[01] PEOPLES ASSEMBLY CONVENESTIRANA, MARCH 11 (ATA) - By Eva Allushi: The Parliament convened in plenary session yesterday to put into the agenda the draft of the law "On the declaration of the general amnesty for all those civilians and military who were involved in the revolt for pyramid schemes."The declaration of the amnesty, the creation of the Government of National Reconciliation, the holding of fresh parliamentary elections within June this year and the surrendering of arms within a week's time are some of the main points of the agreement signed by 10 political forces in a meeting directed by President Berisha last Sunday. After discussing the draft, the Parliamentary Defence and Laws commissions and the DP parliamentary group sent it to the parliament for examining in a plenary session due to be held today./kled/xh/sh/ Albanian Telegraphic Agency[02] PS, PSD AND PAD FULLY ABIDE BY AGREEMENT WITH PRESIDENTTIRANA, MARCH 10 (ATA)-The Socialist Party, the Social-Democratic Party and the Democratic Alliance Party, signatories for the creation of a government of national reconciliation until early elections, make known once again that they completely keep to this agreement.They consider that the issues included in this agreement are the main demands on which the forum for democracy itself was created. Thus, any announcement issued of late on behalf of this forum against the agreement itself does not make up a decision of this forum, less so the approach of the three parties. An announcement issued by this forum did not recognise the agreement for a government of national reconciliation and described it as a demagogy. The forum for democracy is a round table of these left parties and the center left with some small right wing parties like PDD. PRD, PID which aimed a round table of all the political forces for the creation of a technocrat government and the definition of the date of new elections. kled/lm/z Albanian Telegraphic Agency[03] SITUATION IN BERAT IS STILL TENSEBERAT, MARCH 11 (ATA) - By I Manka: Situation in Berat city is still tense although political forces and local government structures are making maximal efforts to calm the situation.The Civic Salvation Committee consisting of representatives of all political forces had asked the citizens for self-control. The committee has also appealed to people to surrender their arms, the parents should insist that their children have no arms. Yesterday, a lot of bullets were fired into the air. According to sources from the hospital, a citizen was accidentally killed and some others were wounded. Groups of people yesterday attacked state reserve storehouses outside Berat city and looted from there all the wheat. In this situation, the civic salvation committee and local government called that the wheat and flour should be sent back to the storehouse. Today all the citizens demand tranquillity, they are often under the bullets and terror of explosions by armed people who some times are masked. Armed people opened fire last night against some bars and shops in Clirimi quarter. There were no casualties because the people and owners of the shops were at home at that time. The Civic Salvation Committee convened again to discuss the situation created in the town. kled/xh/Z/ Albanian Telegraphic Agency[04] MONARCHISTS HOPE FOR REFERENDUM ON FORM OF REGIMETIRANA, MARCH 11 (ATA)- By A. Baci, A statement of the Legality Movement Party (PLL) says that the Monarchists, the PLL, are pleased with the fact that the political parties round table held yesterday by President Berisha agreed in principle to discuss in the future the possibility of a referendum to define the form of regime in Albania.In response to the monarchists' demand for referendum president Berisha said that "it is far from the issue under discussion and cannot not be included in the statement," although he had long since been familiar with this demand. The PLL has invited all its sympathizers to back up the realisation of the platform signed on Sunday by the political forces presided over by the President. kled/lm/Z/ Albanian Telegraphic Agency[05] SITUATION IN LUSHNJE IS CALMLUSHNJE, MARCH 11 (ATA)- The situation in the Lushnje town is calm and the activity of the local government bodies continues normally, sources from the Fier prefecture, also covering the Lushnje town, told ATA today at 10:00.The local government bodies and the defence council in this district are taking care of maintaining law and order and of the normal supply with water, electricity, bread production and other issues. The situation in other districts of this prefecture, including Fier and Mallakaster, is as well calm and the citizens have welcomed the agreement signed between the ten political parties, upon the initiative of the President of the Republic. kled/lm/sh/ Albanian Telegraphic Agency[06] PANIC IN VLORE: POSSIBLE POISONING OF DRINKING WATERTIRANA, MARCH 11 (ATA)- Since yesterday the Vlore citizens, on the tenth day of curfew, have been doubting that the drinking water is poisoned, sources who do not want to be identified have told ATA.Official sources say that no poisoned person has been hospitalised so far. However, the panic-stricken Vlore inhabitants, who do not seem to trust these sources, leave the water running to minimise the danger. Later, they boil the water or buy it in bottles. The drinking water was once, a very long time ago, poisened in Albania. If this latest report is a hundred per cent true, the citizens themselves do not know who are those Albanians who can do the poisoning .!) "However, this (possible) poisoning is only a part of the Vlore horrors, " the unidentified sources say. "Shots ring out throughout the city and the Vlore citizens stay indoors after 4 p.m.. So, in an effort to find a kilogram of flour you may fall victim of a stray bullet." The most appropriate time to move (for those who do not want to join the rebels) is until 12:00 p.m. Who makes this sort of state of emergency? A group of women tried to leave for Tirana today early in the morning (to attend a funeral ceremony there.) But (rebel) groups had stopped them in the edge of the city. Under a fire of arms they could get e permission for only half of the group, the two others had to return home. Why were they sent back by rebels?!... What is the reason for some to stop locals and prevent them to move freely?... Someone says that perhaps they (rebels) may be less restrictive for someone who wants to leave for Italy than for Tirana. But this is impossible for citizens... Yesterday's news for the declaration of the amnesty for those who have arms was somewhat a relief for Vlora people. But still there are no signs for voluntary handing down of arms in Vlora. If arms are not surrendered, according to the amnesty, then the situation would become more difficult. Sources from the city say that arms fire has the same intensity as before. Vlora people (those who do not want to mix with the terrorists) keep staying indoors. And the worse of it, nobody knows how long it will last, without mentioning the psychological consequences of this nightmare in southern Albania. [07] CALM SITUATION IN THE WHOLE DISTRICT OF ELBASANELBASAN, MARCH 11 (ATA) By S. Sharrexhi:There is a calm situation and a normal life of the population in the whole district of Elbasan, some 50 km far from Tirana, where are included the town halls of Cerrik and Belsh. The Secretary General of the Elbasani prefecture, Skender Qorri, confirmed this to ATA. With the initiative of the prefect Tonin Alimehilli, the representatives of 13 political parties in this district have just finished the meeting, who, after discussing on the situation created in the country, mainly in southern districts, issued a joint statement. They appreciated in the statement the measures taken by the staff of state of emergency of prefecture and district to provide the people with food articles, to guarantee the limit prices for them and to maintain legally the order and tranquillity even in the objects of special importance. After they supported the police forces in the district for the mature stand in implementing the law, the political forces approved the establishment of a permanent commission near the local government made up of all these political forces. With regard to the rumors for riots in the commune of Mjekes, Qorri stressed that the chief of the Police Commissariat confirmed that nothing had happened there. / s.sh/kei/mt/k [08] ALBANIAN PRIME MINISTER APPOINTEDTIRANA, MARCH 11 (ATA) - Today, the Albanian President Sali Berisha, by decree no. 1734, dated 11.03.1997 "On the appointment of Prime Minister", with the proposal of the Socialist Party and the consensus of all political parties, appointed in the post of Albanian Prime Minister Mr. Bashkim Fino, and charged him with the establishment of the new government, President Press and Information office reports. /s.sh/mt/k[09] SITUATION IN GJIROKASTER CALMER- report from sources in Athens for riots is not true -TIRANA, MARCH 11 (ATA) - The situation in Gjirokaster has been calmer on Monday night and during Tuesday. The gunshots have been rarer than the other days. The news broadcast by AFP, with the source in Athens, that unidentified terrorist have looted on Monday night some state buildings, as well as the hospital of Gjirokaster, is not true, well-informed sources from Gjirokaster told ATA. According to sources in the ground, the reports from Greece for the events in Southern districts of Albania, have aimed to disinform and disorient the public opinion in these districts. /kei/mt/k [10] TENSE SITUATION IN KUKESKUKES, MARCH 11 (ATA) - On Monday, at about 14.00, crowds of people from the villages Shtiqen, Bicaj, Nangj in Kukes, Northern Albania, have stormed and looted arms from two military headquarters of the district Division, which are near these villages, according to ATA correspondent.Actually the situation in the town is still calm, except the gunshots which are heard in the above zones. Kukes is boarder checking point with Kosova. [11] SITUATION IN LUSHNJE CONTINUES TO BE CALMLUSHNJE, MARCH 11 (ATA) - The situation in the Lushnje town continued to be calm even in the hours of Tuesday evening, sources, contacted by telephone in the evening, told ATA.The bodies of local government and the defence staff in this district are trying to protect order and tranquility, and are also working to provide the people with water, electric energy, bread, food articles, etc. The economic enterprises, private companies, public institutions have continued their work normally. /kei/mt/k [12] PRESS RELEASETIRANA, MARCH 11 (ATA) - In the course of the round table among the political parties, started Monday under the direction of Albanian President Sali Berisha, the representatives of the parties discussed and agreed on the structure of the government and on how the ministries should be shared on the whole, except the Democratic Alliance Party, which presented the unshakeable reserve that the Interior Minister should be from the opposition parties, although the State Secretary near the Interior Ministry will be proposed by the Socialist Party. /s.sh/mt/[13] BIOGRAPHY OF ALBANIAN PREMIER OF GOVERNMENT FOR NATIONAL RECONCILIATIONTIRANA, MARCH 11 (ATA) - Bashkim Muhamet Fino was born on October 12, 1962 in Gjirokaster. He is married and has two children. He has finished the Faculty of Economy in the University of Tirana in 1986, main course: Economy-Finance.The professional career: During the years 1986-1989, economist in the economic information center in the Gjirokaster district. In 1989-1992, director of the economic information center for the district of Gjirokaster. 1992-1996, Mayor of Gjirokaster, representative of the Albanian Socialist Party. During this period he has attended a training course on local government in USA. /kei/mt/k [14] ALBANIAN PARLIAMENT APPROVES LAW ON AMNESTYTIRANA, MARCH 11 (ATA) - The Albanian Parliament, considering the agreement of Albanian political parties on March 9, 1997, approved Tuesday the law "On the amnesty for the civil and military who were involved in the riots after the collapse of fraudulent pyramid schemes".The law entered into force on Tuesday at 20.00. The Parliament decided to exclude from penal procedure and further serving of punishment all those civil and military who, during the time of riots from January 10 until March 11, 1997, after the collapse of fraudulent pyramid schemes, have committed penal acts, except those who have committed crimes willingly or premeditatedly, as well as those who have committed crimes which have nothing to do with these riots. The persons who have arms, munition and other military equipment, and who will not commit penal acts after 11.03.1997, are excluded from the penal procedure if they surrender their weapons and ammunition until 20.03.1997.
