    [01] TRUST IN THE GOVERNMENT WAS ELECTED

    With 84 votes for and one abstained the Macedonian Parliament yesterday at midnight has elected trust in the Government of the Prime Minister Crvenkovski. For trust in the Government did not vote the members of the Liberal Party, the Party for Democratic Prosperity of the Albanians and the People's Democrat Party because they had previously left the assembly hall.

    In his short address to the parliament members before the voting PM Crvenkovski emphasized that he had nothing to add nor take back from what he had recently said in front of the parliament and the public and he also stressed that he is totally aware of the great responsibility, risk and danger that are coming from various sides to obstruct and block his intentions. Underlining that he accepts the risk and responsibility the Prime Minister stated that his position would be much easier if he had support from the highest legislative house in the state. With the act of voting for trust ends a phase of words and the phase of action, specific moves and results commences, stated the Prime Minister, adding that if there really is honesty in the statements given by the parliamentary members at the session, regarding wiping away the evil called crime in this state, then the best thing that could be done for Macedonia will be done.

    At the agenda of yesterday's 65th session of the Government the only item was the voting for trust. At the beginning the Liberal Party group left the session assessing that the Government will obviously get support by which it will provide `a strong political protection against organized crime'. The leader of the liberals, Stojan Andov, concluding that there was no addressing on part of PM Crvenkovski at the beginning of the session assessed that he places himself above the Parliament.

    According to Andov the address of the Prime Minister was expected so that he could explain the reasons why the Government has not succeeded to successfully fight against the organized crime now and in the middle of the year 95' when he also started such an initiative.

    The parliament member group of SDSM immediately expressed their support for election of trust in the Government assessing that the PM does not demand a blank thrust but support for one issue - resolving the responsibility of institutions and individuals regarding the affairs with the savings banks. The resolving of the situations in this sphere which are characterized as organized crime will calm down the expansion of the crisis in the state which will enable voting for trust in the Government, stressed the social- democrats. Regarding the suggestions for scheduling pre-term parliamentary elections on part of the SDSM it was assessed that at this moment it would mean prolongation of the necessary actions for at least a period of half a year. On part of the Social Party it has been emphasized that the members of this party had decided to overcome the narrow-party interests and considering the seriousness of the situation they will give a complete contribution so that the Parliament could create a climate for resolving the situations and they also will support PM Crvenkovski. Parliamentary members from the Democrat Prosperity Party stressing that they will vote for trust in the Government have reminded PM Crvenkovski of the responsibility that he should take in realization of all that he had announced and they demanded that within a term of 100 days he should come up with a report for the possible criminal acts in the administrative bodies.

    The leader of the Democrat Party, Tomislav Stojanovski - Bombaj, announced that he would abstain from voting this time because he regards that the Government had often promised to fulfill many things but little of that had been realized.

    On the suggestion made by the parliament member Alil Dzaferovski late last night the bill on criminal charges and proceedings was adopted while the bill on legal procedure was not adopted. The voting was preceded by the Dzaferovski's comment that the parliament members are rarely gathered in such a great number (85) so it would be a good opportunity to vote for these bills.

    [02] CONGRATULATIONS ON THE NATIONAL HOLIDAY OF THE GREEK REPUBLIC

    On the occasion of the national holiday of the Greek Republic the Macedonian Chief of State, Kiro Gligorov, has sent a telegram of congratulations to the Greek President Kostis Stefanopulos, where he expresses his pleasure in the mutual collaboration in hope that the future development of the friendly relations between the two countries will have a positive influence on the stability in the wider region.

    On the same occasion, as the Macedonian media report, congratulations with similar contents were send by PM Branko Crvenkovski and the Foreign Affairs Minister, Ljubomir Frchkovski to their colleagues Costas Simitis and Teodoros Pangalos.

    [03] A FAREWELL RECEPTION OF THE BRITISH AMBASSADOR TONY MILSON

    The Ambassador of the UK, Great Britain and Northern Ireland, in Macedonia, Tony Milson, yesterday was received in a farewell visit by the Macedonian President Kiro Gligorov. The Macedonian Radio reports, the Macedonian President has given positive estimations of the development of the Macedonian-British relations and co- operation in many fields of mutual interest as well as on international plan. President Gligorov in the talks with the ambassador Milson, the doyen of the diplomatic corps in Macedonia has thanked him for his personal contribution in promotion of the inter-state relations.

    [04] MAX VAN DER SCHTUL IN MACEDONIA TODAY

    Today Macedonia will be visited by the high commissar of OSCE for the minorities issues, Max Van Der Schtul, reports the Macedonian Television. Van Der Schtul in Macedonia should realize meetings with Prime Minister Branko Crvenkovski as well as the minister for education, justice and foreign affairs.

    [05] MACEDONIAN-TURKISH SUPPORT A HUMANITARIAN AID FOR ALBANIA

    The Macedonian Defense Minister, Blagoj Handziski, yesterday received a delegation from the Turkish Republic headed by the sub-secretary in the Foreign Affair Ministry, ambassador Onur Oymen, accompanied by the general-colonel Vular Avar from the General Staff of the Turkish Army. According to the official announcement, at the meeting there have been talks regarding the bilateral collaboration in the field of defense, i.e. regarding the collaboration in the NATO projects as well as the political-security situation in the region, especially after the events in Albania. It has been concluded that it is necessary to stabilize the situation in Albania as soon as possible, and in that context emphasis was put on the necessity of urgent delivery of humanitarian help to this country.

    [06] HUMANITARIAN AID FOR PODGRADEC AND PESHKOPEJA

    After the contacts between representatives from the two towns on the lake bay in Macedonia and Albania, Ohrid and Podgradec, yesterday part of the achieved agreements were immediately realized by a delivery of medical aid on the Macedonian part of the border crossing Sveti Naum. The humanitarian aid consisting of medication and medical equipment for this town in Albania is expected to continue in the next days, report the Macedonian media.

    The humanitarian aid to Albania was sent from Debar yesterday as well. Organized by the Municipal Committee of the Red Cross 15 tons of flour was sent to Peshkopeja where the last few days there is a great lack of food.

    Debar organizes several actions of collecting food, medicaments, clothes and other products which will soon be sent to Albania.

    Podgradec and Peshkopeja, according to the Macedonia media, are being controlled by the Albanian police and army and in some parts operates the committee for national salvation.

    [07] SOUTH-KOREAN `SAMSUNG' INTERESTED IN INVESTING IN THE `FENIMAK' PLANT

    The South-Korean company `Samsung' and the Macedonian plant `Feni' from Kavadarci yesterday signed a letter for intentions of future collaboration which should be realized by investments on part of the South-Korean firm in the plant. In the final realization of the agreement `Samsung' should participate in the privatization of `Fenimak', i.e. it should become the main stock holder of the plant. According to `A-1 TV' the definite decision will be brought by the end of the summer this year.

    Yesterday's letter was signed by the Macedonian Developing Minister Abdulmenaf Bedzeti and the Vice-president of `Samsung' for Europe Cegil Shin. According to Minister Bedzeti the letter defines particular activities which should be undertaken by the Macedonian Government as well as `Samsung' until the commencement of the process of privatization of the `Fenimak' plant. The South-Korean corporation has great experience in usage of the natural resources and this will contribute to a larger usage of the `Fenimak' capacities. In July this year, in that context, `Samsung' should create a feasibility study and that is the time when another meeting will be held of representatives from the Privatization Agency in Macedonia and the model of privatization will be determined.

    [08] A POSSIBLE EXPORT OF 80.000 LAMBS TO JORDAN

    The first contingent carrying 2.500 lambs from the Strumica abattoir through the Skopje firm `Stokopromet' was delivered yesterday to Jordan, reports the Macedonian Radio. According to yesterday's information the export to Jordan is not limited, thus an export of 80.000 lambs of individual cattle breeders from the south-east part of Macedonia is possible and it would realize a foreign currency income of about 12 million DM.

    [09] COMPLAINTS ON PART OF SAVINGS BANKS CLIENTS TO THE HELSINKI COMMITTEE

    `Dnevnik' reports that the Board of clients of the `TAT' savings bank headed by Ilija Nevenovski yesterday informed the Helsinki committee for human rights in Macedonia that the clients are not satisfied with the way the state treats the `TAT' case, announcing that today on the town square in Bitola they will organize another rally. On the other hand, the head of the parallel board, Mende Mladenovski, announced a possible fusion of the two boards.

    As the media report, the Public Prosecution in Bitola yesterday pressed charges against Boris Mijalchev who is an employee in the Public firm that works with dwelling and working premises in Bitola due to misuse of his duty and authority in an illegal transaction. As it is cited, on permission of Mijalchev and with the help of the manager of the Institute for Pay Circulation in Bitola, Julijana Atanasova, 600.000 DM had been transferred from the account of the Public firm on the one of the `TAT' bank so as to cover the negative balance of the savings bank.

    Otherwise, the control over the performances of the `TAT' bank continues these days with a lesser intensity, and the temporary arrest of its owner, Sonja Nikolovska, and the manager of the Institute for Pay Circulation in Bitola, Julijana Atanasovska, is prolonged for 90 days.

    [10] SUM - IN MACEDONIA 50.000 UNLICENSED EMPLOYEES

    Expressing bitterness regarding the various affairs happening lately in our country representatives from the Syndicate Union in Macedonia yesterday demanded that the state and institutions should energetically stand in the way of these occurrences. According to the head of the SUM, Zzivko Polevski, the greatest affair in Macedonia at the moment is the fact that there are 50.000 unlicensed employees.

    `Vecher' reports that yesterday's at the session of the SUM attention was paid to the activities on which the Syndicate will put an accent this year. Such activities are: respecting the collective agreements, establishing real parameters on determination of the lowest labor price, supply of regular payment of the workers' fees regarding the health and pension insurance and preparations of the SUM Congress which is scheduled for December this year.

    [11] PDPA CALLS THE MACEDONIAN GOVERNMENT TO SUPPORT INSTITUTIONS OF THE SYSTEM IN ALBANIA

    The Party for Democratic Prosperity of the Albanians assesses that the current situation in Albania in not normal and it is dangerous, and it engages political, economic, ethic and geopolitical factors of local and global interest. Due to ethic and patriotic necessity PDPA supports all institutions in Albania and it suggests that the same should be done by the Macedonian Government reminding it would benefit the Government to support the legal institutions of the democratic Albanian Government .

    This was stressed at yesterday's press conference by members of the PDPA who analyzed the situation in neighbouring Albania. Regarding the work of the Macedonian legal institutions, i.e. regarding the procedures of voting for trust in the Government of the Prime Minister Crvenkovski, the PDPA assesses that it presents transparent tactics while the speech of President Gligorov in the Parliament is characterized as transparent and worn away anachronism. The elected declaration for inter-ethnic relations of the Parliament is declared for intellectual offense.

    However, PDPA yesterday gave support to the Prime Minister Crvenkovski for its intention to resolve the situations with the bankrupt savings banks in Macedonia and the struggle against organized crime. It has been underlined that PM Crvenkovski in his speech in front of the Parliament has pledged his honor, career, ethics, and seriousness of the state, and the following events will show whether will further develop his political career or one generation will be destroyed , a generation that promised but achieved almost nothing.

    [12] MAAK-KP DEMANDS RESIGNATION OF THE STATE'S PRESIDENT AND PRIME MINISTER

    MAAK-KP these days has send open letters in which it demands resignation of the State President, Kiro Gligorov, and PM Crvenkovski, and they warn the coalition partner VMRO-DPMNE for the possible political games, this has been announced at yesterday's press conference of the party. As the leader of the MAAK-KP, Strasho Angelovski, underlined, President Gligorov in his address turned out not to be a president of all citizens of Macedonia, and stood on the side of the established coalition SDSM-PDP.

    The resignations of the President and the Prime Minister are demanded in order to avoid further divisions, underlined Angelovski, adding that MAAK- KP considers that the pledges for resolution of the organized crime in the state present a party cleansing within the SDSM and the political campaign for reestablishing the shattered reputation.

    In the opened letter addressed to the leader of VMRO- DPMNE, as Angelovski informs , MAAK-KP has reminded its partner not to get into the intruded political game for agreement on division of the government between SDSM and VMRO-DPMNE, but instead to fight for all the parties to take part in it. The leader of VMRO-DPMNE is reminded of the principles that only a complete change of the government enables disclosure of the doer of organized crime.

    [13] STARTING FROM TODAY RESOLUTION OF THE SITUATIONS IN THE AUSTRALIAN-NEW ZEALAND EPARCHY

    The holy arch bishop synod of the Macedonian Orthodox Church at the session that is due today and will last 3 days the problems in the Australian-New Zealand eparchy will be discussed, reports `Dnevnik'. At the session will attend the archbishop Petar together with 20 clergymen from the Orthodox municipalities in Australia which have the task to inform the Synod and express their attitudes regarding the situation in this eparchy. The decision of the archbishop Petar to bring all clergymen of Australia in Macedonia caused dissatisfaction in the `Movement of the loyal church municipalities' in Australia who appeal to the Synod to hinder this chaos which according to their opinion had been caused by the archbishop Petar and several clergymen.

    [14] `5,8 Billion Denars Under Protection'

    (`Nova Makedonija', 25th March 1997)

    The Fund of deposits insurance yesterday published the list of banks and savings banks whose deposits are being covered with this new institution. Out of (so far) 31 members, it is clear that practically only the `TAT' bank will not be under the protection of the Insurance Fund, 4 savings banks are waiting for a written report from the National Bank of Macedonia (NBM), while most of the banks and one savings bank have still not paid the first instalment from the insurance premium even though they have been given green light by the NBM. The Fund is expecting that this will be done as soon as possible so as not to cause the situation of over stepping the 8 days term established by the statute of this stock company.

    After overcoming the formalities the total sum of deposits insured in this new institution will amount to 5.875 billion denars (about 217 million DM) which have been registered till the end of February in the banks and the savings banks which have successfully passed all checking of the authorised bodies. These include the denar and foreign currency deposits on the checking account.

    In the public for a longer period of time lingered the opinion that membership in the Fund means that the deposits are automatically insured. Even the owner of `TAT', Sonja Nikolovska, intentionally or not, often emphasised that her savings bank had been insured in the Insurance Fund. That's why it seems necessary to mention that membership is not the same as insurance of deposits.

    The latter requires a special written report from the NBM made on the basis of checking and estimation of the bank and savings bank creditability.

    Otherwise, as the manager of the Fund, Emilija Stojmilovska says, the premium until 1st May is defined as 1,5% per year, and it is determined on basis of the latest situations of the deposits in the banks i.e. savings banks. This percent is paid with 1/12th monthly. But, Stojmilovska says, after 1st Amy a new premium will be determined which will depend on the estimation of the NBM depending on the creditability of the banks taking into consideration the time needed for collecting the amount for that purpose. She also elaborates that in the following 4 years the means of the Fund should gain 15% of the value of the total deposits in Macedonia.

    If accidentally any risky event happens in the following period or to say it more plainly if any bank or savings bank goes bankrupt the clients will receive a compensation amounting to 75% of the savings deposit. If those means are not sufficient a solidarity responsibility of the banks is activated dependant on their proportional participation in the total savings of the state.

    A risky event arises when the governor of the NBM by an act proclaims the bank as non-liquid or when the bank after using up all the means from the obligatory bank reserve does not have any means on its own to pay for the deposits, elaborates Stojmilovska. Is that case, starting from the day when the act is passed until the bankruptcy procedures carried out by an authorised court the depositors will be monthly compensated with the amount of 75%, but it will not amount over the last monthly average salary in Macedonia. For instance, if the deposit is 8.000 denars, and if an average salary amounts the same number then the depositor will acquire 5.200 denars. But if the deposit is 10.000 DM the depositor will monthly acquire 5.200 denars until the bankruptcy proceedings which would probably take 2-3 months. After the bankruptcy proceedings have started the depositors demand is immediately realised until it covers 75% of his deposit.

    Otherwise, the Insurance Fund is opened for new members.

    Thus, membership applications have been sent by the `Teteks Bank', the `Sileks Bank' and the savings banks `Evropa 1' from Struga and `Uniprokom' from Skopje. It is interesting that many banks and savings banks have not applied for membership in the Fund which requires a payment of 10 thousand DM. Among those is the `Credit Bank' from Skopje and this confirms the consistency of the bank manager Pavlina Cherepnalkova who at the meetings of the bankers in the Economy Chamber insisted on resolution of the `TAT' affair (the affair at that time was not brought to light) and then activating of the Fund. Savings banks that have not applied for membership are: `Bavag', `A-Skopje', `Kontinental', `Kooperanti' (both from Bitola), `Jugotutun' from Vinica, `Dikuko' from Skopje, the Mining Institute, the `Civilian Bank', `AMSM', `AM', `Orka'(all from Skopje). Most of these have no deposits (they are most probably performing only with the foundation deposit) so that a practical insurance is not even necessary to them, at leas for now.

    All of the following banks have both paid the first premium and are insured in the Fund: `Almako'- Skopje, `Balkans Bank' - Skopje, `Export-Import' - Skopje, `Invest Bank' - Skopje, `Export and Credit Bank' - Skopje, `Commercial Bank' - Kumanovo, `Commercial Investment Bank' - Kumanovo, `Credit Bank'- Bitola, `Macedonian Bank' - Skopje, `Ohrid bank' - Ohrid, `Pelagonia Bank' -Prilep, `Rado Bank' - Skopje, `Stopanska Banka' -Skopje, `Tetovska Banka' - Tetovo, `Tutunska Banka' - Skopje, `Zemjodelska Banka' - Skopje. It is not known whether `AKA Bank' - Skopje and `Stolichna Banka International Macedonia' - Skopje are insured in the Fund.

    All the following savings banks have paid the 1st premium and are insured in the Fund: `Fershped' - Skopje, `Inko'- Skopje, `MAK-BS' - Skopje, `Mladinec' - Skopje and `Poshtenska' - Skopje. The following savings banks are waiting for a approval from the NBM: `Interfalko' - Skopje, `Kiro Cuchuk' - Titov Veles, `Liberty International'- Bitola and `Mit' - Kumanovo. The `TAT' bank has only partly paid a foundation investment and is not insured and it is not known whether the `Makedonska' bank is insured in the Fund.
