While Albanian authorities had declared that NATO troops were deployed here once and for ever, the chief of the information office of these troops, colonel Greven said yesterday that "they will stay in Albania until humanitarian mission is over." - "Nano has finished with all he could." Opposition accuses former PM Fatos Nano of deceiving while the coalition says "these are SP problems." - "NATO blocked Meidani." It seems it was a decision of NATO command in the only Albanian airport which suspended the landing of the airplane that would take to Austria the head of Albanian State. - "KFOR arrests SHIK chief of Kukes." KFOR forces in Prizren found that SHIK chief for Kukes, the director of forestry and three others were carrying a pistol each, an act allowed by law in Albania if duty demands this.

    [02] Organized repatriation of Kosovars through Morine starts

    KUKES, July 1 (ata) - By R Hoxha: Organized repatriation of Kosovars through the customs point of Morini, Kukes district, starts on Thursday. Today some 500 Kosovars who have already arrived in the railway station of Mjeda, are expected to leave, said to ATA the UNHCR coordinator in Kukes, Xhemil Shahu.

    In the mean time, spontaneous return of Kosovars to their homes still continues. On Thursday, there were 2 456 people who left for Kosova. In order to make easier the normal return of the Kosovars, UNHCR has set up two centres, one in village Shemri and one in the outskirts of Kukes, to deliver food for the departing Kosovars.

    The number of Kosovars returned to their homes privately from June 13 until now has amounted to 279 027, 195 567 of whom had been accommodated in other prefecture of the country. /led/xh/

    [03] Albanian special Olympic, participant in world summer Olympic games

    TIRANE, July 1 (ata) - By K Shehu: Albanian special Olympics is representing Albania in world special summer Olympic games which are going on from June 26-July 4 in North Carolina, U.S.

    Taking part in this event, organized once in four years by the Special Olympic International Committee centred in Washington, are 7 000 athletes from 150 countries of the world. The Albanian team, consisting of 9 people, five athletes with delayed mental development and four coaches, is led by Koco Gaba, president of the Albanian Special Olympic Committee.

    The Committee, formed four years ago, has taken part in several international activities. /led/xh/

    [04] Quay classification - future of port of Durres

    DURRES, July 1 (ata)- By G.Kabashi: The port of Durres will be specialized in the processing of different kinds of commodities. According to a future masterplan, the port quays will be classified according to destinations with priority attached to the processing of ferries and the completion of the terminal, the construction of which has started a year ago with an investment of 8 million ECU by the European Union.

    Parallel with the implementation of the port project, talks to attract other investments from the World Bank are continuing, in addition to USD23 million to be used for the rehabilitation of quays and electric cranes. Meanwhile, work for the selection of the application and supervising firms has started. /led/Na/xh/

    [05] Guardia di Finanza rescues fishing boat smuggling people from Monte Negro

    DURRES, July 1 (ata) - By G Kabashi: A motor vessel of Guardia di Finanza of Italy rescued in the Adriatic sea a fishing boat with Roms from Serbia and Kosova on board. The boat had set sail on Wednesday from the port of Kotorr (Monte Negro) and was making to southern coast of Italy.

    According to sources of Guardia di Finanza, the fishing boat Obosnik, accompanied by vessels of Guiardi di Finanza, arrived in the port of Bari on Thursday at 2 a.m., and was placed under the control of police forces. The boat pilots were arrested immediately.

    The boat with 71 women, 102 children and 68 men, mostly Rom, was overcrowded and risked to capsize because of the rough sea and the bad weather. /led/xh/

    [07] Calm situation in Pristine

    PRISHTINE, July 1 (ATA) - ATA correspondent, Behlul Jashari, reports: The capital of Kosove, Pristine, was calm on Wednesday night. Several clubs and shops were opened till late in the evening, and people were seen walking in the roads and squares of the city.

    The markets on early Thursday were better supplied. All the goods are bought with German Marks, Dollars and other foreign currencies. /LA/A.A/

    [08] NATO keeps pledge to assist refugees from Kosova to return home

    TIRANE, July 1 (ata) - Eight thousand soldiers of NATO in Albania (AFOR) will work over the coming 24 hours to assist repatriation of refugees in Kosova, according to a plan for organized repatriation starting from July 1, the Combined Press Centre NATO-AFOR reports.

    AFOR units will protect the refugees during their travel home, by controlling stations along the road, ensuring aid and medical assistance (including a surgery ward in Kukes and a medical unit in Mjede,) assisting in the control of traffic and ensuring airlifting for refugees who are feeling not well.

    Although the greatest number of the refuges have already returned to their homes since June 15, still there are 170 000 Kosovars in Albania. /led/xh/

    [09] Arrival of Kosovars created a small economic "boom" in Albania

    TIRANE, July 1 (ATA) - By G.Dilaveri: The arrival and sheltering of approximately half a million of Kosovars in Albania during the last three months created a small economic "boom" in Albania.

    The Albanian economy has profited more than $ 5 million a month in the form of the rents payed to the hosting families, by increasing their incomes from this business, points out a study of the Emergency Managing Group. Incomes are also gathered even from the contribution of humanitarian aid operations.

    As the Kosovars are turning back home, this source of incomes has begun to flow towards Kosove. Albanian businessmen are taking advantage of the moment, at the time when the industrial and food reserves in Kosove are needed. /led/A.A/

    [10] NATO present in Albania till the end of AFOR mission

    TIRANE, July 1 (ATA) - By Enkelejda Koraqi: NATO will continue to stay in Albania until it realizes all the plans foreseen for Albania in the context of AFOR humanitarian mission, Volfang Greven, German Captain of AFOR mission, reiterated in a press conference held on Thursday.

    "We do not have any plan on reduction of AFOR forces which act in the framework of AFOR humanitarian mission", said Greven, pointing out that "We have by no means declared that NATO will leave Albania as the Albanian dailies write".

    NATO will carry on its work on repatriating the war refugees according to the plan which started on July 1. AFOR structures are to play a key role in this process by helping UNCHR and the Albanian government. According to this plan, the Kosovars will be under the protection of AFOR troops in Albanian territory and under the protection of KFOR troops in Kosove.

    According to the data issued by AFOR the number of refugees returned to their soils from June 15 is estimated to be 267 000, while some 200 000 other refugees are in Albania waiting to be back by means of the organized return. NATO will place in the disposal of war refugees 138 lorries for people transport, 375 lorries for the transport of materials as well as buses, helicopters and other transport means. /pas/A.A/

    [11] Germany allocates 40 000 German Marks for Tirane military hospital

    TIRANE, July 1 (ATA) - By Enkelejda Koraqi: German government has accorded a medical aid worth 40 000 Marks for the Military Hospital in Tirane, the press office close to the German embassy told ATA on Thursday.

    The German government continuous its assistance in the framework of the humanitarian aids for Kosove refugees. The German army donated on Thursday a considerable amount of medicaments, and eight containers loaded with medicaments are expected to arrive in Tirane on Saturday. /pas/A.A/

    [12] Draft-law to help persons suffering from HIV virus

    TIRANE, July 2 (ATA) - By Eva Londo: Albanian Ministry of Health is preparing a graft-law to help the persons suffering from HIV virus. The draft-law foresees their integration in the society and guarantees some priorities regarding the insurance of living conditions, gratis treating and others.

    AIDS is encountered for the first time in Albania in 1994, and the number of persons who died due to this decease is estimated to be seven. /lh/A.A/

    [13] DP seems reserved as to request for early relations

    TIRANE, July 1 (ATA)-By A. Haxhiu, The Democratic Party on Thursday seemed somewhat reserved regarding its repeated request for early elections.

    "The current government needs shaking up and holding new elections would be the last shake up," DP deputy chairman Genc Pollo told a news conference today.

    Pollo, in contrast with other times, when he insisted on new elections, expressed DP's readiness to participate in discussions on these elections.

    "We are prepared either for a fierce political struggle between a constructive government coalition and opposition or for early elections, which we can discuss when they are due."

    Asked whether the DP Emergency Assembly, which will convene on July 8 to decide the party's return to parliament, would give the vote of confidence to the National Council, Pollo said that "everything is possible, but I don't think there will be surprises". /lh/lm/

    [15] Appeal Court to decide on the composition of judge panel of the events of September 14

    TIRANE, July 1 (ATA) - By K.Risto: At the trial against the second group of the defendants accused of the events of September 14 held on Thursday, the advocates asked for the replacement of the chairman of judge panel, Gent Sinani, and the replacement of the member of this judge panel, Arben Kostandini.

    The first session against 10 persons accused of the penal works during the events of September 14.

    According to the advocates, the two above mentioned lawyers should be excluded from the process, because they were participants in the judge panel which decided the form of custody for Ekrem Spahia, leader of the Legality Party. According to them, the two groups of defendants share the same accuse, and according to the law they should not be judged by the same persons.

    The judge panel pointed out that Ekrem Spahia belongs to another judge process, and that is why no violation of legal norms is made.

    The Appeal Court is expected to take the decision before the resuming of the process. /pas/A.A/

    [16] Memorial of Kosovars inaugurated in Gjirokaster

    GJIROKASTER, July 1 (ATA) - By SH.Hajno: The memorial of Kosovars, a sign of gratefulness for the generosity of the inhabitants of this city, was inaugurated in Gjirokaster on Thursday.

    Participating in the ceremony held on this occasion were hundreds of inhabitants and displaced Kosovars, authorities of the local government as well as the chief of OSCE regional office in Gjirokaster, Pierre Maurer.

    "Epiriots and Dardans are all Ilyrians. Internal gratefulness to the generosity and nobility of Gjirokaster people for hosting Kosova brothers in 1999. From Kosovars", is written in the memorial.

    The chairman of "Argjiro Shota" association, Enver Dahsula, thanked the people present in the ceremony in the name of Kosovars accommodated in Gjirokaster. "We are brothers of the same blood", said Dahsula. /pas/A.A/

    [17] Poci says police should not dialogue with crime but attack it through force and law

    TIRANE, July 1 (ATA)-By U. Bajrami, Th. Thanasi, "We should be severe and not reconcile ourselves to crime," Public Order Minister Spartak Poci said at a working meeting on Thursday with chiefs of the Tirane Prefecture Police Department.

    Also attending the meeting were chiefs of commissariats in the capital.

    "The police should not dialogue with crime, but attack it through force and law," said Poci.

    The participants dwelt on the still uncovered crimes, various illgeal traffics such as drugs and prostitution and organised crime in general.

    "Tirana is the place where all strings of crime are woven together and the duty of the Tirane police is to attack organised crime, in particular," said Poci.

    Poci pointed to the fight to be waged within the police, to cleanse it from the incriminated and the incapable people. /pas/lm/

    [18] Albanian Ministry of Culture asks for unification of Albanian cultural inheritance

    TIRANE, July 1 (ATA) - By K.Shehu: All the cultural monuments in Kosove, damaged or undamaged will be documentated on the bases of an initiative undertaken by the cultural inheritance directory close to the Ministry of Culture.

    Sources from this directory told ATA that the initiative will be implemented in the framework of the European Inheritance Days or in the campaign "Europe - a mutual inheritance", expected to be organized at the end of September of the current year.

    The documentation of all monuments and cultural works, as archives, libraries as well as the result of the damages caused to this part of Albanian cultural inheritance is foreseen to be made in this framework.

    The cultural inheritance and especially the urban and architectural inheritance was almost totally ruined. It is worth mentioning here the destruction of several ancient cities, markets, mosques, architectural assembles, antic bridges, archives and the like. /pas/A.A/

    [19] Project on increase of regional autonomy in education field

    TIRANE, July 1 (ATA) - By P.Shuteriqi: A project of the Albanian Ministry of Education and Soros foundation foresees the increase of autonomy in education field for 2000 in the four main cities of Albania, Tirane, Korçe, Vlore and Shkoder.

    The coordinator of the program, Diana Keçi, told ATA that this policy aims at leading the school towards diversities, by increasing the autonomy and applying elements of decentralization.

    On the bases of the project the director of the school will be its observer, manager and administrator. /pas/A.A/

    [20] Kidnappers of Sofia Goga arrested

    GJIROKASTER, July 1 (ATA)-By H. Cani, The Gjirokaster police commissariat forces on Thursday arrested two of the kidnappers of the four year-old-girl from Kakavija, Sofia Goga.

    The arrested are Myrteza Onjea and Alfred Shehu from Fushebardhe village of Gjirokaster. They were arrested at 03.30 on Thursday. Two of the four kidnappers managed to escape the police.

    Twenty-five days ago, the two arrested men, in cooperation with two other persons (whose names are not disclosed by the police for investigation purpose) kidnaped the girl in the Kakavije village and for her release asked 50 million drachmas from her family at first.

    After talks between Goga's family and the kidnappers, through a middleman, this sum was reduced to 5 million drachmas.

    On Wednesday, after the payment of this sum, the child was released. Today's operation showed that the police had been following the event but they had hesitated because of the child's safety. /pas/lm/

    [21] Three killed, Myrteza Caushi injured in Vlore

    VLORE, July 1 (ATA)-By H. Koci,

    A grave incident took place in Vlore near the Marine school, at around 18.30. Three persons were killed and Myrteza Caushi, dubbed Zani, was injured.

    Eyewitnesses report that in the "Vlore City" playground, owned by brothers Shehu, there was a shootout between the Shehu brothers and the armed men of Myrteza caushi. The exchange of fire killed one of the owners, Robert Shehu, his uncle (his name is not confirmed) and a man dubbed "Luciano", who not long ago had been released by the court in the so-called trial against the Zani group.

    Zani was wounded and was sent to the district hospital but he was immediately taken out of the hospital, escaping the police which arrived there immediately.

    Non-official sources from the hospital say that Zani had received two wounds, one in the belly and another in the leg.

    Unconfirmed police reports say that the police have also arrested a radiologist (his name not disclosed) who has helped Zani's flight. /pas/lm/

    Gjinushi says coalition must support government and set aside secondary problems

    TIRANE, June 30 (ATA)-By A. Gjakova, Speaker of Parliament Skender Gjinushi on Thursday told reporters that the government coalition should concentrate its attention on the economic and social problems of the country and avoid internal polemics.

    "The coalition should support the Government at these moments and set aside secondary problems," he said.

    Now that Albania coped with the no-small consequences of the crisis in Kosova, it is high time to speak of clear programmes and not of new differences within the coalition.

    Gjinushi said that now that Europe offers a Pact of Stability for Europe and a Global development plan for Southeastern Europe, the coalition should re-programme Albania's priorities and needs. /lh/lm/
