[01] ITALIAN PARLIAMENTARY DELEGATION TO VISIT ALBANIATIRANA, JAN 20 (ATA)- A delegation of the Foreign Commission of the Italian Parliament Chamber of Deputies is visiting Albania on January 23, 24 and 25, at the invitation of the Albanian Parliament's Foreign Commission.During the visit the delegation will conduct meetings at the Parliament's Foreign Commission, will meet representatives of political forces, economy and culture, the Italian embassy in Tirana reports. The Italian Parliament delegation will be headed by the deputy chairman of this commission, Mr. Vito Lecese. jz/lm Albanian Telegraphic Agency[02] CONSTRUCTION OF NEW CATHEDRAL OF SHEN GJERGJ IN FIER BEGINSFIER, JAN 20 (ATA)- The archbishop of Tirana and of the whole Albania, Anastassios Iannulatos, conducted recently the service of laying the foundation of the new cathedral church of Shen Gjergj in the district of Fier.The church has been designed by the office of architect Agron Jano in cooperation with the technical office of the Albanian Orthodox Autocephalous Church. Its construction will be carried in three stages and the tender of the first phase works has been won by three Fier construction companies. a.ke/jz/lm/e Albanian Telegraphic Agency[03] GERMAN PARLIAMENTARY DELEGATION VISITS ALBANIATIRANA, JAN 21 (ATA)- A German delegation, headed by Erich Riedl, chairman of the German Parliament Economic Commission arrived Albania for a two day visit yesterday.On the same day Riedl, together with a group of German businessmen met deputies, members of the parliamentary group of the Albania-Germany friendship. Speaker of Albanian Parliament Pjeter Arbnori was present as well. He considered excellent the relations between Albania and Germany. Riedl said that precisely for this reason he had brought with himself a team of businessmen of various economic fields, so that German future investments increase in Albania. a.ke/lm/Z/ Albanian Telegraphic Agency[04] UNIDENTIFIED PEOPLE IN KOSOVA VILLAGE FIRE IN THE AIRPRISHTINE, JAN 20 (ATA)-Last night, at midnight hours, in Krushe e Vogel of Prizren, near the border with Albania, unidentified people fired in the air, the Kosova Centre of Information reports.During this time, these persons offended the inhabitants of the village and cried:"Come out!". The inhabitants of Krushe e Vogel were reported to immediately address themselves to Serb police bodies, but the latter arrived on the spot in the morning. p.ta/lm/e Albanian Telegraphic Agency[05] SERB PARAMILITARIES IN KOSOVA THREATEN TERRORIST ATTACKSPRISHTINE, JAN 20 (ATA)- The so-called "Association of Kosova Serb fighters of 1991", through a statement published yesterday in newspaper D.Telegraf, accuse the Albanians of being the authors of the life-attempt upon Serb rector Popovic last week and threaten terrorist attacks in Kosova, according to the Kosova Information Centre.The threat by the Kosova Serbs adds to the doubt that the members of this association may have organised such attacks in Kosova earlier. The life-attempt on Popovic was first made known by the Serb agency of Bosnia, SRNA, only 20 minutes after it was committed. The announcement was cited by REUTERS and AFP and this fast spread of report is hardly occasional. D.Telegraf reported on December 25 that the Serb police had begun in Prishtine the mobilisation of the Prishtine settled Serb refugees, experienced in the diversionist war and snipers and were organising training with them in Golesh. A police inspector in Belgrade told the newspaper Politika on January 18 that the organisers of bomb blasts were "those who have returned from the war fronts from Croatia and Bosnia". Baci,Speaker of Albanian Parliament Pjeter Arbnori announced the deputies at yesterday's plenary session that a report of the State Control Commission on the financial activity for 1995-1996 would be read in the next session. Later, at the request of deputy Afrim Krasniqi, the the draft-law for a supplement to the law on the Armed Forces of the Republic of Albania was discussed and approved by a majority of votes. The deputies also discussed the usury issue. "Our silence is not normal. The two commissions' reporting will not be sufficient," Republican Sabri Godo said. After appreciating the Government's intervention and proposals of the President on the solution of the situation, they asked a greater engagement in informing the citizens of the situation created. jz/lm/E Albanian Telegraphic Agency[07] KOSOVA LIKELY TO BE NEXT HOTBED -RehnTIRANA, JAN 21 (ATA)-Elisabeth Rehn, special rapporteur of the U.N. Commission for Human Rights, after her latest visit to Belgrade and Prishtine, was asked by radio BBC whether the authorities (she met Yugoslav Foreign Minister Milutinovic, but not Serb President Milosevic) had guaranteed the implementation of Human Rights Rights in Serbia.She was also asked about the latest developments in Serbia and Kosova. "I am not satisfied. I was not satisfied during my stay there, either. Also, I am very concerned about the car-bomb attack incidents which wounded two Serbs, precisely when I was inquiring into all violations and abuses committed by the Serb police. I do not know whether they occurred precisely because I was there." Rehn said that now the attention of the International Community had been focused on the demonstrations in Belgrade. "Certainly, during this time we must not distract our attention from Bosnia and Herzegovina, but at the same time we should not forget Kosova because it is likely to be the next hotbed if we are not attentive of what is taking place there," said Rehn. ag/ pas/lm/Z/ Albanian Telegraphic Agency[08] "XHAFERRI" CLOSES DESKSTIRANA, JAN 21 (ATA)-Yesterday, for the first time, the "Xhaferri" foundation closed its main desk (near the "Sude" firm), while nearly 1 500 people waited outside for repayments, the newspaper "Albania" says adding that no explanation was given by the company's representative whether the repayments would be made or not.The "Xhaferri" clients were the only ones who did not fear either the failure of scheme manager Sude or the seizure of the money by the bank, as the foundation started repayments one day after the government's decision was issued. The paper says that yesterday, too, although in a smaller number than usual, several people deposited money in the branch of this foundation in Shkoder. jz/lm/Z/ Albanian Telegraphic Agency[09] APPEALS COURT RULES LONGER PRISON TERMS FOR NINE EX-COMMUNIST OFFICIALSTIRANA, JAN 21 (ATA)-The Appeals Court yesterday changed the verdict for nine ex-senior communist officials from 133 to 144 years in jail. They are accused of the penal act of crimes against humanity.The verdict issued by the Tirana Court, which a year ago ruled 133 years in jail for the defendants, was protested by the prosecutor's office, (according to which the court had issued very mild sentences and unjustly released from indictment two defendants, senior official of communists state, Pali Miska and Hysen Shahu). The lawyers and the defendants considered the verdict very harsh. At the end of yesterday's sitting, which lasted for six hours, the appeals court re-sentenced the defendants (several of them in absentia) and considered innocent for the second time the former political bureau member, P. Miska. jz/lm/Z/ Albanian Telegraphic Agency[10] BODYGUARDS OF PYRAMID SCHEME MANAGER, "SUDE", END IN PRISONTIRANA, JAN 21 (ATA)- After the failure of the "Sude" company and its 34 year manager, Maksude Kademi, her six bodyguards, who have been staying near her for six years, have as well ended in jail, newspaper Albania says. The six bodyguards are accused of fraudulence in complicity.In the meantime another 18 people are summoned to police station once in three days, until the beginning of the trial. The pyramid scheme company "Sude", which owes to its clients sixty million dollars, is the first loan-taking company to start this activity in Albania. The irregularities of the firm began in December and its failure was declared over the last two weeks. jz/lm/Z Albanian Telegraphic Agency[11] PROTESTER FROM FIER DIES OF NATURAL CAUSESTIRANA, JAN 21 (ATA)- The 69-year-old man from Fier, who died unexpectedly during a protest in response to a left opposition call against the failure of several loan-taking companies, was not shot by any one."Makashi was among those people who did not seem much active. His body fell unexpectedly on the ground", the newspaper "Dita informacion" says citing eye witnesses as saying. Afterwards, the paper says, several people gathered around Makashi trying to help him with artificial inhaling. He was quickly sent to the district hospital by a police car. Sources from the hospital told the paper that Makashi arrived in the hospital dead. The paper says that the late did not posses any document from the loan- taking firm. His family as well as the expertise admit that the late had suffered for a long time from heart disease, which was the cause of his death. jz/lm Albanian Telegraphic Agency[12] SHEHU LEFT FOR AN OFFICIAL VISIT IN LISBONTIRANA, JAN 21 (ATA) - Upon an invitation of the Foreign Minister of Portugal, Mr. Gama, the Albanian Premier and Deputy Foreign Minister, Tritan Shehu left Tuesday for Lisbon to pay an official visit, Press and Information Directory in the Foreign Ministry reports.During the official talks they will discuss about the increase and strengthening of bilateral exchanges, as well as about the cooperation in the multilateral plan. The Albanian Foreign Minister and his Portuguese counterpart are expected to sign the Accord for the Promotion and Protection of the investments./s.sh/jz/mt/sh/ Albanian Telegraphic Agency[13] SPECIAL MEETING OF COUNCIL OF MINISTERTIRANA, JAN 21 (ATA) - Under the direction of the Albanian Premier, Aleksander Meksi, the Council of Minister in a special meeting to avoid the further consequences of returns in pyramid schemes, decided to set up a Special Governmental Commission headed by Mr. Hasan Halili, Minister without portfolio. The commission will evaluate the real dimensions of the loan-taking phenomenon in pyramidal schemes, aiming at avoiding the further consequences of creditors. The commission is made up of government members and experts of the state administration.The Press and Information Office near Premier reports that it was decided the urgent preparation within this week of the legal framework to prevent loan-taking based in pyramidal schemes. On the basis of the data given by the special Governmental Commission and other structures of the state, will be also drafted the law on distribution of deposits in cash and the real property seized in the interest of creditors, Premier press and information office reports. /a.ke/kled/mt/sh/ Albanian Telegraphic Agency[14] CONERENCE OF MAYORS HOLDS ITS PROCEEDINGS IN TIRANATIRANA, JAN 21 (ATA) By M. Malja: The conference of mayors, organized by USAID and the Secretariat of Local Power, started Tuesday its proceedings in Tirana.The object of the proceedings during the first day was the role of town-halls in promoting the local economic development, the increase of incomes from local taxes to finance the improvements in this sector, as well as the application of new policies regarding the subventions and establishment of prices for public services and their influence on town- halls. Many Mayors discussed on these problems. Attending the conference were also the Secretary of State for Local Power, Njazi Kosovrasti, and USAID representative Diane Blane. The conference continues its proceedings tomorrow. /kled/mt/sh/ Albanian Telegraphic Agency[15] ALBANIAN SPEAKER MEETS WITH DEPUTY CHAIRMAN OF DLKTIRANA, JAN 21 (ATA) - Albanian Speaker Pjeter Arbnori met Tuesday with the deputy Chairman of the Democratic League of Kosova, Hydajet Hyseni, Parliament spokesman reports Arbnori said that Albania has supported in every case the peaceful democratic movement of Kosova people.With regard to the latest events in Belgrade, Speaker Arbnori underlined that helping to topple the dictatorship of Milosevic does not mean helping Drashkovic, the anti-Albanian approaches which are already known now. Further on he stressed the necessity to establish the Kosova institutions, like the parliament and the education institutions, apart from the difficulties and consequences that may come out of it. The chairman of the DLK, Hyseni, expressed his opinion that a democratic Albania and economically strong is a powerful factor which influence on the solution of Kosova issue. Further on, Hyseni underlined the important role of the Albanian diplomacy in the affirmation of the Albanian cause, by stressing in particular the role of Presidents Berisha and Rugova. /a.ke/kled/mt/sh/ Albanian Telegraphic Agency[16] 52 PARTICIPANTS IN ILLEGAL MEETING OF JANUARY 19 SENTENCED-TiranaTIRANA, JAN 21 (ATA) By Eva Allushi: Today in the Tirana Court was examined the case of 54 persons detained in the meeting of January 19th by police and accused of "participation in illegal meetings" by the prosecutor's office based on article no. 262.After the prosecutor's office presented the evidence, 13 arrested people were sentenced with 5-17 days in jail, on whom were proved participation in the illegal meeting of January 19th. "I have been in the meeting, but when I saw that it was exploited by left political forces, I immediately left", declared in the court hall Hysen Dani. The participation of the defendants in the meeting was proved among others with the photos, which had the value of testimony in the court. From the 54 detained, only two were declared innocent by the judges. Most of the defendants were fined with 5000-15 000 leks. Most of them were creditors of swindler scheme manager Maksude Kademi. "The political forces wanted to exploit our economic loss for their political aims, that's why I left away from the meeting", said before the judges defendant Isa Voka. On January 19th the Socialist Party and the Social Democratic Party, by exploiting the misfortune of many people, who lost their money from the collapse of loan-taking company "Sude", called on people to organize an illegal meeting in the Scanderbeg Square in Tirana. The meeting was led by SP and SDP leaders and their militants, who shouted anti-constitutional slogans./kled/mt/sh/ Albanian Telegraphic Agency[17] PRESIDENT BERISHA MEETS WITH CHAIRMAN OF DLKTIRANA, JAN 21 (ATA) - Albanian President Sali Berisha met Tuesday at midday with the chairman of the Democratic League of Kosova, Hydajet Hyseni."I would like to greet through you the Democratic League of Kosova, but I would like to send a special greeting to the Albanian political prisoners in ex-Yugoslavia, whose sacrifices and sufferings make the epic and the alive symbol of our national resistance for freedom, dignity and democracy. Albania has followed and follow a constant policy on the national cause of Albanians, which totally comes out from the national principles and the values on which is based the Albanian society today. Starting from these principles, we have supported and will support all the efforts, protests and other active, peaceful means of Albanians in Kosova and wherever they are, to guarantee the human and national rights which belong to the international standards. Albania has protected and will protect these freedoms and rights in all big chancelleries and international institutions. We never agreed with the violation and apartheid exercised in Kosova, either with the disinformation and imposture against Kosova people and Albanians wherever they are. Respecting the principle on the non change of borders through violence and the peaceful solution of the Kosova issue, we have insisted and still insist in the establishment of Parliament and all legal institutions in Kosova as well as the use of all means and forms of the active peaceful resistance, this before the beginning of demonstrations in Belgrade, as well as for the present and the future, until the Albanians enjoy the freedoms and rights belonging to them, as the whole citizens of Europe. They are political myopes those who consider Kosova as a card in the hands of Milosevic or myth in the concepts of another. Kosova is the land of its own owners, who deserve to be completely free citizens. Our support for the demonstrations in Belgrade is very important for the solution of Kosova cause, defining factor of importance on this solution and positive influence of the international support in this solution are and will be the efforts of Albanians themselves", said Berisha. Hyseni conveyed to President Berisha the greetings of President Rugova and thanked him for the complete support that Albania has given and gives to the fair solution of Kosova issue. /kled/mt/sh/ Albanian Telegraphic Agency[18] ALBANIAN PRESIDENT MEETS CHAIRMAN OF ECONOMIC COMMISSION IN GERMAN BUNDESTAGTIRANA, JAN 21 (ATA) - Albanian President Sali Berisha met Tuesday at midday with the chairman of the economic commission in the German Bundestag, Eric Riedle, who was accompanied by representatives of well-known German firms, interested in investing in Albania.Berisha estimated the interest and engagement of Riedle towards Albania since the first days of democracy as contribution in friendship and cooperation which includes tithes of projects expanded in the whole country, President's press and information office reports. Riedel, after pointing out the achievements of Albania in the economic reform, estimated the Albanian legislation, which had created good premises for the future of the foreign capital. "Your visit in Germany and that of German President Hercog in Albania, open a new prospective of friendship and cooperation between Albania and Germany", said Riedle.
