debts one to the other. The
specialists say that the immediate economic effects of this regulation
coming into practice, are: the lower of the debts and the lack of
liquidities will be eliminated. The Industry Minister, Mircea Ciumara,
hopes that the financial shutting off from industry will lower with more
than 9,000 billion lei. RADOR
[05] Romania Is to Participate in Privatizing of MOLDTELECOM
A Romanian delegation, led by Telecommunication Minister, Sorin Pantis,
paid a work visit to the Republic of Moldova. According to MOLDPRES Agency
Press Service of the Government in Chisinau, quoted by MOLDOVA RADIO, the
Romanian minister has met a lot of important persons belonging to the
Presidency, the Parliament and MOLDTELECOM. On Sunday, Sorin Pantis has met
the Prime Minister Ion Ciubuc, who made a short presentation of the social-
economical situation of the country. On the occasion, the Romanian minister
said that we are ready to participate to the process of privatization of
MOLDTELECOM. He also declared that in the domain of Romanian
telecommunication the investments were doubled and 522,000 phone lines as
well 8,000 optic fibre main line were set up. RADOR
[06] Government Will Take Charge of Privatization Law, in Parliament
On Monday, after the governmental meeting, the Trade and Industry Minister,
Mircea Ciumara, declared to the press that the Executory decided to take
charge, in Parliament, of privatization law. The Privatization Minister,
Valentin Ionescu, affirmed in his turn, that it was fixed a precise
schedule for the other draft bills, mentioning those concerning RNB
