[01] Hill's Draft Plan Should Be Further Improved, Serb Plan on Kosova
'Disastrous', Agani Says
PRISHTINA, Dec 1 (KIC) - Dr. Fehmi Agani, head of the Kosova negotiating
team, told a press conference held in the KIC Press Center in Prishtina
today the team, although not complete, had done a significant job in
advancing the interests of Kosova in the negotiating process mediated by
U.S. envoy Chris Hill.
Hill's plan has undergone changes for the better, according to Agani, who
said "30 hours of our discussions" have been incorporated in it.
The Kosova negotiating team has commented on all articles and formulations
of the Hill draft plan, he said, adding that the team has produced three
written statements of objections/remarks, "an entire body of written
complaints/objections".
Dr. Agani said representatives of the U^K (Kosova Liberation Army) and the
LBD, the coalition group of opposition parties chaired by Rexhep Qosja,
should join the negotiating team. "In a way they have been participating in
the negotiations, because Ambassador Hill has contacted both the parties
and presented them with the text of the draft plan".
The Kosova Albanian side "has serious objections to the Hill draft plan",
Dr. Agani said, adding that the draft plan should be improved "to reflect a
reality and other equitable political relations".
All the political parties represented in the Parliament of the Republic of
Kosova have subscribed to the idea of an interim settlement for Kosova, Dr.
Fehmi Agani said. This is not, however, to drop the independence goal, he
added, "but rather an attempt to facilitate and secure in the interim
period a lasting resolution".
It would be good that even an interim solution be put to the people of
Kosova in a referendum, Agani said, noting that the three-year interim
solution proposed by the Kosova side does not "get off track" of the
independence referendum of 1991.
The talks have been going on through Ambassador Chris Hill "under a tacit
agreement by Prishtina and Belgrade", the Kosova negotiator said.
Dr. Agani called a proposed plan on Kosova presented by the Serbian
'disastrous', adding that it constituted a stumbling block to the
negotiating process. Serb President Milutinovic's paper is an attempt to
legalize the fait accompli situation created by the Serbian Constitution of
1990. "That constitution had been adopted without and against the will of
the [Kosova] Albanians", Dr. Agani said, adding that the aim was to
degenerate the position of Kosova and the Albanians in former Yugoslavia.
The chief Kosova negotiator mocked Serbia's efforts to de-structure
(fragmentize) Kosova, to treat it as an association of national communities,
and exposed Belgrade's idea of representation of these communities. The
representation is an institutions, and only one who is elected and
authorized to represent is a representative, Agani said. "Luan Koka is a
Gypsy. This in itself does not mean that he is a Gypsy representative", the
Kosova negotiator concluded.
The Serbian regime has picked up the representatives of the national
communities in Kosova, all of whom members of the two parties chaired by
the Milosevic-Markovic couple in Belgrade.
[02] 169 Albanians Killed, 4,000 Residential Houses Destroyed in Serb
Offensive in De^an Area
PRISHTINA, Dec 2 (KIC) - The LDK Information Commission in De^an has
completed a comprehensive report on the consequences of the Serbian
military and police offensive in the municipality of De^an this year.
169 Albanians have been killed by Serb forces, which have shelled 776
Albanian houses, and burned 3,176 others. The Serb forces have burned and
destroyed 2,350 accessory buildings, and destroyed 47 public buildings and
community centers, according to the LDK report, which breaks down the
information on a village by village basis, including also the town of De^an,
capital of the Kosovar western municipality bordering on Albania.
[03] Heavy Serb Police Roam Vushtrri Villages, Harass Albanians
PRISHTINA, Dec 2 (KIC) - Serb police forces, equipped with three APCs and
one Landrover, went to the village of Brusnik at midday today (Wednesday),
LDK sources in Vushtrri ('Vucitrn') said.
The police forces spread about the village and placed a grip on the
movement of the people, especially those travelling to the villages of
Drenica, LDK sources said.
Meanwhile, local sources said on Tuesday around 40 Serb soldiers and
policemen, backed up by four armoured vehicles, went to the T&rllabuq
village of Vushtrri late in the morning. Serb forces went Tuesday also to
the Koll& village, causing panic in the local population.
[04] Convoy of Serbian Forces Travels Prishtina-Peja Roadway
PRISHTINA, Dec 2 (KIC) - At noon today (Wednesday), a convoy of Serbian
forces passed through Fush&-Kosova, local sources said.
The Serb convoy travelling the Prishtina-Peja highway consisted of 7
armoured vehicles, 5 jeeps, and one bus. Police were travelling in an
intimidating fashion, sources said.
[05] Automatic Fire Opened from Serb Police Building in Mitrovica
Obiliq villages fired upon by Serb forces
PRISHTINA, Dec 2 (KIC) - On Tuesday evening, automatic weapons fire was
opened from a residential building of the Serbian police in the Bair
neighborhood in Mitrovica, LDK sources said.
A dozen Serb policemen spent the morning hours today in the village of
Shupkovc, stopping cars and people, sources said.
Meanwhile, the Council for the Human Rights' sources in Obiliq said Serb
forces positioned at "K&rshat e Grabovcit" have been in the habit of
opening fire in the direction of Grabovc i Ul&t, Grabovc i Ep&rm and
Shipitull& villages of Obiliq.
[06] Huge Serb Forces' Presence Reported in Klina Area
PRISHTINA, Dec 2 (KIC) - Serbian police forces have been stepping up
movement in the villages of Klina municipality, holding a grip on the
villages of Sferk&, Volljak, Dush, ^upev&, Shtupel, and Gllarev&, the LDK
chapter in Klina reported.
Reportedly, Serb forces set up a new checkpoint at Klinavc village, where
Albanians are being beaten up. Forces manning the checkpoint have also been
opening arms fire.
In the town of Klina yesterday, Serbian police arrested Ilir Berisha and
Avni Berisha, brothers, residents of Gjurgjevik i Madh village, allegedly
in connection with illegal arms possession. Ilir was released after a while,
whereas Avni Berisha is still in custody.
Meanwhile, LDK sources said the fate of Beqir Gashi, resident of ^abiq
village of Klina, who was arrested by Serb police on 3 August 1998, is
unknown. His family said he was taken to the police station that day, but
they have not been able to track his fate ever since.
[07] Albanian Couple, Killed by Serb Forces Several Months Ago, Buried over
Weekend
PRISHTINA, Dec 2 (KIC) - Ali S. Muharremi (65) and his wife Fan& Muharremi
(62), killed several months ago by Serb forces, were buried in their
village of Runik, Skenderaj ('Srbica') municipality, on 28 November, LDK
sources said.
They had been considered as missing so far.
Many of over 1,000 Albanians who had gone missing in the wake of the Serb
summer offensive now turn out to have been killed by Serb forces.
