  • [01] Number of Kosovars returned home in the past two weeks amounts to 550 000

    TIRANE, July 4 (ata) - By G Dilaveri: The number of the Kosovars who have returned to their homes from July 15 up to the end of this week amounted to 550 000 people.

    The number of refugees who had found sanctuary in Albania, Macedonia and Montenegro and who have already returned to their homes has been respectively estimated at 316 000 people, 189 000 and 42 500, the UNHCR office in Tirane reports.

    Only in the past week, about 40 accidents from mines and explosives have been reported, causing damages in limbs or other parts of the body among people.

    The great number of the returned refugees within a two weeks time has been considered by UNHCR as one of the most spontaneous and dramatic repatriation ever known in the recent history, at a time when Kosovars are described as the groups of refugees much eager to return to their territories following the conflict of this period. /a.ke/xh/

    [02] Sport Palace in Elbasan, transit point for Kosovars

    ELBASAN, July 5 (ata) - By M Lulja: The palace of sport in the city of Elbasan has again become a shelter for the Kosovars as it was two months ago for the refugees coming from Kosova.

    There are about 1 000 Kosovars coming from Peqin, Gramsh and Librazhd who have been settled in that centre before leaving by train to the rail station of Mjeda, the prefecture spokesman, Hajdar Sejdini told ATA.

    According to him, after their temporary accommodation in this centre, the CRS non-governmental organization will continue to provide them food, besides the amount of food they will be give for the travel.

    The local government has also installed in that reception centre a medical team of six specialists, for the Kosovars. /a.ke/xh/

    [03] Italian troops of battalion San Marco leave Durres for Kosove

    DURRES, July 5 (ata) - By Gezim Kabashi: The Italian troops of battalion San Marco left completely to Kosova on Sunday, as part of the KFOR international force. The last group of militaries and means that arrived on Tuesday on the board of San Giusto ship, left the port of Durres on July 4.

    Sources of the battalion told ATA that the military forces of San Marco were the first to leave the port of Durres to the operational zone of Gjakove-Peje, which is under the control of the Italian peace forces. Some 26 transport vehicles and 76 militarymen left on Sunday from their base in the Naval Group 28 in the Port of Durres, to join the contingent of 335 forces and 116 vehicles of this battalion in Kosova. These troops have had similar experiences in previous peace missions in Lebanon, Somalia and Bosnia. /led/xh/

    [04] About 340 thousand Kosovars have left in past three weeks through Morini and Qafe Prush border posts

    KUKES, July 5 (ata) - By R Hoxha: About 340 thousand is the number of the Kosovars who have returned to their homes through the Morini and Qafe Prush border posts in the district of Kukes.

    "Only in three weeks, beginning from June 13 when Kosovars began leaving back to their homes, about 340 000 Kosovars have left privately with their vehicles or in an organized form" said to ATA Emri Peca, spokesman of the Prefecture of Kukes.

    According to the UNHCR office in Tirane, the number of the Kosovars who have returned home, including those who were housed in Macedonia and Montenegro, until the end of the past week was about 550 000 people.

    On Monday, from 5-10 a.m. 3 673 Kosovars coming from different districts of Albania, have left to their homes in Kosova. /led/xh/

    [05] Medal of Military Cavalier Order for Italian Navy

    DURRES, July 4 (ata) - By Gezim Kabashi: The Italian Military Navy was awarded these days the medal of Military Cavalier Order by the Defence Ministry of Italy.

    The flag of the IMN will from now on have sign that this Navy has been awarded the Medal of the Military Cavalier Order for the contribution they have made to Albania in the difficult period of March-August, 1997.

    Working with high professionalism and courageous operation, they saved the lives of over 1 500 civilians who were at stake. The forces of IMN carried out an efficacious preventive activity for illegal acts. They have won the esteem of highest international organizations of the Italian nation and the gratitude of the Albanian people. /pas/xh/

    [06] Best sellers in Tirana book shops over past week

    TIRANE, July 5 (ata) - By Ornela Kadaifciu: According to a poll in the book shops of Tirane, the best sellers in the past week have been as follows:

    "Identity" by Milan Kundera, written in 1996, is translated into Albanian by Roland Sejko and published by Sejko Publishing House.

    "Net of snakes" by Francois Mauriac is a novel treating a social topic and translated into Albanian by Vandush Vincani. The author was awarded Nobel prize in Literature for 1952.

    "A British on Dibra Road" by the writers and publicist Niko Nikolla is a summary of satires. The book is published by Toena publishing house.

    "Quo Vadis" by Henryk Sienkiewicz is a translation by Hajro Babameto. The book's author was warded Nobel prize for Literature in 1905.

    "Ivory dragon" by Fatos Kongoli is a publication of "MÇM Çabej" publishing house.

    "Critic and aesthetics" by Ernest Koliqi is a critical study on literary schools of Albanian language, questions and relations of the Albanian literature with Albanian oral literature, etc. The book was prepared for publication by Stefan Çapaliku. /led/xh/

    [07] Chief of police commissariat of Saranda suspended from his post

    SARANDE, July 5 (ata) - By Sh Hajno: By order of Public Order Minister Spartak Poci, the chief of the police commissariat of Sarande district, lieutenant colonel, Agron Roka, was suspended from his post on Sunday.

    His suspension is linked with the event of July 4, when in yet unclear circumstances, three staff members of that commissariat were wounded in a conflict.

    According to the spokesman of the district police commissariat, at 1.15 p.m. last Sunday, in a bar 1 km from the city of Sarande, on Sarande- Cuke road, the policeman Julian Kuci opened weapon fire against two of his colleagues, Robert Culli and Artur Meta, and injured them gravely.

    In the mean time, Culli and Meta responded the fire and wounded their colleague as well.

    As soon as the Public Order Minister was informed of the incident, he ordered the suspension from the post of the police commissariat chief of Sarande, Agron Roka, and the adoption of the necessary measures to normalize the situation. /led/xh/

    [08] Reservoir of Manskuri to be used to supply Kavaja with drinking water

    KAVAJE, July 5 (ata) - By S Gjordeni: The Swiss association "Assistance in case of catastrophes" will contribute to improve the drinking water supply of Kavaje after its separation from the aqueduct system of Fushe Kuqe, which actually provides water for Durres and Kavaje.

    The representative of the association, Guido Steiner, told ATA that for this aim they were going to give a grant and the work for this purpose will be over after 6 months.

    At present, Durres has access of 350 liters of water per second, from 900 liters it actually receives by the water station of Fushe Kuqe. /pas/xh/

    [09] Number of Kosova pupils in Tirana summer schools cut by half

    TIRANE, July 5 (ata) - By P Shuteriqi: The number of the summer schools and the Kosova pupils attending them since June 7 has been cut by half as a result of the fact that Kosovars are returning to their homes, sources of the education department of of Tirane told ATA on Monday.

    On June 7, some 6 076 Kosova pupils were enrolled in the 16 summer schools in Tirane. But not only the pupils but the teachers too are leaving for Kosove while the chiefs of education sector in the capital said that "the summer schools will continue functioning until one pupil and teacher remains in Albania." /led/xh/

    [11] Good will, desire needed to strengthen bilateral relations between Albania and China

    TIRANE, July 5 (ATA) - Bilateral relations between Albanian and China, and the crisis in Kosove, were the main issues discussed in the meeting held between a delegation of the Chinese Foreign Minister, chaired by the First Deputy Minister, Wang Yingfan, and the Albanian delegation, headed by the Albanian Foreign Minister, Paskal Milo.

    Yingfan expressed the readiness of Chinese government to accord an aid worth $ 1.2 million to the Albanian government as a contribution to cope with the difficulties caused by the crisis in Kosove.

    Regarding Kosove issue, the Chinese Deputy Foreign Minister pointed out that "we are pro the respect of the territorial sovereignty and integrity of Yugoslavia. Serbs as well as Kosovars should be treated equally. We reject the offensive of a nation over another nation. We were against the use of military force in Yugoslavia, but we favored the peaceful solution of the crises through talks and respect of international norms.

    Milo stressed that the Albanian government respects the international norms and principles, but Albanian Kosovars should be not treated in the same plan with the Milosheviç barbarous regime. It is difficult for Albanians to share the same institutional bodies with Serbs after the crimes committed in Kosove. Regarding this issue the Chinese government can play an important constructive role under the attributions of its permanent membership in the Security Council. /led/A.A/

    [12] Majko says we will support Chinese investments in Albania

    TIRANE, July 5 (ATA) - By E.Nepravishta: "Strengthening and widening of relations with the People's Republic of China is regarded with interest by the Albanian government", said Albanian Prime Minister, Pandeli Majko, during a meeting held on Monday in Tirane with the Chinese Deputy Foreign Minister, Wang Yingfan.

    "The interest for cooperation surpassed even any nonconstructive element seen in our relations", said Majko, who added that a visit of Chinese Premier, to whom an official visit is presented, will affect the level of these relations.

    Chinese Deputy Foreign Minister, said that he is in Tirane to help strengthen the development relations between the two countries and that a special attention is payed by his government to the economic and commercial cooperation.

    Yingfan said that his government knows the difficulties Albanian government came across during the crisis in Kosove, and it offers its support to help ease the circumstances of Kosove conflict in Albania. Chinese wishes peace and friendship in the Balkan region, said Yingfan. /pas/A.A/

    [13] Increase farmers interests on fruit -trees

    Tirana, June 5 (ata) - By E.Xhajanka - The splittings of the agricultural territory, the lack of the marketing and the credit system, caused in Albania the damage of 15 thousand ha vineyard, 30 thousand ha fruit trees and some 200 thousand ha in the hill and pre mountainous areas.

    As a result the Albanian market is dominated by imported fruit, although the position and land favor their production in Albania and make possible the production to be exported.

    In this situation the Ministry of Food and Agriculture is defining urgently the measures on the survival of the fruit trees' areas, especially the planting of new fruit trees.

    During 1999 some 365 thousand fruit trees, 32 thousand olive trees and 48 thousand citruses. /led/linda/

    [14] Deputy Foreign Minister of China asks for keeping Yugoslavia integration

    Tirana, July 5 (ATA) - By Irena Luto - The Deputy Foreign Minister of China Wang Yifang said on Monday in Tirana that the People's Republic of China would like the principle of keeping the territorial integration of Yugoslavia to be taken into consideration in the final solution of Kosova question.

    His Albanian counterpart Pellumb Xhufi said that the Albanian Government sees very difficult the perspective of the coexistence between Serbs and Kosovars, so new solution has to be found.

    The visit of the Chinese Deputy Minister in Tirana is the first of this level during the last years and it coincides with the 50th anniversary of the establishment of Albania-China relationship.

    Mr. Yifang, who met today the President of Republic Meidani, Prime Minister Majko and Parliament Speaker Dokle, said that China will assist considerably the Albania reconstruction and the Albanian economy, as well. /pas/linda/

    [15] Nearly 1 million 100 thousand passengers prefer trains

    Durres, July (ATA) - By Gezim Kabashi - One million 95 thousand passengers preferred to move by trains in Albania during the first six months of 1999.

    Sources from the General Directorate of Railway reported that the number of the passengers to move by trains in different destinations is 6050.

    During the period April-May more than 25 thousand Kosovars traveled from Mjeda station to the other towns of the country, who are accommodated in the camps for three months period.

    Since June 30, two special trains are put in disposal for the Kosovars return home, moving from the different Albanian towns to railway station of Mjeda.

    Albanian railway at the moment possesses 50 absorbed railway engines.

    Soon after the sale of 15 thousand ton irons of the railway to Austria, Albanian railway will be equipped with 36 passengers' engines, which will renew the current ones. /led/linda/

    [16] Every Albanian is compensated by state for damages caused by it

    TIRANE, July 5 (ATA)-By A. Gjakova, The Parliamentary Law Commission on Monday examined the draft "On the responsibility of state administration", which legalizes the right of every one to be compensated by the state whenever their interests are harmed by it.

    The head of the Parliamentary Law Commission, Zamira Caka, told ATA that "with the approval of this draft-law by parliament on Wednesday, every citizen should be compensated for the damages caused by the state included in the term "constant danger", which means frequent possibility of damage due to errors by the state administration".

    The draft-law clarifies cases of state responsibility emerging from state bodies. The damages that may be caused by them are those included in the term."technical means", which include non-functioning of semaphores, road traffic signs and other things.

    The draft-law includes the kinds of remunerations, which might be given directly in cash or which figure in the state budget for the next year. /lh/lm/

    [17] Dokle says developments in Kosove are in their right way

    TIRANE, July 5 (ATA) - By Alba Gjakova: Albanian Parliament has supported the will of Albanian population of Kosove on self-determination and the developments are now in their right way, Namik Dokle, deputy speaker of Parliament, said during the meeting he held with the delegation of the Chinese Foreign Ministry chaired by the First Deputy Minister, Wang Wingfan Dokle said that he considered this visit as a step forward the strengthening of relations between the two countries, and stressed the need of widening of inter-parliamentary relations.

    The chairman of Chinese delegation expressed his will on strengthening of bilateral relations and pointed out that "we should find new cooperation ways due to the situation created in Balkan. /lh/A.A/

    Yingfan said that the projects of Chinese government included the construction of a new hydro-power station, the renovation of electric network, as well as rehabilitation of several objects set up according to the Chinese technology in 1970. He expressed the readiness of Chinese government to accord an aid worth 10 millon Juan (about $ 1.2 million) to the Albanian government as a contribution to cope with the difficulties caused by the crisis in Kosove.

    Regarding Kosove issue, the Chinese Deputy Foreign Minister pointed out that "we are pro the respect of the territorial sovereignty and integrity of Yugoslavia. Serbs as well as Kosovars should be treated equally. We reject the offensive of a nation over another nation. We were against the use of military force in Yugoslavia, as we favored the peaceful solution of the crises through talks and respect of international norms.

    [19] Removal of unauthorized constructions

    Tirana, July 5 (ata) - By E.Metaj - Some 30 unauthorized constructions are removed on Monday by the construction police at Tirana garden.

    According to the sources of the Construction Police the owners of the objects themselves cooperate with police forces in the action on removal of the illegal constructions.

    The removal of the unauthorized construction in these gardens, which is going to continue in the coming days was announced last week by the Director of the Construction Police Proletar Roshi. /lh/linda/

    [20] Ogata arrives in Kosove

    PRISHTINE, July 5 (ATA) - ATA correspondent in Kosove, Behlul Jashari reports: U.N High Commissioner for Refugees, Sadako Ogata, arrived in Pristina on Monday together with a convoy of Kosovars.

    Ogata is expected to meet the UN Organization charged with the new administration to be settled in Kosove, De Mello, KFOR representatives, and representatives of other international bodies in Kosove. She will also meet repatriated refugees and local government authorities.

    Ogata will visit Prizeren, Pejë and other regions of Kosove. She is expected to hold a press conference on Tuesday. /pas/A.A/

    [21] Meidani: Kosova's future-separate unit in European community

    TIRANE, July 5 (ATA)-By A. Haxhiu,President of the Republic Rexhep Meidani on Monday met with Chinese deputy Foreign Minister Wang Yingfan and made known Albania's stand in support of the international protectorate in Kosova.

    "The final solution of the Kosova issue will be, in the context of its integration, when a separate unit in the European community," said Meidani.

    Meidani considered the visit of the Chinese Deputy Minister an impulse to strengthening bilateral relations and reactivating economic cooperation between the two countries.

    After thanking for the aid of five million Yuan in support of Albania, Meidani asked that the Chinese project on the Bushati Hydro-power station be applied. This project, said Meidani has so far encountered many delays.

    Yingfan said he was committed to activating all governmental and private structures to start works on this project.

    Praising the relations between the two countries, Yingfan handed over a message to President Meidani from Chinese President Zemin. The message expressed China's support, the framework of the international community, in overcoming the aftermaths of the Kosova crisis. /lh/lm/

    [22] Enlargement of economic cooperation between Albania and Macedonia

    Tirana, July 5 (ATA) - By M.Pupa - Albania and Macedonia agreed to enlarge the economic cooperation between them.

    Minister of Public Economy and Privatization Ylli Bufi met on Monday the Macedonian Minister of Economy Mihailo Tolevski.

    Minister Bufi presented as a primer problem the interconnection of the electro power system and asked the Macedonian part for an assistance on establishing a common energetic market in the region, which is foreseen to be signed in September 1999.

    There are three projects to be realized in this frame; the project of line 220 kv Vutrol-Burrel, line 110 kv Pogradec-Oher and line 400 kv Bitola 2-Elbasan.

    Minister Tolevski said that the first project of Burreli line will start immediately. "I will stimulate the Macedonian companies to accelerate this process", he said.

    Minister Bufi proposed to his Macedonian counterpart the creation of a joint group to discuss about the construction of a hydro power station on Drini river.

    Minister Bufi presented also projects concerning mines, telecommunication and gas.

    Macedonian Minister stressed the interest of its country about the relation with Albania on gas network and said that it is of great importance the connection with Kosova in this network. /pas/linda/

    [23] Trial on events of September 14 postponed again

    TIRANE, July 5 (ATA) - By K.Risto: The trial against the second group of defendants accused of the events of September 14 was scheduled to be held on Monday, but it was postponed again because the defendant Ekrem Spahia, leader of the Legality Party, asked again the replacement of the lawyer Arben Micka. The request presented this time was official.

    The judge panel postponed the session until the Appeal Court decides if it will accept or reject the request of Spahia, who pretends that Micka has got a "family tree which can damage the process against him". The judge himself has not regarded the proofs as convincing and did not consider the resignation as reasonable.

    The proceeding trial was also postponed because none of the defendants appeared to the court. Measures were adopted to bring the defendants forcefully to the court on Monday, but they (defendants) did not had the chance to testify because the judge panel and the Prosecutor, Nasip Naçi, could not listen to them due to the postponement of the trial.

    The Appeal Court is expected to take the decision before the resuming of the process. /pas/A.A/

    [24] Document of Defence Policy approved

    TIRANE, July 5 (ATA)-By E. Koraqi,The official ceremony of presenting the Document of Defence Policy was held at the Defence Ministry on Monday, at the presence of the U.S. ambassador and military attaches of the allied countries.

    After presenting this document, Defence Minister Luan Hajdaraga agreed to the continuation of the procedures to submit this important document to the decision-taking bodies.

    The U.S. ambassador in Tirane, Robert Frowick, said that they considered this document a step forward not only for the Albanian armed forces but for the whole society, and for a better future of Albania. /lh/lm/

    The International Study Centre of Kosova will organise a cycle of seminars under the topic "Construction of civic society" in Prishtine during the August-September period.

    The director of the centre, Besim Rexhaj, told ATA on Monday that "the workshop will gather cultural and political figures of all ethnic affiliations living in Kosova, people who have not been involved in the Kosova events, but have even condemned them".

    The cycle of seminars aims at arousing the consciousness of ethnic communities residing in Kosova and easing the tensions that have led to the conflict, until they deeply understand the indispensability of building inter-ethnic relations in a civic society. /lh/lm/
