[01] Some 17 000 emigrants have some so far to celebrate New Year at homeDURRES, DEC. 29 (ATA) - By S.Gjordeni: The number of emigrants coming home to celebrate New Year with their families, has reached 17 000. More than 3 000 of them are from Durres district, while the rest are from Tirane, Fieri, Shkodra, Elbansani and other cities, the leaders of Durres harbor told ATA on Tuesday.More than 5000 emigrants have come with the ferryboats of "Adriatica- Taulantia" companies, the director of this company, Arben Dushi, said. Thousands of other emigrants who have booked their tickets in the agencies of this company in Italy, are expected to come during these two days, he added. Characteristic of this year is the fact that about 2000 emigrants have come with their private vehicles. The flux of the coming emigrants is increasing each passing day. The number of emigrants returning back home a year ago was 800 a day, while this number is increased in 1 400 emigrants a day. /s.sh/A.A/ Albanian Telegraphic Agency[02] Number of crimes in decrease due to efficiency of police forcesPOGRADEC, Dec 29 (ATA) - By H. Balliu: Number of crimes committed in Pogradec district during 1998 is decreasing due to the efficiency of the police forces.Some 112 penal offences have been recorded during this year in Pogradec, Arben Caka, chief of police commissariat said to ATA. Crimes were decreased to 23 percent in comparison to a year ago when unrest broke out all over Albania, he added. According to him the efficiency of anti crime forces was increased over 17 percent what was a positive fact. This figure would have been greater if denunciations on penal offences, particularly in village, had been done in time, the police chief said. /s.sh/ak/ Albanian Telegraphic Agency[03] Two Albanian liric solists win international prices in Italy-Mirela Tafaj and Adrian Xhema winners of the first and third prices of "Xhordano '98" competition-TIRANE, Dec. 29 (ATA) - By Enkelejda Riza: The liric Albanian soprano Mirela Tafaj and the solist tenor Ardian Xhema, both liric singers in the Theatre of the Opera and Ballet, are winners respectively of the first and the third price in the international competition of the liric song "Xhokondo '98" in Italy. The director of the Theatre of Opera and Ballet, Vaso Tole, who was invited to take place in this competition, told ATA that "the jury of this competition which carries the name of the distinguished Italian composer Umberto Xhordano, selected two Albanian liric singers in the finale and awarded them prices afterwards." In this competition, one of the most prestigios ones of the liric sonfgs, tookpatr 25 countries. The director Tole added that,"it was exactly the contibulion of the last years of these singers in TOB, thier intensive approach in the schene, the artistic interests, and the participation in the premier roles which made these two artists to be a success in this competition." The winners' name were listed among the most distinguished liriv singers in Europe, due to the ertistic value that this competition has. The competition "Xhordano '98",is a competition which is organized every year during the last years. Many Albanian artists have represented our country in this competition. /f.n/A.A/ Albanian Telegraphic Agency[04] Road before American Embassy in Tirane to be unblocked.TIRANE, Dec. 29 (ATA) - The road before the American Embassy in Tirane is to be opened out.The Albanian Minister of Public Order, Petro Koçi, ordered on Tuesday the unblocking of this road, the spokesman of this ministry told ATA today. Taking into consideration some circumstances and specific factors, the Minister Koçi stressed: " The insurance of the American Embassy in Tirane is an issue with mutual interest. The interest is not only human but especially political for both countries. The forces of the public order have blocked the road before the American Embassy in Tirane two days ago, displacing the movement of vehicles towards the Elbasani street in other directions. /s.sh/A.A/ Albanian Telegraphic Agency[05] Albanian Parliament drafts fiscal package, starts discussion and approving of draft-budget for 1999TIRANE, Dec. 28 (ATA) - By D.Koça: The People Assembly has drafted on Monday a fiscal package, which is made up of three laws.After the approval on Monday noon of the law " On tax system in the Republic of Albania", were adopted even the two other bills on the taxes and the axises in the Republic of Albania on late Monday. The approval of the fiscal package will pave the way for the discussion and the approval of the project-budget for 1999. The discussion on 1999 project-budget, which has started also on late Monday, is expected to finish in December 29. So this is to be the first time in the last years, that the budget for the coming year is to be approved in time. /pas/A.A/ Albanian Telegraphic Agency[06] World Bank allocates $1.8 million for Ohrid lakePOGRADEC, Dec 29 (ATA) - By H. Balliu: A three-year project worth $1.8 million of the Global Environment Fund (GEF) was approved by the World Bank for the protection of the Ohrid lake with the contribution of two neighbouring countries, Albania and Macedonia.Naum Gegprifti, representative of a local non-government organisation (NGO) in Pogradec and member of the board of management for the project on Ohrid Lake said to ATA that this project aimed at finding solutions to effective costs in order to carry out all points of the project, to enable the administration of natural sources, create basis for stable economic development of the city, develop tourism as one of the profiting possibilities to secure the life of citizens. The project includes four components: institutional strengthening which will have an impact on the creation of official fishing center, agriculture and forestry; program on lake monitoring to make more evident the importance of its maintaining and managing; management of all area including industry, tourism, agriculture, arboriculture and fishing; public awareness for the importance of the project. Klement Mato, coordinator of one of the projects said that the grant worth $1.8 million will be used for equipment, staff, consultants, studies, pilot projects and training programs which will be developed in cooperation with local NGO-s. /pas/ak/ Albanian Telegraphic Agency[07] Four lorries wait for days to be smmugled in Gorice customs houseKORÇE, Dec. 28 (ATA) - By B.Fejzullai: Three lorries charged with color television and another one charged with beer are staying on the Macedonian part, waiting to smmugle in the Gorice custom house.The spokesman of the Korça customs house told ATA that due to this problem, this custom house has strengthen the control, and has installed its workers to correctly operate their work, and mot to allow their entrance in Albania without having the necessary legal documentation. According to the spokesman of this customs house, they are collaborating with the border police forces and all the measures are taken to block the passing of these kind of goodsin the Albanian territory. /pas/A.A/ Albanian Telegraphic Agency[08] First kiosks be removed in ElbasanELBASAN, Dec 28 (ATA) - By P. Zekthi: Recent operation for the removal of kiosks at the center of Tirana would be followed by others in Elbasan city in January.Some 60 kioks, picked up by the construction police, will be destroyed in the first ten days of the new year in the center of the city. Robert Rrapo, police chief, said that the "anti kiosk operation" would continue until all those built up without permission were removed. Koca: Albanian parliament is discussing early on Tuesday the draft budget for 1999, which is expected to be passed within today.Some of its goals for 1999, defined with the International Monetary Fund, are the economic growth by 8 percent, inflation by 7 percent, increase of the foreign currency reserve in about four months imports, level of the budget deficit financed by domestic sources by 5,2 percent of the Gross National Production (GNP). General budget deficit in comparison to GNP for 1999 was foreseen to be reduced to 9,8 percent from 10,8 percent expected for 1998. Deficit financed by domestic sources will be reduced to 5,6 percent from 6,4 percent expected this year. The draft budget for 1999 is foreseen to have an income increase of 19,4 percent in comparison to those expected in 1998, while spending will be increased by 15 percent. For 1999: total income will be 111, 752 billion leks, total spending 165, 593 billion leks, general budget deficit 53, 841 billion leks. Domestic financing of budget deficit is foreseen to be covered by 4 billion leks through a direct credit from the Bank of Albania and 23,9 billion leks through treasury bonds. Tax income occupies a major place in the total budget income which is estimated at 71,3 billion leks with 23,3 percent rise, in comparison to the expected figure for 1998. /ak/ Albanian Telegraphic Agency[11] Gazheli released; was taken hostage 19 days agoTIRANE, Dec. 29 (ATA) - By Th.Thanasi: Petrit Gazheli, a businessman taken hostage by two persons in the Tirane-Elbasan street 19 days ago, was released on Monday evening, sources from the Tirane police forces, told ATA on Tuesday. His release was made possible after the special actions of the police forces of the commissariat no 4, based on the information given by the police agents, the spokesman of Tirane prefecture police directory explained.The spokesman did not give details regarding the action operated to release Gazheli, and for the identity of the persons who committed this crime. He said that because of investigation reasons, the full information regarding the event is to be given later on. Gazheli was taken hostage on December 9, 1998, while he was traveling in Tirane-Elbasan road. The two armed kidnapers, took forcefully Gazheli after wounding his driver. According to the police sources, out of 17 persons taken hostage in the Tirane hostage for 1998, 16 are released. Among them was even a Chinese businessman. /pas/A.A/ Albanian Telegraphic Agency[12] ALBPETROL: 338.115 ton oil are produced within the period of 11 monthsTirana, Dec.29 (ATA) - By M.Pupa - During the 11 months of 1998, the Albanian company Albpetrol produced nearly 338.115 ton crude oil, that is to say 4500 ton less than what was planned.While the gasolene production within this period is 15.308 ton compared with 21.000 ton was expected. The plants of oil in Ballsh and Fier treat a considerable quantity, by adding a variety of its subproducts. Fier plant produced 10.000 ton oil more than that planned, while Ballshi plant continues to produce less than its real capacity. Actually, its oil cover only 40% of the total needs of the country. Next year, Ballshi plant is going to increase its production by proccesing the imported oil. The economic efect by the proccesing and the sale of imported oil is expected to be $1.7 milion. The Ministers' Council approved the riconstruction of the Albanian Company of oil two months ago and decided its devision in 4 new comercial companies: APC, ARMO, SERVCOM and Albpetrol. The Institute of gas and oil is going to be independent acting as a separate company having its own status./linda/ Albanian Telegraphic Agency[13] 5 ton smuggled potatoes blocked in LibrazhdLIBRAZHD, dec.29 (ata0 - By H Balliu: A long vehicle with 5 tons of smuggled potatoes was blocked by police in Mirake road check in Librazhd on Sunday.During the control, the spokesman of police commissariat of the district of Librazhd said, police suspected in the amount of potatoes registered in the documents. Verification of the charge in the police commissariat of Librazhd resulted that the whole charge was not registered. After respective procedure, the trader from Fier Sh. Ahmeti was fined with 1 million lek, which he paid in the branch of taxes immediately. /pas/xh/ Albanian Telegraphic Agency[14] Monetar Authority - Active and Passive assets 175.7 billion lekTirana, Dec.(ATA) - By Lolita Thanasi - According to the recent figures taken from the Albanian Bank on Monetar Authority, the total sum of active and passive assets at the end of 10 months period is about 175.7 billion lek. At the end of 9 months period their sum was 179.9 billion lek.The active assets: Foreign currency actives, and the pretention towards the government and the banks decrease, while the pretensions towards public interprices are zero, again. The foreign currencies assets fall to 91.6 from 94 billion lek. The pretensions towards the government decrease from 79.7 billion to 79.5 billion lek. The pretensions towards the banks'accounts are 4.5 billion lek. Passive assets: Reserves and the foreign currency passives fall. Governmental deposits and the capital accounts increase, while the deposit in foreign currency is zero. The reserve from 86.4 billion at the end of 10 months period fall to 85.6 billion lek. Foreign currency passives decrease to 55.1 billion from 56.7 billion lek. The govermental deposits increase from 7.2 to 7.5 bilion lek, while the capital accounts increase to 44.1 billion lek./linda/ Albanian Telegraphic Agency[15] 4.448 billion lek spent in rail transport in 1998Tirana, Dec. 29 (ATA) - By Manjola Pupa - The total sum of the money spent from the bugdet in the rail transport during 1998 is 4.448 billion lek.The investment in transport cover only 3.26% of the total investments of the Ministry of Transport and Public Affairs. Together with them used in roads construction they cover 38.1%. 72% of the transport investments are planned for the rail one. The sum of 49.0 million lek planned for buying railway carriage is not used. A request is directed to the Finance Ministry to transfer the money for 1999. It is hoped for the survival of this sector by using the fond of 142 million lek predicted for 1999 together with rest of 1998 funds. Rail transport, beside the budget finance, it is also financed by the Italian Government and the World Bank, which spent respectively by 6 billion lirets and $1 million./linda/ Albanian Telegraphic Agency[16] Turkey - profiting industry for Tirane farmersTIRANE, Dec.29 (ata) - By P Shuteriqi: Turkeys are now turned into a profitable "industry" for Tirane farmers who rear them.The Tirane market is being supplied every day with more than 60 000 turkeys, the chief veterinary of the agriculture and food department of Tirane, Novruz Lika told ATA. They were handed over to their families in the Rinas airport, said to ATA the spokesman of the Ministry of Labour and Social Affairs. The International Social Service centered in Italy (Office for Albania) offered the children a project of repatriation including professional courses in the Don Bosco centre in Tirane. Albanian minors of Milan declared to the International Social Service that they had gone to Italy because of the bad conditions and poverty in their families in Albania. They accepted they begged on Milan roads but denied they were working for or exploited by third people, the same source pointed out. Most of them were from the prefecture of Fier, Lushnje and Berat. Italian police reported a week ago that they had caught a group of Albanians who were exploiting about 20 Albanian children. But the next day the group was "released" for lack of proofs. /pas/xh/ Albanian Telegraphic Agency[18] DP supports resolution of Albanian Parliament on KosoveTIRANE, Dec. 29 (ata) - By A Haxhiu: The Albanian Democratic Party hailed Tuesday the resolution on Kosove that Albanian Parliament adopted last Monday."We support this resolution which marks a step forward in the Albanian policy with regard to the national question and especially to the pending question of Kosove," declared Tuesday to ATA the deputy chairman of the Presidency of the People's Assembly, Jozefina Topalli and members of the DP Presidency. The resolution was also backed up by the secretary for public relations in the DP, Vili Minarolli who asked that such issues as that of Kosove must be discussed in round table talks with the participation of all political parties and associations. The Albanian Parliament adopted Monday a resolution on Kosove through which it demanded powerful support from the Albanian Government and State for the Kosova brothers in facing the extraordinary situations and their efforts to determine themselves on the future of Kosove. The resolution demands a greater and more efficient commitment by the international community, especially from the U.N. Security Council, NATO, OSCE, EU, the Contact Group, U.S. and other organizations in finding a political solution to the crisis. The resolution was addressed to all political forces in Albania and Kosove to pursue the same policy in overcoming and solving the crisis in Kosove. The DP deputies were not present in the parliamentary session which adopted the resolution on Kosove, since they have long ago decided not to take part in the Parliament sessions. /y.pa/xh/ Albanian Telegraphic Agency[19] Tirane Mayor supports removal of illegal kiosksTIRANE, Dec.29 (ata) - By G Dilaveri: The Mayor of Tirane Albert Brojka supported the removal of illegal kiosks in the centre of the capital recently.The state laws must be observed by all, said Brojka, adding that according to the new law on urbanism, the ruining of illegal constructions is an exclusive competence of the construction police." "Municipality has no right to issue any administrative order for this act," he stressed, demanding that this initiative of construction police must not be politicized. Brojka pointed out that illegal constructions must be ruined in other zones of the capital as well. Nevertheless, he was of the opinion that the two-three storied constructions built on the basis of iron-concrete, must not be ruined. Last Saturday, the removal of illegal kiosks in the Scanderbeg Square started. Constructions without permit in parks or other public spots has been the mostly spread and profitable "fashion" in the past 10 years in Albania. Another project law approved in the last meeting of the Albanian government was the one about "Providing help to the families damaged in case of misfortunes". The project law about "A rise in fonds to the families of killed policemen in the eve of the New Year" is approved as well, together with that of giving help to the family of Selim Murat Basha from Lazarat, Gjirokaster, damaged from the explosion./lh/linda/ Albanian Telegraphic Agency[21] Merchant plundered near Lazarat, south of AlbaniaGJIROKASTER, dec.29 (ata) - By H Cani: A merchant from Gjirokaster was plundered last Monday evening on the national road near village Lazarat.The theft of a quantity of refreshments worth 200 thousand lek on the vehicle of the merchant Kosta Basho at about 7 pm.m on Monday was also confirmed by police. According to the police spokesman, the thieves left towards hills of Lazarat, profiting from the darkness. Two days ago, a group of thieves stole and maltreated on the Lazarat road a group of travelers on a van coming from Tepelene. Among the maltreated passengers was also a policeman of Tepelene commissariat who is now under medical treatment in the hospital of Tepelene town.
