    TIRANA, JUNE 12 (ATA) - By A. Gjata: The Lek exchange rate with other main currencies has started to be stabilized in the Tirana exchange market.

    During a 10 day-period the average exchange rate of Lek with dollar is 1 USD with 180 Leks.

    In the currency market 1 USD is bought 180 leks and sold 182 leks, while the Savings Bank bought 1 USD at 174 leks and sold at 179.8 leks.

    [02] NUMBER OF VICTIMS IN BERAT REACHES 99

    BERAT, JUNE 12 (ATA) - Besnik Tabaku, 22, was killed Wednesday by pistol in the village of Kutalli in the district of Berat.

    The 22 year-old boy, together with his two fellows, got on the bus in the line Berat-Fier, and asked the travellers and the driver their money and precious things.

    While the travellers were giving them what they had, an old man took the pistol out of his pocket and killed the robber.

    The other two robbers fled away.

    This carries to 99 the number of victims in Berat since the riots swept the country. /a.ke/eva/mt/e

    [03] PROVOCATION BY WEAPONS IN ELECTORAL MEETING OF DP IN ELBASAN

    ELBASAN, JUNE 12 (ATA) - At the end of the electoral rally staged by President Berisha on Thursday in the square "Aqif Pasha", Elbasan at 11:45, in the presence of 10 000 inhabitants, armed persons, who were sitting in a cafe some 350 m far from the square, fired into the air.

    After this incident, the meeting ended with the words of President Berisha, who said "This shows once again that we will win the elections."

    Meanwhile the police forces intervened immediately.

    Further on, a confrontation has happened between this group and the police forces, while they were moving to the road of Cerrik.

    Six people, 2 policemen and 4 civilians, have been injured due to this confrontation.

    The situation in the town is quiet now. /mt/

    [04] EXPLOSION IN ONE OF FURNACES OF CEMENT FACTORY IN ELBASAN

    ELBASAN, JUNE 12 (ATA) - By Pellumb Zekthi: One of the furnaces of the cement factory in Elbasan had a powerful explosion on June 11 at about 2.30 p.m. which caused grave injuries to four workers.

    Sources of the city hospital told ATA that right after event, the injured were taken by helicopter to the hospital of Tirane.

    So far there are no reports for the causes of the blast, but a specialist of the factory said, it might have been result of some defect. /ake/xh/E

    [05] FRENCH GENERAL MAKES A COURTESY VISIT TO KORCA

    KORCE, JUNE 12 (ATA) - By Behar Fejzullai: Commander of the French contingent General Godinot made a courtesy visit to Korca on Wednesday.

    French contingent, deployed in the Durres city, is part of the multinational forces of Alba mission.

    General Godinot and his group was received by the Mayor Dhionis Kotmilo. They visited the cemetery of the French soldiers killed during the World War I. ake/eva/ak/

    [06] DAP PRESIDENT MEETS ELBASAN ELECTORATE

    ELBASAN, JUNE 12 (ATA) - By P.Zekthi - President of the Democratic Alliance party (DAP) Neritan Ceka held a meeting on Wednesday with the electorate of Elbasan, Central Albania, and presented the candidates for deputy.

    In his speech he stressed the alternative of DAP "for a multiparty contract over the state, a 20-day emergency program and quick revival of institutions."

    Ceka has presented his candidature in constituency no. 64 in Elbasan. ssh/eva/

    [07] NEWLY APPOINTED ITALIAN AMBASSADOR ARRIVES IN TIRANA

    TIRANA, JUNE 12 (ATA) - The newly appointed ambassador of the Republic of Italy Marcello Spatafora will arrive on Thursday in Tirana, sources at the Italian Embassy in Tirana said.

    Spatafora arrives at noon and takes over from the outgoing Italian ambassador Paolo Foresti who is appointed as permanent representative of Italy to Western European Union in Brussels. kei/ak/E

    [08] UNITY FOR DEMOCRACY TO WIN JUNE ELECTIONS - survey

    TIRANA, JUNE 12 (ATA) - Unity for Democracy is foreseen to win the elections on June 29 with 50 percent of the votes while the left-wing coalition 30,89 percent, a survey conducted by EUREKA, an independent Sociological Center said.

    The survey, organised at the beginning of June in Tirana, interviewed the people on the forms of the regime, parliamentary elections and state of emergency.

    Regarding the form of the regime the survey said that 68,3 percent of the interviewed were pro Republic while 24,2 percent for constitutional monarchy and 7,3 percent undecided.

    Asked about party preferences 14,6 percent of the interviewed backed the Socialist party, 1,69 percent the Social democratic party and 14,6 percent for the left-wing coalition (only for the coalition).

    30,89 percent were pro the left-wing coalition together.

    17,5 percent of the interviewed were for the Democratic party, 5,6 for the Legality Movement party and 26,9 per cent pro the Unity for Democracy (only the coalition).

    50 percent were pro the Unity for Democracy together.

    3,38 percent of the interviewed were for the Democratic Alliance party, 2,2 percent for Republican party, 1,2 per cent for National Front and 11,29 percent undecided.

    Regarding the participation in polls the survey said that 75,1 per cent yes, 11,29 percent no and 13,55 undecided.

    On the state of emergency 33,11, percent of the interviewed were for its lifting, 12,55 for its reduction, 13,45 said that it should be lifted on the election day but 39,76 per cent opposed its lifting while 1,12 percent undecided. ssh/ak/e

    [09] 600 REFUGEES RETURN TO DURRES

    DURRES, JUNE 12 (ATA) - By S.Gjordeni: An old fishing boat with 600 people, mainly women, children, youth and the aged from Velipoja (northwestern Albania) on board were returned on Wednesday evening at 19.30 in the port of Durres.

    The clandestine people were on boat since the morning with the aim of reaching the Italian coasts, sources of the port police said. But the boat was intercepted by the Italian navy patrol which called on the boat's crew to return.

    They refused to return and the Italian navy chased and approached the boat when some people fired at the Italian patrol boat. The Italian patrol replied without damage.

    Later the boat was guided to the port of Durres. During the way to the port the people who possessed arms threw them in water.

    Durres police and special forces transported the clandestine people to Vora, about 20 km in northwest of Tirana, by bus. From Vora they were distributed to their cities with other cars. This operation lasted for about 4 hours. ssh/eva/e

    [10] MACEDONIAN GOVERNMENT ALLOWS USE OF ALBANIAN FLAG

    PRISHTINA, JUNE 12 (ATA-QIK) - The Government of Macedonia approved in its meeting on June 10 a draftlaw on the use of the flag, anthem and emblem of the Republic of Macedonia and a draft law on the use of minority flags in this republic.

    The draft law foresees that minorities in Macedonia, even Albanians, use their flag in national and familiar festivities, put it in local self administration buildings such as communes and others, the newspaper Bujku reports. ag/eva/ak/e

    [11] INTERIOR MINISTER VISITS TURKEY

    TIRANA, JUNE 12 (ATA) - A high-ranking delegation of the Interior Ministry of Albania headed by its minister Belul Celo made a two-day official visit to the Republic of Turkey on the invitation of the Interior minister Meral Akcener.

    A spokesman to the Albanian Interior Ministry said that Celo held talks with the Turkish minister Akcener, who underlined the importance of promoting cooperation between the ministries in the present situation.

    This cooperation was on the focus of technical debate in experts' level who also discussed in details collaboration of the Albanian and Turkish police.

    Of special importance was the exchange of documentation on terrorism, drug traffic and other crimes which concern both sides.

    Turkey was committed to give material aid and assistance in training Albanian officers, help reorganize and restructure police. The meeting also focused on the increase of the number of the Albanian students in the Turkish Police Academy.

    A declaration issued by the experts' meeting was signed by the two ministers.

    Celo visited the Turkish Police Academy, Central Laboratory of Criminal Police in Ankara and paid homage and put a wreath to the Ataturk Mausoleum.

    During the visit, Celo was accompanied by high-ranking officials of the Turkish Interior Ministry and the Albanian ambassador to Ankara Skender Shkupi. ssh/eva/ak/e

    [12] BERISHA: "WE WILL TRIUMPH OVER THE COMMUNIST REBELLION" - Elbasan

    ELBASAN, JUNE 12 (ATA) - By P. Zekthi: The Albanian President, Sali Berisha, accompanied by Genc Pollo, Vili Minarolli and Azem Hajdari, staged Thursday a meeting with the inhabitants of Elbasan (Middle Albania).

    In the meeting, attending were some 10 000 people, were presented the candidates for deputy in Elbasan.

    The rebellion was the last barbarism of the Albanian communists, said President Berisha, but they have started now to find the white cheques".

    With regard to the alternatives of democratcs in the future, Berisha said that we will repair all the damages caused by the communist rebellion withing a short time, and we will restore order and tranquility withing several months.

    President Berisha invited the republicans and the monarchists to vote for their parties, because DP will govern with them after the elections, for the good of Albania.

    Further on, Genc Pollo and Azem Hajdari took the floor. They told the present not to give their vote to a leader like Fatos Nano (SP leader), who was sentenced by the courts for abuse of office and theft of foreign aid.

    At the end of the rally, when Mr Vili Minarolli was greeting, armed persons, who were sitting in a cafe some 350 m far from the square, fired into the air. This caused panic among the participants in the meeting, who left the square.

    After this incident, the meeting ended with the words of President Berisha, who said "This shows once again that we will win, we will win."

    After the intervention of the police forces there has been a confrontation between the persons who shot and the police forces, while they were moving towards Cerrik.

    Six people, 2 policemen and 4 civilians, have been injured due to this confrontation.

    It is reported that the situation in the town is quiet now. /mt/sh/

    [13] PRESS REVIEW

    TIRANA, JUNE 12 (ATA) - Rilindja Demokratike under the title of the editorial "'Eureka' finds the end of rebellion", reports that from a survey of the center for sociologic researches "Eureka", it is reconfirmed the victory of "Union for Democracy" in the June 29 elections. The paper covers the meeting of President Berisha with the electorate of Fushe-Kruje and Kruje, under the title "The right is the fate of Albania." On the second page the paper reports quoting the socialist leader, Mejdani, as saying "I make the election campaign, how the money will be given, it's the affair of Nano."

    RD comments on the sayings of director of Koha Jone, Nikolle Lesi, who reported yesterday "My people are not like Ilir Ceta, who does not know how to remove the safety catch." In the heading "Event of the day", the paper reports that the citizens of Vlore have declared that any party that will go for the election campaign in Vlore, should promise the return of money lost in pyramid schemes.

    On the fifth page, the paper carries an analysis written by Mitro Cela: "Nano, character in the Albanian pyramids".

    Zeri i Popullit, under the title "The money were stolen by Berisha", covers the meetings of socialist and social democratic leaders, Nano and Gjinushi in Permet, Memaliaj and Tepelene. "Fatos Nano greets free, the free inhabitants of Tepelene", reports the paper. On the first page the paper reports that the diplomatic envelope of the British Embassy is stolen, and together with it even the passport of the SP secretary, Pandeli Majko. On the seventh page, the paper carries the article "Berisha is alone".

    Republika paper reports "Godo (RP chairman) meets with the creditors: National property to compensate the lost money." "Fino government does not give financing for the election campaign", reports the paper. On the third page the paper reports that the socialist leader, Fatos Nano and the social democratic one, Gjinushi, are likely to be "prevented" by the Commission of the Figures' Scrutiny, as collaborators of former Sigurimi in the years of dictatorship.

    Rilindja carries the editorial "Foreign soldiers even 45 days after the elections." The paper publishes the editorial "Yesterday (in Gostivar), it was signed the act of unionizing of PPDSH with PDP. Under the title "Three options for the refund of pyramids, the paper publishes an exclusive interview with Hajdin Sejdia (the first who exercised usuries in Albania.

    Albania paper under the title "Fatos Nano passes the customs-house of Kakavije by a car of Vlore, reports that "Two million dollars in the cases of Nano". The paper entitles the editorial "Fatos Nano buries the hopes of socialists". The paper reports "In Gramsh the socialists shot by weapons on the leaders of the Democratic Party". The paper covers the meeting of President Berisha in Fushe-Kruje and Kruje, under the title "DP does not promises the white cheque."

    With regard to the promise of Nano in Vlore for the return of money lost by Albanians in pyramid schemes, Tribuna carries the editorial "The cheque which will kill Nano politically." Under the title "Nano - a thief who can not refund the money", the paper carries an interview with the democratic leader, Azem Hajdari.

    Koha Jone, under the title "Rinas: 54 tonne leks by airplane", reports that last week in the airport of Rinas, a plane from Malta transported 54 tonne leks for Albania. The paper publishes the interview with the RP chairman, Sabri Godo, under the title "SP has played the game of DP". "Nano from Benca to Athens", reports the paper in the special heading.

    Dita paper reports "The committee of Vlore against the socialists: We will be deputies ourselves." In the heading "chronicle" the paper publishes the article "The commission of Kamberi creditors will show up in the court."

    Independent covers the meeting of Nano with the electorate of Tepelene under the title "Nano: Our cheque is red." "The ambassador of Italy start working", reports the paper.

    Gazeta Shqiptare reports on the first page "Europe has fixed the result". It also reports "Scandal in OSCE. Severe accuses of the chief of observers who quitted". On the third page the paper carries an interview with the Albanian writer Ismail Kadare given to "Corriere della Sera", under the title "The politicians - our evil". The paper covers the results of the survey of the "Eureka" association, with regard to the elections in Albania: "DP - 17.5, SP - 14.6", reports the paper./eva/mt/sh/

    [14] OSCE REPRESENTATIVES IN SHKODER

    SHKODER, JUNE 12 (ATA) - By Myfit Malja: A group of observers of the Organization for Security and Cooperation in Europe (OSCE), headed by Michael Comerim, held Thursday a working meeting with the leaders of local government in the district of Shkoder (Northern Albania), in the context of preparations for the June 29 elections.

    The mayor Bahri Borici, familiarized the OSCE representatives with the preparations for the elections in the People's Assembly, with the division of constituencies, setting of polling stations in this town, etc.

    Comerim said that OSCE will soon set its group in this town to follow closely the election process in Albania./eva/mt/sh/

    [15] DEMOCRATIC PARTY CONDEMNS TERRORIST ACT IN RALLY OF ELBASAN

    TIRANA, JUNE 12 (ATA) - The Albanian Democratic party condemns the terrorist act in the electoral meeting of President Berisha, staged in the town of Elbasan, says a statement of the Albanian Democratic Party.

    Some unidentified persons shot suddenly by fire weapons towards the cordon of police forces.

    Before the meeting, unidentified persons caused panic by threatening the citizens that the square was mined.

    After the end of the rally, a car of the Albanian Telegraphic Agency (ATA) was torched, and on the way back, four persons in a car of the type "Audi" followed and shot by fire weapons the car of DP, where there were two members of the presidency, Flutura Hasko and Marieta Pronjari.

    Such terrorist acts aim at making pressure on the Democratic Party and its leaders to interrupt the political activity and disorder the election campaign, in general.

    The Democratic Party expresses the conviction that such terrorist acts will fail, because the Albanians are resolute to run in the elections of June 29.

    On this occasion, the Democratic Party can not stay without remembering once again the public opinion that the Socialist Party, with the refusal to sign the social pact, encourages the banditry and acts which infringe the election campaign, ends the statement of the Albanian Democratic Party./a.ke/kled/mt/sh/

    [16] ARMED PERSONS SHOOT BY FIRE WEAPONS CROWD IN DP ELECTORAL MEETING IN ELBASAN - reports the Interior Ministry -

    TIRANA, JUNE 12 (ATA) - Today, at 11:50, in the square "Aqif Pasha" in Elbasan, at the end of the electoral rally of the Democratic Party and the Union for Democracy, attending was also the Albanian President, Sali Berisha, a group of 3-4 armed people, in a distance of 500-600 m, shot by fire weapons towards the crowd, reports the Interior Ministry.

    The police forces, who were there on duty, reacted immediately by opening fire. The group of armed people withdrew by exchanging fire with the police forces. In this gunfight four citizens and two policemen were injured. They are out of danger. The investigation on the event continue. /a.ke/kled/mt/sh/

    [17] SP HAS NO RIGHT TO DICTATE TO HRUP THE CANDIDATE FOR DEPUTY - HRUP chairman declares -

    TIRANA, JUNE 12 (ATA) - By Keida Kostreci: The Socialist Party has no right to dictate to the Human Right Union Party the candidate for deputy in one of the Southern constituencies, left free by the HRUP, said the HRUP chairman, Vasil Melo.

    "SP supports its request in its megalomania and euphoria. We have appointed our candidate, Ziso Lluci," said Melo, with regard to the initiative of SP that HRUP to appoint Thoma Mico as candidate for deputy in Southern constituencies.

    Melo said that it is not true that SP has left two free constituencies for the HRUP, but SP and HRUP have exchanged two constituencies.

    "SP left us a constituency in Sarande, because it had no hope to win," Melo told ATA.

    He said that the cooperation with SP for the constituencies is not alliance, but pre-election agreement with mutual interest.

    "SP asked to condition the agreement with a post election alliance, but we said that this can be discussed only after the elections and after the Parliament is convened," said Melo.

    With regard to the problem of Southern Committees, Melo said that they served for that time when the local government did not exist, and now they should dissolve./mt/sh/

    [18] TIRANA DISTRICT COURT TO DECIDE ON DISCHARGE OF INSIG DIRECTOR BASED ON A DECISION OF FINANCE MINISTER

    TIRANE, JUNE 12 (ATA) - The Tirana district court will decide on a decision of the Minister of Finance Arben Malaj for the discharge of Qemal Disha from his post as director of INSIG.

    In today's trial session, defence attorney of director Disha referred to an order of the former minister of Finance Ridvan Bode regarding "the prolongation of Disha's staying in his post, until INSIG is changed into an anonymous company." The attorney wanted to argue that it was a competence of the Minister of Privatization and not that of Finance Disha's transfer from his post.

    The attorney of Minister Malaj asked the jury to suspend the sessions considering the matter as a "case that belongs to the administrative jurisdiction."

    Insisting in the exclusive competence of the Finance Minister to appoint or substitute employees for the needs of work, the defence attorney of Malaj turned down the claim of Disha "that there is another reason for Disha's transfer from his post."

    The party of the indictment asked the suspension of the administrative order of the Finance Minister Malaj.

    On May 22, Malaj ordered the substitution of the present director of INSIG Disha by Sherif Bundo, financial chief of SP.

    On May 30, Disha sent his indictment to the Tirana district Court for Minister Malaj. e.a/kled/sh/

    [19] ITALY'S NEWLY-APPOINTED AMBASSADOR FOR ALBANIA ARRIVES IN TIRANE TODAY

    TIRANE, JUNE 12 (ATA) - By Keida Kostreci: The newly-appointed Ambassador of Italy in Albania, Marcello Spatafora arrives in Tirana on June 12 afternoon, sources of the Italian Embassy in Tirana said to ATA.

    Spatafora represented Italy in Canberra, Australia, before he was appointed by Farnezina (Italian Foreign Ministry) as Ambassador in Albania.

    The outgoing Ambassador Paolo Foresti was appointed to the post of the Chairman of Italy's Permanent Representation in the Western European Union in Brussels, Wednesday.

    Foresti was given this task by the Council of Ministers of Italy since December 20, 1996, but his substitution as ambassador was postponed due to the unrest which started in Albania in January after the collapse of pyramid investment schemes.

    In May the Albanian paper Independent published the transcription of the telephone talks of Foresti with the DPA chairman, Tritan Shehu, consisting of secret plans among which to undermine the mission of the OSCE envoy Franz Vranitzky in Albania, according to the paper.

    [20] CLASHES BETWEEN GUARDMEN AND ARMED GROUP IN THE TURN OF CERRIK

    ELBASAN, JUNE 12 (ATA) - By Pellumb Zekthi: About half an hour after the end of the electoral rally of the Democratic Party, in the place called the turn of Cerrik, a fire exchange has happened for about 20 minutes between the forces of the Guard of the Republic, who had stayed there to secure the road, and the armed group, who shot them.

    Two eye witnesses (shopkeepers) who have assisted during the event, report that a policeman of the commissariat of Elbasan, called Nuri Cekrazi, 42, is injured. He together with some other officers of the Guard were taken into an ambulance of police.

    Officials sources from the hospital report that the persons injured in this confrontation are Adile Shero, 63, Piro Sulo, 43, Kujtim Rushiti, 41 and Ilir Ranxa, as well as the Guard's officers, Kastriot Gjeci.

    According to the reports from the military hospital in Tirana three military men are hospitalized there. They confessed that they were threatened before and "during the hours they were on duty, in the road of Cerrik, they saw many cars without number plates who drived to that direction".

    The situation in the streets of the town has been very tense for about two hours, and the inhabitants were locked in their houses.

    After the confusion created in the center of the town, a group of people carrying bottles of petrol in their hands set fire on the car of Fiat Panda type of ATA.

    The driver and the photo reporteur of ATA confessed that armed persons attacked the car, which was the only one in the square, thinking that it belonged to the police, and despite their claims, they turned down the car and set fire on it. /kled/mt/sh/

    [21] DP PRESENTS CANDIDATES FOR DEPUTIES IN KORCE

    KORCE, JUNE 12 (ATA) - By Behar Fejzullahu: DP presented in the city of Korce today the candidates for deputies in the June 29 parliamentary elections.

    Vili Minarolli, secretary for public relations of DP, said that DP considers the June 29 elections as a salvation of Albania to continue on the road of consolidating the democracy.

    He said that DP proposes the reconciliation while SP seeks war."We offer flowers, they hit us with bullets," said Minarolli, pointing out that SP and its leader, who was in jail when the March 9 agreement was signed, qualified as wrong this agreement because it interrupted the road to carry the revolution to the end and take the power through viiolence.

    He said that the agreement signed on March 29 by the left extreme in cooperation with other unlucky politicians, made the situation tenser in the country. "All this was made in order that socialists take some seats in the parliament, which will be nothingbut seats painted in blood," said Minarolli.

    He presented the candidates for deputies in Korce: constituency 92, Teodor Laco, from the Union for Democracy, constituency 92 Genc Pollo of DP, constituency 94 Kristaq Turtulli of DP, constituency 95 Koco Bode of DP, constituency 96 Fredi Olli of DP and constituency 97 Rexhep Bregu of DP.

    In the name of the candidates for deputy spoke Genc Pollo. He said that DP promises Korca immediate stability and the solution to the real problems.

    [22] SP OPENS ELECTORAL CAMPAIGN IN KUKES AND HAS

    KUKES, JUNE 12 (ATA) - Riza Hoxha: The SP branch of Kukes district opened today the electoral campaign.

    The SP Secretary General, Rexhep Mejdani declared in his address the SP-SDP alliance, which supports the socialist candidate Namik Dokle in constituency 15, whereas SP candidate Muhamet Bela in constituency 16.

    "Left wing alternatives are triumphing in Europe, which is also a support for the Socialist government if it wins," said Mejdani to Kukes people.

    Also the Socialist Minister of Finances Arben Malaj spoke in the meeting. He focused on the question of the collapsed loan-taking firms, promising that "SP has special programs to ease the pain of the Albanians who lost their savings in the pyramid investment schemes."

    The people of Kukes district have lost savings in Gjallica firm, but Malaj did not promise them what Nano had promised to people in Vlore, the full return of the lost money.

    HAS, JUNE 12 (ATA) - By Riza Hoxha: Thursday, SP opened the electoral campaign in the Has district and presented its candidate for deputy in that district, Gafur Mazreku.

    In the meeting held on this occasion, Milazim Kabashi, SP branch secretary in that district stressed that the victory of the opposition has also been favoured by "the bad governing of Berisha in the past five years."

    The SP secretary general, Rexhep Mejdani said that DP constructed a corrupted governing in these five years, which plunged Albania into anarchy and chaos.

    [23] INVESTIGATION OF UNO PEACE-KEEPERS START IN MACEDONIA ON VIOLATION OF TERRITORIAL INTEGRITY OF ALBANIA

    TIRANA, JUNE 12 (ATA) - The maneuvers, the deployment of special Macedonian troops in the unprotected Albanian border and their entrance in the Albanian territory, have caused great concern on the peace-keepers of United Nations Organization in Macedonia. U.S. and Danish senior officers started the investigation into the violation of the territorial integrity of Albania in the village of Bllate.

    On this purpose, in the unit of peace-keepers in Dibra e Madhe, were called in a confrontation the leaders of local government of both Dibra (the border set after the invasion of Serbian troops on 1912-1913, has divided in two parts the Albanian region of Dibra, leaving Dibra e Madhe in Macedonia and Dibra e Vogel in Albania). Both parties presented material proofs for the violation of the territorial integrity of Bllate.

    The Albanian party presented to the U.S. and Danish senior officers a video type where it was shown the fire of special forces of Macedonia set on the village of Bllate and the damages caused on May 25.

    The peace-keepers promised to the Albanian party that such cases would be never repeated again and advised to calm down the population of border zones.

    The chairman of the commune of Maqellare, where the village of Bllate is situated, handled to the peace-keepers of UNO in Macedonia a process-verbal, in which were registered the damages caused in Bllate. They asked the mediation of peace-keepers for their compensation.

    Due to the maneuvers and deployment of special forces of Macedonia in the border with Albania, many inhabitants of Bulqize and Dibra e Vogel have sent to the mountain the children and the old men, as well as their cattle. /kled/mt/sh/

    The unit of Lac is the only of this kind in the Albanian Army.

    TIRANE, JUNE 12 (ATA) - By Dorian Koca: The chairman of the Republican Party Sabri Godo declared Thursday during a meeting with reporters that Prime Minister Fino is acting as a party-inclined official regarding a decision of the Constitutional Court on the law on elections.

    "PM Fino promised in the round table discussion that he was going to convene the Parliament, but this is not yet realised. Fino is acting as SP chairman and not as the Premier of all Albanians," stressed Godo.

    The leader of the Republican Party declared that "the decision of the Constitutional Court closes the road to a pluralist parliament."

    In a meeting held between small parties, it was agreed that the first two big parties (PS,PD) have a percentage of 35 per cent of the votes on the proportional basis and other parties 65 per cent. We shall address the CEC for this issue," said Godo.

    He considered this effort "as a tentative on our part" and a request of the parties which the ten parties participating in the round table must sign, so far five of them have already signed it," said Godo.

    "There is a game here between the two big parties," said Godo, "with or without agreement only their interests are defended leaving practically out of the parliament all other parties in the name of which a whole demagogy has been made."

    Godo was dissatisfied with the work of the Government and the functioning of the election commissions. According to him, the funds for the electoral campaign are expiring, and still funds for the electoral campaign are not yet accorded, everything is being delayed and deadlines are expiring. kled/xh/sh/

    TIRANA, JUNE 12 (ATA) - The Multinational Protection Forces has encouraged different initiatives to solve partly the situation of degradation of the environment in Vlore, which will start with the operation "Vlore, a clean city" on Friday, during which the MPF will guarantee the measures of security.

    In this operation will also participate students, pupils, who will coordinate with the activities of the entrepreneurs of Salento," says a press release of the Center for Information of MPF in Tirana.

    The Italian Defence Ministry has put at the disposal two bulldozers and four trucks, while the town hall of Vlore will contribute with people and means.

    [27] U.S. REPUBLICAN INSTITUTE PROPOSES POSTPONEMENT OF ELECTIONS IN ALBANIA

    TIRANE, JUNE 12 (ATA) - By Dorian Koca: The U.S. Republican Institute today declared in a talk with the RP leader Sabri Godo that it was of the opinion that the elections in Albania be postponed for one or two weeks.

    "Based on the meetings with the political forces, the Central Election Commission and others, the U.S. Republican Institute has created the conviction that it is difficult that the June 29 elections will be conducted normally," said in a meeting with reporters today Sabri Godo.

    But the proposal of the U.S. democrats was opposed by Republican Godo.

    "I made to them clear that in the present situation in Albania, the great poverty in which we are being plunged with each passing day and the total lack of order, make us think that the only hope for salvation would be the conduct of these elections as soon as possible, on the condition that they be acceptable and free."

    Godo said that it would be better if a televised debate was made to present the ideas how to bring peace to the country and how to go to elections without conflicts. "This is my intention in the invitation I have made to Mr Nano and Mr Shehu (respectively SP and DP leaders,)" said Godo. kled/xh/sh/

    [28] REFUTATION OF ALBANIAN INTERIOR MINISTRY

    TIRANE, JUNE 12 (ATA) - Albanian Interior Ministry refutes the story by Reuter Agency on the events in Elbasan Thursday. This Ministry turns down as completely untrue the words attributed to a local reporter on which Reuter bases its version on the event.

    The Interior Ministry confutes as untrue the declaratins on the causes for the exchange of gunfire and has incontestable facts and physical proofs that the Presidential Guard members have been rioted by a group of people, who attempted to exert terror on the participants in the rally. Reuter also misinforms when it refers to the developments that followed, precisely when it says that the presidential escort was hit by gunfire and two assistants of the president found shelter in the town hall. The agency says that it its story was based on reports by a local reporter and a nurse whom it does not identify.

    From the information that the Interior Ministry has, by the telephone in the emergency ward of Elbasan hospital has been, for about three hours, in the role of an unauthorized spokesman, a correspondent of newspaper Koha Jone, Besim Dybeli, who, on behalf of the doctors of the hospital, provided his version on the event.

    If the said agency considers this reporter as a reliable source and if for other events in Albania it will continue to refer to such sources, then its credibility will be seriously threatened by the passions and political preferences of its sources, and why not, by the collaboration with ordinary criminals who are sparking the flames of a civil war in Albania. ake/xh/

    [33] SOCIALIST CHAIRMAN DECLARATION FOR THE RETURN OF THE MONEY TO ALBANIANS IS A DEMAGOGY - Godo

    TIRANE, JUNE 12 (ATA) - By Dorian Koca: The chairman of the Republican Party of Albania, Sabri Godo said Thursday in a meeting with reporters that SP declarations for the full return of the Albanians' savings lost in pyramid investment schemes are a demagogy.

    Regarding the declaration of Fatos Nano, SP leader, in Vlore for the 100 per cent compensation of the savings, Godo said:

    "Anyone who promises to return the money to the people when he comes to power makes a false statement. This is an unpardonable electoral demagogy."

    "The first step is," he said, "to find where is the money, and then a consultation on national scale must be made with the participation of accountants, economics, people affected by the loss of money in these firms, to reach the conclusion what acts can be made to compensate these people, how long it would take, how many years are needed and all this be stipulated in a parliamentary law." kled/xh/sh/
