    TIRANE, Sept 25 (ATA)- I.Luto,

    The Albanian Foreing Minister, Paskal Milo, in succession of the diplomatic activity during the 54-th session of UN General Assembly, met with the U.S Secretary of State, Madlen Allbright and the Foreing Minister of Finland, Tajra Halonen.

    Halonen, UN chairwoman, informed her Albanian Counterpart that the European Commission will conclude and approve the "Search Utility Study" for Albania. During the political dialogue between Albania and UE on October 25 in Helsinki, will be proclaimed the beginning of negotiations with EU to achieve the Security and Association agreement between the Republic of Albania and EU.

    Further both ministers discussed in details the situation in Albania, relations between Albania and EU, Albania-Finland, the Stability Pact and the priority projects that will be introduced by Albania, situation in Kosova, preparations on local and central elections and obstacles that may come across in this process.

    Minister Milo held talks with the Greek Foreing Minister Georges Papandreou, Macedonia Foreing Minister, Aleksandar Dimitrov and Russian Foreing Minister,Igor Ivanov. /lh/so/

    [02] The Interministerial Regulation on the ports activity signed

    TIRANE, Sep 25 (ATA) By Rudina Xhuvani: - The ministers Luan Hajdaraga, Spartak Poci, Ingrid Shuli, Anasta Angjeli, Ilir Panda and the Head of the National Informative Service Fatos Klosi, signed on Friday in the ministry of Defence, the Interministerial Regulation on the Operations Coordination of the State Control Organs and the Subjects operating at the Albanian Republic Ports.

    This regulation establishes the relations between subjects and is obligatory to all structures of our ports. It prescribes the special duties to each structure during operations at the port.

    This the first interministerial agreement on portual problems solutions. /lh/gs/

    [03] Police forces discover two bases of navigating means construction

    VLORE, Sep 25 (ATA) By Harilla Koci: - Vlore police discovers two bases of navigating means construction, city police chief, Arben Zylyftari confirmed on Saturday.

    This is due to an operation in the early morning by the riot police of Vlore, Fier and the Italian Interforza.

    Zylyftari affirmed the two bases were situated in the city, but no infomation was given about their location and owners. He said that the owners claimed they had licence for navigation means construction of low motoric power. The head of local police reported that nine persons have been taken in and investigation procedures are already on the way. /lh/gs/A.A/

    [04] Media Independent network centers for Southeastern Europe to be founded

    TIRANE, Sept 25 (ATA)- By I. Luto, The Conference of the European Association for Journalists' Training was held at "Tirana International" hotel on Friday afternoon, initiated by the Albanian Institute of Media, Denmark Foreign Ministry and USIS (U.S Press Center). This meeting decided the foundation of mediae independent centers network for Southeastern Europe. This conference was conducted in the spirit of the Stability Pact.

    The Minister of information, Musa Ulqini, hailed the conference stressing that the European Journalists Training Association will initiate in journalists all over the region a civil spirit free of chauvinism.

    Dwelling on Ulqini said that the Albanian government, highly respecting mediae freedom and independence, is committed to fulfil its obligations for the development of Albanian mediae.     [07] General Jackson suspends his visit to Albania due to affair reasons

    TIRANE, Sep 25 (ATA) - By R.Xhuvani: General Lieutenant Mike Jackson, commander of KFOR forces in Kosove, annulled his one-day visit in Tirane, scheduled to be held in September 25 due to work reasons, the press department close to COMMZ(W) (Communication Zone West) in Tirane reported.

    According to the same source General Jackson will realize his visit in Albania in a near future. /lh/A.A/

    [08] Korce electric power- station to be rehabilitated

    KORCE, Sep 25 (ATA) By B. Fejzullai: - Rehabilitation of Korce electric power- station will start soon, director of the region electric affiliation Gaqo Blushi, reported on Saturday.

    Blushi said the German government will provide 10 million DM for the project execution and that its rehabilitation is due to end within this year.

    This electric power- station, after the rehabilitation, is expected to supply with electric power the districts of Korce, devoll, and Kolonje. /lh/gs/

    [09] Telephone cards market expected to be liberalized

    TIRANE, Sept 25 (ATA)- By M. Pupa,The Albanian Ministry of Public Economy and Privatization asked from the Telecom to liberalize the telephone cards market in Albania.

    Telecom Director General, Dhimitraq Rafti, presented his project which consists of a bid to choose the company that will undertake the cards distribution. The Telecom Leading Board has decided that nearly 8% of the cards value can be obtained by the distributor. Two companies are presumed to be enough to supply Tirana with telephone cards.

    Albtelecom has actually signed an agreement with the Savings Bank and Post offices on cards distribution, but this cooperation has not given the expected results yet. Due to this situation corrupted elements have been abusing with the telephonic cards, selling them expensively or refilling them with new impulses after being used once, making profits for themselves.

    Minister Ylli Bufi has asked representatives of Telecom to make cards with 25-30 impulses to better accomplish the needs of consumers. /a.gj/so/xh/

    [10] August: Tax revenues from games of chance at minimal level

    Tirana, September 25 (ata) - By E.Metaj - The tax revenues from games of chance in Albania marked minimal levels in August 1999.

    Referring to the final data of General Tax Directorate the total value cashed during this month is some 5,8 million leks from 34 million planned, that is to say 17,3%.

    Even for 8 months period the tax incomes of this issue marked low levels. The total value cashed during the period January-August is some 91, 3 million leks from 254 million leks planned, that is to say 36% of the plan. The deficit created reached to 162,7 million leks.

    Tax incomes from the games of chances dropped during the first eight months of 1999, if compared with the value marked at the same period last year. The sum collected in 1998 was 103,6 million leks.

    Nevertheless, the continuous activities of tax police on closing of non-licensed local activities of games of chances, this is still the most problematic sector in collecting the revenues. /a.gj/linda/

    [11] Joint forum of political parties is set up in Kosova

    Pristine, September 25 (ata) - Political parties in Kosova are expected to establish a joint forum, which precedes a consultative meeting to be held next week, report ATA sources from Kosova.

    The preparations on establishing the forum are results of the discussions held between the representatives of Kosova subjects in USA, who attended the seminar "Democratic Coalition" and the other meeting with the State Secretary Albright.

    Albanian subject in Kosova will show its unique attitude to the international community and will be well organized in coopering with the international temporary administration and in building up Kosova administration, as well.

    "We will meet and discuss", confirmed the head of LDK Ibrahim Rugova in the press conference of Friday, where the tones of readiness to cooperation are confirmed. In this aspect Rugova hailed the creation of the parties asked by Prime Minister Thaci.

    "Pluralism stands for better Kosova, to protect it, to create and build up Kosova interest, where we will be united and confront each other on the fundamental issue", stressed Rugova.

    He estimated and hailed the formation of Defense Troops of Kosova as "positive transformation of KLA and our military intelligence and as an important event of free Kosova, as well". /led/linda/

    [12] Albanian Prime Minister leaves on an official visit to U.S.

    TIRANE, Sept. 25 (ata) - By E Nepravishta: Albanian Prime Minister Pandeli Majko left on Saturday noon in the lead of a government delegation for an official visit to the United States of America.

    Majko, who is accompanied by the Public Order Minister Spartak Poci and the Minister of Finances, Anastas Angjeli, will take part in the annual meeting of the two most powerful world financial organizations, the International Monetary Fund and the World Bank.

    Before departure, Mr Majko told the reporters present that with its participation in the meeting, Albania will verify itself in its plans for the future. "We will ask aid as partners and this aid will be specific not only in the infrastructure but also in the context of the regional cooperation. We will demand financing not only for the two known road corridors, Corridor 8 and that from the North to the South, but also for the one we have called Third Corridor of Albania, including the road Durres- Kukes-Prishtine," said Majko.

    The invitation from the U.S. Government for the Minister of Public Order Spartak Poci was considered as interest shown for the work of that ministry and the importance that restoration of law and order in Albania has. Mr. Poci said that "we are going to the United States of America to assure it that Albania is a real partner in the field of security as well."

    The Minister of Finances, Anastas Angjeli told ATA that besides the meetings planned in the context of this activity, the Albanian delegation will also have separate meetings with the World Bank President, Wolfenson and the IMF director Michelle Camdessus, in which they will discuss the process of the projects started after their visits to Tirane. /led/xh/

    [13] Joint forum of political parties in Kosove formed

    PRISHTINE, Sept.25 (ata) - The political parties of Kosove are expected to form a joint forum which will precede a consultative meeting next week, sources from Kosove told ATA on Saturday.

    Preparations for the creation of the forum are a result of the talks of the representatives of the subjects of Kosove in USA, who took part in the seminar "Democratic Coalitions" and in another meeting with the U.S. State Secretary Madeleine Albright. Through this forum, the Albanian subject of Kosova will come out with a unique stand before the international community and will be organized better both in the cooperation with the international temporary transitory administration and in the construction of the Kosove administration.

    "We will offer advice and will have talks," confirmed in Friday's news conference the LDK leader, Ibrahim Rugova, who raised the tones for rapprochement and readiness for cooperation. On this occasion Rugova hailed the formation of the party warned by Prime Minister Thaci.

    "Pluralism is to make Kosove as good as possible, to defend, create and construct the interests of Kosove, and with regard to fundamental questions we will reconcile with each other and not confront each other," Rugova stressed. He highlighted and hailed the creation of the Kosove Protection Corps as "the political transformation of KLA and our military intelligence," and as an "event of importance in liberated Kosove." /led/xh/

    [14] PM Majko in Washington invited by WB and IMF

    TIRANE, Sept.25 (ata) - By E Nepravishta: Albanian Prime Minister Pandeli Majko, invited by the World Bank and the International Monetary Fund, left on Saturday for Washington to take part in Annual meeting of the Board of Governors of the World Bank and International Monetary Fund Group.

    Majko is expected to meet with most senior personalities of these important organizations and will address the annual meeting of WB and IMF. Majko will meet with Michelle Camdessus, IMF Director, with WB President, Wolferson and with representatives of the International Finance Corporation.

    During the visit to the U.S. Majko will also meet with Assistant Secretary of State, with FBI Director, with Attorney General, with Assistant Secretary of Trade, with U.S. President's adviser for Southeast Europe and others.

    PM Majko is accompanied during this visit also by Spartak Poci, Minister of Public Order, Anastas Angjeli, Minister of Finances, by Ermelinda Meksi, Minister of Economic Cooperation and Trade and Shkelqim Cani, Governor of the Bank of Albania. /led/xh/

    [15] Hundreds of Kosovars hijacked and forced to make hard jobs like slaves

    PRISHTINE, Sept. 25 (ata) - Hundreds of Albanians, suspected to have been drowned in a deep well full of water in the mine of Trepce, or torched in the kilns of iron ores in Zvecan, were hijacked previously by Serb forces and had been forced to make hard jobs in the mine and in the kilns.

    According to sources from Mitrovica, many of them have been killed or executed because they have not agreed to make jobs of a slave, or have died as a result of the dangerous working conditions.

    An official of the Prefecture of Mitrovica, Shyqyri Kelmendi, said that "there are no traces of these crimes." He criticized the U.S. administration and other international authorities in Mitrovice for "a very passive approach towards the investigation into crimes" perpetrated in the mine galleries, which are believed to have been "transformed into a mass grave for 700 Albanians" and in the Kiln of Trepce in Zvecan, in which supposedly "people have been torched". /led/xh/
