  • [01] Serb artillery pounds Letaj and Dobrune

    HAS, June 3 (ata) - By R Hoxha: Serb artillery opened mortar fire earlier on Thursday in the direction of villages Letaj and Dobrune, Has district.

    Sources of district police told ATA that at from 3-4 a.m. on Thursday, Serb artillery pounded villages Letaj and Dobrune. In village Letaj, according to these sources, target of the Serb artillery has been in particular the Albanian TV antenna which was damaged some weeks ago by shells from Serb artillery.

    Today, as a result of the bombing in the zone of Bogaj the local tv antenna of TV Kukesi has been damaged. According to the director of this TV station, Bahudin Murati, the signal of the tv station to Kosove has been cut.

    From 8.30-9 a.m. today, NATO aircraft have hit positions of the Serb army near village Dobrune. /pas/xh/

    [03] Exchange rates of Lek with foreign currencies in Tirana market

    TIRANE, June 3 (ata) - By D Koca: In the currency market in Tirane one dollar was bought at 135 lek and sold at 136 lek on Thursday, thus gaining points in comparison with U.S. dollar. The opposite is happening in the international financial markets, in which the U.S dollar is valued maximally as against Euro, DM and lira.

    Lek has gained points also in comparison with other foreign currencies.

    [04] More than 3 000 Albanian Kosovars in Lipjan prison

    TETOVE, June 3 - ATA correspondent Behlul Jashari informs: According to the sources of the Council of Human Rights in Kosove, some 3 000 Albanians, victims of the Serb maltreating, are in prison.

    Among the prisoners are several Albanian activists and intellectuals such as Flora Brovina, a doctor and poet, Albin Kurti, one of the leaders of Students Union of Prishtine University, Halim Matoshi, editor of the daily "Zeri" and others.

    Regarding the 61 prisoners of Lipjan prison who are actually settled in a camp in Macedonia, the High Commissary for Refugees reports that they are intellectuals and not ordinary criminals.

    The spokesman Rod Redman said that they have approximately passed 3-4 weeks in Lipjani prison accused of terrorist activity, while the Macedonian Ministry of Interior Affairs said investigations are carried out regarding this problem but according to the information gathered so far there are no signs which demonstrate their involvement in the crimes they were accused of. /P.Ta/A.A/

    [05] Main water pipeline in Boville split by illegal water connection

    TIRANE, June 3 (ata) - By U Bajrami: One of the main water pipelines in the water facility of Boville split up on Wednesday evening in one of the suburb city quarters in Tirana, near village Paskuqan, not far from the main train station in the capital.

    Some months before the water was released in the pipeline with a relatively big diameter, with a flow of water 600 liters per second but some people have made an illegal water supply connection not conformed to the conditions of the project.

    Maybe one of the workers, paid by locals in the city quarter created in the past few years, has made the intervention to supply homes round there with water, but it has not resisted the high pressure of the water in the moment when the workers were trying to find a secret wayout for the water to be linked with the home tap system, thus creating the burst of water and a considerable loss of water in the system.

    As a result of such interventions, the loss of water in the distribution water network in the capital has been great. According to calculations made, the enterprise of the water system of Tirane and those in the districts have had losses of about 66 per cent of the total amount of available water. Some 54 per cent of the losses is caused by the illegal connections of the water and 12 per cent by the amortization of the water distribution pipelines. /led/xh/

    [06] World Bank allocates $ 3.2 million for rehabilitation of Gjançi irrigation system

    TIRANE, June 3 (ATA) - By B.Fejzullai: World Bank has accorded $3.2 million for rehabilitation of the irrigation system of Gjançi, Korce district.

    Fehmi Xhemo, director of agriculture and food in this district, told ATA that the project drafted on this aim foresees the rehabilitation of the supplying channels some kilometers long as well as the aqueduct with the same name with a capacity of 17 million square meters water.

    Some 6 050 hectares of soil will be used for realization of this project.

    The projects financed by the World Bank foresees even the rehabilitation of the drainage system in the surface to be watered by this system. /led/A.A/

    [07] Kidnapper Flamur Pisli was tortured by Greek police a year ago - paper

    TIRANE, June 3 (ata) - By U Bajrami: Albanian emigrant Flamur Pisli, who took hostage eight passengers in a bus last Friday in the city of Salonica and was killed by Albanian police later on Elbasan-Tirane road, was tortured by police in Salonica a year ago.

    According to newspaper Shekulli, the 24 year old Pisli, from village Patini of Mat district had told his parents before that he had been arrested by Greek police and some of the policemen and especially one of them, had tortured him badly. "Greek police have treated and beaten me as if I was a beast. Moreover, they have made me injections making me unable for marriage. I am Albanian and prefer to die as a brave man in Salonica rather than die as a weak man in Albania. You will see how will I revenge with the Greek policeman that tortured me," Pisli had said to his parents.

    Pisli had also told that "one of the policemen in the police station had taken from him one and a half million drachmas, the work of his two years in Greece."

    Pisli had stayed in a grave state for two weeks in his aunt's in Tirane and after recovered he had returned home. Pisli's mother tells that "he was beaten to death by Greek policemen, who had taken him on the other side of the border to die."

    After some days, Pisli with a machine gun and ammunition had left for Greece. /led/xh/

    [08] Milosevic cannot be a party in an eventual agreement - Meidani

    TIRANE, June 2 (ata) - By A Haxhiu: The local situation, the consolidation of the democratic processes and institutions and the role of OSCE for the democratic future of Kosove were in the focus of the meeting that Albania's President Rexhep Meidani had on Wednesday in Tirana with the President of the OSCE Parliamentary Assembly, Hella Degn.

    President Meidani thanked Mr Degn for the very active role of OSCE and its structures in support of the democratic processes in Albania. He highlighted the programs of cooperation in the future and the work being made for the institutional and legislation improvements on the basis of the new constitution.

    Speaking of the situation in Kosova, Meidani said that the role of OSCE is very important in the establishment of the democratic institutions, the conduct of elections and the public administration there. Meidani voiced the conviction that the main Albanian factors of Kosove will make efforts to raise the level the partnership and representation of the Kosova leadership in the international community.

    "The Rambouillet agreement is the greatest achievement of the Albanians of Kosove, which has been accepted by all," he said.

    President Meidani stressed also that Milosevic could not be a party in an eventual agreement and that the international force must, by all means, be led by NATO and with an equal distribution throughout the territory of Kosove. "Only in this way, said the President, a situation of security for the return of the displaced Kosovars may be created and the efforts of the Alliance for the democratic development and stability throughout the region be crowned with success."

    Ms Degn said that the aim of her visit was to know and promote the democratic processes and the functioning of institutions in Albania and to get informed of various aspects related with the solution of the question of Kosove. /dast/xh/

    [09] Albania is an open door for region's present and future development - Meidani

    - Albanian President meets Umberto Ranieri - TIRANE, June 2 (ata) - By A Haxhiu: The full will and stability in the continuous consolidation of the all-sided cooperation between Italy and Albania and the crisis in Kosove and the region were in the focus of the meeting that Albanian President Rexhep Meidani had om Wednesday with the deputy secretary of State for Foreign Affairs of Italy, Umberto Ranieri.

    Highlighting the Italian-Albanian cooperation, President Meidani expressed his thanks to Mr Ranieri for the priority that the Italian state is attaching to Albania in the context of the Pact of Stability.

    "Albania, with its strategic position, is an open door for the present and future development of the region," said Meidani.

    Regarding the crisis in Kosove, the two interlocutors shared the opinion on the need of the realization of the NTATO conditions by Belgrade and the return of the deportees to their homes. President Meidani reiterated his idea for non-division of Kosove into zones during the deployment of the international forces there, something which would discourage the return of the deported population and is covertly fraught with the idea on the division of Kosove.

    "The cohesion of the Albanian factor of Kosove, guaranteed through a single structure, with a representative character and based on the unification, understanding and the agreement reached in Rambouillet, also increases the seriousness of this factor before the international community, " stressed the head of state of Albania.

    According to Meidani, it is not the time to speak for the final status, autonomous or independent, of Kosove, but to think for the establishment of a protectorate or international administration on its territory, something that would realise the economic recovery, the construction of institutions and the conduct of free elections there. /dast/xh/

    [10] Vlore police action to block navigation vessels used for men- smuggling

    TIRANE, June 3 (ata) - By U. Bajrami: Police of Vlore in collaboration with special police forces started a broad operation on Wednesday in village Aliban of Vlore district.

    The press office of the Public Order Ministry told ATA that the operation aimed at blocking the vessels which are involved in men-smuggling to Italy.

    During the action, police blocked a dinghy and the responsible persons were taken to police station. Local police made controls on Wednesday throughout the sea port premises. The road check in various places did not allow any person to pass without having the necessary papers for a ferry boat travel.

    The aim of this operation of police is to block illegal crossing to Italy of people, mainly those from Kosove, with fake documents. /led/xh/

    Bushati: The stadium conditions respond to the meeting importance

    TIRANE, June 3 (ATA) - By Besnik Meta: The conditions of the national stadium "Qemal Safa" respond totally to the importance of the international match to be hold against Norway on Saturday, Mehdi Bushati, the director of "Qemal Stafa" stadium told ATA on Thursday.

    Bushati explained further that he had found consensus with the police forces which reported to have taken all the necessary measure for the maximum protection of order.

    [12] Tentative of a Serb military group to enter Albanian territory fails

    TROPOJE, June 3 (ATA) - By R.Hoxha: A tentative of the Serb military forces to enter Albanian in Tropoje district for the third time within a month failed.

    Sources from the second infantry division told ATA at 19.00 p.m on Wednesday that a group of Serb military group tented to enter the Albanian territory, in the vicinity of Zherge village, Tropoje district, by opening fire towards the Albanian border forces.

    Albanian border and military forces exchanged fire with the Serb militaries not only with automatic rifles but even with heavy artillery. The fire exchange lasted more than two hours and the Serb forces withdrew further in the territory after the clashes. No damages are reported.

    The same sources point out that our military forces will respond with fire to each tentative for violation of the Albanian territory. /s.s.Arta/A.A/

    [13] Serbs fire tear gas in Kishaj

    HAS, June 3 (ATA)-By R. Hoxha,

    The Serb army on Thursday fired tear gas bombs for more the 30 minutes in the direction of the Kishaj village, Has district.

    Shelling began at 11.30 and continued until 12.00 on Thursday, sources from the district police commissariat told ATA.

    The shells fell near the houses of the "Llesh" quarters of this village but caused no damage as the inhabitants of Kishaj have long since been evacuated deep in the district, according to the same sources. /s.sh/lm/

    [14] East-West corridor is taking its shape

    Tirana, June 3 (ATA) - By E.Metaj - Road segments of the Eight Corridor East-West, which in Albania started from Durres to Qafe-Thane, are financed and in three of them has started the construction process.

    After two segments Durres-Rrogozhine and Rrogozhine-Elbasan, the construction process of highway Librazhd-Qukes, 22 km, financed by the European Union by 16 million dollars, have started already. The project is drafted by "SIA-INFOPROJEKT", while the tender winner for its implementation is Macedonian Company "Mavrovo".

    According to the project, which foresees to cover 41800 m2 land and the construction of some art works, the construction process will be completed within 24 months.

    The construction process in Qukes-Qafe Thane segment, part of East- West corridor in Albanian land, will start soon by the Macedonian company "Granit".

    At the moment the joint venture Greek-Italian "SAFA" (Sarandopulos- Falcione), financed by PHARE Program by 19,8 million ECU, is working on the construction of Durres-Rrogozhine segment, the first part of East-West Corridor in Albania.

    While the Turkish Company "BE-HA-SE" is working in constructing the highway Rrogozhine-Elbasan, financed by the European Bank of Investments. The only segment, whose respective procedures are not completed is Elbasan- Librazhd.

    According to the specialists, besides the problems faced currently, great involvement is obvious at least among the tenders' winner companies to respect the deadlines predicted in respective contracts, which is planned to end during 2000./led/linda/

    [15] Erseke: European Union finances a market reconstruction

    Erseka, June 3 (ATA) - By B.Fejzullai - In the framework of CROS- Border project, European Union will pledge 100 000 dollars on the project of reconstructing the market of Erseka town.

    According to the regional inspector of the Albanian Development Fund Stavri Collaku, by implementing this project the existing market will increase twice, and the streets and the illumination system will be rehabilitated, as well. The rehabilitation of the building includes the setting up of special environments about the food items' commerce.

    Erseka Municipality will contribute in implementing of this project by 10% of the total value of expenditures./led/linda/

    [16] High loan interests hinder investments

    Tirana, June 3 (ATA) - By M.Pupa - There is a great difference between the deposits and loans interest in the banks operating in Albania. At the moment the averaged interests of the deposits and loans are respectively by 14% and 26%.

    According to the specialists the main reason of this difference is the lack of inter bank competition.

    This difference is considered as high and increases considerably the capital costs and that of production as well, by effect negatively in the investments, in real increase of the economy and inflation worsening.

    The difference between the deposits and credits interests increase year after year.If this difference in 1994 was only 4% it increases during the coming years.

    Nearly 12 banks act in Albania, two of them are state banks. But if all of them accept deposits, only half of them deal with loans giving, which anyway is limited compared with the real needs of the Albanian economy in finances./led/linda/

    [17] Descamps: BERD ready to cooperate with Albanian government

    TIRANE, June 3 (ATA)-By E. Nepravishta, Prime Minister Pandeli Mjako on Thursday met with Oliver Descamps, the director of the Bank of Europe for Reconstruction and Development (BERD) regional office, the spokesman of the Prime Minister told ATA.

    "I am here to give a strong signal on the readiness of BERD to cooperate with the Albanian government to draft new projects and accelerate the existing ones," said Descamps, adding that the very good handling of the current situation in Albania has enhanced trust in the Albanian government's performance.

    Descamps considered a test of seriousness the fact that the Albanian government is not seeking to justify the country's problems with the crisis caused by the refugee influx and that under these conditions it merits full support.

    Majko said that the Albanian government is not waiting for the end of the conflict to continue with the plans of the domestic economic reforms, but is working to push them ahead.

    "Our main problem is absorption of the funds put at our disposal by the donors. We intend to unblock the existing projects, centralise control and discipline for their development, avoiding in maximum the funds' misappropriation," said Majko.

    Majko said that the Albanian government is very much interested in realising projects to build road corridors, the Eighth and the North-South Corridor, which would be of special value for the geopolitical future of the region.

    "Building infrastructure is a problem which does not have to do with Albania alone, but also with its neighbours and may be considered an element of the Stability Pact which is being oriented in the region," said Majko, adding that the realisation of these plans would influence in the stability of all the countries of the region. /dast/lm/

    [18] Government signs cooperation with UNHCR, WFP and RED CROSS on food supply for Kosova refugees

    TIRANE, June 3 (ATA)-By K. Risto, The Albanian government on Thursday signed an agreement with non-governmental organisations to enable food supply for all the Kosova refugees.

    This agreement enables a close partnership with the UN High Commission for Refugees (UNHCR), The World Food Programme (WFP) and the Red Cross Association.

    This agreement provides that the partnership between the UNHCR and WFP will be implemented through the nongovernmental organisations' network which will also be responsible for expenditure financing.

    While the distribution of the Red Cross aid will be carried out through the International Red Cross Federation, the Albanian Red Crescent and Red Cross.

    The Albanian government undertakes to carry out the enrolment of the refugees, whose food supply will be covered by these organisations.

    Also, according to this agreement, the Red Cross will cover expenditure for 222.000 Kosovars and the host families for June and July. While from August 1, the Red Cross will cover the expenditure for 300.000 refugees.

    While the other refugees will be covered by the UNHCR/WFP partnership.

    The government has assured the above organisations that it will undertake the implementation of this agreement, working with the local authorities to respect it in all the prefectures. /dast/lm/

    [19] EBRD increases its finances for Albania

    Tirana, June 3 (ATA) - By D.Koca - European Bank for Reconstruction and Development (EBRD) increases its engagement for Albania by pledging a loan of nearly 75 million EURO.

    "EBRD will continue to support Albania in its humanitarian budgetary and economic problems caused by Kosova crisis" said the EBDR Director for Balkan Oliver Descamps.

    In response of the immediate impact of the crisis in trade EBRD will try to undertake a Commercial Facilities Program for some banks in Albania.

    According to EBRD the electro power sector needs emergent improvement of the power transmission and distribution process, mainly to reduce the technical and non technical loses. For this aim EBRD prepared an investment program of 1,5 million EURO.

    The bank contributed in extending and modernizing the telecommunication sector in Albania and already is taking under consideration a loan for AMC in the framework of the privatization strategies of the Government for this company. EBRD will join its funds with different donors to fulfill this goal. The common financial need marks the value of 5 million EURO.

    While in infrastructure EBRD is financing a loan of 10 million EURO to be used on rehabilitation of the sector of 30 km of the East-West Corridor, which is part of the Eight Corridor./led/linda/

    TIRANE, June 3 (ATA)-The Council of Ministers, chaired by Prime Minister Pandeli Majko, met Thursday and approved two draft-laws and 12 draft-decisions.

    It approved the draft-law "On the right to information on official documents", which regulates the right to information on official documents, as a significant part of the fundamental right to information in accordance with article 23 of the Constitution on the activity of state organisations.

    Another draft-law approved was that "On a temporary use of the state agricultural land for building camps for the deported Kosovars".

    Among the decisions approved worth mentioning is that "On a free of charge supply of the prefectures with food and industrial articles from the humanitarian aid contingent". The distribution of the aid addressed to the Albanian government will be carried out through the state reserves, based on the demands of the local government bodies.

    Also approved was the decision "On the approval of the Albanian government's strategy on Women", whose main directions will be equality between the men and women in state power and all the walks of life. /dast/lm/

    [21] Angjeli: 680 million lek cashed within three months by solidarity tax

    Tirana, June 3 (ATA) - By D.Koca - "During the first three months of 1999 the value cashed by the solidarity tax is nearly 680 million lek, while its value cashed at the custom offices is 200 million lek", stated today, in a parliamentary session asked by the Deputy Niko Pandeli, the Minister of Finances Anastas Angjeli.

    According to the minister all this sum is handed to the Internal Ministry, which distributed it to its employees, who benefit by 12 000 lek per month.

    Angjeli exlained once again the reasons why it has been used by saung" at the moment this tax can not be abolished to all administrate employees, because it serves to order strengething in Albania".

    "In the future as a result of the improvement of the state budgetary, the salaries of the state administrate will increase", siad the Minister of Finances Anastas Angjeli. /a.gj/linda/

    [22] CEI nations praise NATO role in resolving Kosova crisis

    TIRANE, June 3 (ATA)-By I. Luto,

    A delegation of the Albanian Foreign Ministry took part in a meeting of the Foreign Ministry Political Directors of the Central European Initiative (CEI) member countries, held in Skopje on Wednesday.

    The proceedings were chaired by Sami Ibraimi, Under-Secretary at the Foreign Ministry of Macedonia and Pavel Vacek, Direcor General for Multilateral Cooperation at the Foreign Ministry of Czechoslovakia, which holds CEI's Rotating Presidency.

    The participants devoted special attention to the solution of the Kosova crisis. They pointed to NATO's role in resolving the crisis and the fulfilment of the five conditions put forward by it.

    They evaluated the G8 principles as well as the five points proposed by the U.N. Secretary General as well as the diplomatic negotiations underway.

    The participants at the meeting discussed the need of resolving the humanitarian crisis and supporting the countries bearing its main brunt, Albania and Macedonia.

    Special attention was devoted to the support for the Pact of Stability and CEI's role in its implementation.

    They decided that the meeting of the CEI Foreign Minister be held in Karlovy Vary, Czechoslovakia, on June 24. /dast/lm/

    [23] State Institutions do have the right to issue authorizations to be employed in Italy

    Tirana, June 3 (ATA) -By E.Metaj - According to the scheme drafted for the organized immigration in Italy, benefits only the Albanian citizens who manage to find an employment authorization by an Italian employer and approved by the Local Work Office, which gives its confirmation in police headquarters, told ATA the press office at the Ministry of Work and Social Affairs.

    According to this source the Albanian state institutions do have any right to issue authorization to be employed in Italy. The Immigration Directory at this Ministry serves only to the Albanian citizens who managed to find an authorization to be employed in Italy.

    The press office explains that the lists drafted in 1998 were persons put in disposition to the Italian employers and Italian employment offices. This is done to support the Albanian citizens, who do not have any other possibilities to contact with Italian employers./lh/linda/

    [24] Albania at CE meeting on Education

    TIRANE, June 3 (ATA)-By P. Shuteriqi, Albanian Minister of Education and Science Ethem Ruka visited the Council of Europe (CE) between June 2 and 3 to attend a meeting of the Bureau of Cultural Cooperation Council, which analysed the situation of education and culture in Southeastern Europe as a result of the Kosova crisis.

    Foreign Ministry sources say that at this meeting Ruka severely denounced Belgrade's criminal policy of ethnic cleansing, stressing that 35- 40 per cent of the displaced Kosovars in Albania are children, who are almost traumatised, and that their education and schooling constitutes a serious concern for the Albanian Government.

    In this relation, Ruka put forward a three-stage plan, drafted by his institution, that is, defining the exact number of the Kosovar children in Albania, organising their participation in ten-week-summer courses, and preparing for the resumption of the school year, despite shortages of school texts and didactic means.

    Ruka sensitized the participants on the country's needs in the field of education and schooling, for the realisation of the programmes and projects the Albanian government has considered of priority and called for financial aid because, he said, "moulding the young generation with the culture of peace and democratic citizenship is a guarantee for the future of the country". /dast/lm/

    [25] Agreement on power provision to be assigned next week

    Tirana, June 3 (ATA) - By M.Pupa - The Minister of Public Economy and Privatization Ylli Bufi met the Greek Minister of Development Venizelos during the sessions of the 4th Conference of Energy and Development held in Athens. They talked about concrete projects, told ATA the spokesman of the Ministry of Public Economy and Privatization Vladimir Avrami.

    They talked about the project concerning Albanian connection with international gas network, rehabilitation of the infrastructure of oil and its sub products network, aiming at oil import from Vlora Port to Ballshi Oil elaboration factory. They also talked about an intervention in electro- power system, in particular in that of Korca region.

    Two working groups are established to define the common projects and next week the Greek group is coming to visit Tirana to finalize these projects, which will be assigned by two Ministers Venizelos and Bufi./lh/linda/

    [26] President Meidani praises leading role and historic contribution of President Mandela

    TIRANE, June 3 (ATA)-By E. Koraqi, President of the Republic Rexhep Meidani on Thursday addressed a letter to the President of South Africa, Nelson Mandela, in response to an invitation by the South African leader to take part in the ceremony of inaugurating the new President of South Africa.

    The President's Press and Information office, after expressing regret at the impossibility of participating in this event, Meidani evaluates the recent presidential elections in South Africa as a successful crowning of the personal efforts of Mr Mandela to establish and consolidate democracy and human equality in South Africa.

    Meidani praises the outstanding leading role and historic and heroical contribution of President Mandela to put an end to apartheid in South Africa.

    "This was really an historic event of the human society on its road to democracy and human rights," Meidani writes.

    Further on, Meidani observes that the latest presidential elections were another step forward in the consolidation of these achievements and expresses the conviction that Mr Mandela will remain a living moral example for all those who try to establish social justice and equal rights among the people.

    In conclusion, Meidani wishes Mandela personal welfare and conveys to him, to his successor as president, and to the whole South African people the wish to strengthen cooperation in all fields for the good of both countries. /lh/lm/
