  • [01] 100 million lek from state budget for reconstruction of institutions in Vlore

    VLORE, Oct.5 (ata) - By H Koci: 100 million lek have been delivered by the state budget during a year period for the reconstruction of the buildings of the institutions in the city of Vlore, damaged during the unrest of 1997.

    The figure was confirmed to ATA by the spokesman of the prefecture of Vlore, who explained that the main institutions which needed the investment most were the town-hall, the trade bank, the agrarian bank, the palace of culture, the palace of sports and the theater. The building of the agrarian bank, according to the spokesman, was given to the city library so that it has more premises at its disposal and be closer to the city centre.

    Along with this, the spokesman said, the revenues generated in favour of the state budget in that district have been a powerful support for the above investments. This is due to the fact that the Vlore district is among the most distinguished in Albania for the high financial indices, covering not only its budgetary expenses but also contributing to the districts of Sarande and Delvine and for the central budget as well. /a.ke/xh/

    [02] IMF praises Malaj's performance in restoring "calm in financial market and low inflation"

    TIRANA, Oct 5 (ATA)-IMF mission chief for Albania Juha Kahkonen today appreciates the performance of Arben Malaj,

    former Finance Minister,

    "You have left your successor a budget which is much stronger than when you took office," says Kahkonen in a letter addressed to Malaj.

    Kakhonen, especially evaluates Malaj's contribution as regards structural reforms, elimination of pyramid schemes and calm in the financial

    market and low inflation, leaving the new government an economy which has great potential and a Finance Ministry which is well placed to continue the reforms. /a.gj/lm/

    [03] Albanian Minister of Finances left for Washington

    TIRANE, Oct.5 (ata) - By D Koca: A delegation of the Albanian Ministry of Finances led by Finance Minister Anastas Angjeli left on Monday for Washington to take part in the annual meeting of the International Monetary Fund. The delegation will have meetings with senior IMF and World Bank functionaries and will talk for the realisation of ESAF-2 agreement and continuation of the relations between the Albanian Ministry of Finances and the main international financial institutions, the spokesman of the Ministry of Finances, Genc Kondi told ATA.

    Minister Angjeli said that "coordination of work with international financial organizations for the realisation of budget for 1998, the implementation of a budgetary financial policy in harmony with the crediting monetary one will be in the focus of the talks that the Albanian delegation will have in Washington with the IMF and the WB." /xh/

    [04] Albanian agricultural workers improve management

    TIRANE, Oct.5 (ata0 - By E Xhajanka: Representatives of the agricultural associations took part in a workshop held recently on the topic "Basic principles for the rural development in Albania" with the aim of qualifying the management of the agricultural workers' activity in this sector.

    Blenta Bena, manager of the development of agricultural associations close to the IFDC, said that "the training serves to increase the managing experience of the agricultural workers and to find the ways of cooperation to face the situations of the agricultural development with the work of research centres for the rural development in the conditions of the market economy."

    A year ago, with the assistance of U.S. specialists, for the first time AADC (Albanian Agricultural Development Centre) was formed and so far, nearly 10 associations of the agricultural sector have enjoyed its assistance and support. /xh/

    [05] Prosecutors object house arrest order for Blerim Cela

    TIRANA, OCT 5 (ATA)-By Th. Thanasi, House arrest order ruled for Blerim Cela (former head of the State Control Commission) by the Tirana District Court on Monday is unacceptable for the prosecutors investigating his case.

    Cela was arrested a month ago for "crimes against humanity".

    Several days ago the Supreme Court ruled prison arrest order.

    The prosecutors of the case told ATA that according to the Criminal Code of the Republic of Albania, as well as to the world judgement, the accusation "crimes against humanity" is not pardonable either in the world and its custody is only jail.

    The prosecutors said that "it is strange" how the district court "dares overturn the decision of the Supreme Court without any new environment." /pas/lm/

    [06] Albanians with higher salary to pay more taxes

    TIRANE, Oct.5 (ata) - By D Koca: The Albanian Parliament is expected to adopt some amendments to the present law "On income tax."

    The amendments are related with the increase of the taxed basis conformed to IMF recommendations. These changes to the present law will be made with the aim of making a more correct distribution of the fiscal charge according to the groups of working people and to the principle that who ensures more incomes should contribute more, a principle which, with the latest changes in the system of payments of the employees in the state budgetary institutions, was affected.

    Hence, according to the draft, the fiscal charge does not change for the groups of workers with a salary from 10 000 - 40 000 lek, for other groups of workers, this fiscal charge increases, as compared with the present law in force, reaching to 20.4 per cent from 15 per cent that is today, for the salaries ranging from 110 000-120 000 lek. /xh/

    [07] Food reserves for Albania's northern districts ensured

    TIRANE, Oct.6 (ata) - By E Xhajanka: All measures have been adopted for the food supply of 11 rural zones which usually get isolated during winter in Albania, sources of the Ministry of Agriculture and Food said.

    There are 11 districts in northeastern Albania which risk to be blocked in winter time.

    "In order to face this situation, there are about 8 thousand tons of wheat allocated in the State Reserve and to be transported gradually to the storehouse of those zones," Pavli Kisi, director in the Agricultural Processing sector in the Agriculture Ministry told ATA.

    The wheat supply to the state storehouses has started along with the accumulation of quantities of various food articles in order to also meet the needs of the displaced people from Kosove or for emergency cases. /xh/

    [08] Three gold medals and a silver one for Durres cigarettes

    DURRES, Oct.6 (ata) - By S Gjordeni: Four medals, three golden and one silver were awarded for the products of the cigarette factory in Durres which took part in the fair of Struge (FYROM) held during September.

    The director of the factory, Josif Sollaku said to ATA that his factory displayed in the fair four cigarette trademarks: Diamant, Gent, DS and Porti.

    The results of the contest where 47 cigarette trademarks were exhibited, were announced in the fair Skomersa '98 held in Skopje from September 29-October 2,1998.

    The Macedonian Premier Branko Cervenkovski handed over to the representatives from Durres four medals, three gold ones for Diamanti, Gent and Durres and a silver medal for Port with a blend taste. /pas/xh/

    [09] Police wound person attempting to storm Greek Consulate in Korce

    TIRANA, Oct 6 (ATA)-A person who attempted to storm the Greek consulate in Korce on Monday, also through the use of arm, has been injured by the police.

    The spokesman of the Public Order Ministry told ATA that Mirgen Demce, age 26, inhabitant in this city, convicted twice of crime against the person and robbing, dubbed "Geni Koka", tried, along with his friend, to storm the premises of the consulate on Monday at around 12.30.

    The consulate's service personnel and the policeman on duty called on him to go back but he threatened the personnel with his automatic rifle instead and fired on the main gate.

    The policeman on duty shot back, wounding the aggressor.

    Meanwhile, his blue BMV type car outside the consulate was blocked as well.

    The injured was sent to the Tirana Military hospital under tight security measures.

    The motives of this act have not been made known yet. The police are tracking down his accomplice, whose identity is not yet known. /pas/lm/

    [10] New Serb forces in Kosova

    PRISHTINE, Oct 6 (ATA)- Tank units and other armaments coming from Serbia were seen on Sunday to enter Kosova via Merdar-Podujeve-Prishtine (northeastern Kosova) and Rozhaje-Mitrovice-Prishtine (Northern Kosova), while early on Monday armoured cars, military trucks and vans, coming from Serbia, were seen to go through Podujeve.

    Meanwhile, reports from Podujeve say that on Sunday a military column moved in the direction of Serbia from Kosova.

    Two Serbian armoured vehicles and truckloads of policemen were reported to be sent to the village of Recan of Suhareke yesterday.

    Several other villages of the Suhereke commune continue to be under siege by the Serbian forces. /pas/lm/

    [11] Infrastructure of new industrial zone - priority of district council

    TIRANA, Oct 6 (ATA)-By P. Shuteriqi, The construction of the infrastructure for the new industrial zone on both sides of the Tirana- Durres main road is one of the priorities of the Tirana district Council.

    Rudolf Shllaku, chief of the council's town-planning office, told ATA on Tuesday that the application of the projects to install this infrastructure requires an investment of $150 000.

    The chairwoman of this Council, Hatixhe Kellezi, said that the projects of the infrastructure are preliminary drafted in nearly 149 hectares of this industrial zone, so that the coming establishments are built conform the urban rules.

    Later the projects will extend to another 111 hectares of this zone and the funds for their application will be provided in cooperation with the World Bank and other local or foreign donors, says Shllaku. /pas/lm/

    [12] "Albanian Reveler" brings action and adventure for tv viewers

    TIRANE, Oct.6 (ata) - By K Shehu: An Albanian reveler will be shown in TV screen for the first time in Albania. Focused within a documentary film, whose premiere is expected to be shown by the end of October, the reveler Bedri Jashari, 46, wants to introduce a new tradition in the Albanian film, in which action, adventure and the uncommon will take the place of the dialogue in the film.

    Albanian Reveler is thought to be the title of the new documentary film with Bedri Jashari as protagonist.

    Jashari has not graduated any faculty and has no title in the field of sport. His passion, will and initiative to film his skills served as the basis for the scenario by Mishel Kociu, producer Jani Tane, cameraman Besnik Shima and artistic leader, Osman Mula.

    Action has not been present in the Albanian films until '90s. These films were generally characterized by the dialogue. Previously, action was considered only a fall from the car or the motorcycle.

    Jashari has been a reveler in the films "Raper," and "Night." /pas/xh/

    [13] Fight against corruption, of special weight in government's programme - Majko

    TIRANA, Oct 6 (ATA)-Prime Minister Pandeli Majko on Tuesday called the Prosecutor General of the Republic,

    head of the National Information Service (SHIK), head of State Control Commission, head of the Parliamentary Law commission as well as the Justice Minister to ask cooperation in the fight against corruption, according to the prime minister's spokesman.

    "I ask from you not only to supervise this government but also to investigate the activities of the previous government," said Majko, stressing that fight against corruption will have a special weight also in the government's programme to be submitted to parliament."

    Majko said that for this reason he would very soon request a round table with all state institutions to institutionalise measures against corruption.

    He stressed that he would ask all the members of the government coalition to reexamine and filter through the specialist bodies their nominations, especially those in the customs and police so that no corrupt official be part of these nominations.

    "If we do not intervene quickly and without any prejudice to call a halt to this phenomenon then we risk the future of Albania," Majko concluded. /pas/lm/

    [14] Hidden roadblocks in Decan

    PRISHTINE, Oct 6 (ATA)-Sources from the Democratic League of Kosova (LDK) report that along the Peje-Decan main road roadblocks have been set up on road sides, in a way that they are not seen by reporters and foreign observers.

    The Serb forces have set up such roadblocks in Lybeniq, Strellc i Eperm, Lebushe, Isniq and Carrabreg.

    Meanwhile in the villages of Isniq, Strellc, Lebushe, Lluke e Eperme and Prapacan, where most of the population of the Decan commune are concentrated, the police stay nonstop.

    The Decan commune now numbers 15 000 out of 60 000 inhabitants it had earlier. While the city itself has no more than 120 Albanians. Their houses have mostly been occupied by Serbs, while in several villages such as in Beleg, Carrabreg i Ulet and i Eperm, Llocan, Drenoc, Kodrali and other villages, the people's return home has become impossible because of the Serb police presence. /p.ta/lm/

    [15] No change in foreign policy of new government, says Milo

    TIRANA, Oct. 6 (ATA) - By I. Luto: There will be no change in the Albania's foreign policy of the new government, Foreign Minister Paskal Milo told the journalists on Tuesday.

    The chief of the Albanian diplomacy reiterated the stands of the Albanian diplomacy regarding the crisis in Kosova, stands which have to do with the sudden stop of the Serb violence and aggression against the civil population and beginning of talks.

    "For this, we support the NATO air strikes against the Serb military structures, installed in Kosova," continued Milo.

    He declared that the Albanian government will continue to back its stand for an international presence in Kosova and it will support the efforts of the Kosova Albanians to realize their aspirations, despite the option to be followed to resolve the Kosovar crisis. /dast/mt/

    [16] Minister of Public Order meets U.S. Ambassador in Tirana

    TIRANA, Oct. 6 (ATA) - Albania's Minister of Public Order Petro Koci met Tuesday with the U.S. Ambassador in Tirana, Mariza Lino, the spokesman of this ministry reported.

    Minister Koci familiarized Ambassador Lino with the short-term plans of the ministry he heads so that the order forces become more efficacious in their fight.

    Koci considered very important the idea "to deepen the cooperation with the specialized missions of Western European police, which are assisting the Albanian police with logistic means."

    The U.S. Ambassador in Tirana, Mariza Lino, after being familiarized with the main problems the order forces are going through, confirmed once again the support of the government she represents for the order forces in Albania, ends the report of the spokesman from the Ministry of Public Order. /dast/mt/

    [17] Serbian military forces moving toward Albanian border belt

    PRISHTINE, Oct 6 (ATA) - The situation in Prizeren region (Western Kosova, near Albania's border) over the last to days is noticeably tensed, because of the increase of the Serbian military and police forces, Kosova Information Center reports.

    Yesterday reinforcement forces, from military base of Landovice, were sent toward Albania's border belt and mainly concentrated in Planeje village, KIC said.

    Last week there were a lot of Serbian military moving to displace their military arsenal, which is now concentrated in the quarters of Vrelle, Pomozot and Sllatine airport as well as in the villages inhabited by Serbs in Fushe-Kosove Commune, informs Kosova Information Center.

    The abovementioned source, referring to eyewitnesses, reports that military convoys transported different military devices to Serbs inhabited villages of Batuse, Radeve and Skullane, meanwhile at the pines of Sllatine e Madhe, where years ago the Serbian army built up a shooting-gallery, many reinforcements were sent. Serbian forces mounting different types of rockets were noticed in Kuzmin, village inhabited by Serbs. /pas/lola/

    KORCE, Oct 6 (ATA) By B.Fejzullai Revealing the police plans the day of failed coup d'etat was the motive of discharge for 26 police of Korce and Pogradec Commissariats, 4 out of whom were police officers.

    "They were dismissed not only because they disinformed their superiors but they also revealed the police plans," said Colonel Besnik Bregasi, Head of Police Department of the Prefecture.

    "The discharge of inefficient and corrupted policemen keeps on," Colonel Bregasi said. /s.sh./lola/

    [19] Cooperation with Local Government is our priority, says Lino

    TIRANA, Oct. 6 (ATA) - By U. Bajrami: "We are very interested in the new law on 'The Local Government' and the way to be followed regarding its decentralization," said the U.S. Ambassador in Tirana, Mariza Lino, during the meeting with the Albanian Minister of Local Government, Arben Demeti.

    Wishing the Minister for the new post, Lino defined as priority in the activity of this embassy the further cooperation with the Ministry of Local Government, the spokesman of this ministry reported to ATA.

    Minister Demeti, on his side, after expressing his esteem consideration for her work in assisting the Local Government, stressed that "we are conscious that the way the Local Government will be decentralized is difficult, but we are resolute to move forward in this road and this decentralization is one of the priorities of our work," ends the report from the spokesman of the Ministry of Local Government. /dast/mt/

    [20] German chancellor greets PM Majko

    TIRANA, Oct. 6 (ATA) - The German chancellor, Helmut Kohl, has sent to the new Albanian Prime Minister, Pandeli Majko, his best wishes for the new post of the Chairman of the Council of Ministers, press and information office, close to the Council of Ministers, reported to ATA.

    In this letter, the German Chancellor, Helmut Kohl says that "your country has to face important tasks regarding consolidation and stabilization. In order to meet these targets, it is very important to continue the political reforms and those of the market economy, already started."

    "I wish you good luck and success in your new job with great responsibility," ends the letter of chancellor Kohl. /dast/mt/
