He also evaluated the activity of the Italian soldiers in Albania. pas/ak/sh/ [03] FMP STEERING COMMITTEE RECOMMENDS A 45-DAY MISSION EXTENSIONTIRANA, JUNE 11 (ATA) - By Keida Kostreci: Steering Committee of FMP recommended on Tuesday in Roma a mandate extension of 45 days for FMP in Albania, the FMP spokesman Lieutenant Colonel Giovani Bernardi told ATA."I believe that the U.N. will discuss this recommendation on June 26," Bernardi said. ak/k [04] FMP STEERING COMMITTEE RECOMMENDS A 45-DAY MISSION EXTENSIONTIRANA, JUNE 11 (ATA) - By Keida Kostreci: The Rome-based steering Committee of FMP recommended on Tuesday a mandate extension of 45 days for these forces in Albania, the FMP spokesman Lieutenant Colonel Giovani Bernardi told ATA."I believe that the U.N. will discuss this recommendation on June 26," Bernardi said. The committee includes 10 countries which participate in the multinational force. Meanwhile, the Albanian government has asked the international community to extend the FMP's mandate by three months. Regarding the role of FMP during the elections day, Bernardi said that the forces will not deal with technical problems such as moving of ballot boxes which will be done by Albanian officials. "Our task is to guarantee security to OSCE and other foreign observers. The presence of the FMP forces near the polling stations and during the road when the humanitarian aid is going to be distributed, provides security, Bernardi said. In Tuesday's press conference, the Italian Defence under secretary Massino Brutti considered Alba one of the factors which can enable the process of elections and said that "multinational forces will guarantee the mission of the international observers in Albania by boosting security in the country." The aim of Brutti's visit to Albania is to visit the Alba forces and he was accompanied by General Luciano Forlani in his visit to Vlora and Tirana. ak/sh/ [05] ELECTION DATA PROCESSING IS NOT DONE BY EVERY INSTITUTIONS- CelaTIRANA, JUNE 11 (ATA) - Not every institution which possesses computers can process the election outcome, Pellumb Cela member of the Central Elections Committee said to ATA's journalist Rafael Floqi.This statement is issued after the prime minister Bashkim Fino charged the Financial Information Center to process the election outcome on June 29 instead of INIMA, Institute of Data Processing and Applied Mathematics. "It is a surprise that the election outcome will be processed by an institution which is dependent on the Finance Ministry and I can say that it is not depoliticized," Cela said. He added that INIMA is an independent institute and specialised in this area. "INIMA has worked for five years with the Central Election Committee in all elections launched in Albania and I do not understand why they want to avoid it," Cela said. The Finance Information Center has a leading council appointed by the Finance Ministry and the latter is lead by a Socialist minister Arben Malaj while INIMA is dependent on the Science Academy. pas/ak/ [06] ELECTION COMMISSION DECIDES NOT TO ACCEPT ANY PAPER BEARING ONLY SIGNATURE OF PRIME MINISTERTIRANA, JUNE 11 (ATA) - By Dorian Koca: The Central Election Commission (KQZ) did not accept an official document sent by the head of the Council of Ministers Bashkim Fino bearing only his signature which was related to the processing of election's outcome, Pellumb Cela, member of KQZ said.He added that since the establishment of the National Reconciliation government it was agreed that papers and official documentation are valid if they have the signatures of prime minister and General Secretary of the Council of Minister Ekrem Kastrati. The prime minister sent a paper today to the KQZ and also to OSCE office saying that Financial Information Center (QIF) will be charged to cooperate with KQZ in processing election's outcome. "According to article 92 of the election law it is KQZ which asks the state bodies and those bodies should respond to its request and not order it," Cela said. The decision of prime minister Fino has avoided the only institution INIMA which has an experience in this area and which is dependent on the Academy of Science. The Democratic party leader Tritan Shehu, before leaving for Athens, presented Eduard Ypi, the minister of Privatisation in the present government as the DP candidate of Erseka.The electorate should know how to differentiate the mistakes of the DP from faults, crimes and malicious aims of the extremist left-wing leaders, Shehu said to Kolonja people. * * * In a meeting of the DP steering committee in Durres, its head Ferdinand Xhaferri, announced the candidates for deputy approved by the National Council on Sunday. In a meeting in Shijak (Durres) the party division secretary presented Metali Deliallisi, party head, as the DP deputy for Shijak. * * * The Democratic party also presented its candidates for deputy in the forthcoming election in a meeting in Kukes. The DP Foreign Relations secretary Leonard Demi said that anti democratic rebellion opposed political solution to lead the country from the civil war into peace and order. He said that the white cheque of Fatos Nano in Vlora is a big cheat. Under the title "Respect for the people of Kosova and his peaceful resistance," Rilindja paper covers the meeting of the Kosova chairman Ibrahim Rugova with the deputy ambassador of the Czech Republic in Belgrade, Vaclav Dobesh. Under the title "The law on elections, protest of small (parties) continues," the paper reports that the small parties ask Berisha to convene the round table of ten political parties. The paper carries an interview with the director of INSIG, Qemal Disha, under the title "Disha: The government should open way to the selling of INSIG shares". "The parties: Nano, where are the money," reports the Independent paper. Nano and Gjinushi continue the electoral tournament in South," reports the paper under the title "Long lives the rebels of South". The paper publishes an interview with the Albanian Premier, Bashkim Fino, under the title "Tropoje intrigues the same as Gjirokaster." "Nano: Berisha stole your votes 100 per cent", reports Dita paper. "The decision of the Constitutional Court has called the political parties in the table, without the democratic party," reports the paper under the title "SP - the parliament, the other the table with Berisha." "Elections, the coordinator of observers quits", reports Gazeta Shqiptare. The paper carries the editorial "The obligation of state or demagogy". Gjordeni: The court of the district of Durres ruled Tuesday prison arrest for the citizen Ilir Ceta, who tried to kill the President of the Republic, by hurling a grenade at the time he was holding an electoral meeting with the inhabitants of Shkallnuer, in the commune of Roshbull, in this district.Based on the article 219 of the Penal Code of the Republic of Albania, the Court of the Durres district, ruled prison arrest for the citizen Ilir Ceta, accused of making attempt on the life of senior personality of the State. Even for the citizen Flamur Xhafa, the court ruled prison arrest, based on the article 300 of the Penal Code, accused of not denouncing the crime. "The situation has almost been calm in Tirana today," Director of Tirana Police, Pashk Tusha, told ATA. With regard to the rumors that the markets of food articles will close after June 15, because "riots are expected," Tusha said that there are false information with the aim of destabilization. The decision orders all the Commissions of Constituencies, that, based on the law "On the elections in the People's Assembly of the Republic of Albania", continue the registration of candidates for deputy in the People's Assembly and bring them in the Central Election Commission until 13.06.1997. Hajno: A car with number plate of Sarande, which was turning on Tuesday by midday from Gjirokaster, was attacked from armed gangs, in the vicinity of the Muzine village, 25 km far from Sarande (Southern Albania), sources from the Sarande police commissariat informed ATABruno Hysi, 28, who was driving the car, lost his life due to this attack and the other two people, who were with him in the car, have been gravely injured. They are now in the Hospital of Ioannina under medical treatment. The segment of the national road of Muzina has been the arena of attacks of armed gangs during the recent months, who have caused the death of at least 6 persons. In the meeting, Shehu expressed the will of the Albanian Democratic Party to conduct the elections in a quieter and civilized climate, with a larger number of foreign observers."Along with the difficulties, presented by the committees and the southern gangs, we are resolute to extend the electoral activity in the whole territory," said Shehu. He said that DP has presented a long-term and short-term program, which aims at quick stabilization of the economic and social life in the country, as well as the continuation process of integration in Europe. "On the other side, the left opposition, headed by SP, is clearly expressed in the statement of Nano (SP chairman), that will return the money lost in fraudulent pyramid schemes. This shows that he and his party ask to further deepen the destabilization in the country. Such statements are fraudulent not realistic," said Shehu. Shehu stressed that DP has drafted a wider program with concrete measures for that part of the population which is affected by the pyramid investment schemes. Shehu and Pangallos discussed the further strengthening of relations between Greece and Albania. On the same day Shehu met with the chairman of the party "Nea Demokracia", Karamanlis. After talking about the current situation in Albania, they discussed on further cooperation between both parties and stressed the importance of June 29 elections. Shehu also met with the Speaker of the Greek Parliament, Apostolos Kakiamoni, from whom he asked a wider participation of the Greek parliamentarians in the monitoring of elections in Albania. They also discussed in the meeting the importance of approving legal aspects to the good of the Albanian emigrants in Greece and enlarge of cooperation between our countries. Shehu met with the mayor of Athens, with whom he discussed the projects on a concrete aid of Athens for Albania in this difficult period, which will be realised right after the June 29 elections. /a.ke/kei/mt/e [20] PRESIDENT BERISHA MEETS WITH INHABITANTS OF FUSHE-KRUJEFUSHE-KRUJE JUNE 11 (ATA) - By Flora Nikolla: The Albanian President, Sali Berisha, said Thursday in a rally with inhabitants of Fushe-Kruje that the June 29 elections are of a vital importance for the Albanian democracy. "With our free vote, our commitment and contribution we may take Albania out of rebellion and direct it to the road of Europe and progress," stressed Berisha."The rebellion organized by Albanian communists," he said, "created great problems to the country, the ownwership, industry, everything in general." Berisha considered June 29 as "a great proof for the construction of democratic Albania, its integration into Europe and separation from rebellion," which, as he stressed, "Albanians do not deserve." In Vlore," said Berisha, "communist chieftains, after they organized the rebellion which ruined everything, took out the white cheque. We do not promise a white cheque," he said, "but we promise our support, social assistance, liberal system, prosperity of the ownership. To deceive through the white cheque in order to take votes," he said, "means to promise something that cannot be realized," said Berisha. Berisha introduced before inhabitants of Fushe-Kruje the DP candidate for deputy, Dashamir Cela, to whom, as Berisha said, "the inhabitants of the town of Fushe-Kruje have trusted their votes twice. ake/eva/pas/xh/E [21] FIRST ATTEMPT AGAINST MULTINATIONAL SECURITY FORCE IN ALBANIATIRANE, JUNE 11 (ATA) - By Keida Kostreci: An undetermined number of people launched a bomb and opened fire against a group of militaries of the multinational security force who were accompanying assistance by the World Food Program from Elbasan to Tirane, thus registering the first attempt against the multinational force in Albania."There is much likely that the attempt was an effort for stealing," said today in a news conference in Tirane, lieutenant colonel Giovanni Bernardi. The soldiers came out of the vehicles (the number might be two but not confirmed yet) and opened fire without causing casualties and after this act by the foreign soldiers, the ill-doers left the scene immediately. The MSF has also helped to bring from Vlore to Tirane a six-year-old girl, Raimonda Tafili, who was gravely wounded in the head as a result of the exchange of gunfire between two rival groups. Tafili is now under medical treatment in a civil hospital in Tirane. ake/xh/E [22] SOCIALIST CHAIRMAN FATOS NANO OPENS ELECTORAL CAMPAIGN IN TEPELENETEPELENE, JUNE 11 (ATA) - By Hysni Cani: The Socialist leader, Fatos Nano, opened today in Tepelene and Memaliaj the electoral campaign of his party.At 11 a.m. in the square Ali Pasha of Tepelene, about 5 000 SP sympathizers listened to the socialist Sabit Brokaj who opened the rally and presented the SP candidate for deputy in that district, Fatos Nano. Then, the socialists' chairman took the floor. He thanked the participants in the rally for the warm welcome. "We do not promise you the paradise, the white cheque, but through the river of inner investments, and the sea of foreign investments, we will help elevate the welfare of all," said Fatos Nano. "Besides," he added, "we will make that not a penny of yours go invain." Then, SDP leader, Skender Gjinushi spoke in the rally. At 12 o'clock, the socialist leader Nano left for the town of Memaliaj where he attended a rally with some thousands of SP sympathizers. Also the candidate for deputy of this party, Dashamir Kamberi was introduced to the people present in the rally. The two rallies lasted for about 1 hour and after this, Nano made for the neighbouring country, Greece. ake/xh/E [23] AFTER HAVING A COFFEE CRIMINALS KILL HOSTDELVINE, JUNE 11 (ATA) - By Sh Hajno: Introducing themselves as friends of the son, and after having a cup of coffee, one of the "guests" has threatened with pistol in the head the host who was with his wife at home in Rahull village, 15 km from Saranda."We want your money," threatened the criminal "guest" the 75 year-old host. In the moment the old man told them "take anything you like but we have no money," he was shot dead by the criminal, sources from the Rahul village say. After the macabre episode, the criminals have left with a van which was waiting for them. Unconfirmed sources say that one of the criminals has been caught by some armed villagers. ssh/xh/E [24] POLICEMAN WOUNDED IN SARANDASARANDE, JUNE 11 (ATA) - By Shkelqim Hajno: Sources of police commissariat in Saranda told ATA that a policeman of Saranda Stefan Vasili was gravely wounded by an armed group on the national road linking Tepelena and Memaliaj on June 10 at noon.This gang has also maltreated 2-3 other policemen, who together with Vasili were going on business to Tirane to withdraw the money of budgetory employees and pensioners of Saranda. Sources of the police commissariat confirmed that the policeman is now out of danger. He is taken to a hospital in Ioannina after taking first medical aid in the hospital of Tepelene. ake/xh/ [25] DEMONSTRATION OF ALBANIAN COMMUNITY IN U.S. IN SUPPORT OF KOSOVATIRANE, JUNE 11 (ATA) - Albanian community in the United States of America are holding today a manifestation in support of the demands of the Albanian people for a free and independent Kosova according to the will of its people expressed in the referendum of 1991. The demonstration started today in the morning at about 10 o'clock in the Lafayette park, in front of the White House. "The truth on the loan-taking firms will come to light and we guarantee full transparence about them," said Berisha. pas/xh [27] ALBANIAN TROOPS RANKED IN FIRST COMPANY TOGETHER WITH A U.S. UNITFORT POLK, LOUISIANA (U.S., JUNE 11 9ATA) - By Atlant Frasheri: The Albanian military unit which arrived in the U.S. two days ago to take part in the joint exercise "Cooperaative Nugget 1997," was ranked in the first company together with the U.S., Hungary and Germany.This exercise is being conducted in the U.S. military base of Fort Polk, Louisiana Sate, in the context of the Partnership for Peace and its aim is the training of troops for peacekeeping missions to give humanitarian assistance in case of emergency. Taking part in the exercise are 18 countries members of the Partnership for Peace and the U.S., Canada, Turkey and Belgium. The Albanian unit consists of 35 soldiers and officers. According to the program of the exercise, the opening ceremony will be held on June 15, 1997. This is the third time Albania takes part in such exercises and its units have taken part in peacekeeping missions such as in Bosnia and in humanitarian missions as was the case of the explosion of army depots in Qafe Shtame, Albania. ake/pas/xh [28] PROTEST OF DEMOCRATIC PARTY OF ALBANIATIRANE, JUNE 11 (ATA) - The Democratic Party protests against a bandit-like act by a group of left extremists who blocked today two members of the DPA presidency, Halit Shamata and Afrim Krasniqi in the place called Ura e Drizes, 5-7 km before reaching Gramsh. The two democrats had to present the candidate for deputy of the DPA in the constituency 70, namely Fatos Xhangolli, a well-known personality throughout that area with a professional devotion and an indi sputable intellectual potential.Despite threats by most sophisticated arms, the DPA presidency members have continued their way to Gramsh and have presented the candidate for deputy. Also on their way back, the DP representatives have been threatened again but thanks to the support of Gramsh people the terrorists were opposed while the representatives from Tirana were escorted by local people.
