  • [01] SCIENCE ACADEMY TO HAVE A TEMPORARY CHAIRMANSHIP

    TIRANA, AUGUST 16 (ATA) - The Albanian government decided on Friday to appoint a temporary chairmanship to run the Academy of Science of the Republic of Albania, on the proposal of the Minister of State Kastriot Islami, the Press Office at the Prime Minister reports.

    The chairmanship will organise the work for the convention of the Assembly which will prepare the working group for the drafting of a new statute and will lead the Academy to the election of a new leading staff.

    Ylli Popa was named temporary leader of the chairmanship with Kristo Frasheri and Luan Omari as deputy chairmen, and Farudin Hoxha as Secretary.

    Prof Shaban Demiraj has been the head of the Academy of Science so far. kei/ak/k

    [02] BLAZE DESTROYS TEN HECTARES OF SHRUBS

    DURRES, AUGUST 16 (ATA) - By G.Kabashi: Ten hectares of shrubs were burnt down on Friday by a fire near a coastal area in Durres, sources of the fire brigade reported.

    The fire broke out at 14.50 p.m. and was put under control at 20.30 p.m. It is the third time that this area was heavily damaged by fire.

    Firefighters managed to put under control the blaze in two other areas, one in a plant and the other in a residential area. kei/ak/k

    [03] PRESS REVIEW

    TIRANA, AUGUST 16 (ATA) - The newspaper Zeri i Popullit in its editorial says that "the majority of Albanians voted against the Democratic party to change even that part of administration which through its inexperience, corruption and attitude against the law helped destroy the state." It says "Crime under handcuffs," referring to the approval of anticrime structures in the Albanian big cities. The paper covers a meeting of the President of Albania Rexhep Mejdani with the Political Director at the German Foreign Ministry Wolfgang Ischinger, with the latter expressing Germany's will to revive the cooperation with the new Albanian government. The same paper says "'Achile's heel' of Fatos Nano". In the actuality column, the paper carries the article: "Prosecutors' office misleads officially." The paper carries an interview with the head of the parliamentary commission for Economy, Anastas Angjeli saying that the Central Bank (Bank of Albania) has prevented reforms.

    The newspaper Rilindja Demokratike has printed a white page in protest "against unprecedented terror on the right-wing press, which has not been allowed in a six-month period from armed gangs and present government officials to enter the South!". Referring to an armed conflict in Elbasan on Thursday, the paper says that seven people were killed and 15 others were wounded. The paper reports "Constitution cannot be drafted without the consensus of the opposition." The same paper says the TVSH (Albanian television) has censured the statements of the DP parliamentary group.

    Republika says "Berisha to face trial, prosecutors' office is waiting." In its editorial the paper says that Socialists fall into a DP trap because they will not take part in a round table convened by the DP. It reports on the armed conflict in Elbasan under the title "8 hours fighting in Elbasan."

    Koha Jone says "Administration: revolt against Nano." It carries the editorial "Style of forced resignation." It quotes the Italian Interior Minister as saying that the Albanian chieftain Zani is in Italy. The paper covers the battle in Elbasan saying "12 hours of fighting, 22 victims." In the Chronicle column, the paper says that a bank in Tirana was a target of a gang's attack.

    Albania has printed a white page in protest carrying a telegram to Albanian and world senior personalities which says that this newspaper has no access to the South of Albania since March and the reasons are totally political. It carries the editorial "Who are those killed by Neritan Ceka (Interior Minister)?" The paper also says "Zani is in Tirana?"

    Dita says "Ceka's iron hand destroys gangs. 15 Zani's soldiers caught including his two brothers." It says "Wave of purging in the Council of Ministers." In the chronicle column, the paper says that a Greek patrol has killed an Albanian in the Albanian-Greek border.

    Referring to the operation of the special forces in Vlora, the newspaper Gazeta Shqiptare says that the two brothers of the chieftain Zani of Vlora have been arrested. It quotes the forces as saying "Even Zani is hidden somewhere in the city, we will catch him soon." It says: Anti-contraband - increases cigarettes' price.

    Bashkimi carries the editorial "Germany, is always a great friend," and says "Power and dinosaurs." kei/ak/k

    [04] ALBANIAN GOVERNMENT URGES GREEK AUTHORITIES TO DISTINGUISH CRIMINALS FROM HONEST PEOPLE

    TIRANA, AUGUST 16 (ATA) - The Albanian government urged the Greek authorities to distinguish between incriminated and honest people because the latter should not be victims while passing the border to Greece in search of a job and a better life.

    Director of the Regional Directorate at the Foreign Ministry Kastriot Robo summoned on Friday at 22.15 p.m. the Secretary of the Greek Embassy to Tirana, Kostandinos Koljas on the incident happened in the Albanian-Greek border at the place called (Qafa Kazani) Kazani Pass, in the Gramoz mountain, where a Greek police patrol shot and killed the Albanian citizen Neki Lumani, 70, and put into custody eight others.

    Mr. Robo said to the Greek diplomat that the Albanian government being determined to maintain cooperation and understanding with the Greek government, urges the Greek authorities to distinguish the criminals from the honest and poor people and the latter should not be prey of already old concepts.

    The Greek side was asked to institutionalise the contacts between the common border commissions and organise a meeting as soon as possible to avoid such incident in the future, a spokesman of the Foreign Ministry said.

    The killing is the second in a one-week period. Two Greek soldiers entered 250 to 300 meters inland Albania's border on Monday in Vidohove, Devolli district, and shot with automatic rifles at two Albanian citizens killing one and seriously wounding the other. pas/ak/

    [05] SPECIAL FORCES ARRIVE IN SARANDA AND DELVINE

    SARANDE, AUG 16 (ATA) - By Sh Hajno: A group of special police forces arrived on Friday in the town of Sarande and Delvine, Southern Albania. The main duty of this group was to escort an amount of money to the Savings Bank of Sarande to make possible the distribution of wages and pensions in this district.

    The bank has not functioned from March 1 until July. The insecurity and the absence of order for a long period of time in the district of Sarande has prevented the distribution of wages and pensions.

    The arrival of these forces in Sarande was warmly greeted by the inhabitants, with the hope that these forces will manage to restore order and tranquility in this town.

    The special forces have also carried out operations in Vlore and Gjirokaster./kled/mt/sh/

    [06] POLICE AVOID ROBBERY OF SAVINGS BANK AGENCY IN TIRANA

    TIRANA, AUG 16 (ATA) - By Th Thanasi: The rapid intervention of police avoided on Saturday at 01:20 the robbery of a savings bank agency no. 28 in the Kombinat neighbourhood, outskirts of Tirana, by unidentified and armed persons with automatic rifles, grenades and pistols.

    The criminals broke the windows of this agency and while they were making the first efforts to enter inside, the alarm signal rang, which is connected with the network of the computer center of the branch for the security of objects.

    After the signal, the group on duty of this branch went to the place, and all the measures were taken to block and surrender the place.

    The forces of the police commissariat no. 2, and the chief of this commissariat went to reinforce the police forces on duty.

    [07] NEHAT KULLA ESCAPES THE POLICE, TWO WANTED PERSONS ARRESTED

    TIRANA, AUG 16 (ATA) - Nehat Kulla, a person very wanted by police, managed to escape tonight the police road-block of police commissariat no. 4 in Tirana, meanwhile that the police forces exchanged fire with two persons who did not stop before the road-block of the police.

    The police arrested the citizen Serit Seli Kernaja, 31, born and inhabitant in Tropoje, sentenced with 25 years in jail for murders, declared "very wanted" by the police, and the citizen Shkelqim Kadri Gjuzi, 22, driver in the Ministry of Defence, battalion of communication. /kled/mt/sh/

    [08] SPECIAL FORCE CARRY ON OPERATIONS IN VLORE

    VLORE, AUG 16 (ATA) - By H Koci: The operations of special forces continue in the town of Vlore, Southern Albania.

    Some 7 heavy machine guns 12.7 mm, and a considerable quantity of heavy weapons and ammunition have been gathered on Saturday until midday.

    The special forces detained on Friday 20 persons in the Cole neighbourhood, among whom 4 were members of the Zani gang; two of them were his brothers. /a.ke/kled/mt/sh/

    [09] ZANI IS NOT IN VLORE - Interior Minister

    TIRANA, AUG 16 (ATA) - By Arban Hasani: "Based on the information of the Albanian Interior Ministry, Myrteza Caushi, known as Zani, is not in Vlore," the Interior Minister, Neritan Ceka, told ATA on Saturday, who also briefed on the current situation in this town.

    "The police arrested on Friday three exponents of the Zani gang, and also gathered many weapons. The citizens have helped us a lot, by handing over the weapons willingly," said Ceka.

    The Albanian Interior Minister reported that Vlore is now a quiet city and the normal life has begun there.

    The Minister did not declare anything about the current place where Zani lives, despite the fact that he is not in Vlore.

    [10] GOVERNMENT COALITION PARTIES DO NOT TAKE PART IN ROUND TABLE DISCUSSION HELD BY DEMOCRATIC PARTY

    TIRANE, AUGUST 16 (ATA) - By A Hasani: All government coalition parties have refused an invitation of the Democratic Party for a round table discussion, preferring the Parliament to dialogue the main political questions.

    Attending the round table called by DP were the parties of the grouping "Union for Democracy," (Legality Movement Party, Social Democratic Party, Democratic Union Party, Christian Democratic Party) the Republican Party and Balli Kombetar Party.

    "DP and Sali Berisha sought cunningly to ignore the Parliament, the highest Albanian legislative body," told ATA the Secretary General of SP, Pandeli Majko, explaining the position of his party and its allies for this act.

    "We do not recognize any other institution but the parliament to discuss our principal questions," continued the number 1 of the majority parliamentary group.

    Leader of RP, Sabri Godo hailed the DP invitation and described it as a possibility for more frequent parliamentary procedures. "We agreed with the participating parties for dialogue and national conciliation, by inviting again the parties which were absent in this meeting to another meeting the coming Friday," pointed out Godo.

    With regard to a possible participation of the parties of the position in the round table discussion, Mr Majko explained that the government coalition was open to dialogue, but through neglecting the parliament. "Anyway, we shall decide for the coming steps in agreement with our allies," concluded Majko. ake/kled/xh/sh/

    [12] ALBANIAN DEMOCRATIC PARTY MEMBERS POSSESS 4 000 WEAPONS AND ITS SECRETARY GENERAL HAS A TT PISTOL - Interior Minister

    TIRANE, AUGUST 16 (ATA) - By Arban Hasani: Albanian Interior Minister Neritan Ceka made public to ATA Saturday the arsenal of armament of the former Albanian position, (DP,) presently in opposition.

    "DP members possess 4 000 weapons and DP Secretary General Genc Pollo has a pistol TT," said Ceka.

    "On the basis of an order I have issued, all these people must hand down their weapons until August 20, 1997, and will be fined for illegal possession of arms," explained Mr Ceka adding that all those, who until August 25 have not surrendered their arms, will be penally prosecuted." ake/kled/xh/sh/

    [13] AGREEMENT SIGNED BETWEEN ALBANIAN GOVERNMENT AND NATIONAL ASSOCIATION OF FORMERLY POLITICALLY PERSECUTED

    TIRANE, AUGUST 16 (ATA) - The Albanian Government, represented by Prime Minister Fatos Nano and the National Association of the Formerly Politically Persecuted, represented by its chairman Kurt Kola Saturday signed an agreement of cooperation in the seat of the Council of Ministers.

    On the basis of the agreement, the Association will cooperate with the government which emerged from June 29 elections in the conditions of partnership, will support the program of the government and its realisation.

    The Government of the Republic of Albania, through the creation of the Institute of the Formerly Persecuted Integration envisaged in the agreement, will adopt all measures for an accelerated integration of that stratum of the society, which has suffered in the past, into all levels of the civilian society in Albania.

    In the name of the Government, the agreement was signed by the chairman of the Council of Ministers, Fatos Nano, whereas for the association by Mr Kurt Kola.

    Nano declared that "this institute, which will be under direct auspices of the government, will have not only its structures but also staffs of experts."

    Kola stressed that "the institute, which will have a great space of action, will have assistance both from the state budget and the foreign donators." ake/kled/xh/sh/

    [14] NEW LEADERS OF DEMOCRATIC ALLIANCE ELECTED UNTIL ITS CONGRESS

    TIRANA, AUG 16 (ATA) - By A Hasani: Edmond Dragoti was elected Secretary General of the Democratic Alliance Party, while Gjergj Zefi President of this party until the congress of October 25 this year.

    These were the decisions of the Saturday meeting of the DAP Assembly, the first after its participation in the winning coalition of the June 29 polls.

    The President of the Democratic Alliance Party, Neritan Ceka, has proposed the delegation of the competencies of the party president to the current chairman of this Assembly, Gjergj Zefi. After the approval of these changes, the DAP Secretary General, Arben Imami, presented his resignation, because of his involvement in the state structure.

    With an open voting, the Assembly has defined October 25 as the date when its first congress will be held. /ake/kled/mt/sh/

    [15] ARMED GANG HURTS A TRADER

    LEZHE, AUG 16 (ATA) - By Zef Pergega: The fish merchant, Viktor Luca, 35, from Ishull village, Shengjin, was hurt on Saturday at 10"00 by an armed gang in the Rrille village of Lezhe. Luca did not obey to the gang members, dressed in woman's wear and with masks, to give them the money and motorcycle and was shot by fire weapons, injuring on the left arm.

    The robbers of Luca have also attacked the vehicle of father Luiggi, missionary of the church of Shen Koll. The gunmen, after threatening him by arms, attempted to loot his vehicle and also threatened a missionary from Philippine; while later on they looted 5 million liras to a peasant.

    The road Lezhe-Shen Koll has been turned into the center of the criminal activity in this district./a.ke/kled/mt/sh/

    [16] SOME 850 ILLEGAL ALBANIAN EMIGRANTS RETURNED WILLINGLY TO ALBANIA

    DURRES, AUG 16 (ATA) - By Gezim Kabashi: According to the border authorities of the Durres Port, the number of the illegal Albanian emigrants in Italy, who are turned back to the fatherland upon their desire last week, is the largest during this year.     [17] DEFENCE MINISTRY INVITES RESERVE OFFICERS TO BECOME ACTIVE OFFICERS

    TIRANE, AUGUST 16 (ATA) - By Eva Allushi: Albania's Defence Ministry Saturday invited reserve officers who want to become active to present their requests to the military units were they had been serving before becoming reservists.

    Defence Minister Sabit Brokaj gave the title of reserve officer to 30 ex-militaries of the system of that ministry, which they were absurdly not having since October 1992, allegedly for violations of the law of depolitization of the army, with the aim of crushing any legal civic objection to the so-called reform in the army. kled/xh/sh/

    [18] POLICE DEPARTMENT CREATED IN ELBASAN DISTRICT

    ELBASAN, AUGUST 16 (ATA) - By Pellumb Zekthi: In the context of the restructuring of the public order bodies, approved by the government on Friday, the district Police department was formed today in Elbasan, Central Albania. This department will have two police commissariats.

    State Secretary in the Interior Ministry Ndre Legisi presented in an extended meeting with local police staff, the director of the Police Department, Vasil Cela and other chiefs of the department.

    Mr Cela, former police chief in the Vlore commissariat and released during the reform in 1993, promised a quick restitution of law and order in the district of Elbasan. ake/kled/xh/sh/
