    [01] DEBT TOWARDS THE LONDON CLUB OF TRUSTEES REDUCED FOR 415 MILLION DOLLARS

    In London yesterday the documents by which the Macedonian debt towards the London Club of Trustees is reduced from 645 down to 230 million dollars was signed, report the media. For the remaining debt the Macedonian Government will emission drawees through the New York bank `Chase Manhattan' which will be rated at the Luxembourg stock market. The deal on the Macedonian part was signed by the Vice-president of the Macedonian Government, Ljube Trpevski and the Finance Minister, Taki Fiti and with this deal the decisions from 1988 in which figured the debt of the former SFRY are being hanged . According to Vice- president Trpevski the deal determines a grace period of 4 years for payment of the means, and after that the principal and the interest should be paid off within the next 15 years. This Macedonian debt of 230 million dollars, according to Trpevski, may be redeemed before the time term with the value of 70 cents per dollar.

    According to Trpevski's statement given to the Macedonian Television, this is a sign that the world finance circles have trust in Macedonia as a state i.e. trust in the Macedonian reforms. That also means that the latest ongoing in Macedonia regarding the savings banks and street demonstrations have not affected the amount of the Macedonian debt, underlined Trpevski pointing out that this is a good sign which indicates that the finance world will start to invest in Macedonia. According to Trpevski, the reduction of the debt towards the foreign commercial banks will provide relief of the final beneficiaries from our country which will be covered by a appropriate legal regulation.

    [02] MULTINATIONAL `SAVIOR 97' TRAINING FROM 12 TO 16 MAY

    The main planning conference dedicated to the multinational military training `Savior 97' which is due in May in Macedonia ended yesterday in Skopje after 3 days of work. This conference specifies all details for a succesful completion of the training which is intended to be an action of NATO and the `Partnership for Peace' in an area struck by an earthquake and damaged by a chemical plant all which endanger a part of the state's territory.

    `A-1 TV' reports that representatives from Macedonia, the USA, Greece, Bulgaria, Turkey, Slovenia, Romania and Italy have decided that the drill will take place from 12 to 16 May and it will have 400 to 500 soldiers participating.

    Out of the 9 invited participating states and 3 observing state only Albania will not take part due to the current events happening in it. Greece officially asserts that it will participate in the drill.

    [03] DANGER THAT ALBANIAN REFUGEES SHALL MOVE TOWARDS MACEDONIA

    Making a comment on the exodus of the Albanian refugees to Italy (about 13.000), the renown analyst of the Balkans, Misha Gleni, has stated for the Albanian department in the BBC that if Rome and Athens should close entrance to the refugees there is a real possibility for a massive exodus of the Albanians to the Macedonian Republic. Gleni has also stated that Macedonia is stable and that it is necessary for the European Union to undertake measures of prevention of such exodus which might destabilize the state.

    The `Glas' radio of America yesterday announced that OSCE is before a final deal to send international police forces in Albania so as to protect the humanitarian aid from the EU valuable 2 million dollars.

Pokraj toa, postoi opasnost i od nekolku vooruzzeni grupi, koi operiraat vo regionot na Pesskopeja.

    [05] HUMANITARIAN AID FOR ALBANIA STILL ON THE BORDER CROSSING

    The humanitarian help of 15 tons of wheat which two days ago was delivered to representatives of the Red Cross in Peshkopeja is still on the neutral territory at the border crossing Blato near Debar, reports the `Makfaks' agency.

    The humanitarian shipment can not be transported of security reasons because, according to the representative from the Red Cross of Albania, on the way to Pashkopeja which is 20 km. away from the border a large number of people have been gathering. There is danger that the humanitarian aid could be plundered before getting to Peshkopeja. Besides, there is danger coming from several armed groups who operate in the Peshkopeja region.

    [06] REGULAR CONTACTS BETWEEN MAX VAN DER SCHTUL AND MACEDONIAN AUTHORITIES

    The High Commissar for national minorities from OSCE, Max Van Der Schtul, within the frames of the regular collaboration between the Macedonian authorities with OSCE yesterday had meetings with Prime Minister Branko Crvenkovski, Foreign Affairs Minister Ljubomir Frchkovski, Education Minister Sofija Todorova as well as the Justice Minister Vlado Popovski. The Information Secretariat, regarding these meetings, reports that there have been talks regarding the current ongoings in Macedonia and that a particular accent was placed on the issues concerning the position of the nationalities in the state.

    [07] LEFT WING LEADER OF GREECE IN SKOPJE

    In Macedonia today came in a visiting stay the leader of the left wing coalition from the Republic of Greece, Nikos Kostandopolus, reports the Macedonian Radio. During his stay it is planned that he should be received by the President of the Republic, Kiro Gligorov, the Parliament Spokesmen, Tito Petkovski and the Foreign Affairs Minister, Ljubomir Frchkovski.

    [08] PROTEST RALLIES OF THE SAVINGS CLIENTS TIMELY INTERRUPTED

    The Committee of savings clients of the `TAT' bank in Bitola, headed by Ilija Nevenkovski yesterday at the town square in Bitola held a protest rally by which it was announced that after the ongoings in the Parliament and the statements given by PM Crvenkovski, the Committee will timely interrupt the massive rallies.

    According to Nevenkovski this will continue until the moment when the things are favourable for the savings clients. Nevenkovsti at the rally informed of the meetings that representatives had in Skopje with representatives from the responsible structures in Skopje. It has been pointed out that the clients have been encouraged by the talk with Justice Minister, Vlado Popovski, who pledged full responsibility on part of the lawbreakers in the affair and legal compensation of the damaged savings clients.

    [09] CIRCLE OF PERSONS INVOLVED IN `TAT' AFFAIR IS WIDENING

    `Vecher' reports that the established control in the `TAT' bank reveals that the circle of persons from the public, business and political life of this country have been involved in the affair. Up till now it has been found out that since 20 February till the day when Nikolovska had been arrested (6th March) 7 million DM had been drawn from the `TAT' safe by persons and firms who had irrefutable facts and proofs that bankruptcy of the bank would soon follow.

    It has been filed that the bank in the last 5/6 months has constantly been in the negative balance. This wasn't mended nor by the 2 million DM which had been paid to the bank on 20th February from the NBM in exchange for a mortgage on a newly built printing house, neither by the finance injections (600.000 DM) on part of the Public firm for businesses with working premises and other subjects who had done that persuaded by the Manager of the Institute for pay-Circulation in Bitola, Julijana Atanasovska.

    At yesterday's press conference the NBM supervisor, Gazmen Kadriu, stated that by the end of this week the replacement of the deposit agreements with bankbooks and until then there will be no other contacts with the clients so as to complete the revision as soon as possible. Kadriu called the `TAT' credit users to regularly pay the installments on the bank account.

    [10] BAN ON IMPORT OF 30 TONS FOOD OUT OF 56.000 TONS

    Last month the market inspection in Macedonia did not put on the market products worth 300.000 DM, mostly due to lack of declarations, lists of guarantee, and in the case with food products due to the fact that they have been overdue. According to the Macedonian Radio, in Macedonia during February about 56 thousand tons of agricultural- food products were being imported while there had been ban put on importing 30 tons. At the same time after 2.751 performed controls the market inspectors have made 821 decisions on administrative proceeding, they have applied 978 demands for criminal charges and 134 declarations for economy offense and one criminal charge. During this period the street salesmen have been deprived of 35.000 DM due to selling with no registration and no appropriate approvals.

    [11] TAX PRODUCTS ON CONSIGNMENT AGAIN

    The Constitutional Court of Macedonia at yesterday's session abolished the first act of the governmental regulation for representation of foreign persons in Macedonia in the field of foreign-trade circulation which predicts that the firms should not make agreements on consignment sale. By abolishing the regulation the Court has assessed that thus the foreign- trade performances are being limited and that the Government has stepped out of its legal frameworks. With this decision of the Court the taxed products: the alcohol, tobacco, valuable objects and other in the future will be sold with consignment.

    [12] EACH CITIZEN HAS RIGHT TO BE CHOSEN

    The Constitutional Court yesterday also abolished the regulation from the Bill on local elections according to which members of the ARM and MVR, the uniform and non- uniform persons and persons from the Investigation Agency can not be chosen for mayors or members in the Council.

    The decision has been elaborated by the fact that in front of the Constitution and the Law all citizens are equal and everyone has the right to be chosen.

    [13] PUBLIC PROSECUTORS AND THEIR REPLACEMENTS HAVE BEEN APPOINTED

    On the suggestion of the Government, the Macedonian Parliament yesterday appointed the public prosecutors of different ranks. After a positive opinion of the public prosecutor of the Macedonian Republic out of the 167 nominated candidates for replacements of the public prosecutor the parliament members did not express their trust for only 3 candidates - 2 from Kichevo and one from Sveti Nikole.

    The comments of the parliament members regarding the list of nominated persons have mainly been made regarding the fact that it doesn't include a large number of experienced people and experts, that personal criteria has been used and that the nominated people have almost completed their length of service. The Albanian parliament members assessed that there are not sufficient nationalities prosecutors. According to Justice Minister, Vlado Poposki, the main criteria in creating the list of nominated persons have been the expertise and respect that the people have in the environment where they come from.

    Regarding the candidates from the nationalities, Minister Popovski stressed that out of 509 applicants only 22 have been of Albanian nationality. Proportionally to this number on suggestion of the public prosecutor and the Government 16 candidates of Albanian nationality have been chosen which presents 68%.

    The parliament members yesterday adopted the Bill on building construction which according to Jorgo Shundovski would mean complete redefinition of the established legal regulation in the field of building construction and its co-ordination with the concept of market economy.

    [14] LJUPCHO GEORGIEVSKI - PM CRVENKOVSKI DEMANDED TRUST FROM SDSM

    The leader of VMRO-DPMNE, Ljupcho Georgievski, regarding the voting for trust in the Government, stated that the session had not the aim to publicly show what support the Government has from the Parliament, instead it was necessary so that Mr. Crvenkovski could use it for his own party, the SDSM.

    The leader of VMRO-DPMNE stated for `Nova Makedonija' that the aim of PM. Crvenkovski was to gain support from SDSM for the thins that he had promised to the citizens of Macedonia, because the struggle against organized crime will obviously get within great part of the SDSM. Seen from this aspect this session has been very successful, stressed Ljupcho Crvenkovski.

    The leader of the Democrat Party, Petar Goshev, regarding the voting for trust in the Government stated that the things that happened in the Parliament were to be expected and that this had been another `real- socialist snow'. Goshev also questioned why the Parliament gave support to the Government if the PM sends away his ministers on examination to the public prosecutor.

    [15] LP AND DP UNITE ON 19TH APRIL

    The uniting assembly of the Liberal and the Democrat Party will be held on 19th April and that same day there will be previous separate assemblies of the two parties on which they will accept the initiative for their unison into a Liberal-Democrat Party, reports `Dnevnik'. The new party sign of this party will be a compilation of the separate party symbols - a blue pyramid with a yellow letter `L'.

    According to the statute proposal the Liberal-Democrat Party will be legal heir to both parties, and the new leadership should take over the activities before the party dies out. All chosen mayors and counselors as well as the current parliament member group of the Liberal party will continue to function as representatives of the Liberal- Democrat Party.

    [16] FADILJ SULEJMANI - THERE WILL BE NO MACEDONIA WITH OUT THE TETOVO UNIVERSITY

    `Macedonia will not exist without the Tetovo University because there is no Macedonia with out the Albanians `, this was the statement given yesterday in Debar by the rector of the `tetovo university', Fadilj Sulajmani.

    At the meeting organized by the Assembly of the Debar municipality at which was also present the mayor Kemal Dzafa, Fadilj Sulejmani stressed that the 'tetovo university is an obstacle of Macedonia's integration into Europe'. `Dnevnik' reports, Sulejmani at the meeting stated that the response of the citizens is small each of whom should participate in the university financing with 1 DM. Sulejmani demanded from the authorized municipal bodies, which organized the meeting, to procure effective methods for collecting the means.

    [17] SEMINAR ON ECOLOGICAL PROTECTION

    Today in the premises of the Republic red Cross in Skopje the two days seminar has commenced and it is organized by the Movement of the ecologists of Macedonia. The aim of this seminar is familiarization of the organizations and institutions included in the following of the living environment quality. The seminar is taking place within the frames of the project of the Ecological Information- Documentary centre of the DEM-INDOK centre.

    [18] `Massive surgical operation cancellations'

    (`Nova Makedonija', 26 March 1997)

    In the surgical clinics yesterday only the most urgent interventions were performed. The reason for this was the lack of blood without which the surgeries are impossible to be carried out.

    -Unless we get blood in the following days I don't know how will we work, said professor Dr. Milcho Panovski, co- ordinator of the surgical clinics. Maybe the regular surgical cases could be prolonged, but the urgent must be operated on. There have been times when the blood situation has been difficult, but it has never been anything like this now. We are reduced to a reserve of 2 bottles of blood which is really unbelievable, stresses Dr. Panovski.

    In the Republic Institute for Transfusion there are no tests to examine the blood for contagious diseases, i.e. AIDS and jaundice of the type B and C. The reagents for examination of syphilis presence in the blood are also in small quantities. Although the Institute refrigerators keep 400 bottles of blood, during yesterday only 56 bottles of examined blood were made available to the clinics, especially the surgical ones which are the largest consumers of this valuable liquid. It was thus because, as the transfusiologists say, they can not allow the patients to be infected by any contagious disease.

    They accuse the Fund for Health Insurance for this deficit of blood because as it is alleged the Fund hasn't compensated the means for the control tests since June last year. People from the Fund say that concluding with December they have transferred on the account of the Institute for Transfusion 10 million denars but they are not certain whether the money had been spent on supply of reagents or on something else.

    This thing should not have been allowed to happen, says Dr. Vladimir Milenkov - head of the Republic Institute for Transfusion. There have been cases when we had insufficient quantities of blood, but lack of blood tests can not be allowed, added Dr.Milenkov.

    A more detailed explanation regarding this whole situation was given by another transfusiologist from the Institute who insisted to be kept anonymous. He said that they have been facing the problem of lacking blood control tests for 9 months now.

    `But this last month the reserves of reagents are so low that we not even a smallest quantity of blood can not be tested. So as to help the patients we have been borrowing tested blood from the Army Hospital and other transfusion supply points in the state. The reason that we should find ourselves in this situation is to be found in the fact that the Fund does not single out supply money for the reagents. Practically this whole thing leads to the presumption that the people from the Fund do not show any interest in the work of one such important institution like the Institute and above all it does not care for the health of the patients, says this expert categorically.

    The Director of the Fund for Health Insurance, Boris Naumovski, does not agree with this assertion of the transfusiologists. He claims that last year 10 million denars were singled out for the purposes of blood control and that is the planned sum per year. The money for the first 3 months are being paid off concordant to the income in the health budget. But even if the payment had been late it is would have caused no serious damage because the deal that the Institute had made with the `Farm-Trade' great-pharmacy - through which they are supplied with the tests from the German pharmacy house `Organon' - says that the reagents are to be acquired with a delayed payment. Have the money really been transferred from the Institute on the account of `Farm-Trade', we can not tell.

    In any case, `Farm-Trade' should not have allowed itself not to deliver tests. If the payment is late the firm may sue but must never interrupt the delivery. From now on the control tests will be supplied through the Central Hardware of the Health Ministry which means that this situation will never be repeated again. However, a new shipment of tests from Germany is expected to arrive the day after tomorrow, added Naumovski.
