[01] A Reaction to President Emil Constantinescu's Televised Address
Giving a new impetus to the reform and regaining the confidence of the
population and of foreign countries, are the top priorities of 1998 - reads
a communique published by the Democratic Party in Romania, on Sunday. The
document is a reaction to the televised address made by President Emil
Constantinescu concerning the political dispute between the Democratic
Party and the Christian Democratic National Peasant Party, both members of
the Government coalition. The Democratic Party's communique says that the
President has transferred the political debate on the reform to Parliament,
without justified reasons. After two weeks of statements by the two parties,
the Romanian President delivered a televised address on Saturday evening,
in which he summoned Romania's Parliament in an extraordinary session for
Wednesday, January 21st. He said that the dispute within the government
coalition was affecting the progress of the reform and had a negative
impact on the economy. The President of Romania asked the leaders of the
political parties to put an end to the conflict and to place the national
interest above anything else. President Constantinescu also asked Prime
Minister Victor Ciorbea to commit the Government's responsability in
Parliament with regard to the major draft laws of the reform.

industrial sector. At a press conference in Victoria Palace, the Trade and
Industry Minister, Mircea Ciumara, detailed these decisions: "The first
decision is referring to the coal price. It cannot be free because in the
domain of mining a restructuring was not done, so that a competition is out
of the question. The same situation concerns fuels. We were also extended
the period for mentaining under control the coal price and I hope that the
restructuring in the domain is to be finished in a half of the year".
According to the Industry Minister, the second governmental decision is
referring to the setting up of the National Agency for Development and
Implementation of Restructuring Programmes in Mining Zones. The third
decision settles the regulation for compensation of unrepaid debts to the
industry settling day. RADOR

ministry: "This is not a beaurocratic ministry, there are only two
departments with four general managements". The Minister Valentin Ionescu
has also detailed the privatizing standards for commercial societies:

issued by the commercial societies where the state is one of the
shareholders or one of the partners as well to the sale procedures held by
those commercial societies controlled by state". The privatizing will be
