  • [01] New affiliation of Savings Bank be opened soon

    TIRANA, Sept 11 (ATA) - By L. Thanasi: A new affiliation of the Savings Bank will be opened within this month in the Durres district at the premises of former Agrarian Commercial Bank.

    A new pilot program will be applied for the first time in this bank with the help of a group of Irish specialists, who are working in this bank for more than a year.

    It is thought that the new affiliation will function according to international parameters with a sophisticated system of information what will help create another physiognomy on changes carried out by the Savings Bank.

    The new affiliation will offer different banking operations through state-of-the-art system of "on line" communication and technology. /ak/

    [02] Romania urges quick solution to Kosova problem

    TIRANA, Sept 12 (ATA) - By I. Luto: Romanian president Emil Constantinescu has expressed his and his government's support for a quicker solution to the Kosova crisis in a letter to the Cultural Union of Albanians in Romania, Press Department at the Albanian Foreign Ministry said on Saturday.

    Romanian president wrote this letter in response to a statement published by the Cultural Union of Albanians which expressed "the deep concern of the Albanian diaspora on the fate of the Kosova people."

    "Romanian authorities have been and continue to be interested in finding a political and diplomatic solution to prevent escalation of the conflict in Kosova," the letter said.

    The message also recalled the latest visits of Constantinescu in the United States and Turkey, visits which created the possibility to discuss the Kosova problem and ways to overcome the crisis. /mima/ak/

    [03] State accords 30 million leks to reconstruct customs' building

    POGRADEC, Sept 12 (ATA) - By F. Fejzullai: The customs building at Qafa e Thanes damaged during the unrest of '97 will be reconstructed with a fund worth 30 million leks accorded by the state budget.

    Petrit Shkembi, head of customs' division, said to ATA that the reconstruction includes new equipment, cameras to monitor work of its personnel and others.

    The new customs was inaugurated in January '97. The U.S. government accorded $1.8 million for its construction.

    The customs' building was badly damaged during the unrest and all equipment were looted. /mima/ak/

    [04] Budget deficit grows to 4.4 billion leks

    TIRANA, Sept 12 (ATA) - By L. Thanasi: Sources of the Bank of Albania said that the budget deficit had grown some 4.4 billion leks during July reaching 19.8 billion leks at the end of month as compared to 15.4 billion leks during June This was due to a sharp increase of spending as compared to revenues, respectively some 15 billion leks and 10 billion leks.

    During this period the deficit has been particularly financed by domestic source i.e. some 64 percent or 11.8 billion leks, while the rest has been financed by the foreign one i.e. 8.0 billion leks. /ak/

    [05] Serb army blocks Albanian refugees in Bjeshket e Nemura

    PRISHTINE, Sept 12 (ATA) - Seven thousand Albanian refugees from Kosova who fled their attacked villages have been blocked since Friday midday by the Serb forces in the road leading to Plava, Montenegro, and are not allowed to climb down the Bjeshket e Nemuna, sources of Center for Information in Kosova (CIK) said.

    Witnesses have said to CIK that their situation is very grave and the site is very difficult.

    Only helicopters can be used to send aid to them while activists of the emergency council in Plava have called on international humanitarian institutions to urgently intervene to help the refugees, CIK said. /mima/ak/

    [06] Thousand Albanians head for Plava

    PRISHTINE, Sept 12 (ATA) - Thousand inhabitants of the villages of Decan commune fleeing latest attacks of Serb forces have been heading for Plava, Montenegro, in the last three days, Center for Information in Kosova (CIK) said.

    Head of the emergency council in Plava, Musa Goçaj, said to CIK that some 475 people have arrived in Plava during the last three days.

    Goçaj said that 1.000 people arrived on Friday some 15 km from Plava and should be transported to Plava.

    The same sources said that five to seven thousand people are on their way to Montenegro. Their situation is grave because there are also injured, sick persons among them including children and elderly people. Unconfirmed sources report of three dead.

    Some 8.500 Albanians fleeing their houses in Kosova have been settled in the commune of Plava and other possible influx is expected, according the latest reports. /mima/ak/

    [07] Tanks and troops of Serb infantry making towards Rezalle

    PRISHTINE, Sept.12 (ata) - Tank units and Serb infantry troops were moving on Saturday towards Rezalle (Kosove) with the aim to penetrate in Likoc, at a time when Albanian population are quickly fleeing also from villages Rezalle, Tice, Plluzhine, Kosove Information Centre (KIC) reports.

    According to KIC, since Thursday morning Serb forces have started to shell some of Drenice villages.

    Sources of the Council for the Defence of Human Rights in Skenderaj report that intensive shelling was made from the positions of Serb police near Llaushe, while lower intensive bombing was made in the villages Tice and Plluzhine. /mima/xh/

    [08] NATO intervention in Kosove should be the same as in Bosnia

    TIRANE, Sept.12 (ata) - By Enkelejda Koraqi: "NATO is waiting all options to be determined by politicians for the question of intervention in Kosove, " said Saturday in a news conference the chief of the NATO Office in Tirane, Paolo Tunegutti.

    In the conditions when the conflict in Kosove is assuming extraordinary proportions of violence, the highest ranking personalities of politics and defence continue to discuss the idea of stepping up the NATO pressure in Kosove and the way military intervention for the solution to the conflict will be realised.

    "We hold that the intervention of NATO troops in Kosove for the solution to the armed conflict there should be vetoed by the U.N.," said Tunegutti. Asked on the way NATO would follow in case such a military intervention was approved, he said that "we shall act in the same way as we did some years ago when NATO was asked to intervene for the solution of the conflict in Bosnia.

    "Most important thing for the Albanian army and for Albania is the rehabilitation of the army depots," said NATO office chief. "Our opinion for the road the Albanian army has to follow for this question is that the depots must be reduced in number. This is a long process which takes time, but it is also dangerous because the situation in Albania is not completely safe, moreover that most of the weapons (those looted last year) are not yet gathered."

    An indispensable duty for the Albanian Army is also to solve the question of the infrastructure, said Tunegutti. "We are working to create a team which will contribute to the elevation of the level of the forces of civil intervention. Finally, the mission that this office has been established in Albania is to be a coordinating mediator between NATO and the Albanian Defence Ministry."

    Referring to the departure of the representatives of the NATO Office from Albania, Tunegutti said that this is related with two factors, with the rotation taking place every three months and with another reason, which is a national question of the Americans. Their departure is not an indication that the NATO office is closed," said the NATO Office chief in Tirane, Paolo Tunegutti. /xh/

    [09] Good beginning and continuation of school year in Albania guaranteed

    TIRANE, Sept.12 (ata) - By P Shuteriqi: The period on the eve of the new school year has been rather busy for the educational department in the capital, Tirane.

    Kujtim Kapllani, chief of this department, mentions the implementation of the projects for the physical rehabilitation of some of the school buildings, the ensuring the necessary contingent of teachers, and the care for the children coming from Kosova.

    Anyhow, the measures adopted guarantee the good beginning and continuation of the new school year, he stressed, being conscientious of a number of difficulties such as the smaller space in school buildings caused by the influx of children from other districts to Tirane.

    "Nearly 5 500 children will be in the first grade this school year," said Iskra Thoma, inspector in the educational department. Various grades in the para-university system this year are added with about 1 000 unplanned pupils as a result of the free movement of the population, she added.

    For the specialists of education, this problem will be provisionally solved with the functioning of the school in two and three shifts. They are optimistic that the situation will change soon, especially now after the unblocking of Project "Tirana 2 000," according to which, the Albanian Government and the Soros Foundation accord 500 thousand dollars for the rehabilitation of some existing schools and the construction of new ones. /xh/

    [10] Factory Deka prevented from total ruin

    TIRANE, Sept.12 (ata)- By Th Thanasi: A rapid intervention of the fire engine units from Tirane, Elbasan, Kruje and Kavaje could prevent from total burning the factor Deka in Sauk of Tirane, police sources said.

    The spokesman of the police department of the Tirane prefecture said Saturday to ATA that the fire which broke Friday afternoon in the detergents processing factory, a property of company Deka, burnt a part of the factory, causing a damage of 500 000 dollars. /das/xh/

    [11] Sept. 22 donors' meeting, preparations for October conference

    TIRANA, Sept 12 /ATA, E.Metaj - A technical meeting with foreign donators, who are supporting Albania financially, will be held on Sept 22, 1998, Ermelinda Meksi, Minister of Trade and Economic Cooperation said.

    The meeting with the donors will proceed Foreign Ministers' Conference on Oct 22, 1998.

    "At the end of October another conference in the course of that held in Rome in 1997 will be held," said Kastriot Islami, Albanian Deputy Prime Minister.

    "Albanian government is preparing a true and detailed report, analysing the progress reached so far with regard to the realisation of the international program for economic growth and reconstruction, approved in Rome," said Islami.

    "All we are going to learn from the future Ministers' Conference in the next months will be our common base to project and plan the efforts for the economic and social development of Albania and its people," told Kastriot Islami, Deputy Prime Minister./lola/xh/

    [12] Zagreb Summit, another possibility to attract investors to Albania.

    TIRANA, Sept 12 (ATA)-By I. Luto, For the first time at the Zagreb summit, due by the end of November, besides the Political Forum, an Economic Forum will also be held to help increase investments in the countries of the Central European Initiative (CEI).

    The Economic Forum at this Summit will be represented by a large number of powerful businessmen and will enable the political leaders of the participating countries to establish direct links with foreign investors," the executive director of CEI, Paul Hartig, told ATA on Saturday.

    At the end of CEI's routine meeting in Tirana on Friday in which discussions on projects to recover the Albanian economy as well as humanitarian aid for the Kosova refugees were of priority, the importance of the Zagreb summit, with the participation of CEI's Prime Ministers and Foreign Ministers was reiterated. /das/lm/

    [13] Republicans reject force to topple government

    TIRANA, Sept 12 (ATA)-By A. Haxhiu, The republicans on Friday expressed themselves against the way of force to topple the government.

    "Nothing can come by force, as the way of violence would bring about fresh tragedy for the Albanian people. The policy to be followed is increasing pressure against the government," Fatmir Mediu, chairman of the Republican Party told a news conference on Friday.

    Later the Republican leader, in the name of his party, asked the resignation of the Albanian government.

    "Analysing the situation at home, the huge problems in securing order, the grave economic situation and other causes, we urge the resignation of the Nano government and the creation of a government emerging from a compromise of all political forces," said Mediu. /das/lm/

    [14] Hungary supports NATO strategy on Kosova

    TIRANA, Sept 12 (ATA)-By I.Luto,

    Hungary supports the NATO strategy on Kosova, saying that the conflict in Kosova, without a resolute international intervention, might be of unprecedented consequences for the security in the region and the rest of Europe.

    A press release of the Press and Information department of the Albanian Foreign Ministry refers to the Hungarian News agency MTI which, on September 10, quotes the spokesman of the Hungarian Foreign Ministry, Gabor Horvath, as saying that "The Hungarian Foreign Ministry fully agrees with the NATO position on the Kosova crisis."

    The Hungarian ministry hails the negotiation efforts between the parties and stresses that an end should be put to the recently escalated operations of the Serb police against the Kosova civilians.

    The ministry holds that only the political avenue could give Kosova a long-term settlement, such as that of a wide-ranging autonomy that would preserve the territorial integrity of Yugoslavia. /das/lm/

    [15] Serbian minister of information accuses Albanian of terrorism

    Thessaloniki, Sept 12 (ATA)-The second part of the Conference "Ideas of Rigas on cooperation in the Balkans" was held in Thessaloniki on Saturday.

    The conference was devoted to Riga Velestinas, who 200 years ago projected the Constitution ans the Republic of all Balkans peoples.

    The Yugoslav minister of Information, Aleksander Vutsits, took the floor at the second session. His words were concentrated on the attack against Albanians, calling them "terrorists".

    "Also, the Albanian government and people have supported terrorism", he said.

    The Serbian minister accused the Bosnian Moslems of "self-punishment".

    The words of the Serb minister raised tension and objections among the participants of the Balkan conference gathered to promote the ideas of peace and Balkan cooperation.

    The Albanian and Bosnian delegates, particularly, rejected the words of the Serbian minister.

    The TV channels of Thessaloniki had numerous interviews about this scandal caused in the conference by the Serb minister. /das/lm/
