[01] DP STATEMENT AGAINST CERTAIN COMMITTEES REPLACING LOCAL GOVERNMENTTIRANA, MARCH 20 (ATA)- The Presidency of the Democratic Party of Albania which met today reports though a statement that it analysed the activity of certain committees set up in several districts of the country of late and states that:"1. It only recognises the legitimacy of the local government elected by the peoples' votes on October 20,1996. 2. The DP considers these committees as organisations beyond the Albanian legal framework and not at all legitimate. 3. The DP supports the government's efforts and asks it to strengthen the legitimate local government as the only local legal representative. 4. The DP asks its activists, sympathizers and members to contribute to the functioning of the local government in every commune, municipality and district." kled/lm/sh/ [02] PARLIAMENT DOES NOT APPROVE DRAFT LAW FOR THE RTV TO DEPEND ON THE COUNCIL OF MINISTERSTIRANA, MARCH 20 (ATA) - By A Baci, A Frasheri: In its today's session, Albanian Parliament refuted as "anti-constitutional" the draft law proposed by the Government of "National Reconciliation" on the status of the Albanian Radio Television, according to which this institution should pass onto the dependence of the Government until the coming elections.All the deputies were of the opinion that this draft law inflicted the main constitutional provisions and was a precedent in the work of the Parliament in the future. In today's session, on the basis of the law on television adopted in 1991, four members of the leading board of the Albanian Radio Television were replaced because their legal mandate had terminated. Many deputies supported a proposal of the ex-prime minister and deputy Aleksander Meksi that the Law on Private Medias must be presented to the Parliament within 10 days. kled/xh/ [03] REPORT OF THE SPOKESMAN OF ALBANIAN PRIME MINISTERTIRANA, MARCH 19 (ATA) - With regard to the recent visit of the Greek Deputy Foreign Minister, Kranidiotis, to Albania (Gjirokaster and Saranda) the spokesman of the Prime Minister confirms that Mr Fino had no knowledge of the time and the agenda of his meetings. In the framework of the idea of cooperation between the two countries, of which Premier Fino expressed his readiness in the latest meeting with Mr Kranidiotis, the realisation of the visit should have been made through diplomatic channels. xhAlbanian Telegraphic Agency[04] ALBANIAN DEFENCE MINISTER MEETS RUSSIAN MILITARY ATTACHETIRANA, MARCH 20 (ATA)- By A.Keko, Albanian Defence Minister Shaqir Vukaj met today with the military attache of the Russian Federation, Colonel Peter Procoptsov, and his deputy, Porbjnisky.Vukaj made a presentation of the situation under the conditions of the state of emergency in Albania. Vukaj also dwelt on the tasks of the army to rebuilt the military units and gather weapons, to restore peace and secure the ports, airports and national routes, the spokesman of the Defence Ministry says. Vukaj also spoke of building an Albanian national army, based on tradition connected with the Albanian territory and on the experience of the international military organisations, primary of NATO, and of other countries. They also discussed bilateral cooperation and relationship. a.ke/kled/lm/sh/ Albanian Telegraphic Agency[05] UNICEF TO PROVIDE $385 000 TO EASE SOCIAL PROBLEMS IN ALBANIATIRANA, MARCH 20 (ATA)- By A. Keko, During a meeting today with the Minister of Labour and Social Affairs, Elmaz Sherifi, the UNICEF representative, Gianfranco Rotigliano, presented a 385 000 dollar worth of project which will be applied in 12 months.Rotigliano said that the main objective was to minimise the consequences of the economic and social crisis for the mostly affected families and children in Albania. Minister Sherifi also received the chairman of the International Red Cross Mission, Alain Lennartz, and the president of the Albanian Red Cross, Shyqyri Subashi. The representatives of these organisations showed readiness to contribute to the easing of these problems especially to an effective distribution of the humanitarian food and financial aid ,which the EU is ready to send to Albania.
