    TIRANE, dec.27 (ata) - Policemen will take the Solidarity remuneration.

    By an order of the Public Order Minister Petro Koci, the police staff will take the Solidarity remuneration to the amount of a monthly pay and the criteria for it will be determined by the leaders of the police structures.

    The remuneration will be delivered on December 28,29, 1998. /dast/xh/

    [02] Serbs attack village Obranqe

    PRISHTINE, Dec.27 (ata) - ATA correspondent in Prishtine Behlul Jashari reports: Great Serb military and police forces attacked on Sunday noon village Obranqe and positions of the Kosove Liberation Army with scores of tanks and other war means.

    The KLA forces are in their positions putting up a staunch resistance, sources of the Council for the Defence of Human Rights in Podujeve report.

    In the mean time, a convoy of the Yugoslav army left Prishtine towards warring areas in Podujeve. OSCE verifiers have also arrived there. /ad.ab/xh/

    [03] Thousands of Albanian emigrants returning home for celebrations at the end of the year

    TIRANE, Dec.27 (ata) - Thousands of Albanian emigrants employed in various countries of Europe, mainly in neighbouring states like Italy and Greece, but also students and pupils studying abroad, are returning home these days to celebrate the New Year with their families.

    The entry border points to Albania such as Durres, Vlore, Sarande, Kakavije and Kapshtice have welcomed and continue to welcome thousands of emigrants.

    About 4000 emigrants return home every day from Greece through Kapshtice border crossing point (Southeastern part of Albania.)

    The movement of emigrants has been easier due to their white cards given by the Greek state. Also a lot of commodities and monetary values have entered Albania these days, a fact which has made increase police checks on national roads.

    A great influx of emigrants is noticed recently also in the port of Durres, the biggest sea port of Albania. Thousands of Albanians, employed in Italy or other countries of Europe, are returning every day by ferry boats to celebrate New Year with their families.

    The most powerful state Italian-Albanian Navigation Agency, Adriatica- Taulantia have completed the booking of tickets for Albanian emigrants coming home with its three ferry boats leaving from Bari, Trieste and Ancona.

    The growth of the number of emigrants coming from Italy and other countries of Europe is also noticed in the two catamarans of the Norwegian company La Vikinga, the two ferry boats of Illyria Lines and the ferry boat of the Company Shpresa.

    According to sources of the sea travel agencies of Durres this year the number of the Albanians who will come home for the New Year will be higher than last year.

    An extraordinary influx of emigrants is noticed these days in the city of Vlore. Only last Thursday, 1 540 Albanian emigrants arrived there from Italy on the board of the ferry boat Europa.

    According to the chief of the port captains' office, Dionis Andoni, the ferry boats of Otranto and Brindisi-Vlore sea lines, are working at a 5- 6 higher capacity than usual.

    Also two other ferry boats of Patras-Vlore sea line, enter every day that port carrying a great number of emigrants from Vlore who are working in Greece.

    In the mean time, thousand of Albanian emigrants working in Greece are also using the port of Sarande to return home for the New Year.

    The daily ferry boats Mimoza, Violeta, Kamela and Kaliopi have brought on their boards in the past two days about 2 000 Albanian emigrants from the Corfu Island. /pas/xh/

    [04] Musical albums mostly sold during the past week in Albania

    TIRANE, Dec.28 (ata) - By Enkelejda Riza: The four mostly sold musical albums which are contesting for three weeks now in the classification of the ten most wanted hits in some of the cassette and video shops in Tirane, are on the top of the 10 best albums.

    The group known as Metallica, with its album "Garage Inc" holds the 8th place, while three other albums "Believe" by Cher and "Supposed Former Infatuation Junkie" by the singer Alanis Morissettee and "Crush" by Jennifer Page, are on the top of the classification of hits for the past week. Follows the classification of the ten albums mostly sold over the past week:

    [05] Number of foreign subjects operating in Vlore amounts to 37

    VLORE, Dec.27 (ata) - By Harilla Koci: There are actually 37 subjects with joint or completely foreign capital operating in the city of Vlore. The figure was confirmed to ATA by official sources of the office of labour and the branch of taxes of that district.

    According statistics published by the above mentioned institution, presently there are 26 and 11 subjects with joint capital or with completely foreign capital as compared to 22 and 9 that were in 1996. These subjects operate mainly in the field of production and less in those of trade.

    The changes are considerable also in the number of the employed people. 862 and 410 people were registered in December 1996 in the subjects operating in the field of ready made garments and in that of construction, whereas today these figures are respectively 1 110 and 510 people.

    From partial opinion polls with Italian and Greek people presently living in Vlore, the increase of the presence of the foreign capital in the southern coastal city is linked with a number of factors. Among these factors is the interest Vlore presents for its natural assets and the greater tranquillity in the city. /pas/xh/

    [06] 30% more investments in Shkoder private sector for 1998

    SHKODER, Dec. 28 (ATA) - By M.Malja: The investments in the private sector in Shkodra district result to be 30% more than those of the previous year. According to the bank and statistics specialists this index is thought to be higher, because there are not still exact evidences on the private expenses in this field.

    Mimoza Volumi, specialist of the statistics branch in the Shkodra district council, told ATA that the private individs and companies of the Shkodra district are thought to have invested some $ 2.7 million during the present year. The investments are mainly made in the building, confection, food and tourism industry.

    The chief of Shkoder town-planning office, Arnol Dedja, said that some 200 building squares for building villas, two factories, as well as three lines for inert materials are approved only during 1998.

    During the last years, the biggest investments in this district are made in the building sector. Sources from the district council, told ATA that some 5000 new houses are build, tens of service units, as well as 100 motels alongside the coast of Velipoja, Shirokaj and Zogaj. /pas/A.A/

    [07] WB finances wood improving project in Pogradec

    POGRADEC, Dec. 28 (ATA) - By B.Fejzullai: The World Bank (WB) is financing a project on wood afforestation in Pogradeci district.

    Ylli Galo, director of this district wood service, told ATA that WB has accorded $90.000 to improve 3000 hectares covered with wood in Bishnice and Qafe-Panje areas.

    The project, that is to be realized in a three year period time, is to be managed by the directory of the wood service in collaboration with the local government.

    According to Galo, this surface is thought to be transformed in private and communal woods after the improvement. The successful realization of this project creates the possibility to act in the same way with the other woods of this district, the director of the wood service, Galo, added. /s.sh/A.A/

    [08] Tirane businessmen increase turkeys prices in Peqin

    PEQIN, Dec. 28 (ATA) - By P.Zekthi: The price of the turkeys has increased quite a lot recently in the peasants market of the Peqin city as well as in the villages of this district. A week ago a turkey weighting 5 kilos was sold 2 000-2 500 leks, while a similar turkey is sold 3 500 leks on early Sunday. This is a very high price for the people of this district, who grow this bird themselves.

    The main reason for the increase of the price is the coming from the capital of many businessmen who have offered high prices for the turkeys, Rifat Harizi, aged 60, from Çaushe village of Pajova commune, told ATA on Monday.

    The businessmen coming from Tirane, hurry to sell the turkeys they buy in Tirane, while Peqini citizens and those coming from Elbasani, and Cerrik to buy the turkeys with low prices are at a loss. /pas/A.A/

    Tirana, Dec. (ATA) - By Enkelejda Riza: The four musical albums which entered the musical race three weeks ago, are listed among the best 10 most wanted hits.

    The distinguished group "Metallica", with its album "Garage Inn" is positioned in the third place, while the three other albums "Believe" of Cher, "Suposed Former Infatuation Junkie" of the singer Allanais Moriset, and "Crush" of Jennifer Page, have stepped in the top of the hits qualification for the passing week.

    [10] Best sold films of the week

    TIRANE, Dec. 28 (ATA) - By Enkelejda Riza: According to a survey operated in some of the video selling centers of the capital the film "La maschera di ferro" with the main protagonist Leonardo Di Capro, and based in the novel of the writer Aleksander Duma, "The three musketeers", is listed as the best video of the past week.

    "The film "U.S. Marshals" realized by the cinematographic company Warners Bros with the scenario of Stuart Bart, and with the acting of Tommy Lee Jones, Wesley Snipes and Robert Downey Jr, is listed in the second place.

    The cartoon film "Anastasia", inspired by a real history and realized by a new and magnificent animation, is listed the third in the qualification list.

    The "Doberman" film with the scenario of Jan Kounen and acted by Vincent Cassel, Tcheky Karyo, and Monica Belluci is qualified in the fourth place for the passing week.

    "So cosa hai fatto", a film realized by cinematographic company Medusa, and with a scenario of Jim Gillespie, is in the 5-th place for the passing week. /pas/A.A/

    [11] NATO intervention - an indispensability for a quick solution to conflict in Kosove

    - Albania's People's Assembly adopts Resolution on Kosove -

    TIRANE, Dec.28 (ata) - By I Luto: The People's Assembly of the Republic of Albania adopted unanimously on Monday the Resolution on Kosove drafted by the Parliamentary Foreign Commission and which the Parliament examined in the past week.

    The resolution requires a greater and more efficient commitment in the efforts to find a political settlement to the crisis on the part of the international community, especially the U.N. Security Council, NATO, OSCE, EU, the Contact Group, U.S. and other organizations.

    In the created circumstances, the resolution writes, an intervention of the NATO forces in Kosove is indispensable for the acceleration of the solution to the conflict, to avoid a humanitarian catastrophe and to reach a political agreement.

    The chairman of the Parliamentary Foreign Commission, Sabri Godo reiterated once more the approach of the Albanian parliament for the question of Kosove, an approach which, according to him, "has been constant and always on the side of any solution which would be in favour of the will of the people of Kosove for self-determination."

    The resolution demands a powerful support from the Albanian government and state for the Kosove brothers in facing the extraordinary situations which they are experiencing and for their efforts to determine themselves for the future of Kosove.

    The resolution is addressed to all political forces in Kosove and Albania to adopt the same approaches in overcoming and solving the crisis in Kosove.

    This resolution will be sent to the U.S. Congress, to European governments and parliaments and to various international institutions and organizations. /s.s/xh/

    [12] Books mostly sold in the past week in Tirane

    -According to a survey made in some libraries of the capital-

    TIRANE, Dec. 28 (ATA) - By Ornela Kadaifçiu: According to a survey made some days ago in some of the capital libraries, the week that just passed did not mark a big business in the book market.

    The best sold book of the week is the book with records "My life with Enver", written by Nexhmije Hoxha. Records of the couple Hoxha since the very beginning of their acquaintance and up to ten years before the death of the communist leader are comprised in the book.

    "I have comprised our records which I have not even told my children previously," said the author in the preface of the book.

    The book "Social Contracts", with the author the distinguished French philosopher Zhan Zhak Russo, is one of the recent books in the fund of the libraries. The book is a commentary philosophic text, where the author analyses the government and the way of govermenting.

    The book is published by the "Luarasi" Publishing House, in the framework of the program "Books for an open society", and costs 300 leks.

    Wanted in the Albanian book market is also the collection with stories "Made in Albania", written by Teodor Keko. The book, comprising 30 stories and novels, is published by the Publishing House "Albin" and costs 500 leks.

    The book entitled "Kaput", and written by Kurtio Malaparti, continues to be listed as the best books of the weeks. The book is translated by Klio Evangjeli, and it unfolds the Second World War. The book is published by the Publishing House "O.M.S.C.A".

    The American book "The word", of the American author Irving Wallas, continues to be wanted by the Tirane book readers. The book is translated by Vasil Gjymshana and is published by the Publishing House "O.M.S.C.A".

    The vocabularies "French-Albanian", prepared by Vedat Kokona, and "German-Albanain" prepared by Ali Dhrimo wre also wanted in the Albanian book market.

    [13] Albanian National Committee for the commemoration of EC 50 anniversary created

    TIRANE, Dec. 28 (ATA) - The European Council (EC) is to celebrate its 50-th anniversary in May 1999. On this occasion, the 40 member countries are to organize different activities and celebrations.

    The Albanian National Committee was gathered on Monday under the leadership of the Parliament speaker, Skender Gjinushi, to organize the celebration of this event even in Albania, the press office in the Albanian Parliament, told ATA on Monday. This committee elected its chairman Mr. Namik Dokle, its vice-chairman Ylli Vejsiu, and its secretary Maqo Lakrori.

    According to the spokesman of the Parliament, the committee discussed today on the drafting of the programs and the decision of priorities that are to be made in this jubilee. /pas.A.A/

    [15] Premier says new guards to carry out tasks

    TIRANA, Dec 28 (ATA) - Albanian prime minister Pandeli Majko urged the new guards in a swearing ceremony in Mullet, Tirana, to carry out their military tasks defined by the law, the prime minister's cabinet said.

    Evoking the grave situation Albania had faced, the prime minister Majko said to them: "I have seen politicians running, I have seen guards running and I thought that the state is degrading."

    He asked them to be more responsible before their homeland and flag, law and solemn military oath and follow their best tradition.

    Prime minister Majko and Minister of Public Order Petro Koci greeted the guard unit and attended a training. Present were also former officers of the Guards of Republic. /pas/ak/

    [16] Govt. approves strategy of agricultural development in Albania

    TIRANA, Dec. 28 (ATA) - The Albanian government, in its Monday meeting, approved the strategy of the agricultural development in Albania, says a press release of the Ministry of Information.

    The main goal of this strategy is the establishment of stable efficacious structures and increase of the agricultural product, the stabilization of the interior market of agricultural products and their marketing, the increase of agricultural exports and reduction of food imports, and others.

    For the implementation of the strategy of the agricultural development in Albania, the Ministry of Food and Agriculture has drafted a concrete operation plan in the sector of agriculture, live stock, food industry, forest and fishing, detailed in short-term (1998-1999) and middle-term (2000-2001) projects.

    The Council of Ministers, stresses the release, defined the way of leasing the agricultural land, state asset, and also approved the instruction for the procedure of holding the auction for leasing this land. A Japanese grant, worth 412 000 USD, was approved for the preparation of the agricultural services. /lh/mt/

    [17] Traffic jam in Kakavija due to thousands of emigrants' arrival

    KAKAVIJA, Dec 28 (ATA) - By H.Cani: Traffic was jammed in the border point of Kakavija due to the arrival of thousands of Albanian emigrants from Greece, a police official of Gjirokastra said to ATA.

    At least 5 thousand emigrants returned on Monday while some 30 thousands had returned last week to Albania.

    Such a large number of emigrants was not seen before in this border point. This is due to the possibilities created by the Greek state which had provided the emigrants with the white cards and created a climate of stability in Albania. /lh/ak/

    [18] Two Christian missionaries engaged with Muslim young women

    DURRES, Dec 28 (ATA) - By S. Gjordeni: Two Canadian missionaries of Christian religion found their love in two Muslim young women in Durres.

    Patric and David, missionaries of a Christian sect, operating in Durres, did not resist the beauty and simplicity of two young women from Durres and fell in love though they were Muslims.

    "Such engagement and marriage are normal in Albania," the young men from Canada said adding "they are happy that the religion has not divided but joined people in Albania."

    "This is a sign of emancipation and vitality of your people, but even of tolerance and understanding between religious beliefs in Albania," Patric said.

    People of different beliefs get married all over the world but Albania is an example which deserves respect to that end, he added.

    Patric and David will go one day to Canada with their Muslim spouses from Durres.

    "This will not be a concern for their families and their religious believe because love does not consider any religion." s.sh/ak/

    [19] Kosova, fundamental axe of Albanian foreign policy, says Milo

    TIRANA, Dec. 28 (ATA) - By I. Luto: The treatment of the Kosova problem and finding of ways for the solution of the crisis has been the fundamental axe of the Albanian foreign policy, the Albanian Foreign Minister, Paskal Milo, told a news conference on Monday.

    Briefing on the Albanian diplomatic activity, Minister Milo considered the Albanian foreign policy as successful.

    With regard to the priority of the foreign policy, Kosova, Milo quoted the great Albanian academician, Rexhep Qosja, as saying "the foreign policy of the last year has evolved.., it is much more acceptable, more fair, much more national. Today, the 'Official Tirana' speaks of the rights of Albanians for self-rule."

    The Foreign Minister condemned those speculations from the largest opposition party for the Kosova issue. "There is no change in the Albanian foreign policy regarding the Kosova problem, but there is a change in the opposition reflexion towards this policy," explained the chief of the Albanian diplomacy.

    Further on, Minister Milo focused on the "achievements" of the Albanian foreign policy during the end of the year. He mentioned the intensification of relations with the European Union and its member countries, with the Council of Europe and OSCE.

    With regard to the temporary suspension of the activity of the U.S. embassy in Tirana, Minister Milo explained that the reasons are external and have nothing to do with the very good level of relations between the two countries. /lh/mt/

    [20] Parliament approves draft law on organising judiciary

    TIRANA, Dec 28 (ATA) - By I. Luto: Albanian parliament passed on Monday a draft law on organisation of judiciary in the Republic of Albania.

    The bill proposed by the Council of Ministers aimed at organising courts, defining conditions for new lawyers, problems which have to do with the status of lawyers and disciplinary code to exercise their responsibility.

    50-article draft law was submitted to parliament by the minister of Justice Thimio Kondi. This bill does exclude the activity of prosecutor's office which, according to minister Kondi, will have a special draft law.

    The law approved by the parliament defined the independence of this system in the Republic of Albania, division of judiciary from other powers and its modalities and functions.

    According to new organisation there will be three court divisions, the first degree, appeals court and Higher court. /lh/ak/

    [21] Tirana children hold performance for New Year

    TIRANA, Dec. 28 (ATA) - By E. Riza: The holidays of the New Year gathered on Monday noon children from the capital and other districts of Albania in a pan-national traditional performance of the New Year in the National Cultural Center.

    Some 1500 children in the hall, full of joy and gaiety, enjoyed the songs, dances and reciting, interpreted by the little artists of the Children Cultural Center and the groups of children from the districts.

    The performance was sponsored by the Ministry of Education and Science, the Town Hall of Tirana, "Soros" foundation and the Turkish company "Guden," while the general sponsors, the company "Harri Lena" and "Jotis" offered gifts for the children who interpreted, as well as for those who were present in the hall. /lh/mt/

    [22] Albanian parliament approves one bill of fiscal package

    TIRANA, Dec 28 (ATA) - By D. Koca: Albanian parliament passed on Monday noon one of three draft laws of a fiscal package.

    It approved bill on tax system in the Republic of Albania and was due to approve two other draft laws in afternoon, that of income tax and excises in the Republic of Albania.

    Among taxes included in newly approved law there is tax on mine's rent, annual tax on providing broadcast licences for private radio televisions and tax on vehicle tonnage, a tax to be used for road rehabilitation.

    The approval of fiscal package will pave way for discussion and approval of the draft budget for 1999. The discussion will start today afternoon and is expected to be approved on Tuesday. This is the first time that the budget for next year will be approved in time. /lh/ak/

    [23] Albanian army to implement main acts of Security and Defence Policy, Meidani

    TIRANA, Dec. 28 (ATA) - By E. Koraqi: Albania President Rexhep Meidani, also the Commander of the Armed Forces, took part in the annual analysis, carried out by the Defence Ministry.

    After the head of this Ministry, Luan Hajdaraga, held a report regarding the work done during this year in the army, and after the discussions of the senior officials of the Defence Ministry, President Meidani took the floor.

    He appreciated the work done by the Defence Ministry and the Army General Staff.

    "Now, we should leave aside the military demonstration drills, which were necessary for 1998 and for our conditions," stressed Meidani.

    After the restoration of the Albanian army, now the work should focus on the fundamental documents of the Policy of Security and Defence, said Meidani. One of the priorities of the work in the army for the coming year will be the introduction of new concepts in its organization. In this framework, Meidani reiterated the necessity of increasing professionalism in all military fields. /lh/mt/

    [24] Albanian government to support all army's structures

    TIRANA, Dec 28 (ATA) - By E. Koraqi: Main goal of the Albanian army that is the restoration of armed forces and their return to normality is totally realised, Luan Hajdaraga, Defence minister said in an annual analysis of his ministry.

    A documentary film on major events of the Albanian army during '98 was shown at the presence of president of the Republic Rexhep Meidani, prime minister Pandeli Majko and other senior officials of the ministry.

    Among the major achievements, the minister ranked supplying the army with ammunition, recruitment of active soldiers and reservists, creation of good conditions for infrastructure and logistics, working out fundamental conceptual and legal documentation, joint exercises with NATO member countries in Bize in August, SFOR representation in Bosnia and others.

    The Albanian army had launched 13 planned exercises and two joint ones with NATO troops, he added.

    A special importance was devoted to the efforts of the army in the northeastern border of Albania to prevent a violation of border and guarantee tranquility in these areas. Both the Kukes and Shkodra division have also been engaged in welcoming refugees from Kosova.

    The prime minister Majko, who was present at the analysis, assured them that his government would fully support the army and stressed that it would reconsider the status of military staff.

    Former militaries who hesitate to be in the army will be employed in institutions such as customs houses, tax police and others on a special order by the prime minister.

    The government allocated one billion Drachmas for the Albanian Defence Ministry by a Greek credit. lh/ak/

    [25] Air pollution harms environment

    TIRANA, Dec 28 (ATA) - By E. Nepravishta: Quality of air is a very important figure which shows that the atmosphere is very polluted.

    A study conducted by specialists of the Directorate of Hygiene showed a high concentration of soot 57.5 ml/m2 in the air in '94 while in '96 some 57.3 ml/m2 of soot.

    Factors which have increased the impurity of air are numerous constructions, large number of vehicles, urban solid waste, collection of garbage as well as overpopulation particularly in urban areas.

    Given the analysis made on the impurity of the air which has a considerable quantity of soot, one can say that Albanians are breathing soot instead of fresh air ... /lh/ak/
