    TIRANE, AUGUST 17 (ATA) - "Interior Minister Neritan Ceka denounces: party of Berisha, party of Kallashnikovs," writes Zeri i Popullit, under the title "DP - 4 000 bandits." "Institute of Integration emerges," writes the newspaper regarding the signing of an agreement between the government and the Association of the Formerly Politically Persecuted. The socialist leader Fatos Nano yesterday considered the round table discussion held by Sali Berisha as an instrument of the old policy, writes the newspaper under the title "Berisha, old instrument." "Liquidation or privatization of banks," writes the newspaper in its page for economic issues.

    "The week that passed may be qualified as the week of trafficking and crime," writes Rilindja Demokratike under the title "Days of crime and trafficking." "OSCE worried for difficulties in distribution of right wing papers in the South," writes this paper under the title "No assistance without freedom of the press." Under the headline "Seven political parties in a round table discussion. The state part of the policy is absent," the newspaper carries the article "National Reconciliation, vital process for Albania." "Nano demands recovery of state security," writes the newspaper in its second page.

    "Cynicism and fear in state administration" is the title of an editorial in newspaper Republika. "A legal state cannot function if based only on the colours of the parties and cannot stand only with crutches of their ideologies," writes the editorial. The newspaper carries a pronunciation of the Republican chairman, Sabri Godo in yesterday's round table discussion, in which government coalition parties did not participate, under the title "The table of two mistakes - Godo."

    "Position - opposition and their responsibility for the country's future," writes the newspaper Demokracia in its first page. The newspaper carries an interview with the Minister of Health and Environment, Leonard Solis, under the title "Administrative reform in ministries - an indispensability for the realisation of the program, will be studied."

    "SP by the table with Berisha" is the title of an editorial in Koha Jone. "It is a fact that almost during all the time only Berisha spoke, others only approved, or repeated in general lines what he said," writes the editorial. "Albanians, 45 days for disarmament," writes the newspaper in its third page, referring to a decision of the Interior and Defence ministries. "Position has forgotten the pledge to the independent press," writes the newspaper in its fourth page. "Despite insistence of the parliamentary commission of mass media, the new draft of the law 'On the press' is not in included in the agenda," writes the newspaper.

    Rilindja carries a declaration of the president of Kosova I. Rugova after the meeting with the U.S. Secretary of State M Albright, under the title "Talks marked a positive step in solution to Kosova question." "Instructions from Washington," writes this paper in its first page. "Zogu - an authoritative enigma," is another article in the newspaper.

    "Ceka plunders Zani's family," writes newspaper Albania. "Game with Zani, an end to the game of Vlore," is the title of an editorial of this paper. "Interior Minister Neritan Ceka declared publicly yesterday that the legend of crime in Vlore, 'Zani' is not in Vlore," writes the editorial. "Third week of governing by socialists - 41 killed and 50 wounded," writes the newspaper. "OSCE is expected to recommend Prime Minister Nano measures for the freedom of press," writes the newspaper under the title "Press distributed by escort teams." Under the title "Berisha: Let us give Albania a European constitution," the newspaper carries a pronunciation of the democrat leader Berisha regarding the round table discussion of the parties.

    "After Zani Caushi in Vlore is Nehat Kulla, the man who faces police with kallashnikov" writes Gazeta Shqiptare under the title "After Zani, it is Nehat's turn." "DP table talk fails: Berisha remains with his supporters," writes the newspaper on its second page. "Pyramid investment schemes investigated, chief controller arrives," writes the newspaper in its third page. kled/xh/sh/

    [02] 5 MILLION LEK DAILY INCOME FROM CUSTOMS HOUSE IN VLORE

    VLORE, AUGUST 17 (ATA) - By H Koci: The daily income from the clearance of goods in the customs' house in Vlore city, Southern Albania, amounted to 5 million lek.

    "This is the index of the work realised in the last two days, which before could not be realised in a month," told ATA sources of this customs house. Consequently, the daily plan is being realised 170 per cent."

    This was attained after strict measures for the clearance of all the commodities coming from Italian or Greek coasts. ake/ssh/kled/xh/sh/

    [03] PRESIDENT OF A FIRM KIDNAPPED FRIDAY IN SARANDE RELEASED

    SARANDE, AUGUST 17 (ATA) - By Sh Hajno: The president of a construction firm in Sarande, Arqile Papuci, who was kidnapped by some armed people on Friday was released the same at 8.30 p.m. , told ATA the new chief of the police commissariat in that district, Shamet Bejdo.

    Papuci was taken by three people who were in a car without number plate on Friday at about 2 p.m. Papuci told ATA that some armed masked people had kidnapped him for motives of profiting, exerting pressure and tortures on him. But mediation of his friends forced the kidnappers to release the hostage who was taken to the hospital of Gjirokaster for medical treatment.

    There have also been other cases of people taken hostage, and whose release has been realised in exchange of great sums of money. /ssh/kled/xh/sh/

    [04] PARLIAMENT SPEAKER MEETS WITH REPRESENTATIVES OF LOCAL GOVERNMENT AND POLITICAL PARTIES IN SARANDE

    SARANDE, AUGUST 17 (ATA) - By Sh Hajno: The chairman of the Presidency of the People's Assembly of Albania, Skender Gjinushi, met Saturday with representatives of the political forces and local government in Sarande, Southern Albania.

    "The aim of the meeting," said to ATA Mr Gjinushi, "is to show that Saranda is not forgotten and the state is now functioning and expanding in all the districts, recovering the damaged structures and bringing normality to the life."

    Representatives of political forces, SP, DAP, HRUP, DP, NUP and others and those of the district police commissariat forwarded to Mr Gjinushi the urgent need for the rehabilitation of the building of police commissariat, which has been torched, and of the whole judiciaries, banking premises, etc.

    The support with special police forces, which arrived in Saranda on Friday, fight against illegal trafficking which is presently flourishing in Sarande, reopening and functioning of the Sarande sea port customs house and the opening of the border point of Qafe Bote were some other questions discussed in the meeting, which was also attended by district deputies, Stefan Cipa and Astrit Llanaj.

    This was the first visit that a high ranking state representative made to the district of Sarande since the unrest started in the last months. ssh/kled/xh/

    [05] UNCONTROLLED FISHING LEADS TO ELIMINATION OF FISH

    KOPLIK, AUGUST 17 (ATA) - By Myfit Malja: Uncontrolled fishing leads to elimination of fish in Lake Shkoder, Northwestern Albania.

    Presently, there are 15 groups of fishermen who fish in that lake, six of them are licensed, told ATA Nut Gjata, specialist, who added that the privatization of the fish rearing and fishing enterprise has also caused uncontrolled fishing.

    The fishing through explosives damages the larvae. The elimination of fish is taking great proportions also for the fact that due to the lack of funds, it is five years since no seed fish has been put in the lake. ake/kled/sh/

    [06] INDISPENSABLE NEED FOR LOCAL GOVERNMENT TO FUNCTION - Gjinushi

    GJIROKASTER, AUGUST 17 (ATA) - By H Cani:Complete refunctioning of the local government was considered an indispensability by the chairman of the Presidency of the People's Assembly, Skender Gjinushi, in a working meeting today before noon with leaders of the local government at all levels in Gjirokaster, Southern Albania.

    Mr Gjinushi said that the recovery of local government will have two stages: recovery of the existing local government and reelection of functionaries in cases when the posts are boycotted or left by officials, as the first stage, and procedures for elections to local government at national scale, as the second stage.

    With regard to the question of the Constitution, Gjinushi said that "without a constitution there can be not stable institutions, and consequently no solid state." He described as political the obstacles faced for the preparation of the constitution.

    With regard to the situation, particularly in southern districts, in the conditions when all the population is armed and criminal gangs still exist, he said that "penal code must be strictly observed."

    Those present in the meeting presented some requests related with the control on trafficking, immediate resumption of the banking activity in the district, etc./ssh/kled/xh/sh/
