  • [01] Vlora, Gjirokaster, Durres to compete on Fest folk '99

    TIRANA, March 12 (ATA) - By K. Shehu: Cities of Vlora, Gjirokaster and Durres will face each other in a race on the winner evening to define which city is going to host the Fest folk '99, sources from the Culture Ministry said to ATA.

    Mayor of those cities will present and back the art, culture and values of their cities through films and written materials.

    Later the winner will be set through a secret voting. The Ministry of Culture, that of Order and the deputy minister of Finance, head of the parliamentary commission on education and culture, head of the Science Academy and director of the Institute of Folk Culture and mayors as well as prefects will have the right of voting. /lh/ak/

    [02] Very tense situation on Albanian northern border

    TROPOJE, March 12 (ata) - By R Hoxha: The violation of Albanian air space by Serb aircraft have become more frequent. Last Friday too, Serb planes violated the air space in the zone Kamelice, sources of the police commissariat of Tropoje district, northeastern Albania, report.

    The chief of the commissariat of the district Muharrem Gjyriqi told ATA that the situation on the border line at a length of nearly 50 km of this district is rather tense.

    Recently, some shells were fired on the Albanian territory in the zone of Padesh. Serb forces continue to make fortifications on the border after the mines they planted in all the border with Albania.

    Mr Gjyriqi said that in such a situation, the Albanian border forces have increased their readiness to overcome any situation.

    The Yugoslav party has, as in other cases, turned a deaf ear to the demand of the Albanian party to analyze the continuous provocations. /pas/xh/

    [03] Measures taken for violation of law and rules at work in judiciary

    TIRANE, March 12 (ata) - By Enkelejda Koraqi: On the basis of law, and by order of the Minister of Justice Thimio Kondi, two employees, a bailor and a secretary, in the Tirane district court , were dismissed.

    According to the spokesman of the Ministry of Justice, Agim Neza, the bailer had made violations at work causing problems in the use of public funds, while the secretary had broken rules at work for her personal profits.

    The Ministry of Justice, said the spokesman, is continuing controls in the judiciary administration and will take measures for all problems created to citizens in the solution of their complaints. /lh/xh/

    [04] Veterans are ready to serve for interests of homeland - PM Majko meets with former senior militaries -

    TIRANE, march 12 (ata) - By A Haxhiu: Albanian Prime Minister Pandeli Majko had on Friday a working meeting with a part of the presidency of the National Committee of the Veterans of the National Liberation Antifascist War (LANC.)

    According to the spokesman of the Premier, the veterans, all ex- senior militaries, said to PM Majko they were ready to help stabilise the situation in the north of the country and supported the efforts of the Albanian Government to face even the "worst scenario."

    "We are always on your side. We were in the northern part of the country and found that our army is now in full readiness differently from its ruin in two years ago. We were impressed by what we saw," said the former militaries immediately after their inspection visit in North Albania.

    PM Majko voiced his profound gratitude to the veterans and underlined the obligations of the Albanian state to support with the LANC veterans. PM Majko accepted the veterans' idea to create an organizational committee for the celebrations on the 55th anniversary of the liberation of the homeland, for some changes in the status of the veterans and a reconsideration of their remuneration. /pas/xh/

    [05] Investigation starts for situation of streets of Tirane after their rehabilitation last year

    TIRANE, March 12 (ata) - By Th Thanasi: The Tirane Prosecutor's Office outlined the investigation platform to be followed on the state of some of Tirane streets based on a denunciation that reached that institution on Friday.

    Prosecutor's Office will start penal procedures for the situation of some segments of streets in Tirane, on the basis of a plea signed by Premier Pandeli Majko, Dolores Velaj, chief prosecutor in Tirane district told ATA on Friday.

    According to Velaj, the plea for the present situation of the streets in Tirane, is not addressed to set individuals, but to those who with their acts or failures to act bear the responsibility for the state of the streets after they were rehabilitated and asphalted last year.

    To this end, the prosecutor's office will summon for explanations representatives of the firms which have made the rehabilitation of some of the streets of Tirane and those who are responsible for taking them over after the job was finished, said Velaj.

    In May last year the Council of Ministers delivered 67 205 000 lek for the rehabilitation of some of Tirane streets, while in July 1998, it delivered some other 91.5 million lek.

    The roads systematised and asphalted last year were Kavaja, Elbasani streets, the Tirane ring, 5 Maji street, Vasil Shanto and Mihal Grameno streets. /lh/xh/

    [06] Tirana Park must be enjoyed by everybody and not only by a handful of abusers - Everts

    TIRANE, March 12 (ata) - By G Dilaveri: The Great National Park in Tirane, one of the greatest and few spaces for recreation of people in Tirane, must be protected and used by all.

    This request comes from OSCE Ambassador in Tirane, Daan Everts, who voiced his regret for the lack of presence of policemen in the park. "This has made irresponsible persons abuse with the park, creating profits for themselves," said Everts in a letter to the Public Order Minister, Petro Koci.

    The ruins are caused by a few people who make illegal constructions, throw garbage here and there, cut woods and move with their vehicles there.

    Everts suggests the use of some National Guard units deployed near the park, for some small duties to help police.

    It is rational that the park must have only one entrance and not four as it has at present, suggests Everts, voicing the readiness of OSCE to finance the closure of three of the park entrances.

    The working group "For a Clean Tirane" stressed in its latest meeting in the prefecture that all illegal constructions in the Great Park of Tirane will be removed within April. The group has demanded from the Public Works and Transport Ministry that in cooperation with the town-call, to prepare the estimate for the surrounding wall of the Park according to a plan made before 1990. /pas/xh/

    [07] Police forces discover 34% of crimes

    TIRANE, March. 12 (ATA) - By Urim Bajrami: the Director General of police in the Ministry of Public Order, Velim Myftari, declared in a press conference held on Friday that about 34% of crimes committed during the last months are discovered.

    "Some 306 crimes are committed during the 70 first days of the current year, said Mr. Myftari, adding that 96 out of these crimes are killings, and as many as 21 crime authors are actually in jails".

    After the analyses made to Berati event, Myftari said that the improvement of situation and collection of arms in cooperation with the state instances are decided to be the concrete priority measures. /pas/A.A/

    [08] Structures for arms and drug control in Kakavije perfected

    KAKAVIJE, March 12 (ata) - By H Cani: Structures for the control for arms and drugs on the border point of Kakavije are perfected.

    Beginning with the coming week, two specialised dogs will be used to control the luggage in cars which come or go from Albania through this border point.

    Drug-trafficking from Albania to Greece has always been a problem which, despite the greater control on the border in that post, this phenomenon has not been eliminated.

    About 5 months ago, Greek police in Kakavije border post uncovered a great amount of pressed cannabis in the floor of a long vehicle. /pas/xh/

The meeting discussed the development of the restructural process in Albkrom and Albpetrol and problems in the field of telecommunication. The participants in the meeting said the restructuring of Albkrom will start with the secession of the mines and inefficient parts from the corporation and the reduction of labour force to 1200 people. For the restructuring of Albpetrol, the meeting decided that SERVCOM will be privatised first. Its object is to make supporting services of the company APC. Later ARMO will be privatised with its objective to refine oil, distribute and sell its by-products. After the privatization of these companies the role of APC comes to an end./lh/xh/

    [09] Government approves nomenclature of goods according to New Custom House Code

    TIRANE, March 12 (ATA) - By Elton Metaj: The Committee of Economic policy, gathered on Friday under the chairmanship of the Albanian Prime Minister, Pandeli Majko, adopted the goods nomenclature for 1999, made up of the goods tariff classification and the new fee system.

    The system of custom house fees, is a component part and is legally supported in the Code of Custom Houses, approved by the Albanian Parliament. This system is made up of three steps of the level, 5%, 10%, and 20%.

    The new thing this custom house fee system brings is the reduction of the maximal level from 30% to 20%. This is made in accordance with European Bank practices, and European Community, and it fulfils one of the requests for entrance of Albania in the World Organization of Commerce.

    The Committee of Economic Policy approved the draft-law "On further development of privatization process of commercial banks with a total state capital". /pas/A.A/

    [10] Two Albanians detained for possession of 20 kg of narcotic plants

    TIRANE, March 12 (ata) - By Urim Bajrami: Two Albanian nationals were detained recently under the charge of possession of 20 kg of narcotic plants.

    The press office of the Ministry of Public Order told ATA on Friday that Ndricim Margjeka, 19, resident in Shkoder, and Linkol M Ndreca, 23, living in Lezhe, were arrested in Librazhd last Thursday at about 11 a.m.

    The detainees were travelling in a bus near the road check in Mirake, carrying two bags with 20 kg of cannabis in them.

    During the control, police also found an automatic rifle, four defensive grenades, 134 bullets which the detainees were keeping illegally. /lh/xh/

    [11] State of order in Vlore is appropriate for investments - Everts

    VLORE, March 12 (ata) - By Harilla Koci: The situation in the city of Vlore is proper for investments, was the conclusion reached in a meeting held Friday in the Police Department of the Prefecture of Vlore, which was also attended by OSCE Ambassador in Albania, Daan Everts.

    According to police chief in Vlore, Sokol Kociu, the meeting, held without reporters, decided that along with the work for a complete establishment of the public order, investments must also be made for that city. The participants in the meeting said that there is a program for millions of dollars investments supported by international financial organizations.

    The meeting also decided that international missions like MAPE, Interforza etc., must work to help perfect police structures so that they be included in specific projects of police in Vlore.

    OSCE Ambassador in Albania, Daan Everts met with the mayor of Vlore, Neki Dredha and with the chairman of the district council. They stressed that Vlore must not be identified with one or two per cent of the people involved in men-smuggling because it has a population who want to built their future through legal means and ways.

    Everts had also a meeting with youths in the Youth Centre where he was informed of the projects of the youngsters of Vlore for their integration in the society. /pas/xh/

    [12] Iron-nickel of Durres port to be used for filling of roads

    DURRES, March 13 (ATA) - By Gezim Kabashi: The iron-nickel has begun to be used for filling of roads of Durres city. The alarm for illegal escape of the mineral from the harbor with the destination of filling the damaged roads of the city is given by the Regional Agency of Environment, which has officially asked the directory of police region in Durres port to ban the exit of the mineral from the Port.

    The chief of Regional Agency of Environment close to the prefecture, Ilir Qesja, told ATA that the use of iron-nickel for filling of roads is remarked three weeks ago.

    According to him, the Environmental National Agency has licensed the Harbor Port to deposit 130 000 tons of minerals, scheduled to be used for filling of a hole in the national road for Tirane, situated 5 kilometers in the east of Durres.

    The Durres Port needs the approval of the local government to evade the iron-nickel. The keeping of iron-nickel is one of the conditions the World Bank has placed for delivering a fund of US$ 23 million to be used for reconstruction of Durres Port. /pas/A.A/

    [13] NATO is ready to come to Kosove to establish peace there - Nauman

    PRISHTINE, March 13 (ata) - ATA correspondent in Prishtine Behlul Jashari reports: "We are ready to realise in a very short period of time the duties we will be charged with" for Kosove, stated the chief of the NATO Military Committee in an interview today with paper Koha Ditore of Prishtine.

    "We here, in NATO, are resolute to come to Kosove as soon as possible, because we want to assist the people to reestablish peace and stability in that part of Europe," stressed Nauman, adding that he hoped that "the Albanian party will be enough aware of and will sign the accord as soon as possible." "From that moment, the international community will be able to see who is causing problems to the process of peace," said Nauman in his interview with today's issue of Koha Ditore. /p.ta/xh/

    [14] Bombardments in northwestern Prishtine

    PRISHTINE, March 13 (ata) - ATA correspondent in Prishtine Behlul Jashari reports: Powerful explosions are being heard today in northwestern part of Prishtine, with fighting continuing in Mount Qyqavica.

    Sources from the spot say that Serb army and police are bombing since 8 a.m. in the direction of villages Balinc, Liqej, Oshlan and the nearby zones. According to sources of LDK, Brusniku, Mihaliqi, Drari, Bivolaku and other Albanian villages at the foot of Mount Qyqavica have also been shelled last night. Sources of the Council for the Defence of Human Rights and Freedoms report that Serb forces have moved and attacked today in the direction of southern Kosove, in the regions of Kacanik and Hani i Elezit. /p.ta/xh/

    [15] State contribution in social insurance fund reduced

    TIRANE, March 13 (ATA) - By Lolita Thanasi: The contribution of Albanian state in the fund of the social insurance has kept falling down since 1993. The state participation in these contribution reached 57.6% in 1993, while in 1998 this contribution was reduced in 18.3%.

    General Director of Insurance Agency, Naim Hasa, said in the conference on the problems of economic insurance which is carrying on its proceedings in Tirane, that the employers have payed 58.4% of social insurance fund, the employees have given 23.3% of the fund while the state has given 18.3%.

    The budget of the social insurance in Albania is thought to function as a bank. All the services foreseen in the respective legislation are carried out with the incomes gathered from the contributions of employers, employees, and state.

    According to Hasa, the state has adopted a law to decide the contribution of each subject for each insurance affiliation, in order to secure a normal functioning of social insurance in Albania.

    [16] Door for independence of Kosove opened in Rambouillet - Qosja

    PRISHTINE, March 13 (ata) - ATA correspondent in Prishtine Behlul Jashari reports: "The door for the independence of Kosove is opened in Rambouillet," stated the academician Rexhep Qosja, chairman of the United Democratic Movement in an interview with the newspaper "Kosova sot."

    "If we bear in mind that Kosova will govern itself, the political mind says that, in my opinion, we must accept the agreement and prove that we will realise our objective on the road opened by the accord," stressed Qosja.

    Asked what meant for him the Order "Honour of the Nation" given to him by the President of Albania, Rexhep Meidani, the academician Qosja said: "I want to be sincere: this is a recognition which I have considered passionately first of all because of its name. It is the highest title that in the name of Albania and the Albanian people is given to individuals by the President of Albania, who is also the first genuine democratic head of state of Albania, who is, at the same time, a distinguished intellectual and scientist," said Qosja. /p.ta/xh/

    [17] "Evertrade" to take Laç Fertilizers Plant within March 1999

    TIRANE, March. 13 (ATA) - By M.Pupa: The French Company "EVERTRADE" S.A is expected to take with concession Laç Fertilizers Plant (in northern part of Tirane).

    The cooperation between "EVERTRADE" and the Ministry of Public Economic and Privatization has started since 1995, and this cooperation resulted in doubling of production in 55 tons.

    The Albanian government has approved the decision to give with concession Laç Fertilizers Plant to the French Company "EVERTRADE" S.A.

    The production of this factory is used at home and abroad.

    According to the new privatization platform, "Superfosfati" passed in privatization, but there was no offer presented.

    French company "EVERTRADE", is present in several state and produces approximately 1.200.000 tons of product a year. /pas/A.A/

    [18] Most of Kosovars in favour of peace agreement

    PRISHTINA, March 13 (ATA) - By Belul Jashari: Most of the opinion in Kosova favoured signing of the peace agreement for a transitory solution.

    According to a survey, carried out by the Institute of Philosophy and Sociology in Prishtina, some 84% of 548 people interviewed were in favour of signing the accord. According to them, the Albanian delegation should have signed the agreement for peace since the time it was in Rambouillet. More than 67% of the interviewed think that the war can be avoided with the signing of the peace accord. /p.ta/mt/

    [19] Meeting of regional countries on Monday would be a challenge to Rambouillet talks

    - press conference of foreign ministers of Albania and Bulgaria - TIRANE, march 13 (ata) - By Ilir Paco: Albania opposed Saturday the initiative for a meeting of Balkan countries on the crisis in Kosove envisaged for the coming Monday.

    Albanian Foreign Minister Paskal Milo told reporters that Albania cannot back such a meeting to be held on the same day with the peace talks due in France, and cannot sit by the same table with those who caused the crisis.

    "This would be a challenge to Rambouillet," said the chief of Albanian diplomacy in a joint news conference in Tirane with his Bulgarian counterpart, Nadezhda Mihaillova.

    Mr Milo opposed this initiative which envisages the signing of a joint statement on the Balkan crisis.

    The proposal to shape a joint approach of the Balkan countries was made on Wednesday in Skopje and later in Tirane by the Foreign Minister of Greece, George Papandreou. He expressed his pleasure that also the Albanian Minister of Foreign Affairs Milo had welcomed the idea for a joint declaration but gave no details about its content.

    But the date for the meeting was not yet set when Mr Papandreou launched the idea of such a statement.

    Ms Mihaillova said that the idea of Mr Papandreou was in essence a renewal of the previous efforts of the Balkan states for a lasting settlement of the question of Kosove.

    Mr Milo also said that the Albanian Government is concerned for "some effort made and opinion presented about some other compromises to attract Belgrade to sign another accord, different from that of Rambouillet."

    "We would consider this a mistake and a bad temporary agreement. This would push the conflict to continue for some more months but would not create the bases for a long-term settlement of the problem," said Milo, without specifying who were those that had presented such ideas.

    Ms Mihaillova said that she hoped that the conflict in Kosove could not be solved with the accord on Monday in France.

    The chief of Bulgarian diplomacy disregarded threats made time and again by Belgrade, considering the policies of threats as those that have caused the crises in the region. /s.sh/xh/

    [20] Illumination network be reconstructed before touristic season

    SARANDA, March 13 (ATA) - By Sh. Hajno: The reconstruction of the illumination network in Saranda will finish before the beginning of the touristic season this year.

    First, the work will start with the illumination network of streets which connect the sea port with the city, as well as that of neighbourhood no.4, the major of the town, Capajev Zera, told ATA. The town-hall will use 700 000 lek from its funds for this purpose, he added.

    Sources of the public service section in this town-hall reported that work is going on for a project which will improve illumination in the seaside boulevard, damaged during the riots of 1997.

    Along with the illumination network, the rehabilitation of roads will be another duty to be carried out before the beginning of the new touristic season, said Zera. /mt/

    [21] We should make everything possible to bring peace, stability in region, President

    TIRANA, March 13 (ATA) - "We must make everything possible to finally bring peace and stability in the region," said Albania President Rexhep Meidani during a meeting held Saturday with the Bulgarian Foreign Minister, Nadejda Mihajlova, who is on a two-day visit in Tirana.

    President press office reports that Meidani hailed the stand of senior Bulgarian authorities, particularly of his counterpart, in support of the deployment of NATO troops in Kosova as a necessary element for the success of the peace accord.

    "Our aim should be the increase of the climate of the regional cooperation," said Meidani, who particularly pointed out the construction of the 8th road corridor, and declared that the Balkans should immediately join the European integrating processes.

    The President of Albania underlined the fact that there is no problem between Albania and Bulgaria, on the contrary there is traditional support and friendship. He encouraged the strengthening of the economic cooperation and said that "the opening of a Bulgarian bank branch is a concrete encouragement for the business and trade between the two countries."

    The Bulgarian Minister stressed the will of her country to deepen the bilateral and inter-regional cooperation by contributing to the increase of the mutual confidence among all countries of the region. /pas/mt/

    TIRANA, March 13 (ATA) - The Prime Minister of Albania, Pandeli Majko, has received recently a letter from the French Foreign Minister, Huber Vedrine, Premier cabinet reports.

    The letter writes:

    "I thank you for the letter sent on 13 February, through which you wanted to inform me and my counterparts of Contact Group about the talks which still continued in Rambouillet.

    As you know, the parties will meet on 15 March. We want to believe that a peaceful solution of the crisis is still possible, although we must continue the pressures on both parties to reach this result.

    The results of Rambouillet are a real chance and the only way to reach peace and stability in the region. I am happy for the resolution of Your Government to act in this direction and to join your efforts with those of Contact Group," ends the letter of the French Foreign Minister, Vedrine, addressed to Premier Majko. /mt/

    TIRANA, March 13 (ATA) - By Th. Thanasi: Two citizens, who were caught in the act with smuggling goods, were arrested on Friday evening in the suburbs of Tirana.

    The spokesman of the Tirana police prefecture reported to ATA that Gezim Dajci, 28, and Ali Duka, 48, were arrested by 19:00 under the charge of exercising smuggling.

    The police forces first detained the citizen Gezim Dajci in the road close to Vore, who was transporting 10 boxes of cigarettes. Police also exercised control in the house of Ali Duka in Malqinat village, where found and sequestrated 658 boxes of smuggling cigarettes. /pas/mt/

    [24] Academician Qosja declares they go to France to sign accord

    PRISHTINA, March 13 - ATA correspondent in Prishtina, Belul Jashari, reports:

    A part of the Albanian delegation of Kosova has arrived in the airport of Prishtina, ready to leave for France. Only the representatives of the Kosova Liberation Army (KLA) are expected, if they are not hindered by the Serbs. Academician Rexhep Qosja told ATA that they go to Paris to sign the accord with full consensus. Also, the KLA has given its approval to sign the agreement for peace.

    Meanwhile, in the Prishtina airport, powerful explosions are heard in northwest, around the mountain of Shushavice, where fighting is going on between the Serb forces and KLA. /mt/

    [25] Kiosks to be removed near parliament building

    TIRANA, March 13 (ATA) - By G. Dilaveri: A number of kiosks have been removed in the last ten days and the operation is expected to continue near the parliament building.

    Some 50 kiosks have been removed in Luigj Gurakuqi and Avni Rustemi streets, the working group for a clean and cultured Tirana said.

    The construction police have said that there had been some 65 kiosks in the area. They have also informed the owners of kiosks near the building of the parliament that their kiosks would be removed soon.

    The operation for the removal of kiosks started in December '98 in the center of Tirana and was extended to other greenery areas. /pas/ak/

    [26] UNICEF against insufficiency of iodine in Albania

    Tirana, 13 mars /ATA-R.Xhuvani/ - United Nations Children's Fund (UNICEF) is working out a national strategy to complete the iodine insufficiency observed in most of Albanian population.

    Its basic elements will be the protection by law of iodate as the only way for a massive distribution of iodine and the social mobilisation to make people aware of its necessity and curative values. This strategy will be applied within a short period all over Albania.

    According to UNICEF in areas lacking the iodine every child may lose between 10 and 15 points of intelligence coefficient. The lack of iodine is noticed in all Albanian districts, but in 63 percent of them it is more evident. /pas/b.ca/

    [27] Trade Chamber member of World Congress of Paris

    Tirana, March 13 (ATA) - By Elton Metaj - Trade and Industry Chamber of Tirana announced on Saturday in a press conference its activities for year 1998 and the programme of year 1999.

    According to the head of this Chamber Arben Shehi during 1998 several agreements are assigned between the Albanian Trade Chamber and the one of Istanbul, Seloniki, Bari and American State Department of Trade aiming at bilateral corporation in the business field.

    Trade and Industry Chamber of Tirana took part in several fairs and activities of this kind in and abroad, aiming at Albanian Business promotion. Several businessmen' delegations from Italy and Croatia visited Tirana last year.

    Among the most important activities of the Trade and Industry Chamber planned for year 1999 is the participation in the World Congress of the Trade Chambers in Paris in November and the organization of annual fair "Tirana Trade", as well.

    The head of the Trade and Industry Chamber Arben Shehi considered the elections of the board of this Chamber as legal, regular ones and based on the respective law and statute.

    According to Shehi the elections to be hold by the Ministry of Economic and Trade Cooperation are illegal and the results are not going to be accepted and respected.

    Two days ago the Trade Ministry considered as illegal the election hold about the leading board of the Trade and Industry Chamber of Tirana. According to this Ministry the law "About the Trade and Industry Chambers" is broken.

    The Albanian Minister of Economy and Trade Cooperation Ermelinda Meksi announced May 17, 1999 the day to be hold the new election about the board of this Chamber./pas/linda/

    [28] Premier says Albania able to defend itself if anyone dare violate its sovereignty

    KOPLIK, March 13 (ATA) - By M. Malja: Shkodra division has launched a complex training two days ago with the participation of active troops such as infantry, artillery, tanks backed by aircraft in Postpoje field, 3 km from Koplik, north of Albania.

    Albanian prime minister Pandeli Majko, government members as well as military attaches of foreign countries accredited to Tirana were attending the last stage of the military exercises.

    Chief of staff of the local Division, Colonel A. Hasani briefed those present about the objectives of the exercises and the region where forces had been deployed.

    At the end of the exercises, Defence Minister Luan Hajdaraga addressing the militaries said, among others, that the military exercises showed their maximum mobilisation and engagement to carry out all goals foreseen by the methodic plan worked out by the Defence Ministry.

    Prime minister Majko told the militaries and guests that they and not only they but the whole army were conveying the message that if anyone dare violate the sovereignty of their country, Albania was able to defend itself.

    Later Majko and ministers held talks in prefecture with local government officials on problems facing the region. /dast/ak/

    [29] Opinions of Tirana citizens about Rambouillet

    -Based on observation of philosophy-sociology Department of Tirana University

    Tirana, March 13 (ATA) - By E.Nepravishta - Tirana citizens express their opinions concerning Rambouillet Agreement.

    They are presented by an observation done in Tirana by the Department of Philosophy-Sociology of Tirana University, where nearly 330 persons are interviewed.

    According to this observation 50.61% of the interviewers think that the agreement must be assigned, but ask for more garancy on the part of USA and NATO. 41.41% of them fully agree that this agreement must be assigned without hesitation at all by the Albanian delegation and 2.76% are against its assignment by the Albanian delegation.

    If this agreement has been assigned 46.32% of the intervieres will consider it as the only possibility in the actual situation, 42.02% of them will consider it as a great chance for Albanians and 5.52% of them as a capitulation against the international factor.

    Meanwhile, if the agreement has failed, 50.31% of the interviewers think that the international factor must find another solution, 30.37% of them think of creation of international front and 12.59% of them are ready to face the results./dast/linda/

    [30] Insurance expenditures: 4.920.171 lek realized in 1998

    Tirana, March 13 (ATA) - By Lolita Thanasi - The Social Insurance of Tirana realized in 1998 nearly 4.920.171 lek expenditures from 5.226.186 lek that were predicted for that year.

    This year the total sum of the incomes realized by the contributions in this region is 4.583.184 lek, while the sum of 4.335.876 lek was predicted to be realized.

    In the expenditures are including also the expenditures for benefits, administrative expenditures and the ones for the other programs, but their realizations mark various percentages.

    The expenditures' realization (in %) is presented as following:

    Benefits' Expenditures | 95.78%

    Administrative Expenditures | 106.45%

    [31] Republicans hail U.S. congress decision to send troops to Kosova

    TIRANA, March 13 (ATA) - By A. Haxhiu: Albanian Republicans hailed on Saturday a decision of the U.S. Congress to send its troops to Kosova as part of an NATO contingent there.

    Republican leaders praised the intervention of these troops as a guaranteeing support for peace in the Balkan region.

    "United States are much interested in finding a solution to the Kosova issue what is seen in the decision by the U.S. Congress to send its troops to Kosova," Fatmir Mediu, Republican leader, told a news conference on Saturday.

    He said that U.S. interests in Kosova were expressed in their ongoing concern for contacts with representatives of the Kosova Liberation Army and other forces included in the Rambouillet delegation.

    The second round of peace talks on Kosova will be held on March 15 in Paris where the accord reached in Rambouillet is expected to be signed. The Albanian delegation has expressed its readiness to sign the accord. /ake/ak/

    [32] More than 40% of companies to face fiscal evasion very fluently

    Tirana, March 13 (ATA) - By M.Pupa - According to a study done by the Albanian Center on Economic Researches announced today in the National Conference on economic increase in Albania nearly 40% of the companies that act in Albania faced very fluently the fiscal evasion, while for 35% of them it is fluent phenomena.

    Tax evasion and the attempts to avoid the taxes are already problems for the tax organs. Great number of commercial and productive companies are not inscribed in the tax branch and as a result do not declare their profits causing a great loss to the budget by avoiding to pay the taxes.

    According to the Center of Economic Studies the most important businesses identified as a site of fiscal invasion are the construction, trade and production./linda/

    [33] Institute of Fodder Research "homeless"

    Tirana, March 13 (ATA) - By E.Xhajanka - The building of Institute of Fodder Research continues to be occupied by some families from Fushe- Kruja since 1997.

    According to the Institute Director Fadil Daci the institute is damaged considerably during the troubles of year 1997. The damaged value marks the value of about 30 million lek and beside the building occupation are damaging the library and the labs.

    During the last years office equipment is provided for the institute survival and a fond aiming at repairing the labs is planned, as well.

    The institute staff has as objectives for year 1999 the distribution of the technical assistance to the farmers through the reorganized structures of advisor service, but the occupation of the building of this institute is still a problem./linda/

    [34] Education senior officials in Ioannina to exchange experience

    GJIROKASTER, March 13 (ATA)-By H. Cani, Education senior officials in Gjirokaster and representatives of the Soros foundation visited Ioannina on Friday to be acquainted with contemporary teaching methods.

    The Greeks, after exchanging ideas on various didactic issues, expressed their best considerations for the teaching level in the schools of Gjirokaster.

    The Greek side evaluated the school progress in this district after the destructions during the unrest of 1997.

    They especially evaluated the interest of the Albanian side in a modern application method, materialisation of the ideas gained in the higher schools and promised aid in this direction.

    Another similar meeting is planned in April in the western Metropolis of the Hellenic state. Until then, the two sides concluded, "we will have defined many points of cooperation of mutual interest, but which certainly will require a serious engagement from both sides". /dast/lm/
