Koci: Local commissions are working in Vlore to register homeless people, who lost the money of their homes in pyramid investment schemes.The mayor of Vlore, David Tushe, told ATA that "for this purpose, based on the government decision, the citizens have handed over the necessary documentation, which is being examined in the respective commissions." Tushe stressed that long-term credits of over 20 years will be given to them. The credits will be offered by the World Bank and other financial institutions. Shuteriqi: Numerous investments are planned to construct, rehabilitate water pipe lines, sewages for 1998 in the district of Tirana financed both by the state budget and district council.Among the important investments is that of systemizing sewages in the Kamza commune and Valias, an investment estimated at 300 million Leks, Kosta Burdullushi, chief of the public service sector said on Friday. A channel of some 300 linear metres to help dispose of sewages and protect environment was dug up in Valias area. The district council has financed investments in Berxull village, a commune in which the inhabitants are concerned about sewages. Investments worth over 1 million leks will be carried out in Koder Berxull village. Çarcani: Some 1 500 files for different penal cases are waiting to be examined by the judges of the Tirana court.As the chairman of this court, Pajtim Hoxha, reported to ATA, "the new law is to be blamed for such delays, because it does not envisage any deadline for the duration of a juridical process." "Three months in jail are nothing compared with the stress caused by coming six times in the court's room, and the court decided to set me free only after an odyssey of several months," said the citizen S. Avniu. With regard to this problem, judges and attorneys of this court share the opinion that it is necessary that laws be revised. Thanasi: The work of the Albanian police is entering a new phase with professionalism as a priority. The phase of emergency is over and the situation all over Albania is under control, an Albanian official said on Saturday."The main task for the Albanian police is the fight against crime in its hotbeds," Ndre Legisi, Secretary of State at the Interior Ministry said to ATA. The new phase facing the police today is asking for changes, Legisi said, adding that "decentralization" is thought to be carried out during police restructuring. So far, there were six chiefs of directorates at the ministry and others were chiefs of commissariats, while the restructuring process provides 12 directorates on each prefecture. With the end of this project, the geography of the Telecom infrastructure in Vlore will boost. Keko, During the first stage of the 59th National Soccer Championship of the 1997-1998 season, which ended a few days ago, the Disciplinary Commission of the Albanian Soccer Federation (ASF) has met several times to "attack" violence manifested in Albanian stadiums.Expressions of this violence are indecent behaviour on the part of fans of certain teams, anti-sport acts of the players, which create tension on the green field, by opposing, insulting and even striking the referees. There are teams which are "gripped" by fear to play in fields of Lushnje, Berat or some others. At the end of December 1997, the book "Registered medicaments in the Republic of Albania" was published with information on the medicaments on sale in Albania. With regard to the mode of registration of medicaments, Minister Solis said that "administrative information on the company that processes them, the name and address of the importer, the distributor, information on authorized medicaments, etc are needed." Solis added that the pharmaceutical, biological and pharmacy- toxicological documentation are also necessary. "Our strike intends the fulfilment of the demand for the independence of courts and judiciary, restraining the revanche of the executive," the chairman of the Jurists' Association "Dura lex set lex", Luan Hamiti, told a news conference at the private house their are fasting, today. Hamiti, who at the same time heads the judge's hunger strike, is also one of the judges affected by the new law. The striking judges, protest against what they call "violence against us, exercised by order of Justice Minister Thimio Kondi". They demand the resignation of minister Kondi and the member of the High Council of Justice, Perparim Sanxhaku. The fasting judges have received their diplomas after a six month course organised in Durres. The Democrat leader said that "failure to return to the creditors the money they have invested in the pyramid investment schemes, failure to keep all the main promises and to make the transparence of these firms are, according to the Democratic Party and the Union for Democracy, the main arguments of their request for the resignation of the government or for accepting that fresh elections be held." He did not refer to his declaration a year ago, but focused on the words that Nano said in Vlore before June 29, 1997 elections. "For six months, PM Nano is replacing the transparence with the trafficking that the members of his cabinet are making." Asked whether he had concrete information about government members who were involved in smuggling, Berisha did not specify any case and did not mention any name of the members of the cabinet. In his today's news conference, Berisha mentioned the most important political events in the country. He sided with the strike of the jurists trained in six-month courses in law and demanded that incriminated people in police structures be dismissed. xh/ Albanian Telegraphic Agency[17] Tirane-Durres road, most preferred for constructionsTIRANE, Jan 10 (ATA) - By P Shuteriqi: The Tirane-Durres highway continues to attract the attention of local and foreign investors with the advantages for greater investments during 1998 in the production sectors, those of public service and business, reports from the Tirane District Council say.In his first meeting for 1998, the Council of Territorial Adjustment, KRRT, examined 18 requests by construction firms and powerful investors, as well as by individual owners for construction permits and adoption of sites. KRRT approved the construction of a flour factory by an Albanian- Greek joint venture, estimated at 7 million dollars and a factory for cosmetics. Since the flour factory covers an area of over 25 000 square meters, the construction permit must be also adopted by the national KRRT. Among the requests which have been adopted is that for the construction of a tapestry factory in the town of Kamza, for storehouses for duralumin material in the village Mezes, a garment factory in the commune of Vaqarr, etc. A request by Muca firm for a quarry in the village Tufine, northeast of Tirane, to cover an area of 25 000 square meters was not adopted by the Council because it harms the afforested zone, the pastures and perspective of this zone. s.s/pas/xh/ Albanian Telegraphic Agency[18] Ruci and Hajdaraga, new SP presidency membersTIRANE, Jan 10 (ATA)-By A. "The flag was flown half-mast to honour the death of three nationals, one of whom was a police staff member, citizen of Tirane and I have declared neither a national nor a local day of mourning," said on Saturday Brojka, member of the Presidency of the opposition Democratic Party. "Moreover, with the crimes occurring in Albania every day, the flag must be daily half-masted." Now it is the turn of the Prime Minister and President of the Republic to express their view". s.s/lm Albanian Telegraphic Agency[21] Soon Rinas airport with new terminalThe total value of the new Rinas airport terminal, 25 km far from the capital, is estimated at $35 million.The terminal area at Rinas Airport will suit the needs of a passengers' flux of 700-800 thousand annually. At present the existing terminal faces 350 passengers daily, while the new one will render services to 600-700 passengers daily. The companies interested to construct the new terminal are Simens and Lufthansa. They want to build the terminal through a concession system of B.O.T. type. The terminal will have the shape of a plane wing. The duration of terminal construction will be one year and a half. DP leader Sali Berisha said that it was the Council which decided on the DP deputies' boycott of the Parliament, so this Council must again decide on their participation; the suggestions by many DP "friends," will, according to Berisha, make democrat deputies take part in the Parliament.
