  • [01] Turkey insures Albanians

    TIRANA, Sept 11 (ATA) - By L. Thanasi: Albania and Turkey signed recently an agreement which envisaged the insurance of all Albanians who work in Turkey.

    If Albanians work for some years in Turkey and later return to Albania their pensions will be transferred to Albania and they are insured. This is also valid for the Turkish citizens who work in Albania.

    A protocol agreement was reached on March 13 this year in the Albanian Ministry of Labour as regards the institutionalization of both institutions.

    Turkey has reached such bilateral agreements with over 15 states.

    Some social insurance systems such as social insurance for employees, special and independent, social insurance for self-employed, civilian and military employers and others operate in Turkey.

    All these systems are independent and moreover they guarantee the payment of profits in the social insurance in any case. /ak/

    [02] Coalition government vows to ban repetition of last year unrest

    TIRANA, Sept 10 (ATA) - By Ylli Pata: Parties of the government coalition issued a statement on Thursday considering "anti constitutional and anti national the statements of the Democratic leader Sali Berisha on the use of forces against the state."

    "Part of the opposition represented by Berisha's clan is using every means to destabilise Albania aspiring anti-constitutional actions on use force what has shocked the public opinion nationwide," the statement signed by party leaders said.

    The coalition parties have clearly said that such statements which aim at inciting civil war in Albania not only should be strongly condemned but measures should also be taken in conformity with the constitutional package and plebiscitary vote of June 29, not to allow a new tragic recycling of a conflictual situation similar to that of a year ago.

    The Democratic party (DP) leader Sali Berisha said two days earlier that "if the legal proceedings are frozen there will be no peaceful means but only force." He told Friday's rally that "he will turn Nano and company into ashes."

    Berisha was referring to the arrest of six former officials of his party who are accused of crimes against humanity during the unrest of spring '97. The DP claimed that the arrests are politically motivated.

    Albanian parliamentary Speaker Skender Gjinushi told journalists that "Berisha is a man who cannot control himself thus our aim is to isolate Berisha as a politician."

    The Secretary General of the Socialist party Pandeli Majko said that "Berisha is the only one who has not understand that he cannot return where he has been." /mima/ak/

    [03] History of unique mosaic of Albanian metropolis

    TIRANA, Sept 10 /ATA - Klodi Shehu/ - Specialists of the Monuments of Culture Department in Tirana are working at the only existing mosaic in the Albanian capital, Tirana.

    The above-mentioned mosaic was discovered in 1972 by workers who were building up a flat in western part of Tirana They noticed the ruins of an ancient building on a mosaic floor.

    Tirana mosaic lies on 8 meters long and 11.5 meters wide surface. Birds and fish are its decorative elements and the archeological materials and building planimetry dated back to Vth century. /mima/lola/

    [04] Grave situation in Kosova - 16 Albanians killed

    PRISHTINE, Sept 10 /ATA correspondent Behlul Jashari reports that the Serb forces have killed 16 Albanians, of whom 11 infants, during this month's offensive in villages of Kosova (90% of the population are ethnic Albanians). The killings have been committed in the suburbs of Rahovec as well as in Kushnin and Verrin villages.

    Serb forces kept on shelling Drenica regions on Thursday, while new Serbian forces are reported to have arrived in Mitrovica.

    A delegation from the Kosova Democratic League (LDK), at a meeting on Thursday with representatives from the office of the U.N. High Commission for Refugees (UNHCR) in Prishtine raised the alarm over the dramatic situation of the displaced, especially in Dubovike, Prapaçan, Isniq and Strellc i Ulet of Decan district, where more than 70 000 people, escaping the conflict zones, have been settled.

    The delegation asked this office to urgently help the refugees, who are under threat of the Serbian iron siege, starvation, shortage of medicine and bad weather conditions. /mima/lola/lm/

    [05] Explosion wrecks pharmacy of SP deputy in Fushe Kruje

    KRUJE, Sept 11 (ATA)-By S. Gjordeni, Explosion wrecked the private pharmacy of a deputy of the Socialist Party (parliamentary majority) on Friday morning but caused no victims, the spokesman of the police department of the Durres prefecture told ATA.

    According to the spokesman a considerable amount of TNT exploded at the pharmacy of citizen Xhemal Xhixha on Friday at 02.00 which also smashed the windows of the nearby buildings.

    The police, who were immediately rushed to the spot, said that the amount of TNT placed at the pharmacy's door is estimated to be around 2kg.

    The police are working to find out the motives of this terrorist act and identify the persons responsible. /mima/lm/

    [06] Labour ministry, Brindisi town hall sign labour agreement

    TIRANA, Sept 11 (ATA) - By L. Thanasi: Albanian Ministry of Labour and Social Affairs and the town hall of Brindisi signed on Thursday an agreement on immigration of Albanians in Italy.

    The agreement envisaged that the town hall of Brindisi assumes the responsibility to collect data on job offers for Albanian citizens in the Puglia region and broader. The ministry, on its part, assumes the responsibility to secure personnel providing necessary guarantees on the professional skills asked by the Italian side.

    The delegation from Brindisi headed by the city mayor Giovanni Antonino held talks with the Minister of Labour Anastas Angjeli who wished that the agreement be implemented as soon as possible. /ak/

    [07] Investment in Klos town infrastructure

    KLOS, Sept 11 (ATA)-H. Ruspi,

    Works are over on the ring road of the Klos town, Mat district, the town mayor, Isuf Cipi, told ATA.

    Cipi says that the Albanian Fund of Development (FSHZH) has provided 2.7 million leks for the ring road of Klos and another 25 million leks for the Klos bridge, which links the town with six nearby villages. Some 70 per cent of the works on this bridge have been completed so far.

    Some five million leks from the state budget have addressed the rehabilitation of the Klos-Fullqet road. /mima/lm/

    [08] Diploma of honor from American Institute of Biography for Pandi Napuçe

    KORÇA, Sept 11 /ATA - B.Fejzullai/ - American Institution of Biography accorded the international diploma of honor to Dr. Pandi Napuçe and declared him the man of the year 1998, under the motivation: "For scientific research work in education and contribution in civil society."

    Ilirjan Mehmeti, inspector for foreign relations in Korça prefektur told for ATA that the valuation as the man of the year for Dr.Pandi Napuçe from the American Institution of Biography is at the same time a valuation for Korça University and Albanian Science.

    Dr. Pandi Napuçe was born in Korça in 1941. He is a professor in Teaching Faculty of "Fan Noli" University in Korça and he has the degree Doctor of Science and the title "Honoured Teacher". Napuçe is the coauthor of the text "Geometry in space" and the author of many scientific studies in mathematics and methodology./mima/lola/

    [09] Villages of Dushkaje of Gjakove emptied

    PRISHTINE, Sept 11 (ATA)-The villages of Dushkaje of Gjakova have been completely emptied after the latest offensive of the Serb military and police forces, according to the Kosova Information Centre (CIK).

    The Democratic League of Kosova (LDK) in Gjakove says the Serb forces are also thought to have killed people besides looting, destructions, burning and other atrocities.

    "A three-month baby from the Krelan village died of cold and hunger," the LDK says.

    Sources say that in the Kline mountains and villages many have died, but have remained unburied because of the police siege, especially of snipers which check every movement. /mima/lm/

    [10] Many villages razed in Rahovec

    PRISHTINE, Sept 11 (ATA)-Dozens of villages of the Rrahovec commune have been razed to the ground or gravely damaged because of latest attacks by the Serb forces;

    Kramovik, Polluzha, Llapceva, Dobidoli, Denji, Ratkoc, Malesi e Vogel, Dremoc have been razed to the ground, while Guri i Kuq, Koznik, Senoc, Gexhja as well as the villages Vrranake, Bratotine, Neshpalla and half of the Sopnic village have been gravely damaged, the Kosova Information Centre (KIC) reports.

    Many killed and wounded have remained in fields and everywhere in this region.

    Mass graves are thought to exist in the places called "Lugjet e denjit", "Lugjet e Polluzhes" and in the place called "Te varrezat e Ratkocit".

    In "Lugjet e Polluzhes" the Serb police are thought to have burnt over 300 agricultural means as well as transport vehicles carrying food articles, which the evacuated had taken with themselves. /mima/lm/

    [11] Projects to reconstruct archaeological centre of Butrint

    TIRANA, Sept 11 (ATA)-By R. Xhuvani, President of the Republic Rexhep Meidani on Friday met with the representative of the "Butrinti" Foundation in Albania, Richard Huge, also accompanied by the ambassador extraordinary and plenipotentiary of Great Britain to Albania, Steve Nash.

    President Meidani was familiarised with the projects and performance of this foundation to reconstruct the archaeological centre of Butrint (Sarande) and the surrounding area, as an important centre of world heritage, aided by major financial organisations and with special attention of British Lord Roschtfield.

    [12] President Meidani visits Greece

    TIRANA, Sept. 11 (ATA) - The Albanian President, Rexhep Meidani, left on a two-day visit to Greece on Friday morning .

    During his visit there, Meidani will attend along with other high political personalities from Greece, Europe and the Balkans, the summit "Athens '98- Peace and Development". He will make a speech in the sumit and will meet with senior officials of the Greek government.

    Meidani is also expected to meet his Greek counterpart, Stefanopullos, and the Prime Minister, Simitis. They will discuss the bilateral relations between the two countries, the situation in the region, and especially that in Kosove./A.A/xh/

    [13] Rugova calls for greater international commitment on Kosove

    PRISHTINE, Sept.11 (ata) - ATA correspondent Behlul Jashari reports: President Rugova asked also today a greater international commitment to save the people of Kosove. "We demand international protection for Kosove, first of all from the U.S., EU, UN and NATO," said Rugova in his regular press conference in Prishtine today.

    He demanded urgent halting of the Serb offensive on Kosove and its people and a resettlement of the displaced people in their homes under a international security.

    The best solution for Kosove will be an independent Kosove with all guarantees for Serbs of Kosove and an international protectorate as a transition period, said Rugova. He hailed the commitment for Kosove by U.S. President Bill Clinton, French President Jacque Chirak, German Chancellor Helmut Kohl, British PM Tonny Blair and Russian President Boris Yeltsin and especially the commitment of the U.S. Secretary of State Madeleine Albright, stressing the need of a greater engagement in order to save the people of Kosove. /das/xh/

    [14] Serb forces attack Drenice

    PRISHTINE,Sept.11 (ata) - ATA correspondent Behlul Jashari reports: Fierce fighting is taking place today in Drenice, central Kosove, where numerous Serb military-police forces and paramilitaries undertook a massive strike today morning.

    Heavy artillery is shelling nonstop the villages Likofc, Rezaller, Tice, Plluzhine and their outskirts, while KLA forces are trying to prevent the advance of Serb forces in those villages, sources from the field say. Fierce fighting is going on especially on the front line between Rezalle and Llaushe villages. Today in the morning, about 90 tanks and other transport means carrying troops and ammunition have been seen going towards Llaushe. While long columns of Albanian refugees, children, women and elderly people are seen leaving these regions right after they had resettled at their homes damaged over the offensive of the past month. /das/xh/

    [15] Debate on Albanian draft of constitution held by OSCE office in Shkoder

    SHKODER, Sept.11 (ata) - The discussion on the draft of the Constitution of Albania was in the centre of the meeting held on Friday by the OSCE office in Shkoder with representatives of the local government structures, political parties, non-governmental associations, etc.

    Gehard Paid, chief of the OSCE Office in Shkoder, after highlighting the draft of the constitution as very good and of European standards, said that "this gives the younger generation the chance to think for the future of this country. Therefore, we invite every citizen to take part in the discussion for the draft of the constitution."

    Participants in the meeting asked about special articles of the draft such as on the property, army, local government, role of the president, etc. Members of the commission for the drafting of the constitution responded the questions made by those present in the meeting.

    Pandeli Majko, SP Secretary General, said that despite the political tension in the country, "we express our conviction that the Democratic party will join this process to give Albania a constitution because the Constitution is not a property of the political parties but of all the people." das/xh/

    [16] The number of people coming from Kosova to Has increases

    KRUME, Sept. 11 (ATA) - As a result of the continuous fighting and Serb terror against the civil people of Kosove, the number of Kosovars reaching the district of Has keeps increasing.

    About 45 peopel crossed the state border on Wednesday afternoon, while 35 others mainly children, women and elderly people, entered the city in the early hours of Friday, said to ATA the chief of the district's police station, Sali Gera.

    The border line of the district of Has, 25.6 kilometers long, has become lately a path for Kosovars entering Albania to escape the Serb terror.

    The inhabitants of Kosova are coming to Albania mainly through villages Vlane and Dobrune. So far most of them have been accommodated in Has local families they are linked by blood and in the dormitory of the high school in Krume.

    The number of the refugees keeps increasing. At present the listed people are more than 550, while some hundreds others who have gone to other parts of the country are not unregistred.

    According to Mr Gera, 30 people from the yesterday's group from Suareka and Rahovec wanted to go abroad, and only 50 of them have agreed to be registered./A.A/xh/

    [17] Albanian President Meidani meets with his Greek counterpart, Stefanopoullos

    TIRANE, Sept.11 (ata) - By I Luto: Albania's President Rexhep Meidani, who is is in Athens to take part in the Summit "Athens '98 - Peace and Development" had a meeting with his Greek counterpart, Kostis Stefanopoullos in the Greek Presidential Palace.

    The main topic of the meeting was the further development of the Albanian-Greek relations.

    President Meidani appreciated the personal contribution of Mr Stefanopoullos for the development of these relations and especially in the process of the registration and legalization of Albanian emigrants living and working in Greece.

    Later, the two presidents exchanged opinions on the situation in the region focusing on the situation in Kosove. President Meidani stressed once more the need of energetic action by the international community for the interruption of the Serb military offensive and to put an end of the bloodshed and ethnic cleansing of the Albanian population in Kosove.

    On Saturday, Albanian President will also meet with the Greek Prime Minister, Simitis. /das/xh/

    [18] International Conference "Injuries caused by fire weapons."

    TIRANE, Sept.11 (ata) - By Enkelejda Koraqi: A two-day international conference on "Injuries caused by fire weapons" started Friday in one of the halls of the Army Centre in Tirane.

    The conference will be held in 6 scientific sessions, in which about 43 scientific papers will be read by doctors and specialists of the military hospital in Tirane and from some other countries of Europe.

    "It is my pleasure and obligation as Minister of Defence to address this conference, which, with the problems it treats, is of a great importance, it has a national and international character," said Albanian Defence Minister, Luan Hajdaraga.

    Referring to the events of the past year, when after the army depots were looted, thousands of people were injured and maimed, Hajdaraga availed himself of the opportunity to appreciate the role and incalculable contribution of the doctors in the central army hospital who, despite the difficult situation, carried out their duties resolutely.

    Hajdaraga hailed the great assistance that the armies of the NATO countries and those of the Partnership for Peace have made and are making to the medical sector in Albania and especially the Greek government and army for the contribution in the construction of the Clinic of the Military Hospital and the for the future objectives.

    Attending the conference also were Chief of the Army General Staff, Brigade General Aleks Andoni, the adviser of the President, Sabit Brokaj, doctors and specialists of the military hospital and from other civil hospitals and clinics of other countries such as from Greece, Italy, Britain, Montenegro, Russia, etc. /das/xh/

    [19] CE delegation to come in Tirane on Monday

    TIRANE, Spet.11 (ata) - By Ylli Pata: A delegation of the Parliamentary Assembly of the Council of Europe will visit Albania the next week to see closely the political situation in the country, official sources close to the People's Assembly of Albania told ATA.

    The European delegation, consisting of parliamentarians Van der Linden and Soletura, who are named as CE rapporteurs for Albania, are expected to come to Tirane on Monday and to meet with leaders of the Albanian state and of the main Albanian parties.

    The two members of the CE Parliamentary Assembly will meet with the President of Albania, Rexhep Meidani, the Prime Minister, Fatos Nano, the Parliament Speaker, Skender Gjinushi, government members and leaders of parliamentary political groups.

    They will have a special meeting with the parliamentary commission for the drafting of the Constitution to discuss the development of the process for the constitution. The results of the talks with Albanian authorities will be given in a report to be presented then to the CE Parliamentary Assembly.

    The two rapporteurs are also members of the European Parliamentary delegation which has, several times, drawn its conclusions on the political situation in Albania. /das/xh/

    [20] Gjirokaster prosecutor blames policy for events in South Albania

    GJIROKASTER, Sept.11 (ata) - By H Cani: Interference in the work of the judiciary, mainly in police, through naming in the leading posts incapable elements according to the appetite of politicians, are some of the reasons that have led to the present public order situation in southern Albania, the Prosecutor of Gjirokaster, Arben Pasho told ATA.

    According to Pasho, the concept on posts in police has not changed a lot compared with that which prevailed in the Berisha state and which led to the catastrophe of the past year. Pasho did not want to identify names but he said that the frequent reshuffles of the heads of police in southern districts is the best proof of no good choices. According to Pasho, this has made police leaders consider their post as provisional and consequently, the fight against crime and criminals has never been made properly. /das/xh/

    [21] $30 000 aid for hospital of Pogradec

    POGRADEC, Sept.11 (ata) - By H Balliu: The Relief Association affiliate operating in Pogradec donated recently to the hospital of that city an amount of equipment for first medical aid and surgery.

    The chairman of the association, Hasan Abdullah, told ATA that the value of the aid amounts to 30 thousand USD. He added that Relief operates as a non-governmental organization with the status of a consultant in the U.N. Social-Economic Council. /das/xh/

    [22] Albanian PM Nano to visit Italy on Tuesday

    TIRANE, Sept.11 (ata) - Albanian Prime Minister Fatos Nano will make an official visit to Rome on September 15, Albanian Embassy in Italy reported on Friday.

    During this visit Nano, who will be accompanied by Finance Minister, Arben Malaj and State Secretary for European Integration, Ilir Meta, will have talks with his Italian counterpart, Romano Prodi and separate meetings with the Senate President, Nicola Mancino and the Head of the Lower House, Luciano Violante.

    The official agenda of the Albanian OM in Italy, has, besides meetings with senior officials of Italy, a meeting in the Holy See in Vatican, where he will be received by Pope John Paul 2. /das/xh/

    [23] Annual inflation reaches 16.9 % - Bank of Albania

    TIRANE, sept.11 (ata) - By Lolita Thanasi: According to sources in the Bank of Albania, during the first seven months of the current year, two different tendencies in the level of inflation have been noticed. In the first quarter of this year, from a very high level at the end of January, inflation began to fall, with a change of tendency in April. In the three following months, inflation marked negative values, to reach the lowest level so far in this year, -2 per cent. At the end of June, annual inflation was envisaged 19.5 per cent.

    The negative level of inflation in June and July is linked with the domestic agricultural production replacing the imported one. /xh/

    [24] Veteran singers in the 1st International Folk Song FEstival in Barcelona

    TIRANE, Sept. 11 (ATA) - The veteran singers, ex-members of Folk Song and Dance Assembly left for Barcelona on Friday to take part, for the first time, in the 1st International Folk Song Festival to be held from 15-20 Sept.1998 in Barcelona, sources in the Department of Culture in Tirana municpality said to ATA. They stressed that "the chorus with members of the veteran artists of the Assembly chorus, will present Albania with some of the pearls of the Folk creativeness."

    They will compete with 20 states among which Brazil, Russia, Germany, Rumania etc. /das/A.A./xh/
