[01] Local commissions set up for the homeless who lost money in pyramid schemes

The mayor of Vlore, David Tushe, told ATA that "for this purpose, based on the government decision, the citizens have handed over the necessary documentation, which is being examined in the respective commissions."

Tushe stressed that long-term credits of over 20 years will be given to them. The credits will be offered by the World Bank and other financial institutions.

According to him, more than 1500 cases of homeless people, who lost their homes in pyramid schemes like "Gjallica," have been pointed out. /a.ke/kei/mt/sh/

[02] Number of adoptions increases

During a four-year period, since its creation on 1993, the Committee on Adoption under the motto "A family for a child" has managed to help 334 children to be adopted.

For 1997 the committee has carried out 101 adoptions, 61 of which by Albanian couples living in Albania and 40 to Albanian couples living in and out of state borders. kei/ak/sh/

[03] Public investments in Tirana villages

Among the important investments is that of systemizing sewages in the Kamza commune and Valias, an investment estimated at 300 million Leks, Kosta Burdullushi, chief of the public service sector said on Friday.

A channel of some 300 linear metres to help dispose of sewages and protect environment was dug up in Valias area.

The district council has financed investments in Berxull village, a commune in which the inhabitants are concerned about sewages.

Investments worth over 1 million leks will be carried out in Koder Berxull village. Some 1,3 million Lek will be allocated for investments in Gjobaj village, Vora municipality, while 4,6 million Leks are allocated for Varosh village, Peza commune to construct underground channel for sewages. kled/ak/k

As the chairman of this court, Pajtim Hoxha, reported to ATA, "the new law is to be blamed for such delays, because it does not envisage any deadline for the duration of a juridical process."

"Three months in jail are nothing compared with the stress caused by coming six times in the court's room, and the court decided to set me free only after an odyssey of several months," said the citizen S. Avniu.

With regard to this problem, judges and attorneys of this court share the opinion that it is necessary that laws be revised. According to them, drafting of the new legislation is the demand of the time. /a.ke/kei/mt/k

[05] Vlora town hall prepares local map to help foreign investors

"This map will provide the site belonging to individuals and state," David Tushe, co-chairman of the Town hall said to ATA.

He added that this will help proceed with foreign investors offering them state and municipality owned sites for projects they will present.

A working group has begun its operation including known specialists of the Vlora city.

[06] Trade deficit worth 62 billion leks

Import this year are four times higher than exports, but in the recent months as a result of resumption of work in many enterprises, exports have seen a slight increase, by easing so the trade deficit.

[07] Crime be fought in its hotbeds - official

"The main task for the Albanian police is the fight against crime in its hotbeds," Ndre Legisi, Secretary of State at the Interior Ministry said to ATA.

The new phase facing the police today is asking for changes, Legisi said, adding that "decentralization" is thought to be carried out during police restructuring.

So far, there were six chiefs of directorates at the ministry and others were chiefs of commissariats, while the restructuring process provides 12 directorates on each prefecture.

[08] Interior Ministry proposes changes - official

The Interior Ministry made its proposals to the Council of Ministers about a month ago, based on the restructuring of the Albanian police, dictated by the time and the situation the Albanian police are facing today, said Legisi.

The claims of several officials of not being informed of their removal from the posts "is simply a mentality inherited by the past," of "an implementation of the line of masses." /s.s/kled/mt/k

[09] Greek government offers 1000 telephone numbers to Himara

It is a system of radio-relays, a technology very suitable for the relief of Himara.

With the end of this project, the geography of the Telecom infrastructure in Vlore will boost. Some 4000 new numbers are planned for the town of Vlore, which will be distributed over the last six months of the year. /s.s/kled/mt/k

[10] La Pergola visits Constitutional Court

"The chairman Gjata briefed Mr La Pergola of the work of the institution he directs and the difficulties being encountered time and again," spokesman of this court told ATA. He added that La Pergola laid the stress on the indispensability of the activity of the Constitutional Court and the need of maintaining its competence, as a condition to guarantee the democracy and the defence of fundamental human rights. pas/xh/

[11] ASF Disciplinary Commission to halt violence in stadiums

Expressions of this violence are indecent behaviour on the part of fans of certain teams, anti-sport acts of the players, which create tension on the green field, by opposing, insulting and even striking the referees.

There are teams which are "gripped" by fear to play in fields of Lushnje, Berat or some others.

The Disciplinary Commission has taken a series of measures against the authors of these acts and crackdowns continue by the situation is not yet calm in sports halls. a.ke/kei/lm

[12] All medicines must be registered - Minister

According to official sources of the Pharmaceutical Department in the Ministry of Health and Environment, about 50 per cent of the medicaments in Albanian pharmacies are sold without import permission. At the end of December 1997, the book "Registered medicaments in the Republic of Albania" was published with information on the medicaments on sale in Albania.

With regard to the mode of registration of medicaments, Minister Solis said that "administrative information on the company that processes them, the name and address of the importer, the distributor, information on authorized medicaments, etc are needed."

So $1 = 151,90 lek, lossing 0,30 points compared with yesterday's 152, 20 lek. The DM was traded for 84,30 lek lossing 0,50 points compared with yesterday's 84,80 lek and ITL (1000) traded for 84,58 lek lossing 0.32 points compared with yeasterday's 84,90 and so on.

[14] Hunger strikers demand independence of judiciary

Eight judges, appointed to their jobs after attending a six-month legal education course in Durres in 1993, and who have been staging a hunger strike since January 5, considered "politicised" the already approved law on the courts.

"Our strike intends the fulfilment of the demand for the independence of courts and judiciary, restraining the revanche of the executive," the chairman of the Jurists' Association "Dura lex set lex", Luan Hamiti, told a news conference at the private house their are fasting, today.

Hamiti, who at the same time heads the judge's hunger strike, is also one of the judges affected by the new law.

The striking judges, protest against what they call "violence against us, exercised by order of Justice Minister Thimio Kondi". They demand the resignation of minister Kondi and the member of the High Council of Justice, Perparim Sanxhaku.

The fasting judges have received their diplomas after a six month course organised in Durres. The approval of the law, which invalidates their diplomas, dismisses them from the justice bodies. pas/lm

[16] Berisha on pyramid investment schemes

"As for the question of pyramid investment schemes, the Democratic Party and the Union for Democracy has neither kept silence nor has agreed to be silent in front of the 'mega-deceit' by Prime Minister Nano in the electoral rally of the Socialist Party in the city of Vlore," Mr Sali Berisha told in a news conference today.

The Democrat leader said that "failure to return to the creditors the money they have invested in the pyramid investment schemes, failure to keep all the main promises and to make the transparence of these firms are, according to the Democratic Party and the Union for Democracy, the main arguments of their request for the resignation of the government or for accepting that fresh elections be held." He did not refer to his declaration a year ago, but focused on the words that Nano said in Vlore before June 29, 1997 elections.

"For six months, PM Nano is replacing the transparence with the trafficking that the members of his cabinet are making." Asked whether he had concrete information about government members who were involved in smuggling, Berisha did not specify any case and did not mention any name of the members of the cabinet.

In his today's news conference, Berisha mentioned the most important political events in the country. He sided with the strike of the jurists trained in six-month courses in law and demanded that incriminated people in police structures be dismissed. xh/

[17] Tirane-Durres road, most preferred for constructions

In his first meeting for 1998, the Council of Territorial Adjustment, KRRT, examined 18 requests by construction firms and powerful investors, as well as by individual owners for construction permits and adoption of sites.

KRRT approved the construction of a flour factory by an Albanian- Greek joint venture, estimated at 7 million dollars and a factory for cosmetics. Since the flour factory covers an area of over 25 000 square meters, the construction permit must be also adopted by the national KRRT. Among the requests which have been adopted is that for the construction of a tapestry factory in the town of Kamza, for storehouses for duralumin material in the village Mezes, a garment factory in the commune of Vaqarr, etc.

A request by Muca firm for a quarry in the village Tufine, northeast of Tirane, to cover an area of 25 000 square meters was not adopted by the Council because it harms the afforested zone, the pastures and perspective of this zone. s.s/pas/xh/

[18] Ruci and Hajdaraga, new SP presidency members

This was decided at a meeting of the Socialist Party leadership on Saturday.

"The leadership decided to propose the General Steering Committee (GSC), which will meet by January 17, to include in the leadership Hajdaraga and Ruci, after the supplements provided for the GSC at the national conference," Musa Ulqini, secretary for SP public relations, said after the meeting.

"The leadership also decided to create a new structure, called sector of Coordination, which will also have a secretary. This sector will coordinate the work of parliament, government and party," Ulqini said.

"The party's executive board, to be composed of its secretaries, will also be set up, to deal with various problems of the party and country," Ulqini said.

"In contrast of what the press has said, there will be no changes regarding the names of the SP secretaries," he added. a.ke/lm

[19] I have "violated" a law of the Party of Labour Politburo - Brojka

Brojka was attacked the previous day by Deputy Premier Bashkim Fino, who said that the Tirane Mayor had violated the Constitution by flowing half-mast the flag of the town hall on January 8, which was not a national day of mourning.

"The flag was flown half-mast to honour the death of three nationals, one of whom was a police staff member, citizen of Tirane and I have declared neither a national nor a local day of mourning," said on Saturday Brojka, member of the Presidency of the opposition Democratic Party. "Moreover, with the crimes occurring in Albania every day, the flag must be daily half-masted."

Also on Saturday, Brojka reiterated that he would resign "if the government chairman proposes the President of the Republic his discharge for violation of the constitution." a.ke/xh/

Fino attacked Brojka on Friday for half-masting the flag of the city- hall on an undeclared mourning day (declared as such only by the chairman of the Democratic Party, Sali Berisha), saying that "Brojka has violated the constitution".

Therefore, he said, the prime minister should propose the President of the Republic his dismissal.

Brojka on Saturday replied that he had "violated" only a "regulation of the former Political Bureau of the Party of Labour".

On Saturday the deputy prime minister said:"I aired my opinion once. Now it is the turn of the Prime Minister and President of the Republic to express their view". s.s/lm

[21] Soon Rinas airport with new terminal

The terminal area at Rinas Airport will suit the needs of a passengers' flux of 700-800 thousand annually. At present the existing terminal faces 350 passengers daily, while the new one will render services to 600-700 passengers daily.

The companies interested to construct the new terminal are Simens and Lufthansa. They want to build the terminal through a concession system of B.O.T. type. The terminal will have the shape of a plane wing. The duration of terminal construction will be one year and a half.

[22] Participation in parliament to be decided on Thursday - DP Presidency

Sources from the Presidency said that DP leaders decided to hold on January 15 the meeting of the party National Council, in which the participation in the parliament will be discussed.

DP leader Sali Berisha said that it was the Council which decided on the DP deputies' boycott of the Parliament, so this Council must again decide on their participation; the suggestions by many DP "friends," will, according to Berisha, make democrat deputies take part in the Parliament.

The same sources reported that the Thursday meeting will also examine the questions of "the strategy of the protests of the Democratic Party to the Government and its alternatives for different problems." /s.s/xh/
