    TIRANE, June 15 (ATA)-By E. Nepravishta, Albanian Prime Minister Pandeli Majko, in the course of his formal visit to Denmark, had an expanded meeting with the Social-democrat Human Rights Group yesterday, according to the spokesman of the Prime Minister.

    Majko said at the meeting that he did not see Kosova's future as a formula but as a process.

    "Now of importance is the return of the Kosova war refugees, construction of democratic institutions, holding of new parliamentary elections and presence of the international organisations," he said.

    Majko was also invited to a meeting with the President of the Danish Industry Confederation, Hans Christiansen.

    He explained that although in Albania there is still an understandable risk as regards foreign investment, the possibility for profit is great because the Albanian government is continuing the economic reform at rapid rates and has undertaken significant steps in a strategic privatisation such as in telecommunication, banking system, and other fields.

    Majko ended his two-day visit to Denmark with a meeting at the centre for the rehabilitation of the victims of torture which is present in Albania with a mission which aims at helping the Kosova war refugees. /pas/lm/

    [02] Transference of part of "Task Force Hawk" contingent from Rinas ends

    TIRANE, June 16 (ATA)-By B. Meta, There was no transference of troops of the U.S. army military contingent "Task Force Hawk" yesterday and this morning.

    The largest part of this contingent, which is deployed at Rinas military airport, now called the "Hawk Base", has recently moved to Macedonia and currently this force, made up of marines, Apache helicopters and their supporting logistic, is in Kosova.

    This was confirmed to ATA by the spokesman of the "Task Force Hawk- Public Affaire", Captain Daniel Uorges.

    Uorges said he does not think the number of the remaining troops will change as they are enough for the missions in Albania. The contingent in Rinas is made up of marines and the necessary logistics for the specific mission of the "Hawk" operation, which is mainly rapid intervention. /pas/lm/

    [03] Kosovars flow towards Morine to return to their lands

    KUKES, June 16 (ATA)-By R. Hoxha, The Kosovars settled in Kukes have begun to massively return to their lands in Kosova through the border point of Morine.

    Over 3 000 Kosovars crossed the border point of Morine only in four hours Wednesday morning, Morine border police sources told ATA.

    Most of them are returning by the private vehicles they had come 2-3 months ago. The train of vehicles moving from Kukes to Kosova is about two km long. More than 6000 Kosovars crossed into Kosove through Morine yesterday.

    In the meantime, the number of the Kosovars coming to Kukes from other districts of Albania to return to Kosova is increasing. Some 3138 Kosovars have come to Kukes over the past three days.

    The Albanian government on Monday expressed concern over the impatience of the Kosova refugees to return to their lands and over the risks of their unorganised return. /pas/lm/

    [06] IMF accords $ 12,89 million to Albania

    TIRANE, June 15 (ATA) - By Elton Metaj: International Monetary Fund (IMF) resident representative in Albania, Volker Treicher, confirmed on Tuesday in a press release the approval of the second annual arrangement under the Enhanced Structural Adjustment Facility (ESAF) on the disbursement of $ 12,89 to support Albania's economic and financial program. The three- year agreement of ESAF 2 was signed on Maj 13, 1998, and the finances continue to be released in trenches on the bases of development of economic reforms in Albania.

    IMF Board of Directors in Washington has approved a financial support of $ 13,1 million in the framework of ESAF 2, carrying out the total sum from 47,49 million to 60, 59 million.

    According to IMF, Albania's program seeks to achieve rapid economic growth, low inflation, greater employment opportunities, and reduced poverty. Several structural and ambitious reforms from the international community are needed to achieve this aim.

    According to IMF, growth is excepted to average 7-8% a year, while inflation stabilizes at industrial country levels. The financial impacts of Kosove crises are estimated to be $ 154 million for 1999.

    Albanian became a member of IMF on October 1991 and from that time on it has profited a finance of 56,47 million Dollars. /led/A.A/

    [07] Local government organised in Kosova

    GLLOBOCICE (Southern Kosova), June 16-ATA correspondent Behlul Jashari reports: The Minister for Local Government Affairs of Kosova Interim Government, Rame Buja, said that the Local government has been organised and functions all over Kosova.

    During a visit to southern regions of Kosova, Buja, who until now has run the public relations and civil administration department in the framework of the KLA general staff, told ATA correspondent that the core of civil government exits throughout Kosova and now it can only be completed, structured and organised as required by the moment and the circumstances. /pas/lm/

    [08] Angjeli says implementation of reforms resulted in the signing of IMF agreement

    TIRANE, June 15 (ATA) - By D.Koça:" Macro-economic situation in Albania is acceptable and the inflation has reduces; it was -0,62 compared with December of the outgoing year", said the Albanian Minister of Finance, Anastas Angjeli in a press conference hold on Tuesday. He explained that the signing of the agreement of IMF on delivering to Albania $ 12,89 million came as a result of implementation of economic-financial reforms by the Albanian government. He gave figures to justify the strengthening of Albanian business and the improvement of the reserves in foreign currency.

    According to Angjeli, "the credibility in economic policies has resulted in the growth of private transfers from abroad, and these have positively affected the stability of the local currency, Lek".

    Angjeli pointed out that the exports are increased by 51% compared with the first month period of the outgoing year, while the imports are increased by 20%. /pas/A.A/

    [09] Albanian National Plan on Environment and Health to be presented in London Conference

    TIRANE, June 16 (ATA) - By R.Xhuvani: The National Plan on environment and Public health, adopted three days ago by the Albanian government, will be presented in the third Ministerial Conference in London, to be held on June 16-18, sources from the Albanian Health Ministry, told ATA on Wednesday.

    This plan will be presented by the Albanian delegation, chaired by Albanian Health Minister, Leonard Solis.

    GLLOBOÇICE (Southern Kosove) June 16 - ATA correspondent, Behlul Jashari quotes the Minister of Local Government Issues in the interim Government of Kosove, Rame Buja, as saying that the local government is organized and functions all over Kosove.

    [11] Majko says Albania's role re-dimensioned in the New Balkans (summing up)

    TIRANE, June 16 (ATA)-By E. Nepravishta, Albanian Prime Minister Pandeli Majko, in his latest two-day visit to Denmark, met with senior authorities and presented the views of the Albanian Government on the new equilibriums created in the region, the re-dimensioned role of Albania in them and the possible developments in the Balkans.

    Majko presented the role Albania will play in the new situation created after the deployment of the NATO ground troops in Kosova.

    He assured them of the continuation of the Albanian efforts for the unification of the Kosovar political factor and spoke of a new role of Albania as a "mechanism for Kosova's reconstruction".

    He asked the presence of Danish capital and investment in Albania and the raising of the economic cooperation between the two countries at the level of political cooperation.

    He was promised of the continuation of the NATO troops presence in Kosova and of the humanitarian aid in Kosova and Albania.

    Majko was assured by his Danish counterpart, Poul Rasmunssen, that Denmark will fully support Albania's membership with the international organisations, mainly its association agreement with the EU. /pas/lm/

    [12] Fishing boat with illegal clandestines rescued by Italian speedboats

    SAZAN, June 16 (ATA) - By Gezim Kabashi: Italian speedboats of military Marine rescued on late Tuesday 80 Kosove illegal clandestines, who left from Monte Negro with a fishing boat. the fishing boat was intercepted at about 23.00 on Tuesday in the international waters, about 40 miles away form Durres coast.

    Sources from the 28th Coastal Group of Italian Military Marine, dislocated in Durres port, reported that the speedboat of this group was blocked due to a shortcoming, and it was filling with water. The illegal smugglers were trying to get rid of the water with buckets and other means. The 80 illegal clandestines, 36 children, 24 women and 20 men, were taken to the speed-board.

    The ships of 28th Coastal Group ascertained the departure of a dinghy from Vlore coast with 140 persons on board, and signaled immediately the forces of Guardia di Financia and the Italian border to block them in Italian coast. /pas/A.A/

    [13] Seven persons killed, 12 wounded during the last two months in Kukes

    KUKES, June 16 (ATA) - By Riza Hoxha: Seven persons died and 12 others were wounded in Kukes due to the Serb bombardments towards the Albanain territory, sources from the Kukes police prefecture, told ATA on Wednesday.

    According to the same source, considerable damages as a result of the Serb bombardments in 16 Albanian border villages near Kosove.

    The damages were graver in the district of Has, where half of the houses in seven border village are totally or partially ruined. /pas/A.A/

    [14] UNCHR appeals to war refugees to stop their flow towards Kosove

    TIRANE, June 16 (ATA) - By G.Dilaveri: UN High Commissariat for Refugees (UNHCR) continues to make appeals to Kosove war refugees to stop their flow towards Kosove, until the withdrawal of Yugoslav troops is over, and KFOR forces dislocate in Kosove.

    Official sources of this organization in Tirane, quote foreign observing visiting Kosove as saying that the situation in Kosove continued to be tense on Wednesday.

    [15] Oil price will not be changed in coming auction

    Tirana, June 16 (ATA) - By E.Xhajanka - The rest of the quantity of the American oil of some 5700 ton will be sold in the auction on June 21 by 650 USD/ton, by not changes the previous selling price, informed ATA on Wednesday sources from the Ministry of Food and Agriculture.

    Nevertheless the request of the businessmen for decreasing of the price of 650 USD/ton, due to the fact that this price is higher than the one in the whole sale market, the auction commission at the Ministry did not change this price, because it fulfills the assistance value.

    6 300 ton sunflower oil is donation of the American Government for the Albanian State marking the value of 5 million dollars. This quantity came in Vlora Port in December 1998 and is stored at state warehouses./lh/linda/

    [16] International Community to support Albania for safe return of Kosova Albanians

    Hamallaj, June 16 (ata)- By Enkeleda Koraqi - AFOR Commander General John Reith, who visited on Wednesday Hamallaj camp in Durresi district, ensured the Kosova arrivals that the International Community will support the Albanian Government for their safe return in Kosova.

    "The situation in Kosova, even after the peace establishment, is so secure for a quick return of the Kosovars. This is transition period and we will do the utmost to pass it as soon as possible", said General Reith.

    [17] Prime Minister Majko on Thursday in Skopje

    Tirana, June 16 (ATA) - By E.Nepravishta - Albanian PM Pandeli Majko invited by the PM of Macedonia Lubco Georgievski will make a working visit in Skopje.

    According to the Ministry of Information during his one day visit Prime Minister Majko will meet his Macedonian counterpart Georgievski. He is going to have other special meetings with senior Macedonian officials including the President Kiro Gligorov and Parliament Speaker Savo Klimovski.

    In this visit PM Majko will be accompanied by the Minister of Foreign Affairs Paskal Milo and the Minister of Information Musa Ulqini.

    [18] 40 million lek for process of arms collection in Albania

    TIRANE, June 16 (ata) - E Nepravishta: The Interministerial Committee of National Security Policies held a meeting on Wednesday under the chairmanship of Prime Minister Pandeli Majko to discuss some draft decisions and laws regarding the present situation and the improvement of work and organization in police.

    The Ministry of Information told ATA that the committee adopted the draft law "On human and material and financial resources needed for the sector of the collection of arms and ammunition," which will define the necessary funds to become available through a maximal exploitation of the internal sources of the financial and technical means.

    In the mean time, a fund of 40 million is needed to ensure the necessary means and equipment for the collection of weapons. /dast/xh/

    [19] Sold vouchers mark nearly 6,5 billion lek

    Tirana, June 16(ATA) - By E.Metaj - In the last auction organized by the Albanian Bank nearly 6,5 billion lek vouchers are sold, while the investitures asked to buy 7 billion lek . The vouchers were of different maturity, three, six and twelve months.

    According to the sources of Tirana stock the sum offered for vouchers of three months maturity was 1 billion lek, while investitures asked to buy 2,2 billion lek. The maximal asked interest was 18,7% and the accepted one 16%. The nominal value of the vouchers was 1,2 billion lek.

    The sum offered for the vouchers of six months maturity was 1,6 billion lek, while the requested sum by the investitures was 1,7 billion lek. The maximal asked interest was 20,1% and the accepted one 19%. The nominal value of the vouchers was 2 billion lek.

    The sum offered for vouchers of twelve months maturity was 3,3 billion lek and the asked sum 3,6 billion lek. The maximal interest marks the value of 20% and the accepted one 20%. The nominal value of the bonus was 3,3 billion lek.

    In this auction the main buyers of the treasure bonus issued by the Albanian Government were the banks of the second level. /pas/linda/

    [20] Understanding Memorandum assigned between Albania and International Organization of Work

    Tirana, June 16 (ATA) - By Elton Metaj - The Understanding Memorandum is assigned between the Ministry of Work and Social Affairs of Albania and the International Organization of Work, in the frame work of IPEC program of Eastern and Central Europe countries aiming at avoiding the work of the children.

    According to the spokesman of the Ministry of Work and Social Affairs this Memorandum is assigned during a visit of the Minister Kadri Rrapi in Germany. For the part of International Organization of Work, which finances the project of the value 678 000 dollars, the Memorandum is assigned by the General Director Juan Somavie. Albania is the first country in Eastern and Central Europe to assign this Memorandum.

    The international Organization of Work promised assistance on different employment projects and professional training, for Albania and Kosova, as well./lh/linda/

    [21] Saving Bank: Credit surplus marks 9.5 million lek

    Tirana, June 16 (ATA) - By Manjola Pupa - The credit surplus at the end of the period January-April in the Saving Bank marks the value of 9.5 million lek, 27% of which are short term credit, 38% medium term credit and 35% long term credit.

    According to the sources of this Bank the credit in lek is 92% of this surplus, while 8% of it is credit in foreign currencies.

    The credits not pay back in time is divided according to the banks as following, 18% of the credit is given by Saving Bank, 25% by National Commercial Bank and 57% of the credit is given by Agricultural Commercial Bank.

    During the four first months of 1999 nearly 379 million lek are cashed by the credit, 279 million lek are paid back by the credit given by the Saving Bank, 40 million lek by the credit given by the National Commercial Bank and 42 million lek by Agricultural Commercial Bank./lh/linda/

    Tirana, June 16 (ATA) - By E.Xhajanka - Some 190 kv expired food items, marking the value of 5,5 million lek, are blocked during May.

    According to the sources of Food Control Directorate at the Ministry of Food and Agriculture some 1526 controls in different productive and commercial subjects are performed all over the country and considerable quantities are blocked because they resulted out of standards and do not fulfill the requirements presented in the law "About the food". /dast/linda/

    [24] Albanians cannot co-habitate with political power of Serbia - RP

    TIRANE, June 16 (ata) - By A Haxhiu: The political grouping "Albanian United Right Wing" (DBSH) hailed on Wednesday the entry in Kosova of the NATO-led peacekeeping forces.

    DBSH representatives also hailed the entry in Prishtine of a part of the Interim Government of Kosova to prepare the situation for the establishment of the new democratic institutions.

    The chairman of the Republican Party of Albania, Fatmir Mediu stressed that the grouping where his party is a member of, continues to be for a co-habitation between Albanians and Serbs living in Kosova but not co- habitation of powers. "Albanians," he stressed, "consider impossible the political co-habitation between

    Vlora, June 15 (ATA) - By H.Koci - More than 60% of the investments in Vlora district for this year are financing by foreign organizations, told ATA the spokesman of Vlora Prefecture.

    He said that the total value of the investments for 1999 in Vlora district is 1.1 billion lek. 380 million lek are going to be used in enlargement of the port of the town, 300 000 dollars will be used on the construction of infectious hospital, road adjustments and the construction of a water pipeline in different areas of the district. /dast/linda/

    [26] Albanian artists take part in Venice Biennial

    TIRANE, June 16 (ata) - By Klodi Shehu: Ten Albanian artists were represented for the first time in the Venice Biennial 1999 in Italy on June 8, side by side with representatives of visual art from various countries of the world.

    "The participation of Albanian artists in this activity is a great event for the Albanian culture and a fruit of the insistence for the integration of our culture in the European one," said the Minister of Culture Edi Rama in a news conference on Wednesday on this event held in the International Centre of Culture in Tirane.

    The works by ten Albanian artists displayed in the pavilion "Albania today - time of ironical optimism" were included in the four pages of the catalogue of the Venice Biennial along with all works of other artists from the participating countries. /dast/xh/

    [27] Important role of Information Ministry in reporting for medias and the public - Minister

    TIRANE, June 16 (ata) - In the situation Albania already passed, the Ministry of Information had an important role to play in informing the medias and the public of the situation in Kosove and the work Albania's government was making along with international organizations to cope with the humanitarian emergency, stated the Albanian Minister of Information, Musa Ulqini, to the General Director of the Radio France International, Benoit Paumier in a meeting that had on Wednesday afternoon.

    Mr Paumier thanked the Albanian Ministry of Information for the assistance it has given to the reporters on the ground and especially in the north of Albania.

    Mr Paumier pledged that he will exploit all his influence to increase the cooperation with the Albanian Radio-Television and to exchange experience and provide supplies with technical equipment. /dast/xh/

    [28] Spanish Red Cross and Caritas to run refugee camp in Hamallaj

    TIRANE, June 16 (ata) - By Enkelejda Koraqi: The camp of Hamallaj, in Durres district, was officially handed over on Wednesday in the UNHCR centre to the Spanish Red Cross and Caritas.

    In the name of the Spanish Defence Ministry, the handing over was made by the commander of the Spanish troops operating in the AFOR humanitarian mission, Sanchez Lafuente. The camp will receive further financing by the Spanish Agency of International Cooperation.

    The camp in Hamallaj has been so far run by Spanish military troops. It has been a shelter for about 2 500 Kosova displaced people while its full capacity is for 5 000 people. /dast/xh/

    [29] Plan for return of refugees to Kosova is ready

    TIRANE, June 16 (ata) - By E Nepravishta: The plan for the return in Kosove of the Kosova war refugees, drafted by the Emergency Management Group (directed by the Albanian Government,) UNHCR and NATO's AFOR forces will be made public after two days.

    Since a spontaneous movement towards Kukes has been noticed in the last two days, and some times accompanied with some incidents, the Emergency Management Group issued a press release on Wednesday stating that the return plan will be made public on the coming Friday, the Ministry of Information said to ATA on Wednesday. /dast/xh/

    [30] Hungary should assist Albania to integrate into Europe - Milo

    TIRANE, June 16 (ata) - By A Haxhiu: The development and level of the Albanian-Hungarian relations and the latest developments in Kosova were the main topics discussed in the meeting that the Albanian Foreign Minister Paskal Milo held on Wednesday with his Hungarian counterpart, Janosh Martonji, who arrived in Albanian today on a two-day visit today.

    Milo demanded that the existing relations between the parliaments of the two countries must intensify with exchange of visits and delegations. He expressed the will for intensification of the relations in the economic, education, cultural and other fields.

    "The Hungarian experience is important referring to the Euro-Atlantic integration of Albania and the Hungarian state must assist in this direction," said the chief of the Albanian diplomacy.

    With regard to the question of Kosova, Milo expressed once more the firm approach of the Albanian Government against the creation of a totally Russian zone from the point of view of the administration and against the deployment of the Russian troops in north of Kosova, because this will be considered as a partitioning de facto of Kosova and will pose a threat to the future.

    "The political relations between our two countries should be intensified further and an impetus for this will also be the visits of Albanian President and Prime Minister to Hungary," stressed the Hungarian Minister Martonji.

    He voiced the desire that Hungary be present in Albania both through investments and through the intensification of trade exchanges. /dast/xh/
