  • [01] Albania signs agreement on assistance for transition period

    TIRANE, June 3 (ATA)-An agreement on assistance for the transition period was signed in Denmark on Wednesday.

    On behalf of the Albanian government the agreement was signed by Ermelinda Meksi, Minister of Economic Cooperation and Trade and, on behalf of the Danish government, by Poul Nielson, Minister for Development and Cooperation, according to the Albanian Ministry of Information.

    The agreement aims support for the political, economic and social process, improvement of judiciary, education, development of the media and free press, support for projects in the social sector.

    A pilot project will be applied for the realisation of this programme in the zone of Diber with the aim of improving the juridical and police system.

    The programme also aims to set up the people's lawyer office, improve the juridical system, support magistracy courses, to financially contribute to the creation of the National Council of Radio-Television, also including the formulation of a Code on the Media.

    For all these the Danish government will ensure a financial support worth 64.8 Danish krone or nearly US$ 10 million.

    The programme is envisaged to take a three-year time. Besides this, Denmark will also help cope with the situation created due to the arrival of thousands of Kosovars. /dast/lm/

    [02] Gjinushi urges NATO-led international presence in Kosova

    TIRANE, June 3 (ATA)-By A.Gjakova, Albanian parliamentary speaker Skender Gjinushi on Thursday met with the German Bundestag Parliamentary Commission for Human Rights and Humanitarian Affairs, headed by speaker Claudia Roth, and praised their engagement in aiding the Kosovars driven out of their lands.

    Gjinushi stressed that the Assembly, through a commission, is closely following the situation of the deportees, according to the Assembly's press office.

    "The Albanians support and ask the fulfilment of NATO's five conditions and, if today's reports show that Belgrade has accepted them, we consider that it is very significant that the Serb troops are totally withdrawn and that the international presence in Kosova be led by NATO," said Gjinushi.

    Referring to the composition of the international force, Gjinushi said that "we consider it a fundamental issue, because there are tendencies to create zones or to build a new Berlin wall. NATO, he said, is the only reliable force, which has the moral right to call on the Kosova people to return to their lands under its security.

    Gjinushi stressed that "we recognise the delegation representing the Kosova people to Rambouillet as a negotiating party and have also recognised and supported the Thaci government".

    The German parliamentarians, after evaluating the performance of the Albanian institutions, stressed that despite the difficult situation, Albania is being assisted and will continue to be assisted more. /led/lm/

    [03] Serb artillery pounds Albanian border villages

    HAS, June 4 (ATA)-By R. Hoxha,

    The Serb artillery late on Thursday and early on Friday shelled several Albanian border villages in the district of Has.

    Sources from the district police commissariat told ATA that three Serb artillery shells landed in the Vlahen village at 21.20, while half an hour later another five shells fell some hundreds of meters deep in Albanian territory near the same village. There are no reports of damages.

    Other zones of this district have been pounded. Shells also landed in the village of Kishaj of this district on Friday at 00.50. Serb artillery loud explosions were also heard in the villages of Dobrune and Cahan.

    The situation on the border belt of 25.6 km of this district remains tense, while in the vicinity of the border continue fierce clashes between the KLA and the Serb forces, especially in the Pashtrik mountain, near Dobrune and Cahan. /led/lm/

    [04] Serb artillery attacks Zogaj village in Tropoje

    TROPOJE, June 4 (ATA)-By R. Hoxha, Serb military forces early on Friday began artillery shelling in the direction of Zogaj village, Tropoje district.

    Sources from Tropoje district police say that at 06.30 on Friday Serb military forces started artillery attack against Albanian territory in the Zogaj village, Tropoje district.

    Bombardments continue but there are no immediate reports of casualties among the Albanian border police forces and army which continue to stand in their positions but without responding as the shelling comes from the depth of the Yugoslav territory.

    The situation in this zone was tense also on Thursday night. According to the same sources on Thursday, at 21.50, three Serb artillery shells landed in Zogaj village.

    The inhabitants of this village have long since left deep in the district, while the men, alongside the border police and army forces, are safeguarding the border and their homes. /led/lm/

    [06] Government coalition discusses peace plan for Kosova

    TIRANE, June 4 (ATA)-By E. Nepravishta, The peace plan for Kosova, approved Thursday by the Serb parliament, was the topic of a closed door meeting held yesterday afternoon between Albania's Prime Minister Pandeli Majko and representatives of the "Alliance for State" government coalition parties.

    Minister of Information Musa Ulqini told ATA that its essence was to determine a common stand of the coalition government, after the approval by Serb Parliament of the peace plan on Kosova.

    Ulqini said that the common stand debated at this meeting was that "the best solution to the Kosova issue is acceptance of the five conditions put forward by NATO and that the Albanian government develops a parallel policy with its allies, the United States and the NATO member countries. /led/lm/

    [08] Refugee influx continues at lower rates

    KUKES, June 4 (ATA)-By R. Hoxha,

    The influx of the Kosova refugees entering Kukes through the Morine border point continues although at lower rates.

    Some 155 Kosovars, mainly former prisoners of the Smerkonice jail, entered Albania on Thursday through this point, according to district police sources.

    Meanwhile, the evacuation of the Kosova refugees to other districts of the country continues.

    Some 417 539 refugees, of whom 344 009 have been evacuated to other districts of the country, have entered Kukes prefecture since March 26, when the Kosova refugee influx began. /led/lm/

    [09] President of OSCE Parliamentary Assembly pleased with political developments in Albania

    TIRANE, June 4 (ATA)- By I. Luto, President of the OSCE Parliamentary Assembly Hella Degn, who is on a three day visit to Albania to closely familiarise herself with the political developments, told a news conference in Tirane on Friday that she was optimistic that the Democratic Party would join parliament.

    Degn, who met yesterday with Democratic Party leader Sali Berisha, repeated to him the stand of the OSCE parliamentary Assembly that they should return to Parliament.

    The DP boycotted the Assembly's proceedings after one of its leaders, Azem Hajdari, was killed on September 13, 1998.

    Referring to this issue, Degn said that this process should not be politicised. While the OSCE ambassador to Albania, Daan Everts, mentioned the concrete aid this organisation is providing to monitor this issue.

    Degn said that the parties should respect the will of the constitution, which stipulates political and moral responsibilities of all.

    She expressed the belief that the DP party, too, will soon return to parliament. /led/lm/

    [10] Meidani: Peace Agreement first step in resolving conflict in Kosova

    -Albanian President meet with Bundestag delegation- TIRANE, June 4 (ATA)-By A. Haxhiu, President of the Republic Rexhep Meidani on Friday considered the agreement for peace in Kosova as the first step for the solution of the conflict in Kosova, but showed reserves in giving further considerations.

    The President's Press and Information Office quoted Meidani as saying that the concrete realisation of the principles containing NATO's conditions is very significant for the successful crowning of the efforts of the international community in resolving the crisis in Kosova.

    "The international security force, led by the Alliance, should control the entire territory of Kosova and besides the general principles, today, of primary importance is the elaboration of details, which assume a first hand value, even determinant, in resolving the conflict and in a safe return of the displaced Kosovars to their lands," said Meidani at a meeting with a delegation of German Bundestag on Friday.

    Meidani encouraged the mission of the German Bundestag, headed by Claudia Routh, head of the Parliamentary Commission for Human Rights and Humanitarian Aid, to make evident the crimes and genocide exercised by the Milosevic regime against the Kosova Albanians.

    Meidani familiarised Routh with the cooperation of the Albanian Prosecutor's office and various non-governmental organisations with 12 international prosecutors, who are engaged in gathering testimony of crimes and genocide exercised by the Milosevic regime.

    Meidani said that the peace agreement should also contain many important elements which condemned ethnic cleansing and cruel violence exercised against civilians in Kosova.

    The German parliamentarians expressed understanding for this observation and considered it indispensable to guarantee the human rights future.

    "Even if the war is over, the problems are here", said Routh, expressing the need for the international community to intensify the programmes for the economic recovery of the whole region.

    Meidani urged the intensification of the integrating processes in the region.

    "Economic recovery, which would also reflect a change in old mentalities and increase of cooperation among the countries of the region, assumes special importance," he said. /pas/lm/

    [11] Majko says only settlement of NATO troops in Kosove is guarantee for peace in the Region

    - Press Conference of Albanian Premier-

    TIRANE, June 4 (ATA) - By E.Nepravishta: Albanian Premier, Pandeli Majko, briefed in a press release held on Friday on the official stance of the Albanian government after the latest events regarding regarding Kosova crises.

    "Albanian government is reserved to express its stand on the Serb parliament decision without fully verifying in the ground the fulfilling of requests of NATO Peace Plan".

    Albanian Premier said that "Albanian government insists that only the settling of NATO troops in Kosove is a secure guarantee for peace in the region".

    The official stand of Albanian government approaches only a day after the acceptance of peace agreement by Belgrade. The peace deal was proposed by the international negotiators Ahtisar and Çernomerdin, who met Thursday in Belgrade the President of Yugoslavia, Sllobodan Milosheviç. /y.pa/A.A/

    [12] Godo says we hail the Peace Plan approved by Seb parliament, but several reserves belong to Milosheviç

    TIRANE, June 4 (ATA) - By A.Gjakova: Chairman of Parliamentary Commission for Foreign Policy, Sabri Godo, was prudent in his comment on Friday made after the approval of the Peace Plan presented by the international negotiators Ahtisar and Çernomerdin.

    At the first view, we have to do with some objections but in general the declaration endorsed on Tuesday by The Serb Parliament should be hailed, Sabri Godo told ATA on Friday.

    "We are studding all the 12 points Serb part presented on peace agreement" said Godo. "I think that the people's Assembly will be gathered soon to declare our stand on this issue".

    Regarding the future of the peace negotiations, Godo said that he had the impression that not everything will be alright with Milosheviç, because he will try to profit till the last moment, but the world is now used to his craftiness. I believe in the resoluteness of Americans to make Milosheviç definitely surrender and accept NATO conditions which are essential for every kind of agreement that can be made with Milosheviç. /led/A.A/

    [13] Kosova may be a turning point towards a democratized region - Majko

    TIRANE, June 4 (ata) - By E Nepravishta: The Albanian Government considered in a statement on Friday as unacceptable the presence of a peace military force in Kosova if it is not under the unique NATO command.

    "The Albanian Government insists that only the establishment of NATO troops in Kosova is a reliable guarantee for the peace in the region. Every foreign military presence in Kosova, outside the control and direction of NATO creates premises for permanent conflicts in the region and aims at dividing Kosova," said PM Pandeli Majko in a news conference.

    The Albanian Government highlighted the role of Russia diplomacy for the establishment of peace in the region but "Albania is resolute to opposed every Russian military unit in Kosova under an independent command, " said Majko.

    He added that the political future of the region and not the political future of Milosevic and his regime must be negotiated. "It is totally sure that with Milosevic in power there can be no lasting peace in the region and every pact for stability in Southeastern Europe is threatened," said Majko.

    According to Albanian Prime Minister, the only negotiated moment is the democratic future of the region, which consists with priorities such as the return of Kosova refugees of war to their homes, the construction for democratic institutions in Kosova, which could be reached only after the five NATO conditions are met.

    Albanian PM voiced the concern of the government for the tense situation in Montenegro as a result of the Serb military pressure and the solidarity with the Montenegrin reformist President Milo Gjukanovic.

    "The latest developments show that more than saying that we are near the end of the conflict we can say we are in the first steps towards this end, and when I say this, I bear in mind the realisation of the five NATO conditions," said Majko, adding that Belgrade has proven that it is the most uncontrolled centre in Europe, which generates a continuous conflict. "Kosova is the incandescent point in which the conflict in former Yugoslavia has started, Kosova may be the turning point towards a democratic region, towards a new Balkans," said Majko.

    Referring to the return of the Kosova war refugees to Kosova, Albanian PM said that this is completely linked with the withdrawal of the Serb military forces from Kosova, because precisely these military forces have driven the Kosovars out of Kosova. /dast/xh/

    [14] Special certificates to be given to Kosove pupils

    TIRANE, June 4 (ATA) - By P.Shuteriqi: All the pupils coming from Kosove and integrated in the teaching process, as well as the ones to attend the summer school to be opened on June 7, will be accomplished with special certificates, Rexhep Çuko, Director of the General High School in the Ministry of Education, told ATA on Friday. He added that the Education Ministry has prepared all the necessary documentation for every participant in the school.

    The summer schools are to be organized mainly in the buildings of existing schools in cities and villages, and in special environments adopted for this aim in the makeshift camps where the displaced Kosovars are sheltered. /led/A.A/

    [15] Ilir Panda appointed new Minister of Justice of Albania

    TIRANE, June 4 (ata) - By proposal of the Prime Minister, Pandeli Majko, today the President of Albania, Rexhep Meidani released from the post of the Minister of Justice, Thimjo Kondi. By a special decree of the President of the Republic based on the consent of the People's Assembly, Mr Kondi is named member of the High Court.

    [16] Future of Kosove is linked with preparation of conditions for free elections there - Meidani

    TIRANE, June 4 (ata) - By Enkelejda Koraqi: The preparation of the conditions for free and fair elections in Kosove was the topic of talks during the meeting that President Rexhep Meidani had on Friday with Dickson Baily, representative of the International Foundation for Election Systems (IFES.) Mr Baily briefed the President of the work that his foundation was making together with various ministries for improvements in the judiciary which govern the conduct of elections and the creation of a stable infrastructure for them.

    President Meidani concentrated first of all on the near future of Kosove, stressing the importance that the work of the structures have, under the OSCE umbrella, in preparing free and fair elections there. He told the IFES leader for Albania of the process of the creation and structuring of the Central Elections Commission as a permanent institution.

    The President of Albania laid the stress also on the need of international support for the registration of the population and the distribution of cards of identity. According to President Meidani, in the function of free and fair elections in Albania, as a basis of democracy, it is necessary also the drafting of an electoral map which would respect the necessary criteria and take into consideration the displacements of the population inside and outside the country. /lh/xh/

    [17] Stiff police measures for normality of international football match between Albania and Norway

    TIRANE, June 4 (ATA) - By Th. Thanasi, U. Bajrami: Tirane police forces as well as the special forces of the Ministry of Public Order, begun the implementation of the special high security measures, which will be reinforced on Saturday for the creation of normal conditions during the international football match.

    According to the spokesman of Tirane Prefecture Police Directory, the police forces are working hard and all the police structures will be on readiness to take the measures to accompany the Norwegian team and to secure them during the training.

    Norwegian team arrived in Tirane on Thursday and it was trained in normal conditions. They are accommodated in "Rogner" hotel in Tirane.

    Albania Federation of Football offered security during the stay of Norwegian team in Albania, and UEFA decided to organize the match in Albania as scheduled. /dast/A.A/

    [18] West has not yet reached full victory over Milosevic - Berisha

    TIRANE, June 4 (ata) - By A Haxhiu: The opposition political grouping "Union for Democracy" considered on Friday the approval by the Yugoslav parliament of the peace plan as a step forward for the solution of the conflict in Kosove.

    But the grouping also voiced signs of disbelief for the translation into life of this plan by Milosevic. The representatives of the grouping said that the only solution to put an end to the conflict in Kosove would be the quick withdrawal of the Serb forces from Kosove and the establishment there of a NATO directed international force.

    On Friday too, the leader of the Democratic Party, Sali Berisha, told reporters that Milosevic signed this agreement after 72 days, but the signing does not represent yet the victory of the West over him, because during all these days Milosevic managed to commit massacres in Kosove like those committed in Bosnia.

    With regard to the international force envisaged to be installed in Kosove, Berisha stressed that these forces, must by all means, be under the direction of NATO because, as he said, it were the Alliance countries which forced Milosevic to accept such an agreement. /dast/xh/

    [19] Milosheviç is inclined not to respect pacts: Mediu

    TIRANE, June 4 (ATA) - By A.Haxhiu: Albanian Republican Party doubts the approval on Thursday of the Peace Plan by the Serb parliament.

    "Although Serb parliament endorsed this plan, I do not think that Milosheviç who has a full authority and control on the political forces and movements will be part of the peace process", chairman of RP, Fatmir Mediu, told ATA on Friday.

    According to him factors have shown that Milosheviç has abused and profited in time while pretending to accord plans, but he is always is inclined not to respect them.

    Mediu estimated the participation of Milosheviç in the Peace Plan as a failure of the international factor and and said that it (the plan) is in the damage of Albanian Kosovars. He added that negotiations can not be made with a person accused of war crimes and ethnic cleansing.

    Regarding the military presence in Kosove, Mediu said that this presence should be directed by all means by NATO forces, and no other military force should act outside NATO commands.

    "The peace plan should be accompanied with details which will appoint in a clear way a protectorate in Kosove chaired by a NATO member country, and at the same time it will create possibilities for the Kosove people to express their opinion on the future of political status there", pointed out Mediu. /pas/A.A/

    TIRANE, June 4 (ata) - By A Gjakova: The chairman of the Albanian Parliamentary Commission for foreign questions, Sabri Godo, referring to the peace Plan approved by Serb Parliament yesterday, said on Friday to ATA that in these moments, Albania must reaffirm once more its stand for the intervention of NATO troops in Kosova as a civil element for transition of Kosove into a period of protectorate.

    He said that no possibilities for other interpretations of any kind must be left, and that nobody should think of any inclusion of Kosova in any sort of federal framework.

    "Some clause must be found to prevent return of Serb soldiers in Kosova, be it in a very limited number or with a set role. Now it is impossible to think of any cooperation between the Albanians and Serb soldiers," said Godo.

    With regard to the role of the Kosova political factor, Godo said that now it is the decisive moment to reach an agreement and this seems to depend mostly on Mr Rugova, because the rest of the parties who took part in the Rambouillet conference have long ago expressed their readiness to reach an agreement for the solution of what is called a government crisis in Kosova. /led/xh/

    [21] Majko hails EC role in resolving Kosova issue

    TIRANE, June 4 (ATA) - By E. Nepravishta: The meeting between the Albanian Premier, Pandeli Majko, and the Lord, Rusell Jones, President of the Parliamentary Assembly in the European Council, is taking part now.

    "Many things are already decided. The situation is under control and Albania is a stability center not only for Kosova, but even for Macedonia and other neighboring countries", said Majko.

    [22] World Bank approves $45 million for Structural Adjustment Credit for Albania

    TIRANE, June 4 (ata) - By D Koca: The World Bank has approved $45 million for the Structural Adjustment Credit (SAC) in Albania.

    Sources of the WB told ATA today that SAC will support the Government's efforts towards the restoration of sustained growth and improved living standards through reforms. The credit will strengthen the environment for more efficient private sector development.

    Governance and institutional reform will be the backbone of the reform program supported by this Credit. The reform will underpin the implementation of other reforms and will assist the Government in establishing more efficient institutional arrangements for making strategic policy decisions and for being accountable for their implementation.

    The SAC measures will also provide a positive signal to international institutions and investors regarding the Government's commitment to reform.

    The SAC will be disbursed on standard IDA terms and is payable in 40 years, including a 10-year grace period. It will be released in two tranches: US$20 million will be furnished immediately and US$25 million on fulfillment of the specific second tranche release conditions within six months of the release of the first tranche. /dast/xh/

    [23] Krasniqi says KLA will be demilitarized only when Yugoslav forces leave Kosove

    TIRANE, June 4 (ATA) - By I.Luto, I.Paço: Kosove Liberation Army (KLA) will be demilitarized only when Yugoslav forces leave Kosove and an international force guarantee the return of refugees in their soil, spokesman of the interim government of Kosove, Jakup Krasniqi, said in Tirane after the Serb parliament endorsed the Peace Plan proposed by the international community.

    Krasniqi hold a press release where he read a declaration of the Premier of Interim government of Kosove, Hasim Thaçi, in which this movement of Belgrade is cited as another maneuver of Milosheviç to win time.

    In the meantime the Albanian government said on Friday in Tirane that it was reserved regarding the decision of Serb parliament, without verifying in the ground the fulfilling of Peace Plan requests.

    Asked about the role of KLA when this plan starts its implementation, Krasniqi said that KLA will not be the same and in these dimensions.

    "It is hard to believe that Kosove people who suffered so much remain without a force to protect them", said Krasniqi. Kosove interim government as well as the Albanian government estimated as unacceptable every foreign military presence out of NATO direction, because this thing, as Albanian Premier said creats premises for permanent conflicts in the region and aims Kosova division.

    Asked about the comment concerning a Russian presence in Kosove, Krasniqi said that "Russians should enter only under NATO commands, otherwise Albanians they would keep being under the Serb control as they were so far". /lh/A.A/

    [24] World Bank approved credit of US$24 million on irrigation and drainage project

    TIRANE, June 4 (ata) - By D Koca: The World Bank approved the Credit on the Second Irrigation and Drainage Rehabilitation Project for Albania to the tune of US$24 million.

    The project will achieve sustainable and equitable use of irrigation and water for agriculture production and will reduce the risk of floods. It will also support the Government's initiative in taking the first step towards establishing an institutional framework for dam safety.

    The total cost of the Second Irrigation and Drainage Rehabilitation Project is US$40.5 million, including US$5.3 million from the Government, US$10 million from cofinanciers and US$1.2 million from beneficiaries. The credit will be disbursed on standard IDA terms and is repayable in 40 years, including a 10-year grace period.

    Since Albania joined the World Bank in 1991, commitments total approximately US$464.8 million for 32 projects. /dast/xh/

    TIRANE, June 4 (ata) - By Eranda Nepravishta: Albanian Prime Minister Pandeli Majko, in the meeting on Friday with the President of the Council of Europe Parliamentary Assembly, Lord Russell Johnson, said that the political situation in Albania has progressed slowly but in a positive direction, said to ATA the spokesman of the Prime Minister.

    "I have come to listen to your ideas for those which you think are the best ways of cooperation between us and to identify the directions which you will consider most fruitful for the assistance of the Council of Europe in a long-term cooperation plan. We want to be present and useful in Albania but also in Kosova immediately after the conflict is solved," said Lord Johnson.

    PM Pandeli Majko highlighted the role that the Council of Europe has played in Albania and singled out the assistance offered especially in the field of justice and support of the dimension of communication between Albanian political actors. "The situation in Albania is progressing slowly, but towards a positive direction . A little time ago the country had many pending problems, now it has become an important part of the solution of the problem," said PM Majko, explaining the dynamics of the democratic developments in Albania.

    PM Pandeli Majko and Lord Russell Johnson exchanged opinions on the latest developments in Kosova and the military and diplomatic efforts for the resolution of the conflict. "The stance of the Albanian Government is unchangeable, the meeting of the five NATO conditions is the road to be followed for a solution of the conflict in Kosove," said PM Majko. /lh/xh/
